PROJECT SUMMARY
Department of Mines and Geology, Government of Andhra Pradesh issued Quarry Lease Grant Order
to Kakinada SEZ Limited (formerly Kakinada SEZ Private Limited), vide proceedings no.
2784/Q1/2012 dated June 21, 2013, for road metal and boulders over an extent of 50 ha, in Survey
No. 1, Mulagapudi Village, Rowthulapudi Mandal, East Godavari District, Andhra Pradesh.
Department of Mines and Geology, Government of Andhra Pradesh issued Modification Order to
Quarry Lease Grant Order for commercial usage besides self-consumption vide proceedings no.
2784/Q1/2013 dated March 4, 2014.
Consequent upon conversion of “Kakinada SEZ Private Limited” from Private Company to “Kakinada
SEZ Limited”, a Public Limited Company, a fresh Certificate of Incorporation dated October 20, 2016
was issued by Registrar of Companies, Hyderabad, Ministry of Corporate Affairs, Government of
India.
Department of Mines and Geology, Government of Andhra Pradesh issued Amendment Order vide
proceedings no. 2784/Q1/2013 dated February 27, 2018 stating the change of name of Lessee
company from “Kakinada SEZ Private Limited” to “Kakinada SEZ Limited” in the Quarry Lease Grant
Order issued vide proceedings no. 2784/Q1/2012 dated June 21, 2013.
Department of Mines and Geology, Government of Andhra Pradesh has Approved the Mining Plan
vide letter no. 2784/Q1/2013 dated May 14, 2018.
The quarry lease was granted to meet the road metal and boulders demand in the construction of
various infrastructural and other developmental projects planned in the region viz., Kakinada SEZ,
Kakinada SEZ Port, Visakhapatnam-Kakinada Petroleum, Chemical and Petrochemical Investment
Region (VK PCPIR), Visakhapatnam Chennai Industrial Corridor (VCIC), which is Phase 1 of the East
Coast Economic Corridor (ECEC) linking Kolkata-Chennai-Tuticorin; and expansion of existing projects
like the strengthening and widening of existing Kakinada Beach Road and various associated
developments viz., proposed Beach Road, connecting Rail link from Timmapuram Station to
Kakinada SEZ Port, approach roads to Kakinada SEZ, strengthening and widening of existing villages
roads to quarry lease area from National Highway 16, etc. and other commercial usage purposes.
The quarry lease area is classified as Government land “Konda Poromboke”. There are no
habitations and no agricultural lands within the quarry lease area. Resettlement and Rehabilitation
(R&R) is not involved.
The existing vegetation in the quarry lease area mainly consists of shrubs. There are no National
Park, Wild Life Sanctuary and Eco Sensitive Areas within 15 km aerial distance from the quarry lease

The quarry lease area is connected by existing village roads passing via Mulagapudi, Rowthulapudi,
Gidjam, Srungadhara Agraharam and Tetagunta Villages and is joining National Highway (NH) 16 at
Tetagunta Junction. The aerial distance of NH 16 from quarry lease area is 15 km towards South. As
the end users will be at different locations, from NH 16 the quarry material will be transported via
existing village roads, which will be suitably strengthened and widened.
The proposed method of mining is open cast fully mechanized quarrying involving drilling, blasting,
excavation and transport.
The proposed maximum production is 19,90,259.88 Metric Tonnes per Annum based on the
Approved Mining Plan. The mineable reserves are estimated as 77.08 Million Metric Tonnes.
Water sprinkling is proposed for dust suppression along haul roads. Quarry wastes generated during
quarrying will also be used as construction material.
The water requirement for quarrying, dust suppression, drinking water, toilets, green belt, etc. is
estimated as 25 Kilo Litres per Day (KLD), which will be sourced from groundwater, local villages
through tankers and storm water stored in mined out areas. The power requirement is estimated as
10 KW and will be drawn from the nearest grid of Transmission Corporation of Andhra Pradesh
Limited, Government of Andhra Pradesh.
The project will enhance the employment prospects for 210 persons (direct and indirect potential),
local people in the nearby villages, for both unskilled and semi-skilled workers.
Green belt development is proposed in an area of 2.472 ha of 7.5 m barrier or buffer zone and the
backfilled areas.
The proposed amenities / facilities are Temporary Office, Rest Rooms, First Aid Room, Blasting
Shelters, communication facilities, drinking water facilities, etc.
The cost of the quarry project comprising of mining machinery, roads, buildings, workshop,
communication equipment, power supply, water supply, toilets, environmental management, health
and safety measures, greenbelt development, Corporate Social Responsibility, etc. is estimated as
Rs. 15 Crores.
The quarrying operations will be started after obtaining Environmental Clearance from Ministry of
Environment, Forest and Climate Change, and Consent for Establishment (CFE) and Consent for
Operation (CFO) from Andhra Pradesh Pollution Control Board (APPCB) during the year 2018. Based
on the estimated mineable reserves and proposed rate of production, the life of the quarry is
estimated at about 40 years. Green belt development is proposed post completion of quarrying.

proceedings no. 2784/Q1/2012 dated June 21, 2013, for road metal and boulders over an
extent of 50 ha, in Survey No. 1, Mulagapudi Village, Rowthulapudi Mandal, East Godavari
District, Andhra Pradesh.

Order to Quarry Lease Grant Order for commercial usage besides self-consumption vide

region viz., Kakinada SEZ, Kakinada SEZ Port, Visakhapatnam-Kakinada Petroleum, Chemical
and Petrochemical Investment Region (VK PCPIR), Visakhapatnam Chennai Industrial
Corridor (VCIC), which is Phase 1 of the East Coast Economic Corridor (ECEC) linking Kolkata-
Chennai-Tuticorin; and expansion of existing projects like the strengthening and widening of
existing Kakinada Beach Road and various associated developments viz., proposed Beach
Road, connecting Rail link from Timmapuram Station to Kakinada SEZ Port, approach roads
to Kakinada SEZ, strengthening and widening of existing villages roads to quarry lease area
from National Highway 16, etc. and other commercial usage purposes.
The quarry lease area is classified as Government land “Konda Poromboke”. There are no
habitations and no agricultural lands within the quarry lease area. Resettlement and
Rehabilitation (R&R) is not involved.
The existing vegetation in the quarry lease area mainly consists of shrubs. There are no
National Park, Wild Life Sanctuary and Eco Sensitive Areas within 15 km aerial distance from

ii) Brief Description of Nature of the Project
Quarrying will be undertaken by adopting open cast fully mechanized method of mining.
Rocks will be removed by drilling, blasting and excavation. Heavy earth moving machinery
will be deployed. After blasting, the rocks will be segregated depending on the sizes and
intended use. Segregated material will then be loaded by excavators into the tippers and

hauled to the stockyard for separate stockpiling and remaining material will be transported
to the crusher. The material will be separately stockpiled as road metal and boulders.
iii) Need for the Project and its Importance to the Country and or Region
The quarry lease was granted to meet the road metal and boulders demand in the
construction of various infrastructural and other developmental projects planned in the
region viz., Kakinada SEZ, Kakinada SEZ Port, Visakhapatnam-Kakinada Petroleum, Chemical
and Petrochemical Investment Region (VK PCPIR), Visakhapatnam Chennai Industrial
Corridor (VCIC), which is Phase 1 of the East Coast Economic Corridor (ECEC) linking Kolkata-

Road metal and boulders are sufficiently available from indigenous quarries and hence, its
import is not necessitated.
vi) Export Possibility
Road metal and boulders will cater only to the domestic demand and there is no export
possibility.
vii) Domestic / Export Markets
Road metal and boulders will cater only to the domestic market demand and there is no
export market potential for this material.
viii) Employment Generation (Direct and Indirect) due to the Project
The project will enhance the employment prospects for 210 persons (direct and indirect

3. PROJECT DESCRIPTION

The proposed project is quarrying of road metal and boulders to cater to the construction
demand of various infrastructural and other developmental projects planned in the region
including associated developments and expansion of existing projects.

particularly the Environmental Considerations
Quarrying is a site-specific project and quarry lease was granted by Department of Mines
and Geology, Government of Andhra Pradesh based on a survey. Hence, alternative sites
were not assessed.
iv) Size or Magnitude of Operation
The quarry lease area is 50 ha. The proposed maximum production of road metal and
boulders is 19,90,259.88 Metric Tonnes per Annum based on the Approved Mining Plan.

The quarry lease area is 50 ha. The proposed maximum production of road metal and
boulders is 19,90,259.88 Metric Tonnes per Annum based on the Approved Mining Plan.
The total mineable reserve is estimated as 77.08 Million Metric Tonnes.
The quarrying will be done by open cast fully mechanized method of mining by developing
multiple benches of 5 m height and 10 m width. Drill holes of 115 mm dia and 6 m depth will
be drilled in a staggered pattern of 3 m x 4 m interval. Blasting will be done with ANFO.
Excavators and loaders will be deployed to handle the material, and transportation will be by

dumpers / tippers directly to the crusher or sorting yard. All the material is used and size-
wise separation is done at the Bench and sorting yard. No waste generation from the quarry
is envisaged as the stone is mostly exposed. Overburden will be stored separately within the
quarry lease area. Green belt will be developed on the mined out areas.
vi) Raw Material required along with estimated Quantity, likely Source, Marketing Area of
Final Product/s, mode of Transport of Raw Material and Finished Product
The proposed project is quarrying of road metal and boulders to meet the demand for the
construction of various infrastructural and other developmental projects planned in the
region including associated developments as well as expansion of existing projects. From
the quarry lease area, the material will be transported by trucks to the end users.
vii) Resource Optimization / Recycling and Reuse envisaged in the Project
No waste is anticipated from the quarrying operations. Quarry wastes generated during
quarrying will also be used as construction material.
viii) Availability of Water, its Source, Energy / Power requirement and Source
The water requirement for quarrying, dust suppression, drinking water, toilets, green belt,
etc. is estimated as 25 Kilo Litres per Day (KLD), which will be sourced from groundwater,
local villages through tankers and storm water stored in mined out areas.

The domestic sewage generated from the toilets will be sent to septic tank followed by soak
pit.
Quarry wastes generated during quarrying will also be used as construction material.

4. SITE ANALYSIS
i) Connectivity
The quarry lease area is connected by existing village roads passing via Mulagapudi,
Rowthulapudi, Gidjam, Srungadhara Agraharam and Tetagunta Villages and is joining
National Highway (NH) 16 at Tetagunta Junction. The aerial distance of NH 16 from quarry
lease area is 15 km towards South. As the end users will be at different locations, from NH
16 the quarry material will be transported via existing village roads, which will be suitably
strengthened and widened. The nearest Railway Station is at Annavaram, which is located at
a distance of 18 km in South South East direction. The nearest Airport is at Rajahmundry,
which is located at a distance of 70 km in South West direction.
ii) Land Form, Land Use and Land Ownership
The quarry lease area is classified as Government land “Konda Poromboke”. There are no
agricultural lands and no habitations within the quarry lease area. The existing vegetation in
the quarry lease area mainly consists of shrubs.
iii) Topography (along with Map)
The quarry lease area is located on the northern part of a hillock. The general slope is on
both East and West sides. The highest point is 240 m above Mean Sea Level (MSL), while the
lowest point is 105 m above MSL.

iv) Existing Land Use Pattern (Agriculture, Non-agriculture, Forest, Water Bodies including

from the HFL of the river, CRZ)

v) Connectivity (Traffic and Transportation Road / Rail / Metro / Waterways, etc.)
The quarry lease area is connected by existing village roads passing via Mulagapudi,
Rowthulapudi, Gidjam, Srungadhara Agraharam and Tetagunta Villages and is joining
National Highway (NH) 16 at Tetagunta Junction. The aerial distance of NH 16 from quarry
lease area is 15 km towards South. As the end users will be at different locations, from NH
16 the quarry material will be transported via existing village roads, which will be suitably
strengthened and widened.
vi) Drinking Water Management (Source and Supply of Water)
Drinking water will be sourced from groundwater and local villages through tankers.
vii) Sewerage System
Toilets will be provided with a septic tank followed by soak pit.
viii) Industrial Waste Management
No effluents or industrial wastes will be generated during the quarrying operations.
ix) Solid Waste Management
During quarrying about 8,40,413.52 m3 of overburden is anticipated. Dump area of 2.618 ha
is earmarked and it is proposed to reuse the material in 7.5 m buffer zone and for
developing ramps and internal roads.
x) Power Requirement and Supply / Source
The power requirement for quarry operations is estimated as 10 KW and will be drawn from
the nearest grid of Transmission Corporation of Andhra Pradesh Limited, Government of
Andhra Pradesh.

Most of the mining equipment will be diesel-driven.
DG sets will be operated only during power failure and stack height will be provided as per
CPCB norms.
7. REHABILITATION AND RESETTLEMENT (R&R) PLAN
i) Policy to be adopted (Central / State) in respect of the Project Affected Persons including
home oustees, land oustees and landless laborers
There are no habitations and no agricultural lands within the quarry lease area. The quarry
lease area is classified as Government land “Konda Poromboke”. Resettlement and
Rehabilitation (R&R) is not involved.
8. PROJECT SCHEDULE AND COST ESTIMATES
i) Likely Date of Start of Construction and likely Date of Completion (Time Schedule for the
Project)
The quarrying operations will be started after obtaining Environmental Clearance from
Ministry of Environment, Forest and Climate Change, and Consent for Establishment (CFE)
and Consent for Operation (CFO) from Andhra Pradesh Pollution Control Board (APPCB)
during the year 2018. The mineable reserves presently are estimated as 77.08 Million Metric
Tonnes. Based on the proposed maximum production of 19,90,259.88 Metric Tonnes per
Annum, as per the Approved Mining Plan, the life of the quarry is estimated as 40 years.
ii) Estimated Project Cost along with analysis in terms of Economic Viability of the Project
The cost of the quarry project comprising of mining machinery, roads, buildings, workshop,
communication equipment, power supply, water supply, toilets, environmental
management, health and safety measures, greenbelt development, Corporate Social
Responsibility, etc. is estimated as Rs. 15 Crores.
Based on the various developments planned in the region, there will be significant demand
for road metal and boulders, and the proposed quarrying operations are envisaged to be an
economically viable proposition.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
i) Financial and Social Benefits with special emphasis on the Benefit to the Local People in
the area
The quarry lease was granted to Kakinada SEZ Limited to meet the road metal and boulders
demand in the construction of various infrastructural and other developmental projects
planned in the region viz., Kakinada SEZ, Kakinada SEZ Port, Visakhapatnam-Kakinada
Petroleum, Chemical and Petrochemical Investment Region (VK PCPIR), Visakhapatnam
Chennai Industrial Corridor (VCIC), which is Phase 1 of the East Coast Economic Corridor
(ECEC) linking Kolkata-Chennai-Tuticorin; and expansion of existing projects like the
strengthening and widening of existing Kakinada Beach Road and various associated
developments viz., proposed Beach Road, connecting Rail link from Timmapuram Station to
Kakinada SEZ Port, approach roads to Kakinada SEZ, strengthening and widening of existing
villages roads to quarry lease area from National Highway 16, etc. and other commercial
usage purposes.
The quarrying operations will contribute to the infrastructure development and also
enhance the economic activities in the region including the vicinity of quarry and benefit the
local people.
The quarry project will generate revenue to the Government of Andhra Pradesh as
Department of Mines and Geology will be levying royalty on the quarry material.
The project will enhance the employment prospects for 210 persons (direct and indirect
potential), local people in the nearby villages, for both unskilled and semi-skilled workers.
The transportation of quarry material will provide additional business opportunities to the
locals.
The existing village roads will be suitably strengthened and widened, which will also benefit
the local people.
The quarrying and associated activities will result in both economic and social benefits to the
local people.
As part of Corporate Social Responsibility, various activities will be undertaken to benefit the
local people of the quarry region.
