1. STATEMENT OF INTENT
Council aims to provide a system to manage emergencies within the workplace. This includes: Providing a system and resources to deal with all emergencies that could affect people,
property and / or the environment. Minimising adverse impacts on people, property and the environment. Ensuring the requirements of the regulations are fully met.
Council’s objectives include: Maintaining a high level of preparedness. Responding quickly and efficiently to limit the impacts of an emergency. Managing an emergency until emergency services arrive and take control. Supporting emergency services with information, knowledge, skills and equipment. Protecting emergency responders, personnel and community from harm.
This emergency plan shall be developed and maintained for each Council facility. The EmergencyPlanning Committee EPC (Building Management) will appoint a person or persons to become theEmergency Control Organisation ECO who, in collaboration with the facility owners, managers,occupiers and employers shall determine which types of emergencies warrant specific emergencyresponse procedures within the emergency plan.

This is the best option for notifying of an emergency for all workgroups, if no phone is available for thenthe alarm shall be raised through other means (e.g. Council’s 2 Way or UHF radio).

ANY PERSON on discovering a fire, noticing smoke, or hearing a fire-alarm/emergency warningsignal needs to apply the acronym R A C E D
IMPORTANTNOTES:
ALL FIRE ALARMS ARE TO BE RESPONDED TO IMMEDIATELY. All workers must obey instructions from their Team Leader, Fire Warden or Area
Warden. Evacuating the building in an orderly safe manner is the primaryconcern and allowing trained professional fire fighters to control the blaze.Upon arriving at the fire incident scene NSW Fire and Rescue will assumecontrol and continue in this role until the ‘All Clear’ is declared.
RESCUERESCUE or assist anyone in immediate danger – if you can do so safely. Ensure the immediate safety of anyone within the area takes precedent over
commercial operations and property/asset protection.
ALERT
ALERT others and emergency services to the fire. Activate alarm if equipped. Emergency warden, area warden, most senior worker. Emergency Services ‘000’ (from a safe location away from the fire).Note: It is important that where the fire brigade has been called by automatic meansor by activating a manual call point, this is followed by a telephone call to confirmreceipt of alarm and provide further information.
CONTAINCONTAIN the spread of fire: CLOSE non exit doors and windows to contain the spread of fire and/or smoke
if safe to do so (do not lock).
EVACUATE
EVACUATE to a nominated Assembly Point when directed.Determine the most effective egress routes taking into consideration injured orpeople with disabilities.Proceed in an orderly manner to the nearest nominated assembly area.
Assist members of the public or non-ambulatory personnel if you can do so safely.Remain at assembly area until all clear is given by Emergency Service.

FIREFIGHTING
Note: Workers are not required to fight a fire. If trained to do so, the decisionto fight a fire must not impede on one’s safety ensuring workers and yourown safety to evacuate comes first.
NEVER
Never fight a fire if: You don’t know what is burning. The fire appears to be too large to handle with one extinguisher. The fire is spreading rapidly beyond the spot where it started. You don’t have adequate or appropriate fire extinguisher. You might inhale toxic smoke. Your instincts tell you not to.
SMALLFIRE
Before fighting a small fire: Ensure everyone is evacuated, and the Fire Department is on their way. The fire is small and not spreading. You have an exit – you can escape safely if necessary. The fire extinguisher is right type and size for the fire. Use appropriate extinguisher to put out fire if you can do so safely.

EVACUATION
INTERNAL EMERGENCY / ALL CASES
ASSESSASSESS THE SITUATION – The most senior worker present at the emergency scenewill identify number of hazards and assess the likelihood of injury verses seriousnessof injury. Other considerations also include the number of people that will need to beevacuated and the timeframes it will take to do this.
ALERT RAISE ALARM - Chief Warden, Immediate Supervisor, Emergency Services ‘000’.
ASSEMBLE ASSEMBLE – Inform workers of stage 1 and 2 assembly area if applicable.
EVACUATEPROCEDURE
It is everyone’s responsibility to learn and know see where the nearestevacuation exit is and where there the main Assembly Point is. Note: Everyemergency can bring changes to the way you leave your building.
Look for EXIT lights and follow to safety. Lifts and elevators should not be relied on.
EVACUATION STAGES – Is in 3 stages according to the severity of the emergency.1. OUT OF IMMEDIATE DANGER – (Staging area 1. Decision made by anyone)
Notification of hazard is to be reported immediately to the most senor personand or Chief Warden.
2. MOVE TO A SAFER AREA - (Staging area 2. Decision made by the mostsenior person present, e.g. beyond fire door)
3. TOTAL EVACUATION OF AREA – (Staging area 3. Requires authorisationby Management where an immediate threat is not apparent). The safety of exitpaths and assembly points will need to be verified except where stage 2 areais no longer safe.
EVACUATION STAGES FOR PEOPLE
4. AMBULANT = Mobile Persons5. SEMI AMBULANT = Semi Mobile Persons, to apply Personal Evacuation
Emergency Procedure (PEEP) for assistance (See Form Attached).6. NON AMBULANT = Immobile person (use suitable carry/drag methods)
GENERAL EVACUATION PRINCIPLES Know your escape routes. Remain calm, walk briskly, do not run. Leave lights turned on. Turn off gas cylinders/ wall oxygen/ ward gas/ isolation valves where possible. In the event of a Fire, close doors keep below smoke line, crawl if necessary. In the event of a Bomb Threat/ Suspicious Package leave doors open if safe
to do so.
CHECKCHECK – All areas, especially change rooms, toilets, and storage areas. Note anypersons who do not wish to evacuate with name and location and report to ChiefWarden.
HEADCOUNT
HEAD COUNT – Conduct a headcount if possible. Ask contractor supervisors toaccount for their workers. If persons are missing, report to person in charge.
Workers MUST report to the designated Assembly Point for head count.
STANDDOWN
STAND DOWN – Stand down will be given by the Incident Controller, in consultationwith the Emergency Services and any other agency involved, once area is declaredsafe.

ASSESS Assess time frames from lightning to thunder (flash to bang). Every 3 seconds delay equates to a distance of 1km.
EVACUATION
Apply 30-30 rule to determine if evacuation is required (when the flash tobang is less than 30 seconds).
Note: Larger outdoor activities, with longer evacuation times, may require alonger lead-time.
If you cannot see the lightning, just hearing thunder means you are likely toalready be within striking range and appropriate shelter is required.
SEEKSHELTER
Within a dedicated ‘safe area’ that is protected by a lightning protectionsystem.
Inside a metal-skinned car, other vehicle, or metal boat/ship with a metal roof. Inside a substantial (normal headroom) metal-clad building. Inside a large building, keeping away from windows and any appliances
connected to outside electrical conductors. City streets that are shielded by nearby building.
WAIT Wait a further 30 minutes after hearing the last thunder before leaving thesafe area location.
