***ln the sheltered facility, there was an adult female Bichon identified as #00-0723-CAB2. This dog was putting full

weight on all four limbs, yet the left hind paw had a dime size, reddish blue raised area in between the second and

third digits. Lumps can indicate a serious condition and can be painful or cause discomfort to the animal. The

licensee must have this dog evaluated by a licensed veterinarian to obtain a diagnosis and appropriate treatment

plan. The treatment plan must be followed. The licensee must ensure that all animals receive adequate veterinary

care at all times.

The kennel facility consists of two sheltered buildings and one indoor housing building ( whelping building) which

houses mothers and puppies . In the whelping building there is one two year old female Yorkshire terrier, chip #

019317089, named Angel Fire. The animal had a splint and bandaged right front leg. The dealer stated the animal

had injured it's leg approximately two weeks prior with a reevaluation appointment in two days. The dealer did not

have any written documentation of the animal being injured or being evaluated by the attending veterinarian. In

building #2 there is a two year old female Yorkshire terrier, chip #004327043, named Lady Mist. The animal's left eye

is an orb of pink tissue. The dealer stated the animal's eye was a birth defect. The dealer also stated the animal had

been evaluated by the attending veterinarian. However the dealer did not have any written documentation of the

evaluation or treatment. Both animals must be evaluated by the attending veterinarian and the dealer must maintain

written documentation of the evaluation and all treatment to protect the health and welfare of the animals.

In sheltered building #2 there are four enclosures whose expanded metal type doors have excessively rusted

surfaces which are rough and pitted. The doors need to be repaired or replaced to insure they can be properly

cleaned and sanitized. Surfaces of housing facilities-including houses, dens, and other furniture-type fixtures and

objects within the facility-must be constructed in a manner and made of materials that allow them to be readily

OUTDOOR HOUSING FACILITIES.

Shelter from the elements.

An adult male German Sheperd identified by microchip (075-880-845) was acquired by the licensee approximately

two weeks ago. The dog is being kept in an outdoor enclosure that does not include a shelter structure. The

enclosure has sheet metal on the roof and along the north and south sides. The east and west sides are constructed

out of coated wire. The licensee stated that the pen is only used when quarantining new dogs. The licensee also

stated the dog will be moved to the sheltered housing area when the test results are available and there are no health'

concerns.

Not having access to sheltered housing that will provide protection from direct effects of wind and rain can be

stressful causing discomfort for the dog. The licensee must include one or more shelter structures that are accessible

and that are large enough to allow the animal in the shelter structure to sit, stand, and lie in a normal manner, and to

turn about freely. Shelters in outdoor facilities for dogs must contain a roof, four sides, and a floor, and must provide

the dogs with adequate protection and shelter from the cold, heat, wind, rain, snow and direct rays of the sun.

Twenty-six outdoor runs connected to the shelter buildings have an accumulation of feces and urine frozen to the

cement affecting 83 dogs. At least nine runs have the fencing wrapped in a plastic tarp material to help block wine

The runs covered in tarps do not make the surfaces the dogs come into contact with easily accessible in order to

clean properly. As a result the licensee stated the runs are cleaned about once every two weeks and the runs nolj

covered in tarps more frequently. The runs must be spot cleaned daily and sanitized at least every two weeks to

reduce disease hazards and odors. When weather permits the licensee must clean and sanitize the outdoor run%

***ln the puppy room there was an enclosure that had contained nine puppies. The puppies had been moved to other

enclosures for cleaning and were to be moved back as soon as the floor dried according to the facility representative.

In the Bio room, there was a puppy box that contained nine puppies. The walls and portions of the gate in the puppy

room and the walls of the puppy box in the Bio room had a build up of dirty oil. There were at least two housing units

in the outdoor enclosures that had a build up of dust and/or urine. According to the facility representative, the

surfaces are cleaned every two weeks. Cleaning of hard surfaces is essential for a healthy environment and reduces

disease hazards by eliminating harboring places for diseases and pests. The licensee must asssure that all hard

surfaces with which the dogs come in contact are spot cleaned daily and sanitized in accordance with Sec. 3.11(b) of

this subpart to prevent accumulation of build up and reduce disease hazards.

***ln the puppy room, the interior of the gate to an enclosure that had contained nine

the outdoor facility. There was a piece of solid wall covering in an enclosure with one

chewed. Both of these chewed surfaces created edges that could injure animals that

enclosures. The licensee must remove the sharp edges and assure that there are no

primary enclosures as required.
