Course Description: The Supervision of Police Personnel course prepares first-line supervisors for a successful transition from officer to supervisor, and provides professional development to current supervisors who have had little or no formal training to lead officers. The course provides the fundamentals of leadership and followership to enable students to become more effective in their roles, and provide an educational foundation for life-long learning and professional development.

The one-week course is designed to teach supervisors how to overcome contemporary leadership challenges and focuses on understanding human behavior and day-to-day work relationships with subordinates, superiors and the public. As emerging leaders navigating today's changing law enforcement environment, Supervision of Police Personnel students learn how to effectively motivate, evaluate and discipline employees in order to successfully carry out the visions of their law enforcement agencies.

Who Should Attend: Supervision of Police Personnel is an absolute must for all new supervisors or soon-to-be-promoted officers. Experienced supervisors are encouraged to attend to improve their leadership and supervisory effectiveness and continue developing in the law enforcement profession.

Course Description: This Six-hour course explores changes that have occurred in federal and Illinois law regarding the use of deadly force. Participants will be reintroduced to the Illinois Revised Statutes and the U.S. Supreme Court case of Tennessee v Garner from an officers and supervisory perspective. Situations to be studied include forcible felonies, threat of life, and arrestee/prisoner escapes. Videotapes of actual police shootings will be viewed and handouts, including copies of the statutes, will be provided.

Types of offenses and the use of force

Instructor: Jeff Chudwin served 38 years and retired as Chief of Police for the Village of Olympia Fields, Illinois. Jeff is a founding member and president of the Illinois Tactical Officers Association. As a competitive shooter of over 35 years he has won numerous competitions including the 2010 National Patrol Rifle Championship. He designed the first patrol rifle instructor training program certified by the Illinois Law Enforcement Training and Standards Board.

He has studied firearms use and design and developed and patented rifle and pistol safety devices. Course Description: This two day, 16-hour course has been designed by (Tri-River) along with an expert from the field of Investigations, to provide detectives and investigators with the skills necessary for conducting thorough, legally defensible investigative processes and techniques when investigating cold homicides and high profile media cases.

Students will review the role of a criminal investigator during the investigative process and learn practical and effective investigative techniques for investigating cold homicides and high profile media cases. Detectives will examine cold homicide investigations and high profile media cases. Detectives will be given techniques to assist in the solving of these cases. This program emphasizes practical exercises and case studies.

Instructor: Larry Rafferty is the Commander of the Criminal Investigations Division for the Cook County Illinois Sheriffs Police Department. Larry has been with the Cook County Sheriffs Police Department for 27 years. During that time, he has worked as a patrol officer and detective. Larry spent 13 years as a detective and was assigned to investigate property crimes, violent crimes and then to the homicide team. Larry also spent 16 years as a member of the South Suburban Major Crimes Task Force. He began as a task force investigator and later became a team leader, squad leader and for six years the commander of the homicide team. As commander of the task force, Larry commanded 85 investigators and 15 supervisors. Larry oversaw the entire criminal investigation including crime scene technicians, search warrant teams, leads and case managers and the social media team. Larry worked on and supervised over 150 homicides with the task force. Larry as a Detective Sergeant supervised the Cook County Sheriffs Police Departments Cold Case Squad for three years. Larry supervised four detectives and his unit was recognized by the Chicago Crime Commission for an outstanding Cold Case Criminal Investigation. Larry currently holds the rank of Detective Division Commander and oversees the entire Investigation Division. Larry has spent 22 years in the Detective Division and has worked on more than 250 murder cases. He has conducted dozens of Overhear wiretapped homicide investigations involving the use of Confidential Informants and jail inmates. He has also been involved in many high profile media cases. Larry teaches at the Cook County Sheriffs Police Training Academy and is an instructor for North East Multi Regional Training.

Course Description: This eight-hour course will be an open forum review of the primary enforcement sections of the Illinois Vehicle Code. Content includes the use of IVC violations for probable cause stops, bail bond procedures for multiple offense and out-of-state violators, and equipment and safety and enforcement issues. Attendees will participate in table-top exercises in the morning and afternoon sessions. These exercises will help officers understand the subtle differences in the subsections of offenses (e.g.: turning, U turns, sign violations). Attendees will also examine the differences between business, petty, and serious IVC offenses. Attendees will:

Learn the application of the "hands free" electronic communication device law o what is allowed while holding the device (speed dialing, etc)

Drug Overdose Prevention Program Naloxone Training Train the Trainer

Purpose: First Responders Naloxone training funded by Will County’s Executive Office, Program is 1.5 hours.

Who: First Responders – police officers chosen to serve as training officers for their departments. An agreement is signed by each department to uphold DASA standards, reporting requirements, and care of the Naloxone. The Will County Executive’s Office oversees the program and collect the data to report to DASA

What: IDHS/DASA guidelines inform programs about how to become enrolled as a Drug Overdose Prevention Program. Will County is approved and considered an authorized program. Naloxone is a prescription medicine that reverses an overdose by blocking heroin (or other opioids) in the brain for 30 to 90 minutes. Naloxone comes in multi-dose vials, pre-filled syringes, nasal atomizer, and for purposes of this program will be administered in the newest nasal spray form developed by ADAPT Pharma. ADAPT Pharma produces a new FDA approved 4mg Narcan Nasal Spray. Link for more information on kit: narcannasalspray.com

Learning Goals • Understand Department procedures and implementation requirements • Become familiar with Illinois Public Act # 096-0361 • Obtain baseline understanding of addiction and the opiate overdose problem • Understand how opioids work • Recognize an opioid overdose • Learn how to respond to an opioid overdose, rescue breathing and resuscitation • Learn how to administer Narcan (Naloxone), an opiate antidote • Care for the drug overdose victim after administration of the drug overdose antidote

Why: Drug overdose is recognized as a significant problem in Illinois. Harm Reduction to combat increasing overdose deaths brought on by opiates - prescription pain pills and heroin. First Responder training mandated by State of Illinois as of January 1, 2016.

The Public Act 096-0361 (20 ILCS 301/5-23 new) is a life-saving law that took effect on January 1, 2010, and makes it legal in Illinois for non-medical persons to administer Naloxone to another individual in order to prevent an opioid/heroin overdose from becoming fatal. This Public Act allows the Illinois Department of Human Services (IDHS), Division of Alcoholism and Substance Abuse (DASA) to establish and authorize programs to distribute Naloxone.

Course Description: The Advanced Roadside Impaired Driving Enforcement (ARIDE) program was developed by the National Highway Traffic Safety Administration (NHTSA) with input from the International Association of Chiefs of Police (IACP) Technical Advisory Panel (TAP) and the Virginia Association of Chiefs of Police. ARIDE was created to address the gap in training between the Standardized Field Sobriety Testing (SFST) and the Drug Evaluation and Classification (DEC) Program.

This course will offer additional information to law enforcement officers on detecting impairment caused by more than just alcohol. Often law enforcement officers that have not received advanced or in-service training regarding drug impairment tend to not be able to identify these characteristics; therefore, they will release an impaired driver. Once an officer completes the training he/she will be more proficient with the 3 battery of tests (HGN, WAT, OLS), as well as a broader knowledge of drug impairment indicators. The law enforcement officer will also be more familiar with the DRE program and its function. This will facilitate better communication and transfer of critical roadside indicators of impairment to the evaluating DRE officer for a more complete and accurate assessment of the impairment.

ARIDE is a 16-hour training course taught by DRE instructors or SFST instructors who are also DREs. The training will be conducted under the control and approval of the DEC Program state coordinator. This course encompasses information and techniques for addressing the drug and alcohol impaired driving problem. The following topics are discussed and/or delivered in detail throughout the entire curriculum:

Update of Standardized Field Sobriety Testing Battery

How drug impaired driving affects our community SFST Proficiency Examination Drugs in the human body and the impairing effects they may have Seven categories of drugs identified by the DEC Program Additional sobriety tests that will provide an expanded knowledge of detection to law

enforcement Provide an expanded knowledge of prosecuting drug impaired drivers to prosecutors and

courts Much of the classroom training is devoted to hands-on practice.

Course Description: This one day, 8-hour course has been designed by (Tri-River) along with an expert from the field of Investigations, to provide detectives and investigators with the knowledge and resources necessary for searching, recovering, and exploiting various sources of electronic data for use in a wide variety of investigations. Students will learn practical and effective investigative techniques utilizing electronic information sources to augment and enhance the investigative process. Students will be given an overview of specific sources of electronic information and be provided with techniques for locating, preserving, and recovering the information. Students will be presented with case vignettes that will demonstrate how the information was used to bring the case to a successful conclusion. This program emphasizes practical experiences and case studies. Topics covered will include:

Resources available to Law Enforcement and examples of the mostly widely used electronic communication services.

Best practices for searching, locating, and preserving volatile electronic information. Legal requirements necessary for the retrieval of various forms of electronic information.

Samples of documents (preservations, subpoenas, search warrants) needed to recover electronic evidence.

Examples of responses from various electronic communication providers.

Methods and techniques for efficiently analyzing data. Overview of Cellular Networks and records available from Cellular Carriers. Instructions on how to interpret, visualize, and plot Call Detail Records. Guidance on how to report and document findings for use in the investigation. Explain the importance of combining verified information (Government records, Credit

reports, etc.) with open source electronic information (social media, pre-paid cellular phones, etc).

Instructor: Adam Gulczynski is currently assigned as a Detective with the Hickory Hills Police Department and has served in that capacity for 10 years. Adam has been with the Hickory Hills Police Department for 13 years. As a Detective, Adam is assigned to investigate a variety of crimes to include thefts, robberies, burglaries, financial crimes, cyber-crimes, sexual assaults, crimes against children, and homicides. Adam has worked and assisted with hundreds of Felony Investigations in Hickory Hills and the surrounding communities, often specializing in the location, recovery, and analysis of electronic information. Adam has spent 7 years assigned to the South Suburban Major Crimes Task Force, first assigned as an investigator, and serving as a Supervisor for the last 5 years.

Adam is currently responsible for overseeing the development, analysis, and preservation of information from electronic sources i.e. cellular phones, social media, and other electronic information sources. Adam is also the Commander of the Southwest Major Crimes Task Force and supervises 21 investigators during homicide and kidnapping cases. Adam oversees the entire criminal investigation including crime scene processing, search warrant acquisition, leads management, and the development of investigative reports. He has also been involved in many high profile media cases and has assembled courtroom presentations for jury trial. Adam is a member of the All our Children’s Advocacy Center’s CAIR team and provides investigative guidance to local detectives in the investigation of crimes against children. Adam is an instructor for the North East Multi Regional Training unit.

Course Description: This 80+ hrs. training is required by D.A.R.E. America for certification of all new D.A.R.E. Instructors, and provides successful graduates with authorization to deliver copyrighted D.A.R.E. curricula for elementary and middle school programs, parent and community programs, as well as several enhancement lessons. The focus of the training is to provide instructors with the skills necessary for successful classroom instruction and student learning.

The course is very intense and requires after training assignments to be completed each evening.

This two-week certification course is for candidates representing current D.A.R.E. participating agencies or agencies who will be implementing D.A.R.E. programs in their local communities for the 2017-18 school year. The fee is $750 per candidate which includes registration fee, a light breakfast and lunch (provided Monday – Friday only), instruction, and course materials. All candidates will be responsible for their own dinner meal each day (and all meals over the weekend if necessary). Travel expenses and hotel arrangements are not included. The course is very intense and requires after training assignments to be completed each evening. Participation in all sessions of the course, completion of all training objectives, and satisfactory skills performance is required for certification. There is no other entry-level D.A.R.E. Officer Training proposed for the remainder of the 2017 fiscal year in Illinois, so carefully project your needs. It is required that participants be certified law enforcement officers with two years of experience. Waivers to this requirement are possible and granted on a case by case basis upon request.

Applications must be authorized and SIGNED by the requesting agency.

Final acceptance in the program is pending upon review of application, an acceptance letter will be sent with further instructions.
