Eligible: Services offered to children (six weeks to five years old) of soldiers and retirees, and of DoD employees, and Army civilianemployees.

PRE-KINDERGARTENThe free Georgia State funded Pre-K program is for those parents who would like their children in a program for 6 ½ hours a day fosocialization and to attain readiness skills for school.
WRAP AROUND PRE-KOffers a regularly scheduled program for the preschool age child, providing before/after school care.
FAMILY CHILDCARE (FCC) PROGRAMOffers quarters-based childcare provided by authorized military Family members from housing located on Fort Stewart/Hunter ArmyAirfield. The U.S. Army regulates the care. Both the individual and the occupied housing unit (Family Child Care home) will becertified by CDS before children may be enrolled in care. Family Child Care is an alternative to center based programs. It providesa smaller family environment for full day, part day, hourly, extended and long-term care. The Family ChildCare program canaddress care of special needs children and newborn infants. Any family member residing in government quarters who provide childcare to unrelated children for more than ten child care hours per week on a regular basis must be certified. Otherwise, they areproviding unauthorized childcare. Unauthorized childcare in government housing may result in loss of government housingprivileges.
SUPPLEMENTAL PROGRAMS AND SERVICESThis type of care offers options which include baby-sitter referral services, child care programs operated by private organizations,special interest programs operated by Army activities, short-term alternative child care or on-site functions and special events, and
special needs child resources and referral. For more information call (912) 767-2312.
REGISTRATION PROCEDURESPatrons interested in registering should call for an appointment. Walk-ins are accepted on Wednesdays for sole/dual militaryfamilies and CDS updates only.All children must complete a registration packet before participating in any CDS program, and all immunizations must be up-to-dateto register. Parents should obtain and complete the necessary forms. There is a Registration Fee.
POST PRESCHOOLHelps your child prepare for elementary school. Classes are offered for four-year-old children. All programs include indoor andoutdoor play, arts and crafts, music, stories, and field trips, and other activities developed especially for their age group.
EligibilityChildren of active and retired soldiers, and Department of Defense Civilians are eligible to be enrolled in the Post Preschool.

• Epidemiologist and Disease Surveillance analyzes risk factors and trends associated with medically important diseases toensure their timely identification and containment. Public health activities include, but are not limited to, outbreakinvestigations, sexually transmitted disease control and treatment, environmental heat and cold injury surveillance andprevention, and medical advice for overseas travelers and troop deployments. • Community Health Nursing mission is to facilitate wellness in the community through assessment and education. This includeshealth risk appraisals, blood pressure/cholesterol screening, wellness education and counseling, HIV education, home visits,community wellness activities, child care inspections, and other prevention programs. • Environmental Health minimizes and controls health hazards by conducting water analysis, food service inspections, child-careinspections, swimming pool inspections, insect pest surveillance, and supervision of regulated medical waste. When needed,
recommendations are provided for corrective actions and future control measures. Advice on temperature risks are provided inthe summer to prevent heat injuries. Classes are offered for food handlers, and child development services employees. Formore information call 767-3050 or 767-2033.
• Industrial Hygiene identifies, evaluates, and recommends measures to control risk factors and stressors in the work place thatmay cause sickness, impair health, and affect well being. This is accomplished by surveys and evaluations of the work place.For information on Industrial Hygiene, call 435-5101. Hearing Conservation is responsible for evaluating and protecting militaryand civilian personnel from hearing loss due to occupational noise exposure. • The Comprehensive Clinical Evaluation Program provides Persian Gulf veterans medical evaluations for entry into theDepartment of Defense Persian Gulf Illness Registry. For information, call 435-5085. To start the enrollment process, call1-800-796-9699.
TREASURER'S OFFICEMost patients admitted to the hospital are charged for inpatient care. Rates vary within the following categories:• Family Members

THIRD PARTY COLLECTIONS• By law, all military treatment facilities must bill private insurance companies - third party insurers - for the care provided to
military family members, and retirees and their family members who have insurance. The Third Party Collection Program wasestablished to seek reimbursement for care provided at Winn, and all Department of Defense medical treatment facilities.

• You will need to verify if you have insurance during clinic visits and pre-admission interviews. The insurance companies arebilled a flat rate for outpatient services and at diagnosis related group rates for inpatient services. Prescription drugs are billedat current costs.
The insurance company will pay the hospital directly and patients are NOT responsible for any uncollected charges.All funds collected through this program are retained by Winn, and are used to enhance and expand medical services here on FortStewart. For the benefit of everyone, it is important to report your private insurance to the clinics or pharmacies you visit.

There are three TRICARE Options for obtaining care through civilian healthcare providers. Active-duty personnel are automaticallyenrolled in the Prime system, but continue to get their care through the traditional sick-call system. Family members and retireesdeciding to participate in TRICARE must choose from one of three options.• TRICARE Prime: Your care is guided by a Primary Care Manager (PCM), a pre-certified general practitioner, pediatrician,
internist or group practice that coordinates all their medical care. This ensures continuity and quality of care. Prime membershave access to a Health Care Information Line. Retirees and all family members must enroll at the TRICARE Service Center,740 General Stewart Way, Suite 106, Hinesville, to be in TRICARE Prime. • TRICARE Extra: This plan requires no enrollment or commitment. It is available any time to anyone not enrolled in Prime,simply by asking a HCF at a TRICARE Service Center to make a medical appointment. If no military care is available, the HCF
will make an appointment within the contractor's preferred provider's network or you can make appointments yourself and seekreimbursement under TRICARE Standard.• TRICARE Standard: The new TRICARE name for traditional Standard Civilian Health and Medical Program of the Uniformed
Services(CHAMPUS) coverage. It is a cost-sharing program. Patients can select any health providers, and then file claims forreimbursement of part of cost (if cost is covered by TRICARE/CHAMPUS). Some providers, but not all, file claims for patients.

other drug problem, they should go to the CCC, for counseling. All soldiers who have had a recent urinalysis, but who have notyet received the results, will become a command referral if the test results are positive.
• Command Referral. If a commander suspect a soldier is using drugs or abusing alcohol, they can refer the soldier to CCC.Based on the initial interview and assessment, with the commander's agreement the soldier may be enrolled in the program.
• Biochemical Urine Test. Anyone with positive urine test results will be referred to the Alcohol & Drug Abuse Prevention &Control Program (ADAPCP) for screening. Soldiers identified as illegal drug users may be considered for disciplinary actionunder the Uniform Code of Military Justice (UCMJ) and/or discharged from the Army.
• Investigation/Apprehension. Military Police (MP) blotters are screened daily. People involved in alcohol/drug related incidentswill be referred to the ADAPCP for interview and possible enrollment in the program.
• Medical Referral. A doctor, during routine or emergency medical treatment, may note apparent alcohol or other drug abuse. Inthese cases, the doctor will refer the person to the ADAPCP for screening and evaluation.
• Initial screening and interviews.• The CSAPC counselor will contact the soldier's commander to discuss the case, even on self-referrals. Based on the
seriousness of the abuse and the commanders' recommendation, the soldier may be admitted to one of the three tracks of theprogram.
The three tracks are:• Track I, Screened, and not Enrolled in the full time program: A 16-hour Alcohol and Drug Abuse Prevention Training (ADAPT)
education program to be accomplished within 30 days. You may not self enroll in this class.• Track II, Rehabilitation: A 30-360 day non-residential treatment program.• Track III, Rehabilitation: A six-eight week residential treatment program followed by non-residential follow-up at the local
ADAPCP. Enrollment in this track is for one year.

• Emergency Communication Emergency Communication and Emergency Leave Verification. At the request of either a soldier
or the soldier's commanding officer, or a soldier's family member, the Red Cross will attempt to verify any emergency situationrequiring the presence of the soldier. The Red Cross makes no recommendation regarding the emergency leaves or any otherpersonnel action.
• Disaster Assistance. Training is provided to assist individuals and families in disaster preparedness. Training is also availableto individuals interested in assisting in times of disaster.
• Counseling. American Red Cross personnel are trained and experienced in assisting soldiers and their family members withpersonal and family problems. All case records are held confidential and are not revealed to anyone without the permission ofthe individual concerned.
• Blood Drives Blood Drives are conducted monthly in conjunction with the Savannah Regional Blood Center.• Health and Safety Courses Health and Safety Courses are offered to soldiers and their family members and to civilians
working on the military installation. Courses include Cardio Pulmonary Resuscitation (CPR), First Aid, HumanImmunodeficiency Virus (HIV), Acquired Immune Deficiency Syndrome (AIDS), Water Safety, and Baby-sitting. Instructorcourses are also available.
• Volunteer and Youth Programs: Volunteer opportunities are available for adults and youths in a variety of areas at the
hospital, as well as throughout the post. Volunteers are used in all Red Cross programs and services. Limited childcareassistance is available.• HIV Education. Briefings and courses in HIV & AIDS training are available in conjunction with the Community Health Nurse and

DEPLOYMENT/MOBILIZATION READINESS
FAMILY ASSISTANCE CENTER• Activated during a major deployment. It serves as the resource center for emergency help to families while the sponsor is
away.• Emergency needs are those that are urgent and require immediate attention, as distinguished form those that are desirable,
but do not require immediate action. Some services which will be available to assist in emergency situations when familieshave no one else to help them include: childcare, local transportation, food, financial assistance, crisis counseling, informationand referral.
• These agencies will work together to provide family assistance: ACS, AER, American Red Cross, Child Development Service(CDS), the Family Law Center, Chaplains, Housing, Transportation, Provost Marshal, Mental Health at MEDDAC, and theACofS, G1/AG.
• The center will be open regularly scheduled hours. If the need is determined, the FRC will be open 24 hours a day, seven daysa week. As needs change, so will the operating hours. For assistance after hours contact the Staff Duty Officer (SDO) at (912)767-8666.

FAMILY READINESS GROUPS (FRG) are organized to provide mutual support for a unit's family members. TheFRG forms the third component of the Army's family support system during deployment. It operates during periods of normaloperations, as well, in close coordination with the affiliated unit and, if convenient, with ACS or the Reserve Component FamilyProgram Coordinator's Office. The FRG also serves as an important source of inspiration, training, and support to empower Army

How to Process an AER Loan Application1. Fill out an application on DA Form 1103. Request the Commanding Officer or 1SG signature of approval.2. Complete all information and include explanation of why the applicant is unable to meet financial needs.3. Bring completed applications to the AER office with a copy of the latest Leave and Earning Statement (LES).4. If requesting rent money to prevent eviction, applicant must have a written eviction notice from the landlord.5. If requesting money to pay utilities, applicant must bring the utilities cut-off notice.6. If requesting aid for initial rent, applicant must include a statement from the prospective landlord stating the amount of the
monthly rent, deposit required, and utilities (if applicable).7. If requesting food assistance, written certification must be provided by the Commander/1SG that the soldier has no food or
money. The aid is available in emergencies on nights and weekends, by contacting the SDO at (912) 767-8666/8667(S) or352-5000/5140 (H). Ask them to contact the AER Officer.
8. If applicant is requesting aid due to theft of paycheck or cash, the incident must be reported to Military Police (MPs) beforegetting assistance. Aid will be just enough to cover necessities.
9. If requesting aid for POV repair, written estimates of cost must be submitted with the application. Aid for POV repair is onlygranted in exceptional cases. If cost exceeds $500, soldier must have three estimates.
10. For spouses whose sponsors are assigned to Fort Stewart or Hunter AAF, but are deployed:11.12. Spouse should process application through unit rear detachment.13. Rear detachment Commander should try to contact the forward element to verify that the soldier is not being considered for
discharge, and to make sure the soldier knows of the emergency and agrees to the loan. (A Power of Attorney is used only asa last resort).
a. Rear Detachment Commander must verify the contact on the DA Form 1103.b. Spouse should bring form and his/her valid ID card to AER.
How to Apply for AER Emergency Travel Aid1. AER helps with emergency travel in cases involving grandparents. Cases involving aunts and uncles will be considered by
exception on a case by case basis.2. The Company Commander or 1SG must process paperwork to put the soldier on emergency leave3. Soldier must get Red Cross verification of the death/illness.4. If the case involves a mother, father, brother, sister, child, spouse, or grandparents/uncle/aunt in loco parentis, then the soldier
can request verification.5. If the case involves grandparents, aunts, or uncles not in loco parentis, then the soldier should have family near the victim
contact their local Red Cross office. The Fort Stewart or Hunter AAF Red Cross can receive verification on grandparents,aunts, and uncles, but cannot request it.
6. The soldier must submit a completed DA Form 1103 signed by his/her Commander or 1SG.7. Applicant must submit a copy of his/her most recent LES and leave authority.
8. Funeral expense aid is provided for parents of soldier or spouse, or for soldier's immediate family members. Verification of costis required.
How to Apply for Emergency Shelter1. The Company Commander/1SG must contact AER at (912) 767-5058/5502 (S) or 352-5301 (H).2. The soldier's name, rank, Social Security Number (SSN) and family size must be given to AER.3. If paperwork is not filled out in advance of the service, the soldier must go to AER, Bldg 253 (S) or Bldg 1286 (H) the day
following the service to process paperwork for the loan. Failure to go to AER will result in the full amount being deducted fromhis/her pay.
4. This aid is a loan, not a gift, and must be repaid. AER will cover the cost of the room and food only. Aid is basically a one-time,one-night service, although special circumstances will be considered.
CONSUMER AFFAIRS AND FINANCIAL ASSISTANCE PROGRAM (CAFAP)Assists unit commanders and leaders in training soldiers and family members in personal financial readiness to include: the militarypay system, checkbook management, soldier's financial responsibilities to themselves, their family members, and their creditors.
• Provides information, education, and training on developing spending plans, managing personal finances, evaluating assetsand liabilities, and improving a client's ability to perform as an informed consumer.
• Personal Counseling• Preventive Counseling: Basic guidance and suggestions. Especially useful to single folks, engaged couples and
newlyweds.• Productive Counseling: Learn to use a variety of investment tools to set and accomplish short and long term financial
goals.• Corrective Counseling: For those having difficulty meeting current financial obligations. Establish a workable plan to
repay creditors. Avoid the discrediting and long-term affects of bankruptcy. Develop a budget to avoid future problems.• Appointments must be made in person at the ACS Center.• Clients are given forms to fill out at home, and bring to the appointment.• In order to make an accurate assessment of the financial situation, you must also bring the following items to your
appointment:

RELOCATION READINESS PROGRAM (RRP)• Provides services and programs to assist soldiers/family members in making their moves as smooth and stress free as

Relocation is a never-ending process; therefore, programs and services are ongoing to help soldiers/family memberscontinuously prepare for transitions to new duty stations or civilian life.• Welcome Packets: Information on post and surrounding areas to help newly arrived personnel in getting adjusted to their
new assignment.• WorldWide Files: Information packets on installations worldwide (Army, Air Force, Marines, and Coast Guards). Packets
may be viewed in the ACS office only.• Standard Installation Topic Exchange System (SITES): Automated information on all DoD installations. Information is
updated every three months. A print out is available which can be taken home.• Relocation Counseling: Don't know where to begin? The relocation staff can give guidance and answer specific questions
for those anticipating a move. A copy of "Countdown to Moving Day" will help ensure all areas are covered. The staff canalso give some practical points on moving and make referral when needed.
• Briefings:• Overseas - Information on specific overseas areas. Appointments for briefings on Germany, Korea, etc. are made at
the Levy briefing. Briefings on Germany, Hawaii, Alaska, and Korea are held at the Youth Center, Bldg 6571, onDavis Ave. Contact the ACS office to make appointments for all other briefings. These briefings are conducted atACS.
• Newcomers - Basic briefing about what is available at Fort Stewart and Hunter AAF ACS.• Sponsorship Training for Unit POC and soldiers who are apprenticed as sponsors.
• Services for Waiting Families: Provides services for families who are geographically separated for their sponsor, whetherstation here or away.
• Transition Workshop: Assists soldiers who are getting out of the military in their transition to civilian life.• Lending Closet: Basic survival items (pots, pans, futons, etc.) that can be checked out to use while household goods are
in transit. To check out items a copy of PCS orders and a military ID card are required. Time is limited to thirty days withone extension of thirty days granted when requested.

• If the individual is in danger at the time, call the appropriate police authority to the scene.• If the individual has been battered and has not received medical attention, they should be directed to the WACH Emergency
Room. Medical documentation of injuries is important in spouse abuse investigations.• Relay all information to the MP desk (in on-post incidents), or the local Police Department in off-post incidents. Then, report it

The United States Citizenship & Immigration Service (USCIS) requires applicants and petitioners age 14 to 79 for certainimmigration benefits to be fingerprinted for the purpose of conducting FBI criminal background checks. To better ensure both thequality and integrity of the process, USCIS processes fingerprint cards for immigration benefits only if an authorized fingerprint siteprepares them. Authorized fingerprint sites include USCIS offices, Application Support Centers (ASCs), designated lawenforcement agencies, and U.S. consular offices and military installations abroad. In general, USCIS schedules people to befingerprinted at an authorized fingerprint site after an application or petition is filed. USCIS charges $70 per person (for mostapplicants) at the time of filing for this fingerprinting service. Please check the instructions on your Immigration application orpetition form to find out if you must be fingerprinted.
To make fingerprinting more convenient for our customers, USCIS has opened a combination of fixed and mobile fingerprint sites.In total, USCIS has opened 76 freestanding fingerprint sites (ASCs) and 54 sites located in existing USCIS offices; established
mobile routes serving 46 points of service; and designated 45 law enforcement agencies to take fingerprints for immigrationbenefits. USCIS is now working toward a system where fingerprints will be taken and submitted electronically to the FBI. By usingelectronic fingerprint technology, USCIS expects to significantly reduce processing times for criminal background checks.
• Do not submit a completed fingerprint card (FD-258) with your application. Your application will be accepted without thefingerprint card attached. If you submit a completed fingerprint card with your application on or after March 29, 1998, the cardwill be rejected and you will be scheduled to be fingerprinted by USCIS.
• Do submit fee, in addition to the application fee, payable to USCIS, with your application. The fee is noted at the top of ourForms and Fees page. This charge will cover the cost for you to be fingerprinted by USCIS.
• After USCIS receives your application, USCIS will provide you with an appointment letter with the location of the nearestUSCIS authorized fingerprint site. Please read the instructions in the appointment letter, and take it to USCIS authorizedfingerprint site when you go to your fingerprint appointment.
Exceptions:

Take a tour through history at the Fort Stewart Museum. The museum chronicles the history of the military present in Coastal Ga.with emphasis on the U.S. Army's Camp Stewart/Fort Stewart installation from 1940 to present. Included in these wonderful storiesare the heritage and traditions of two of the finest U.S. fighting Army units, 3d Infantry Division (Mech.) and 24th Infantry Division(Mech.) The Division's and Installation's role in wars of the past is exhibited through pictures, artifacts, and displays.Information is also available on some local historical sights. The Museum is open to the public at no charge.
The Fort Stewart Museum staff has developed a wide range of educational programs, training packages, and staff rides designedto utilize local resources and military history. Each program is designed to meet the specific need of the participating group. Feelfree to contact the museum in order to discuss which program ideas you might be interested. Some programs available include:Sherman's Campaign For Savannah, The Final Assault on Fort McAllister, Sherman's Forces in Liberty County, Forts and Artillery,

DESERT STORM MEMORIAL: The Desert Storm Memorial is located at Lindquist Rd and Long Circle on Fort Stewart. Thememorial is dedicated to the brave men and women of the 24th Infantry Division (Mech.) who served in Desert Storm.
THE HUNTER ROOMThe Hunter Room Exhibit is dedicated to the memory of Frank O'Driscoll Hunter, for which Hunter AAF was named. Information,displays, and documents can be viewed. It is located in Bldg 1201, on Wilson Blvd, inside Garrison Headquarters.
OUTDOOR RECREATION
The mission of the Outdoor Recreation Program is to provide a comprehensive program of outdoor leisure activities for members ofthe military community.
Georgia offers a wide variety of outdoor recreation activities. Within a 5 hour drive you could be whitewater rafting during thesummer or snow skiing in the winter. The coastal rivers offer tremendous fishing, sailing, water skiing and boating pleasures. Somefolks call this the sportsman's paradise with the 280,000 acres which are full of game for both the hunter and the nature watcher, 30managed ponds, the Canoochee River running through the installation and the Ogeechee River skirting the northern boundary, allproviding some of the best fishing around. Record bass and monster crappie have been harvested over the years from thesewaters. PERSONAL PROPERTY SECTION: The prime mission of the Personal Property section, is to processes personal propertyshipments for DOD personnel (military members, their dependents, and civilian employees) within our assigned area ofresponsibility of 17 counties in the state of Georgia. Services are provided for the shipping, receiving, storage, and inspection ofhousehold goods, mobile homes, boats, private owned vehicles, and firearms. We provide this service to all members of theArmed services as well as US Coast Guard. Methods of movement include Government Bill of Lading, Do-It-Yourself (DITY), andReimbursement moves. This section is divided into four major departments as follows:
The Inbound Section provides services for shipment arrivals to Fort Stewart, Hunter AAF, and other locations within our area ofresponsibility. It is very important that newly arrived personnel who shipped property to this area contact the Inbound sectionimmediately upon their arrival. Failure to contact the Transportation Office may result in extra handing of the shipment andunnecessary storage charges. Delivery arrangements for the shipment cannot be made without contact with the member orhis/her designated representative.
The Outbound Section provides services for departing customers for permanent change of station, separation, and retirement.This section operates on an appointment system and customers must have their official orders to process. Telephonicappointments cannot be honored. Transportation personnel must actually review the travel orders to schedule the proper groupcounseling session, determine entitlements and provide proper preliminary handouts required. Normally, within 7 - 10 workdaysafter the initial visit to Outbound Section, the customer will have a commercial moving company at his/her residence to pickup theirhousehold goods. However, during the peak moving season, May - Sep, the moving carriers have limited assets and the time frominitial visit to residence pickup may increase to 3 - 4 weeks Vs 7 - 10 workdays.
The Non-Temporary Storage section maintains shipment records for customers that are authorized long term storage of theirproperty while they are usually on a OCONUS tour.
QUALITY CONTROL SECTION: The Quality Control section has the responsibility for ensuring that only the best commercialmoving companies are awarded personal property shipments for Department of Defense personnel stationed at Fort Stewart andHunter Army Airfield. Our goal is to ensure that the customer's property is received in like condition as when it was picked up.Commercial contractors offer these services through Tender of Services, Basic Ordering Agreements, Local Direct Procurement
Contracts, Rate Solicitations, and Tariffs. These contracts include specifications for materials to be utilized and the methods forhandling personal property shipments. Quality Control monitors these services by performing inspections at residences andwarehouse facilities, witness reweighs, and evaluating performance based on inspection findings and customer feedback. QualityControl initiates punitive action against contractors for non-conformance with their contracts. Inspectors also prepare damageinspections for claims purposes when required. Personnel within this section are in direct contact with the customers and thecontractors during each workday. Their work is performed both inside and outside of buildings and during all types of weatherconditions. Quality Control works closely with the Personal Property section on a daily basis.
PASSENGER TRAVEL: Provides official travel reservations through use of contracted Commercial Travel Office (CTO), whoseservices include all official travel requirements such as hotels, rental cars, airline tickets, etc., for soldiers and civilians traveling onTDY, PCS, ETS, and Emergency Leave.
