USDA Agricultural Marketing Service (AMS) National Organic Program (NOP) and Information Technology Service (ITS) Organic Integrity Database Project Notes from August 4, 2015 Public Webinar On August 4, 2015, the USDA Agricultural Marketing Service’s (AMS) National Organic Program (NOP) and Information Technology Service (ITS) hosted a public webinar about the Organic Integrity Database, an information technology project currently in development. This webinar shared information about planned capabilities for the system, and reviewed the draft data template and product taxonomy. Over 120 people attended the webinar, and several participants have requested the slides and a summary of the group’s comments. This document responds to that request. Attachments: The slides from the webinar and an overview of the draft taxonomy as it currently stands are included in this summary document, beginning on page 2. Participant Comments: During the webinar, participants shared a few comments and questions, which are captured in the bullets below: It would be preferable to have email addresses reported, to reduce paper. (Note: Email will be an optional field for certifiers to complete, as some operators don’t provide that information, and a significant number do not have email.) A participant asked when acreage data will begin to be available at an aggregate level. It was noted that acreage will start to be available as certifiers start to feed new data into the system - that will start as soon as September, but may take some others until further into the Fall. A few participants asked about the source of the taxonomy. The NOP shared that Intact was the lead contractor that developed that product, with guidance, input, and feedback from the NOP. It was suggested that the NOP taxonomy also be ultimately mapped to the USDA's Fruit and Vegetable inspections list (FV-345), which is quite extensive.

Organic Integrity Database Project Notes from August 4, 2015 Public Webinar

On August 4, 2015, the USDA Agricultural Marketing Service’s (AMS) National Organic Program (NOP) and Information Technology Service (ITS) hosted a public webinar about the Organic Integrity Database, an information technology project currently in development.

Participant Comments: During the webinar, participants shared a few comments and questions, which are captured in the bullets below:

• It would be preferable to have email addresses reported, to reduce paper. (Note: Emailwill be an optional field for certifiers to complete, as some operators don’t provide thatinformation, and a significant number do not have email.)

• A participant asked when acreage data will begin to be available at an aggregate level. Itwas noted that acreage will start to be available as certifiers start to feed new data intothe system - that will start as soon as September, but may take some others untilfurther into the Fall.

• A few participants asked about the source of the taxonomy. The NOP shared that Intactwas the lead contractor that developed that product, with guidance, input, andfeedback from the NOP.

• It was suggested that the NOP taxonomy also be ultimately mapped to the USDA's Fruitand Vegetable inspections list (FV-345), which is quite extensive.

In Other Words, Release 1 Enables…..

• Certifiers to login to the database, and regularly update the list of organic operations they certify

• Capacity to begin tracking the history of an operation to support certification and compliance activities

• Industry and the public to conduct searches and access standard reports more easily and with greater precision than with the current posted list

• Certifiers to use a more structured listing of commodities and services, a significant improvement over the current listing

User Accounts (Certifier Profiles/Accounts)

• Certifiers will have personal logins and passwords for each employee who accesses the system

• Already established USDA authentication system provides proven security controls

• Either NOP or certifier will administer certifier staff accounts (certifier’s choice)

• Online invitation-driven enrollment process • Goal is to establish system-to-system access,

as well as user interface access

Data Elements and Submittal Template

• Goals – Begin with 2014 List of Certified Operations template – Include additional fields requested by certifiers – Align better with industry data standards (addresses) – Allow for more granular reporting to support certifier and industry

needs – Build in multiple “on ramps” to facilitate more frequent and high

quality data submittals

• Key questions team regularly asks: – What do we build to meet both near-term and long-term

expectations for success? – What do we build to accommodate diverse certification systems

across certifiers?

Towards a Common Product Taxonomy

2014 List

• Open free text fields

• Hard to search • Significant

data quality problems

New NOP Taxonomy

• New taxonomy includes both categories (berries) and items (strawberries)

• Flexible mapping to meet a variety of needs

• Built using both top-down and bottom up methods

End State

Standard but flexible

taxonomy for certifier adoption

Scope/Product Taxonomy Development

• Goals for Taxonomy Development: – Multi-level with flexible options for engaging =

multiple “on ramps” based on certifier practices – Use “top down” and “bottom up” approaches – existing

taxonomies plus analysis of 2014 certified operations list of products produced

– Flexible data matching to accommodate and map to NASS, existing certifier tools, and other trade databases

– Provide structure and process to improve data quality and completeness across certifiers

• For “Top Down” view: Reviewed 18 taxonomies: NASS, EU, OTA, Global Gap, Individual Certifiers, Retailer Standards, and gs1 global product classification systems

Imports/Exports

• 3 likely options to feed new and updated data to NOP: – Direct user data entry – Excel file uploads – Web services/API calls (planned Winter 2015)

• We will work with certifiers to understand existing tools,

to facilitate new data transmittals as smoothly as possible.
