Goal of Berkeley Marina Area Specific Plan (BMASP)Learn from the past, protect the present core value, and forward-thinking
1. Analysis of the existing financial model, and develop strategies to retain current marina programs.
2. Invest in capital projects that would continue to support current marina programs. Capital
projects shall be prioritized by 5-year Capital Improvement Plan with consideration in expenditure
vs. revenue.
3. Forward-thinking (Next 20-years or more) to meet future community needs and desires.
4. Identify new revenue potentials based on opportunities and constraints analysis in the aspects of
environmental impact and all governing policies at the Marina; 2002 City General Plan, 2003
Marina Master Plan, 1986 Waterfront Specific Plan, BCDC…etc.
5. Identify new infrastructure needs, associated funding and mitigation required for new revenue
generation.
6. Ultimately, a financially self-sustainable marina with amenities that meet the needs of the
community.

SEA-LEVEL RISE STUDY
PurposeA. Fulfill the AB691 requirements to assess sea-level rise impacts to granted lands, andB. Provide Design Recommendations to incorporate SLR impacts into current Marina Projects, andC. Inform the Berkeley Marina Area Specific Plan (BMASP)
Assembly Bill No. 691 (Proactively Planning for Sea-Level Rise Impacts) requires the City to prepare and submit to the State Lands Commission, no later than July 1, 2019, an assessment of how the City proposes to address sea level rise.
Scope of Work• Inventory vulnerable natural and built resources and facilities• Consider the impacts of sea-level rise itself and other dynamic coastal processes and climatic events
that are projected to be exacerbated by sea-level rise such as coastal erosion, storms, and high tides on the vulnerable assets identified.
• Provide cost estimate and conceptual mitigation measures
Killing 3 birds with one stone!!!

4. Financial Analysis• Analyze past and current Marina Enterprise Fund revenue vs. expenditure trends• Develop financial strategy to provide financial sustainability for the next 20 years with
considerations on the 5-year CIP Plan expenditure5. Market Research
