Vision Statement
The vision of the Village of Vinton is to be a city of economic opportunity with cultural pride and civic engagement achieving a high quality of life for today and the future.
During the Strategic Plan Update held on March 30, 2016 Council defined each term found in the vision statement as follows: Economic opportunity means (V1): Financial education incentives—personal
& business. Cultural pride means (V2): Create and promote an identity. Civic engagement means (V3): Government and community participating
together. Quality of life means (V4): Live and play: home, health, safety, financial security,
recreation, and enjoyment.
Mission Statement
The mission of the Village of Vinton is to provide the means for development, growth, and sustainability with proper planning and resources.
During the Strategic Plan Update held on March 30, 2016 Council defined each term found in the mission statement as follows: Development means (M1): Cultivate future opportunities. Growth means (M2): Increasing and improving businesses, residential and
professional knowledge. Sustainability means (M3): Maintaining the solvency of the community. Proper planning means (M4): Identify strengths and weaknesses to realize
specific goals.

Each action step is directly targeted to address at least one of the defined points from both the Vision and
the Mission statement. For specificity please refer to page 2 for definitions. To have a cohesive action plan
to carry out these predetermined goals, the teams met and created the following action step:
Infrastructure:
I. Water – Continue to work toward a city wide water system: V3, V4, M1, M3
a) Pursue grants for design & construction
b) Pursue acquisition of private systems.
II. Waste Water– Continue to work toward a city wide sewer system: V3, V4, M1, M3
a) Continue to look for construction funds under the following funding sources: Texas Water
Development Board, Border Environment Cooperation Commission, U.S. Department of
Agriculture.
b) At least twice per year, inform the public on the status of the project and proper maintenance of
existing septic systems
III. City Streets– Evaluate and address needed city street improvements: V2, V4, M1, M4
a) Create an assessment from the property taxes collected for street projects (collaborate with City
Attorney)
b) Meet with City Engineer to revise cost estimates
c) Public Works director to collaborate with engineer and develop street maintenance plan.
d) Review and compare pricing for striping Valley Chile Road
e) Research traffic calming and pedestrian safety measures with City Engineer.
Economic Development
I. Create a Business Incubator —start relationship with HUB of Human Innovation: V1, V3, V4, M1, M2
a) Set up meeting to establish a relationships with the HUB of Human Innovation.
b) Research grants for incubator and apply to any that are available.
c) Research existing properties that may be available to place incubator.
II. Create a Public Improvement District: V3, M1, M3
a) Continue involvement to pursue PID for Valley Chile Rd
b) Meet to recruit businesses for PID
III. Establish taskforce to survey and identify gaps in types of businesses and service offered in Vinton: V3,
M1, M4
a) Create a census to identify the different services & products that local businesses offer.
b) Find five additional members for taskforce group

IV. Educate and promote business incentives to encourage new business development, promote existing
businesses and recruit private transportation company for public use: V1, V3, V4, M1, M2
a) Meet with Small Business Administration
b) Plan for quarterly small business workshops
c) Create a local directory to promote local business and services
d) Research possibility to recruit Uber drivers
V. Annexation implementation to ensure sustainable growth: V3, M3
a) Review annexation procedures with City Attorney

Civic Engagement:
I. Develop & implement a volunteer initiative in the community and create a student engagement
program: V3, V4, M2, M4
a) Create a program for youth engagement and a citizens academy for adults
b) Implement a public awareness program to promote programs

II. Improve communication between staff and council: V3, M2, M4
a) Create training for Council members on tablet usage.
b) Develop briefing report to be carried out on a monthly basis by Council Members during
Council meetings.
III. Public Awareness—Maintain environment of transparency: V2, M2
a) Encourage community to subscribe to an email list and to other social media outlets
IV. Provide ESL / Citizenship classes: V4, M1, M2
a) Find teachers for English and Citizenship classes through UTEP & EPCC.
b) Set dates for classes and implement program
c) Purchase supplies
d) Begin establishing citizenship classes
V. Identify procedures and expectations of all volunteer committees: V3, M4

Health & Safety
