FROM THE CWOA

PRESIDENT

Greetings Fellow Warrants,

One year has passed since I took over the reigns as CWOA president

and it feels like just yesterday I took my oath of office. Time has

flown since I’ve taken over as president and I’m looking forward to

another great year.

Thank you to everyone who participated in this year’s CWOA

elections. Your vote counts. Our newly elected officers are: Vice

President (VP) – CWO Jared Heintz, VP of Reserve Affairs – CWO

Sarah Case, and Secretary – CWO Sabrina Maile. All three officers

are a great addition to the BOD; they are very excited about being

association officers and they are eager to make their mark in the

CWOA.

We had a great turn out at this year’s CWOA annual meeting.

Representatives from 24 out of 26 Chapters attended the meetings and

with Admiral Zukunft as the guest speaker, we had nearly 70 people

attended the installation banquet. It was a very productive meeting;

you will be happy to know the Executive Committee took great strides

to protect the Death Gratuity benefit by identifying funding and

creating the Death Gratuity Restricted Fund; approved relocating the

Barge to Bolling AFB this summer; and we approved adding a general

membership vote to increase membership dues for subsidizing the

Death Gratuity Fund, which will be on the next ballot.

Summer is here once again. I want to welcome aboard all new

members and congratulate all the soon-to-be Coast Guard warrant

officers on your upcoming promotions this summer. Many of our

members are preparing to transfer to their next unit. During your

preparation I ask that you please remember to provide your updated

contact information to the CWOA to ensure you stay on the mailing

list. Please be safe in your travels. For those CWOs who are retiring,

thank you for your service to our country and good luck with your new

chapter in life.

Dear Fellow Warrants: During this past week I had the honor and privilege to go to the Chief Warrants and Warrant Officers Association Annual meeting. Saturday night I was officially sworn in as your newest Vice President. With this role and responsibility I am now fully engaged in making the most of our organization and bringing membership to its highest levels. Membership did very well over the past year but much of that was drastically diminished by failed setup of allotments. I will not be able to increase interest and preach the warrant officer association driving factors without each and every one of you helping me within your local areas. We need to take the time to reach out to our new appointee’s, and our active duty and explain to them how much good this association does and how much their support does to help this association continue its mission. In support of increasing and maintaining membership over the foreseeable future I challenge you to the following:

Every association member in good standing attempt to register one new member.

Create or install an active duty membership representative at each chapter. This will be a person that can keep up with the local membership, represent the association to new members/appointees, and work with the Chief Warrant and Warrant Officers Association to reach out to members at large.

My goal here is to not send these new warrants to Chief Warrant Officer Professional Development (CWOPD) in order to learn about our association and possibly join. I want to send them to CWOPD having already joined and ready to help support those that have not yet joined. This is your association, our association. In order for it to thrive and grow we will need for all members to help out and together make this the most influential and insightful association within the Coast Guard. Very Respectfully,

Highlights of the April 2105 CWOA Meeting By Laws Topic 5 - removal of the chapter

designation of “Area/District Chapter” and

replacing it with the more accurate description of

“Chapter” throughout the sections for the John A

Keller and Art and Ruby Colona Scholarship

application sections. Moved, seconded and

approved, submit to the General Membership for

vote with the next election.

By Laws Topic 8 Area limitations for qualification

for President, Vice President, Secretary and

Treasurer (See By Laws Committee Report) – a

motion was made seconded and approved to state

that the offices of President and Vice President

shall be active duty CWO’s stationed in the

Washington DC/Baltimore area, and that if active

duty CWO’s cannot be located to accept the

positions of Secretary or Treasurer reserve or

retired members may be considered with the only geographical restriction is their being located within the

continental United States. Submit to the General Membership for vote with next election.

Agenda Item 4 Relocation of the “Barge” –

a proposal to relocate the “Barge” from the

current location (James Creek Marina –

adjacent to the old CG Headquarters) to

Capital Cove Marina at Joint Base

Anacostia-Bolling (JBAB) approximately 2

miles from the new CG Headquarters. The

current location is in a very unsecure

location with no active offices nearby to

provide any support (ie head facilities),

also not convenient to new CG HQ. New

location at JBAB will provide security

(located within an Air Force Base, with full

support including monitored video

surveillance. Total cost of the relocation is

estimated at $5,000 with the added benefit

of reducing our annual mooring charges

nearly $2,000. Passed. No general

membership vote required, this is for

information purposes only.

Agenda Item 5 Death Gratuity Benefit - It

was moved seconded and passed to transfer approximately$28,000 from the General Assets Funds to a new fund

entitled Death Gratuity on 1 July of 2015 and 2016 to start the fund. The $28,000 will actually be calculated by

multiplying the number of members on the rolls as of 1 July by $8.42 the amount of each person’s annual dues to

be earmarked for the Benefit. The additional benefit of establishing a separate fund as we will now have a

designated fund to accept any donations provided in the future as well as deposits from the general fund as needed.

Again no vote of the General Membership required, this is for information purposes only.

By Laws Topic Item 7 Dues - It was moved seconded and

approved to amend the bylaws

increasing the monthly dues from $5 to $7 with $1

earmarked for the Death Benefit Gratuity

Fund and the remaining $6 for the general fund.

Since fiscal year 2003-2004, the Association has operated in

a deficit mode from as little as $4921 to a high of $32,507.

Only fiscal years 2011-2012 and 2012-2013 reflect a

positive cash flow, but this was the result of only having a

paid Executive Director for a portion of those years.

Expenses for the Association continue to rise. Each year a

pay increase to the Executive Director is necessary to

remain competitive with the Washington DC market. Also

the budget for the Annual Meeting continues to rise due to more chapters and the increasing cost for flights, hotel

rooms and food. Not only do we have higher costs to deal with, but we need to start planning on where the future

Association Office will be located and what costs will be associated with moving off the barge. Although the

amount of dues are contained in the Standing Rules, any increase requires the approval of Executive Committee and

an approved vote of the membership, as stated in Article III, Section 2.a. Submit to the General Membership for

vote with next election.

CWO Will Iozzino President of the Steven Shields Chapter in Alexandria, VA present Captain Hartman (Ret), an

honorary certificate as CWO Bob Peckman looks on.

Captain Hartman is a proud Coast Guard veteran who retired from active duty after 30 years of devoted

service. Currently, he is a Government Service Employee at the U. S. Coast Guard TISCOM base in

Alexandria, VA where he had previously been the Commanding Officer from 1999-2002. TISCOM

is the home of the USCG’s Ceremonial Honor Guard, where we have more junior enlisted personnel

than any other unit in the entire organization. Whether it is monetary support or a donation of time

and resources, to support the wellbeing of our crewmember’s, Captain Hartman is the first one to

respond! He enthusiastically invests his personal time and voluntary efforts into TISCOM’s Chief’s,

Chief Warrant Officer’s and Coast Guard Academy Alumni Associations. These associations are

heavily involved in philanthropy projects such as fundraising, social benefits and community outreach

on behalf of the Coast Guard and Captain Hartman is commonly seen spearheading whichever cause

they are supporting. He is extremely active in his service as a voluntary member and an advisor to the

Command for the Morale, Well Being and Recreation (MWR) program. Captain Hartman is the

ambassador of the TISCOM Partners in Education (PIE) program. This invaluable community

outreach program is designed to partner under-privileged children with Coast Guard mentors to

encourage success in the classroom and enhance our relationships with the Alexandria Community in

which we are located.

IN MEMORIAM

To Those Who Have Crossed The Bar

Cmdr. Peter Corson, USCG (Retired) crossed the bar on Sep. 29, 2014. Cmdr. Corson was born on Jun.

9, 1933 and retired on Jul. 1, 1974. He was a member of the Association for 55 years.

CWO (MED) Valerian Kusenko, USCG (Retired) crossed the bar on Oct. 1, 2014. He is survived by

his sons, Mr. Peter Kusenko of 70 Merrick Road, Hamilton, NJ 08691 and Mr. Bernard Kusenko of 87

Ribsam Street, Mercerville, NJ 08619. CWO Kusenko was born on Aug. 10, 1933 and retired on Oct.

10, 1993. He was a member of the Association for 19 years.

CWO (ENG) Dennis McTigue, USCG (Retired) crossed the bar on Oct. 2, 2014. He is survived by his

widow, Mrs. Robin McTigue. CWO McTigue was born on Aug. 12, 1941 and retired on Jul. 1, 1984.

He was a member of the Association for 35 years.

CWO (WEPS) Hassan Salem, USCG (Retired) crossed the bar on Oct. 11, 2014. He is survived by his

granddaughter, Mrs. Crystal Austin. CWO Salem was born on Jul. 27, 1931 and retired on Apr. 1,

1965. He was a member of the Association for 36 years.

CWO (F&S) Donald Hanley, USCG (Retired) crossed the bar on Oct. 16, 2014. He is survived by his

Humble in spirit and confident in purpose, members of the Chief Warrant Officers Professional Development

Course 05-15 arrived in New London, CT., March 3, 2015, ready to learn. Despite the foul weather that

delayed some of our shipmate’s arrival, we each made the journey in order to hone our skills as effective

leaders, and to polish our enlisted experiences into the high shine of an officer’s presence.

That is no easy task, however, the attitudes, experiences and professionalism of our instructors, as well as the

entire staff of the Coast Guard Academy, helped knock off some of the old salt and prepare us for the transition

from the Chiefs’ Mess to the wardroom.

With nearly 60 years of experience between them, the instructors, CWO4 Scott Epperson and CWO4 Pete

Mantel, command an automatic respect. It was clear from the moment that teaching commenced; we definitely

had the right instructors. Their ability to communicate clearly and directly aided many of us in

compartmentalizing, absorbing and learning the material they presented. They shared stories of their growing

pains in the wardroom in hopes that we would learn from them and make assimilation a little easier.

With sage advice being offered, and a top-notch curriculum giving students a well-rounded view of officer life,

perhaps one of the most important lessons offered was an opportunity to grow; not only as individuals, but as

Coast Guardsmen.

Part of this course is to present material and ensure that it can be done following a certain criteria. Given most

people’s discomfort with public speaking, it was clear that some of us were out of our comfort zone.

“I felt as though the course provided me the right tools to be successful as an officer,” said CWO2 Joe

LaCorte, who is assigned to Coast Guard cutter James as the Main Propulsion Assistant. “The level of

instruction here has been second to none

and I thank the instructors for giving me the

tools to succeed as a Warrant Officer.”

In the end, 22 men and women from various

specialties spent two weeks in the snowy

northeast learning to adjust, to adapt, and to

assimilate. Made ready by our instructors,

we return to our respective wardrooms with

a new found sense of belonging and a true

understanding of what being a Chief

Warrant Officer means; both in spirit and in

Purpose. This message provides coast guard sectors and marine safety units with policy and guidance for the

utilization of active duty and reserve marine safety specialist response (MSSR) warrants officers in support

of coast guard marine environmental response (MER) and preparedness requirements.

Background. In October 2013, the Commandant announced the creation of the MSSR specialty and

established an initial 17 active duty and 17 reserve billets. The MSSR specialty was created to mitigate the

current gaps in MERs experience, technical knowledge, and proficiency. The MSSR specialty establishes a

natural career progression enabling marine science technicians (MSTs) with MER technical spill response

knowledge, qualifications, and experience to continue building and leveraging those skill sets as they

progress up the chain of command into more senior leadership positions within the MER field. The first four

active duty CWOs completed the lateral to MSSR on 1Jan15. Additionally, there were five enlisted

members, currently on the 2014 CWO final eligibility list, that were found fully-qualified for lateral to

MSSR. Their appointment will be governed by the normal appointment and assignment process. Specific

guidance and timelines for future active duty and reserve applications to MSSR will be announced via

message from the personnel service center.

Roles and Responsibilities. MSSRs shall be assigned to the sector or MSU incident management division

(IMD). MSSRs serve as the unit technical expert in marine environmental response and preparedness. They

should be placed in positions of great trust and leadership to advise the command cadre, response department

head, and IMD chief, and guide, train, and mentor junior officers and enlisted personnel in response and

preparedness activities. MSSRs are intended to ensure connectivity of the marine environmental protection

(MEP) mission at the field level. MSSRs should coordinate response and preparedness activities closely with

the prevention department and the contingency preparedness and force readiness (CPFR) staff to unite the

unique elements of the MEP mission across the sector enterprise and improve operational effectiveness and

efficiency.
