Welcome
The Wet Tropics Board is pleased to welcome you as a new or returning member on its Community Consultative Committee (CCC).
The Board believes it has chosen a CCC to provide a broad geographic and demographic representation of different interests across the World Heritage Area.
In line with the 2010 CCC operational guidelines, you have been recognised as having good community networks and are able to facilitate an exchange of information between the community and WTMA. You are a member of a capable group with high level skills, experience and enthusiasm.
This document is intended as an introduction for members to WTMA staff, providing background information about the CCC and fellow members.
On behalf of the WTMA Board, I welcome you and look forward to working with you in a productive and effective partnership over the next two years.

OPERATING GUIDELINESCommunity Consultative Committee
Preamble
The Wet Tropics Management Scheme Intergovernmental Agreement under Schedule 1 Wet Tropics World Heritage Protection and Management Act 1993 (WT Act) requires the Authority to establish a Community Consultative Committee (CCC). The Authority is required to ensure the CCC is broadly representative of the community and able to channel information and opinion effectively between the community and the Board. The Authority is also required to ensure that Aboriginal interests are adequately represented on the CCC.
Also under Schedule 1, the Authority should, within its human resource and budget constraints, provide adequate resources to the CCC to enable it to function effectively. The CCC is required to report through its chairperson to the Board of the Authority. The CCC chairperson or its delegate shall be invited to attend Board meetings as observers.
1. Functions and Responsibilities of the CCC• Statutory Function
Under S.40(3) WT Act, the CCC has the function of advising the Authority on:
(a) the views of the community on the Authority’s policies and programs in relations to the Wet Tropics Area.
• Functions under the Wet Tropics Management Scheme Intergovernmental Agreement (Schedule 1 WT Act)
In addition to the above, the CCC shall provide advice on:
• Broad principles relating to the Authority’s two-way interaction with the community• Community involvement in the achievement of the Authority’s Primary Goal• Advice on particular Wet Tropics issues which impact on communities• The review and evaluation of plans, strategies or management engagement activities
Other functions determined by the Authority:• Provide advice and channel information and opinion between the community and
the Authority to facilitate and support implementation of the Authority’s Community Engagement Strategy and associated initiatives.
• Provide a forum for consideration and deliberation on important WHA management issues and assess action and responses.
• Time commitments• Membership of the Committee is on a voluntary basis. Members are encouraged to attend
and participate in Committee meetings, and allocating appropriate preparation time for responding to issues where CCC advice is sought.

2. CCC Membership• Membership of the Committee will be up to twelve community members1.
The committee will comprise members who have:
• established community networks;
• knowledge of the World Heritage Area and involvement in one or more community issues associated with its management; and/or
• ability to exchange information between the community, the Committee and the Authority.
• Committee membership will also include a person representing Rainforest Aboriginal interests on the advice of the Authority’s Rainforest Aboriginal Advisory Committee.
• Preferably members will have active community interests associated with the Wet Tropics World Heritage Area.
• Preferably members will reside in North Queensland in close proximity to the Wet Tropics bioregion.
• In appointing the committee, the Authority will have regard to an equable balance of members from different geographical, professional affiliations, and interests.
3. Selection and Appointment
• At the start of each CCC term, the Authority will advertise for expressions of interest in membership of the committee, including the role of the Chairperson.
• Casual vacancies may be filled by invitation, seeking to maintain the general composition of the committee.
• Consideration of the State Governments Office for Women’s Women on Boards Strategy shall be taken into account when seeking nominations for the CCC with respect to gender equity considerations.
• The Board shall appoint membership to the CCC, including appointment of the Chairperson and Deputy Chairperson, on the advice of the Executive Director.
4. Role and Expectation of Members
All committee members shall:
• Regularly attend CCC meetings. (see term of appointment below)• Advance the views of the community of interest they represent, to the best of their ability
and knowledge, rather than their own personal views.• Report back to their nominating organisation to encourage wide knowledge about the
issues.• Inform the CCC of any recent relevant issue that should be discussed, noted or acted
upon.• Identify on the ground engagement issues and bring them to the committee.• If desired, provide an update on their activities since the last meeting.• Make available information held by their organisation to assist in the WHA management.Committee members are requested to be ‘ambassadors’ for the Wet Tropics World Heritage

Area, and individual members may elect to assume this role in their own communities. The Board would welcome such commitment.
5. Term of Appointment• The CCC term shall be for a three year period from the date of the Board resolution of
appointment. Casual vacancies may be filled from time to time for a period to coincide with the CCC term.
• Committee members may be appointed for a maximum of two consecutive terms. Following a break of at least one term, previous members may be eligible for reappointment.
• Members may resign at any time in writing to the Chairperson of the Board.
• A member’s membership of the CCC will lapse if the member fails to attend three consecutive meetings without valid reasons acceptable to the Chairperson of the CCC. Members may apply to the Chairperson of the CCC for an extended period of absence which would result in them missing two or more meetings. WTMA will notify in writing any member whose membership has lapsed as a consequence of non-attendance and initiate processes to find a replacement.
• The Board may terminate an individual’s membership of the Committee at any time. A termination notice must be in writing from the Chairperson of the Board, subject to procedural fairness.
6. Administrative and Resource Support
• The Authority will provide Secretariat services to the CCC.
• In accordance with State Government policy, sitting fees will not be paid to CCC members.
• Costs of member’s travel and living expenses associated with the attendance at meetings will be met by the Authority at the standard State Government rate.
• Subject to budgetary constraints and as judged as reasonable by the Executive Director, the Authority will provide such funds as are necessary for the performance of the functions of the CCC.
7. CCC Meetings• Convening of meetings• The CCC shall hold such meetings as are necessary to perform its functions, subject to any
budgetary constraints. • Subject to other demands, CCC meetings will be scheduled approximately one month prior
to Board meetings. This is intended to provide an opportunity for CCC members to raise issues for consideration by the Board; to allow for timely input into advice being developed for Board consideration and to provide timely responses to requests for advice from the Authority.
• If extra discussion by the Committee is required, alternative methods to communicating instead of meetings will be considered.
• Meetings will normally be held in Cairns, but the CCC may meet in other Wet Tropics locations, particularly when there is an opportunity to inspect particular sites/issues of interest.
• Meeting Agenda
• The meeting agenda will be subject to the approval of the CCC chairperson.

• The Executive Director or Board may request inclusion of specific agenda items on which CCC advice is sought.
• The draft agenda will be circulated to all members prior to the meeting following approval of the Chairperson. A member may seek the addition of further agenda items.
• The secretariat will facilitate and coordinate the preparation, collation and circulation of agenda papers to all CCC members at least one week prior to meetings.
• At the discretion of the Chairperson guest speakers are welcome to present at meetings on issues relevant to the World Heritage Area as a means of informing members and subsequently the wider community about these issues.
• Security and Confidentiality of Documents • All documents provided to members through the secretariat (except those already
available to the public) are to be considered by members as working documents unless otherwise indicated.
• CCC members should not distribute these documents further without clearance of the Authority via the secretariat.
• The provisions of the Right to Information Act 2009 (Qld) apply to any documentation prepared for, or by the CCC.
• Attendance at Meetings• Subject to the prior approval of the Chairperson, persons who are not members of the CCC
may attend a meeting or part of a meeting in the following capacities:• Authority Board members • staff of the Authority, Queensland Parks and Wildlife Service and Department of
Environment and Resource Management• invited observers and guests
The costs of observers and guests attending CCC meetings will not normally be met by the Authority.
There is no provision for proxies however a member unable to attend a meeting may seek approval from the Chairperson for a stand-in to represent the member’s interests at the meeting. Approval of a stand-in is at the discretion of the Chairperson.
• Conduct of Meetings• At a CCC meeting, a simple majority of Board-approved CCC membership constitutes a
quorum.• The CCC Chairperson will preside at all meetings at which he/she is present. • If the Chairperson is not present for a CCC meeting, the Deputy Chairperson shall preside at
the meeting.• The person presiding at the meeting shall be responsible for the conduct of the meeting.
8. Advice, Reporting and Recording Procedures• Requests for Advice
• The CCC generally responds to requests initiated by:− the Authority Board, − the Executive Director, or− the Committee in fulfilling its functions.
• The CCC may offer advice on other relevant matters at its own discretion following discussion with the Executive Director.

• Chairperson to Report Advice
• The CCC shall report through the chairperson to the Board where the Board requests advice.2
• The chairperson of the CCC or delegate shall be invited to attend Board meetings as an observer.3
• The CCC shall report through the chairperson to the Executive Director or his or her delegate in response to a request for advice or information.
• Consensus on Advice• As a ‘non-representative’ group the CCC does not formally ‘vote’ on issues, but may
indicate to the Authority that the advice represents unanimous, majority views or represent divergent views.
• Administration of Records
• The minutes of CCC meetings and records of all correspondence and reports will be kept by the secretariat and be made available to CCC members, the Authority and the Board.
• It is the responsibility of the Chairperson and the secretariat to ensure CCC advice and records of meetings accurately reflect the committee’s viewpoint.
• The minutes of all meetings will be prepared by the secretariat and include:− a list of attendance and apologies− a brief record of proceedings under each agenda item, any advice from the
chairperson for consideration by the Board or Authority, and any actions arising− any statements which members request be recorded
• The secretariat will produce a draft version of the minutes for consideration by chairperson and then provide a copy to all members for comment prior to tabling of the draft minutes at the next Board meeting. These minutes will not be confirmed until the next meeting of the CCC.
• In accordance with requirements under the Right to Information Act 2009 (QLD) a copy of the endorsed minutes will be made available to the public on the Authority’s website.
• Media Statements• Only the CCC chairperson has the authority to make public statements or provide written
advice on behalf of the CCC.
9. Conflict of Interest
CCC members are obliged to declare any perceived or actual conflict of interest to the CCC Chairperson in relation to matters under discussion and must withdraw from discussion of the matter if the Chairperson so requests.
