U.S. Society on Dams 2016 Lifetime Achievement Award

We, and the 54 individuals listed on the attached Letter of Endorsement, nominate Mr. Kim de Rubertis for the 2016 Lifetime Achievement Award. Mr. de Rubertis is both a licensed professional engineer and geologist with 54 years of civil, geotechnical and construction engineering experience. He has participated in the design, construction, remediation and emergency repair of over 80 dams and numerous hydraulic structures worldwide including the Reza Shah Kabir Project which is a 200-m high arch dam where he served as the Resident Engineer. Kim has performed dam safety inspections as an Independent Consultant for over 35 years, and has served on Boards of Consultants for design reviews and development of remedial measures for a number of dams in the Pacific Northwest, among them Blue Lake, Swan Lake, and Wanapum. During 2014 and 2015 he served on the Board advising the design and implementation of remedial measures to stabilize the Wanapum Dam spillway that developed a crack during normal operations. A list of his Board of Consultants engagements follows. As well as serving on the various boards, Kim has provided leadership in developing standards for dam safety by serving on the Rules Review Committee for Washington State's Dam Safety Program and by authoring sections of the Guidelines for the Design of Intakes for Hydroelectric Plants and the ASCE’s Guidelines for Instrumentation and Measurements for Monitoring Dam Performance, chairing the 2016 update. This guide is widely considered a comprehensive reference on instrumentation used to evaluate dam performance. In 2002 he was also appointed to the committee on Geological and Geotechnical Engineering of the National Academy of Sciences.
Through his technical papers, conference presentations and workshops, Kim’s emphasis on the human factor in dam safety and in particular the role that human error has played in dam safety incidents has helped to bring the subject to the forefront of the dam safety community. As a lifetime member of USSD, he spoke on the subject at the plenary session of the 28th Annual Conference, The Sustainability of Experience — Investing in the Human Factor. His presentation, Look Both Ways, at the 33th Annual Conference generated additional interest and was followed in 2014 by the interactive workshop, Examining the Role of Human Error in Dam Incidents and Failures, conducted at the San Francisco Annual Conference. This year Kim prepared another paper for USSD titled “Safety in Numbers” where he reminds the industry that analytical numbers are necessary but that they must be used in conjunction with engineering judgement.
All of these papers and his continuing efforts highlight that Kim is much more than an engineer with a long distinguished work history. He has mentored, educated and supported thousands of engineers during his

extraordinary career spanning over five decades. In addition to his numerous contributions to dam safety, over the last 35 years, Mr. de Rubertis has not only advocated for but has led the way for succession planning and management by volunteering his time to teach the topic of “Dam Safety” to the next generation of engineers and geologists. This includes traveling to his alma mater, Colorado School of Mines at least twice a year, and teaching classes in geotechnical site evaluation, dam safety and specifically dam construction to the upper classman and graduate students. During this time, he has personally instructed thousands of students who are now working around the world. Kim has also donated his time by traveling to various hydro electric utilities throughout the Pacific Northwest and the Federal Energy Regulatory Commission (FERC), to teach classes on the topic of engineering geology and a class he developed and titled “Dams 101, the Basics of Dam Engineering.” To date, over 100 engineers, technicians, surveyors and hydro utility workers have had the pleasure of attending these classes and in true Kim de Rubertis form, all of this work has been Pro Bono.
Kim advocates helping the next generations of engineers to expand their role in the dam safety community and truly leads by example. One of the ways he has done this is by mentoring and partnering with individuals so that they can gain the experience necessary to become approved by the FERC as “Independent Consultants” and perform federally mandated dam safety inspections.
The positive impact that Mr. de Rubertis has made to the field of dam safety will be carried forward and passed down to countless engineers and geologists for generations to come. Engineers young and older routinely express how fortunate they are to have Kim as a role model, teacher, mentor, colleague and friend. Many of us talk about how important succession planning is to the future of our vital industry but Kim has actually taken action through his demonstrated philanthropy.
Kim’s legacy is at once subtle and powerful. He never minces words so you know his praise is genuine. Engineers who have the privilege of knowing or working with Kim are all somehow helped or are better for the experience. He seeks out challenges and sets the best example possible for all of us. He has inspired and personally supported hundreds of dam engineers in his extraordinary career.
It is for these sustained contributions and his leadership to the Dam Safety community that we nominate Mr. Kim de Rubertis for the 2016 Lifetime Achievement Award.

2014 Wanapum Dam, Washington. Member, Board of Consultants advising on remedial measures to stabilize a large concrete gravity dam that developed a crack during normal operations.

This letter is in support of the nomination of Mr. Kim de Rubertis for the 2016 USSD Lifetime Achievement Award. I have had the opportunity to work with Mr. de Rubertis beginning with participation on the team to develop ASCE’s 2nd Edition of the Guidelines for Instrumentation and Measurements for Monitoring Dam Performance. In parallel, Mr. de Rubertis and I worked together as co-FERC Part 12D Independent Consultants (IC) for two dams on the West Coast. This proved to be my first assignment with approval as a FERC Part 12D IC which then paved the way for additional opportunities. Examples to further support the nomination for Mr. de Rubertis are provided below.
Significant contribution to advancing the state-of-the art of dam technology: • Mr. de Rubertis’ vast and varied experience has resulted in a wealth of knowledge and expertise in dam design, construction, and
evaluation. As part of this year’s 36th Annual USSD Conference, Mr. de Rubertis will share his knowledge and expertise to reinforce the need to combine engineering judgment with the use of analytical tools and processes.
Significant contributions – as an advocate for major dam projects:
• Beginning with his Resident Engineer positions with Harza Engineering Company on the Reza Shah Kabir Project in Iran and the Bath County Pumped Storage Project in West Virginia, Mr. de Rubertis has participated in the design, construction, remediation, and emergency repairs of over 80 projects worldwide in his 54 years (and counting) of experience.
• Most recently, Mr. de Rubertis served on the Board of Consultants to advise the design and implementation of remedial measures for stabilization of the Wanapum Dam Spillway.
Significant advancement of public understanding of the role and contribution of dams to benefit society:
• Mr. de Rubertis continues to emphasize the valuable lessons to be learned from human errors in dam safety incidents. His efforts have brought these lessons to the forefront of the dam safety community.
• His presentations at the 28th Annual and the 33rd Annual USSD Conferences generated great interest and discussion and culminated in the highly successful, interactive workshop on human error in dam safety at the 34th Annual USSD Conference.
• Mr. de Rubertis truly believes in succession planning and development of the next generation of engineers and continues to develop and train the next generation of FERC Part 12D Independent Consultants and the next generation of dam safety engineers and dam designers.
• In addition to project work, Mr. de Rubertis continues to give back to society by volunteering his time to teach classes at the Colorado School of Mines and to teach classes around the world on the basics of dam engineering.
Significant leadership in developing regulations, policies, or standards for dams and dam safety:
• Mr. de Rubertis continues to provide leadership by serving on the Rules Review Committee for Washington State’s Dam Safety Program.
• He has contributed to numerous technical papers, workshops, and major industry publications and is currently serving as Chair of the ASCE task committee to develop the 2nd Edition of the Guidelines for Instrumentation and Measurements for Monitoring Dam Performance.
Mr. de Rubertis has devoted over 50 years of his life towards the betterment of the dams society both in the U.S. and abroad and has unselfishly given his time for these efforts. Hundreds of people have had the fortune of crossing paths with Mr. de Rubertis and benefiting from his wealth of knowledge. His efforts in the dams and dam safety arenas are very worthy of this prestigious award.

Kim has performed dam safety inspections as an Independent Consultant for over 35 years and is currently serving on Boards of Consultants for a number of dams in the Pacific Northwest. I have worked closely with Kim for the past eleven years as Co-Independent Consultant conducting FERC Part 12D Safety inspections on over eleven dam and hydroelectric projects. Kim has been a licensed professional engineer and geologist with over 50 years of civil, geotechnical and construction engineering experience. He has participated in the design, construction, remediation and emergency repair of over 80 dams and numerous hydraulic structures worldwide. His importance to the industry was demonstrated most recently when he was selected to be a member of the FERC Panel of Experts called upon throughout 2014-present to review the remediation designs to restore the cracked ogee section at the Wanapum Dam spillway. He has provided leadership in developing dam safety standards by serving on the Rules Review Committee for Washington State's Dam Safety Program and by authoring sections of ASCE’s Guidelines for Instrumentation and Measurements for Monitoring Dam Performance, considered a comprehensive reference on instrumentation used to evaluate dam performance.
