About USAID TradeHub, East AfricaThe United States Agency for International Development Southern Africa Trade and Investment Hub (USAID TradeHub) has an 18-month activity, working to promote two-way trade and investment between the U.S. and 5 East African countries: Ethiopia, Kenya, Rwanda, Tanzania, and Uganda. A major focus of the activity is enhancing AGOA utilization and supporting access to U.S. capital and technology by exporting East African firms. The USAID TradeHub supports increased awareness of U.S. market opportunities and requirements by East African exporters and builds their capacity to trade with U.S. buyers, while also supporting buyer-seller linkages between U.S. and East African businesses for mutually beneficial business opportunities in target sectors.

The USAID TradeHub thus helps to:

• expand East Africa’s duty-free exports to the U.S. under AGOA

• increase flows of U.S. technology, investment and finance to East Africa, and

• fuel economic growth and job creation in both the U.S. and East Africa

East African Apparel and PPE Producers: Capable and Compliant Partners for the U.S. Market The apparel and personal protective equipment (PPE) makes the largest contribution to exports from East Africa to the U.S.

East Africa offers U.S. buyers an opportunity to diversify and optimize their supply chain. The region has a long history supplying the U.S. market, and reputable U.S. brands have trusted East Africa as a sourcing location. The East African apparel industry has embraced sustainable, versatile and efficient operations, with many enterprises incorporating virtual collaboration, transparency, flexible production, traceability and social compliance. The producers integrate East Africa into global supply chain thus creating jobs in their countries and contributing to sustainable economic growth.

The USAID TradeHub has supported East African apparel and PPE producers to build their understanding of the U.S. market, helping them to meet U.S. market requirements and linking them to U.S. buyers. These modern apparel enterprises produce a range of high-quality apparel and PPE products, with many of them having requisite social compliance certifications like WRAP.

Apparel comprises 90% of East Africa’s exports to the U.S, and volumes have been steadily rising over the past 6 years with the exception of FY 2020, when disruptions from COVID caused a 3.5% drop in overall apparel exports. Duty-free apparel products come from Ethiopia, Kenya, Tanzania, and Uganda – all AGOA-eligible countries which can use either fabric made in the U.S., fabric made in an AGOA-eligible sub-Saharan country, or in the case of “third-country fabric provision” - fabric made in non-U.S/non-AGOA countries but cut, sewn and finished in an AGOA-eligible country and shipped directly to the U.S. accompanied by a textile visa. The following pages showcase East Africa’s apparel export capability, capacity and quality, featuring enterprises from Ethiopia, Kenya, Tanzania and Uganda, in that order.

It is one of the largest manufacturers of denim jeans and other bottoms in Eastern Africa. Hela Intimates EPZ Ltd was established in Kenya in 2016. The company produces woven products (bottoms - chinos, 5-pocket pants, cargo pants, semi denim, shorts) and knit products (t-shirts - crew neck, V-neck, polo and pullovers and boxers. The company also produces face masks and coverings, hospital gowns/coveralls, scrubs, aprons, hair and shoe coverings.

Hela Intimates EPZ Ltd has 3,500 full-time employees and is responsible for 15% of Kenya’s apparel export. With green rating from PVH & VF compliance, the company produces 2.5 million pieces per month. Based on customer quality requirements, test reports are taken from the customer approved testing labs such as Bureau Veritas, Intertek etc. Hela Intimates also holds WRAP certification.

Located at the Export Processing Zone (EPZ) in Athi River, Shona EPZ Ltd is a leading PPE producer in the country producing disposable medical PPE - scrubs, hazmat suit (seam sealed coverall), surgical gowns and apron; and re-usable medical PPE such as scrub tops and bottoms. Shona EPZ Ltd also produces knitwear tops - jerseys, V-neck, crew neck, fleece tops, sweater tops; ¼ zip, ½ zip and full zip tops, jackets & hoodies, long short short sleeve fashionwear; knitwear bottoms - leggings, sweatpants, shorts, tracks and pajamas; intimates – underwear; and evening dresses.

With a workforce of more than 500, Shona EPZ Ltd has an annual production capacity of 3,931,200 knitwear pieces, 6,240,000 safety PPE suits pieces and 62,400,000 face mask pieces.

Shona EPZ has the Kenya Bureau of Standards (KEBS) and WRAP certifications.
