UPDATES ON THE
IMPLEMENTATION OF GASTPE
PROGRAM IN CARAGA
The Government Assistance to Students and Teachers in
Private Education (GASTPE), consisting of the Education
Service Contracting (ESC) and the Teacher Salary
Subsidy (TSS), is a demonstration of the Government’s
commitment to maintain the viability of private
education as a key partner in the delivery of quality
basic education
AMOUNT OF SUBSIDY FOR ESC GRANTEES IN
FORMAL SCHOOLING
• DepEd Order No. 18, s. 2016
effective SY: 2016-2017
OUTSIDE NCR
SY: 2016-2017 –Grade 7 and Grade 8
P 8, 500 per grantee for an entire SY, subject
to adjustments approved by the State
Assistance Council
Grade 9 and Grade 10 is same in SY: 2015-2016
Grade 9 – P7,500Grade 10 – P6,500
GRANTEE TRANSFERS FOR ESC
GRANTEES IN FORMAL
SCHOOLING
• DepEd Order No. 31, s. 2010
• If the grantee transfers to another ESC
participating school before the 15th of July,
the DepEd shall pay the subsidy to the
receiving school, not the school of origin.
• If a grantee transfers to another ESC
participating school after the 15th of July,
DepEd shall pay the subsidy to the school
of origin, not the receiving school.
AMOUNT OF SUBSIDY FOR ESC
GRANTEES IN THE OHSP
DepEd Order No. 18, s. 2016
effective SY: 2016-2017
The grant amount for incoming grantees of
the OHSP for all regions including the NCR
shall be the same as that for formal
schooling, However, the grant represents full
payment such that no TSF differentials need
to be paid by grantees in the OHSP
GROUNDS FOR PENALTIES,
SUSPENSION AND
TERMINATION OF SCHOOL
PARTICIPATION
• Falsification of data in any of the program
forms and related attachments.
• Padding and/or inclusion of “ghost
students” and unqualified teachers and/or
“ghost teachers” in the list billed ESC
grantees and TSS teacher-beneficiaries.
• Charging grantees in excess of the schools
tuition and other standard and non-
standard fees.
• A retention rate on the total number of
Grade 7 ESC grantees below 80% except
for reasons due to force majeure
(calamities, armed conflict).
• Refusal to release transfer credentials to
grantees that opt to transfer to other
schools.
• Requiring transferring grantees to pay for
unattended school years.
• Schools with unresolved ownership disputesfiled in court.
• Schools unduly withholding TSS payments toqualified licensed teachers.
• Schools which fail two consecutive re-certification visits are considered terminatedfrom the program.
• Schools which do not comply with proceduralrequirements as reported by the MonitoringUnits and PEAC National and RegionalSecretariat are given a written warning.

SENIOR HIGH
SCHOOL VOUCHER
PROGRAM
• Non-DepEd Senior High School (Non-DepEd
SHS) is an educational provider not directly
operated by DepEd, but granted by DepEd
with a permit to operate SHS. This includes
private high schools, private colleges and
universities, local universities and colleges
(LUCs), state universities and colleges
(SUCs), and technical-vocational
institutions.
• Voucher is a subsidy given by the state to
qualified Grade 10 completers to enable
them to enroll in a non-DepEd SHS of their
choice.
The SHS Voucher Program intends to:
• Provide greater choice to students and their
families in deciding the SHS Program that
caters to their needs and career goals
These objectives lead to the purpose of K to 12
Reform: RELEVANT and HIGH QUALITY
EDUCATION
CONDITIONS FOR VOUCHER PROGRAM
BENEFICIARIES (VPBs)
• VPBs are considered continuing participants,
and retain their subsidy if they are promoted
to Grade 12 and continue to study in a Non-
DepEd SHS. No maintaining grades are
required from VPBs within a school year.
CONDITIONS FOR VOUCHER PROGRAMBENEFICIARIES (VPBs)
• VPBs lose their subsidy if they do any of thefollowing:
*Drop out in the middle of the school year
*Do not reenroll in the following school year
*Fail to be promoted to the next grade levelor are retained in the same grade level
*Transfer to another SHS within the schoolyear
*Transfer to a DepEd SHS
CONDITIONS FOR VOUCHER PROGRAM
BENEFICIARIES (VPBs)
• VPBs who drop out due to prolonged illness,
accident, force majeure, or death of parent or
guardian may be reinstated in the SHS VP,
provided they submit relevant documents to PEAC
• VPBs are considered transferees if they transfer
to a different SHS.
• VPBs are considered shifters if they shift to a
different track or strand
