Government of Yemen ................. Official travel to meet with Presi-dent Salih on international tradeissues. The staff delegationwas tentatively scheduled tomeet with President Salih inSanaa on Feb. 19th. However,upon arriving in Sanaa at 10p.m. on Feb. 18th, we were in-formed by U.S. Embassy per-sonnel that President Salihwould be in Mukallah the nextmorning and that the Govern-ment of Yemen has arranged totransport us there for the meet-ing. Given the late hour of ourarrival in Sanaa, and given thatwe would be required to leave

early the next morning forMukallah. It was impractical toattempt to arrange a commer-cial flight. Alternatively, non-ac-ceptance of the flight and thuscancellation of the meeting withPresident Salih—a meeting inthe interests of the UnitedStates—would have caused thedonor embarrassment.
