1. Introduction

AutoDCR - unique and innovative solution provided by SoftTech for automation of

Building Plan Approval, reading CAD drawings and mapping them to development

control regulations of approving authorities.

AutoDCR is seamlessly integrated into online Approval Workflow to monitor the

approval process with associated Document Scrutiny.



2. Registration Process

2.1 How to Register for New Architect

For New Architect Registration you need to follow steps which are given below.

Step 1:

Click on the Browser Google Chrome.

Step 2:

Click on the address bar of a browser and enter the URL link given below.

http://www.midcindia.org/Pages/DefaultMIDC.aspx

Step 3:

Maharashtra Industrial Development Corporation screen will display, then click on MIDC

Online>BPAMS.

Step 4:

Click on BPAMS a screen will display. On right hand side of the screen, click on the

Architect Registration.

Step 5:

Click on the Architect Registration you will appear a screen Welcome to

Registration. Fill all the information given in the form and click on the Submit Button.

Now you get your User Name and Password to login.

Step 6:

Click on the Submit button, Message tab will open click OK. You will receive

registration is successfully done.

2.2 How to Login for Architect

Step 1:

You get the credential of your user name and password for login. Enter your User

Name and Password and make sure that customer tab should be ON while login. Click

on the Login button.

Step 2:

After login you get enter into screen of Architect Login Page.

2.3 Forgot Password

Step 1:

If you forgot your password, then click on Forgot Password Button.

Step 2:

A screen gets open, Enter the Details Login ID>Mobile Number>Email ID. Click on

the Submit Button.

Step 3:

The password reset link will be sent to your Corresponding Mail Id. Click on the link and

enter your User Id and Login Password. You will get your Credential.



3. Procedure for Plot Owner Login

A plot owner needs to do the Registration first and then login. The owner needs to

submit the Application to Architect. You need to follow steps which are given below.

Step 1:

Click on the Brower Google Chrome.

Step 2:

Click on the address bar of a browser and enter the URL link given below

https://services.midcindia.org/Services/SrvLand.aspx

Step 3:

You need to fill the Register form and submit it. You will get the User name and

Password.

Step 4:

Fill the User Registration Form and fill the all the Information and read the agreement

and click. Click on Register Button.

Step 5:

Again, click on the link given below, screen gets open and click on Login Button or you

can click on Back Button

Step 6:

Enter your User name and Password and Click on the Login Button.

Step 7:

Click on Registered Plot drop down >Available Services. Then click on SPA services.

Step 8:

Click on SPA department services then click on the Application Form.

Step 9:

Select the Architect, enter all details and click on “Send to Architect Button”

5. Procedure for Application Submission

Step 1:

Click on the Application Submission Tab. The drop down of Application and

Submitted Application will appear.

Step 2:

Click on the Application Tab you can see all the SWC application in your login. Click

on Select Proposal Button on the right hand side top of the screen.

5.1 Forms

Step 3:

Click on the SWC files >Select the file number most part of the forms is filled, Fill the

proposal information with all details as asked then click on Save Button.

Step 4:

After filling the required information Like Existing Built Up Area,Proposed BUA,Gross

Built up Area, RCC, Total Building area, Other Structures, Shed Area Etc. Click on the

Save & Continue button.

Step 5:

Message tab will open to save the proposal. Click on Ok to submit the proposal.

Step 6:

After submitting the proposal below screen will be open. Which have various tab

Forms, Building Details, Documents, Drawing, Proposal Flow, Payments.

5.2 Building Details

Step 7:

Click on Add Building enter all details building Name, Use, Sub Use, and Type No. of

Floors Etc. and save the Building Details click on Submit Building.



Note: All Details of Building are Mandatory to fill.

If you need to add buildings click on the Add Building Button you can enter the

building details further and then click on Submit Building Button to save the Building

Details.

After saving the building details click on the floor details box to submit floor

details.

5.3 Documents

Step 8:

Click on the Documents there are four tabs below Building Plan Primary Documents,

Building Plan Additional Documents, Fire Service Primary Documents, Fire Service

Additional Documents.

Note: All Documents of Building Plan Primary Documents and Fire Service Primary Documents are

Mandatory.

Step 9:

Building Plan Primary Documents and Fire Service Primary Documents are mandatory

document should be attached. You can view the attached document by clicking on the

View Files.

Submitting all documents, click on the Submit Building Plan Primary Documents

button.

Additional Documents

Step:10 10:

If you have any Additional Documents you can attach the document in Building Plan

Additional Document’s and Fire Service Additional Document’s tab.

By clicking on the check box submit additional documents which you have, then

click on Submit Building Plan Additional Documents button.

By clicking on the check box, submit additional documents which you have, then

click on Submit Fire Service Additional Documents button.

5.4 Drawing

Step 10:

Click on Drawing Tab, here architect drawing is submitted by clicking on the select file

button.

Step 11:

Click on the Select Files a message tab will open with all the instructions should be

followed while submitting the drawing. Click on OK and submit the document.

Step 12:

As you click on OK, a screen will open and ask to attach .DWG Files. After submitting

the file, click on Select button.

Step 13:

After Submitting the .DWG file you can download the file or even remove it if you want.

Step 14:

As you submit the .DWG File click on Send for Scrutiny a message tab will open it say

“If any Incomplete/ Inadequate document is submitted the file will go for

rejection”. Click on OK button if you want to submit.

Step 15:

As you click on the OK Button for submission. The following conditions are to be

satisfied for Fire Approval.

Step 16:

As you click on OK, Message tab will open as shown below.

Step 17:

5.5 Advance Challan

Message will get displayed please pay Advance challan and Verify from

Concerned Authority.

You can Preview Advance challan from Preview advance tab or can check in the payment tab

also.

The application will be automatically in Submitted Applications Tab after the

payment of Advance challan and the status will get changed to “Conversion

Pending” or “Scrutiny Pending” Click on the SWC file no.

Step 18:

Click on the Scrutiny Remarks to view receipt of scrutiny.

5.6. Scrutiny Process

In Scrutiny Process the drawing is submitted by the Architect in AutoCAD (.Dwg) format.

There are two levels for Scrutiny.

Pre DCR.

Auto DCR

Step 1:

The Architect will send the Drawing file for scrutiny process to scrutiny cell.

Step 2:

After completion of scrutiny, the file will get forwarded in console of (SPA)Special

Planning Authority and (DFO)Divisional Fire Officer(If applicable) login for scrutiny

verification.

Step 3:

First drawing will get verified from Fire Department and then the SPA

will verify the drawing.

SPA cannot change the status until Scrutiny verified Done from DFO.

5.7. Scrutiny Verification Process(DFO)

AT DFO login

DFO can Change Status, a screen gets open with a dropdown of scrutiny verify , send

back to scrutiny cell.

If change status is Scrutiny Verify then Drawing is OK.

If change status is Send Back to Scrutiny Cell then the file will go to scrutiny cell

for necessary correction .

DFO can select the given conditions and write remarks about it. Click on Submit button.

The file will go to the concerned SPA for Scrutiny verification where SPA can change the

status accordingly.

5.7.1 Scrutiny Verification Process(SPA)

Step 4:

AT SPA login.

First he will save drawing data.

SPA can Change Status, a screen gets open with a dropdown of scrutiny verify,

drawing failed in rules, send to scrutiny cell.

If change status is Scrutiny Verify then Drawing is OK.

If change status is Drawing Failed in Rules then drawing is failed in scrutiny

process.

If change status is in scrutiny cell, then drawing may not be correct and Architects

need to Send Back to Scrutiny Cell.

Select the given conditions and write remarks about it. Click on Submit button.

5.8 Proposal Flow

Click on the Proposal Flow, here you can observe your status.

6. Application Status

Click on Application Status, you can see a drop down of objected files

(Fire)>Drawing not in Format>Scrutiny Cannot Be Done>Drawing Fails in Rules>

Objected Files>Approved Files.

6.1 Objected File (Fire)

In Fire Department, if the file gets rejected it will go to Architect login Objected Files

(Fire) Tab. Click on Objected Files>SWC File no. you get the status of fire.

6.2 Resubmission of Objected Document

After rejection of fire file from Fire Department. You need to click on Resubmit Tab to

resubmit the application again.

6.3 Drawing not in Format

This section comes under scrutiny cell. If drawing doesn’t follow the standards the file

get rejected, then the files come under the tab Drawing not in format.

Click on Drawing not in Format >SWC File no. All the objected drawing files are in this

tab with case type (Compound Wall, New, and Revised).

Here same as (See Figure 51) you need to resubmit the application.

6.4 Scrutiny Can Not Be Done

This section also comes under scrutiny cell. If scrutiny fails, files get rejected come

under Scrutiny Can Not Be Done tab.

Click on Scrutiny cannot be done>SWC File No. All scrutiny files come under this

section and get the status of scrutiny cannot be done.

Here the same (See Figure 51) you need to resubmit the application.

6.5 Drawing Failed in Rules

After scrutiny verification by SPA, if drawing fails with scrutiny standard rules. It will

come under the tab Drawing failed in Rules.

6.6 Objected Files

All objected raised files of Building Permission come under the tab Objected Files.

Now, you get the raised file status.

Here the same (See Figure 51) you need to resubmit the application



6.7 Approved Files

After getting Building C.C Letter Issued and Fire NOC from SPA the file gets enter

into the Approved files Tab.

6.7.1 Final Approval

For Final Approval you get Commencement Certificate Letter, Sanctioned Plan,

and Fire NOC and the status is issued.

7. Payment

You can pay the fees by Online Payment. Payment can be paid by the Architect or Plot

Owner.

There are two types of payments

Advance Payment

Adjustment challan Payment

Step 1:

Pay Fees/ Challan by Online Payment from the login page of MIDC.

Enter your SWC number click on Go.Select your challan number check the amount and click on

PayNoW and choose your online payment option.



Online payment.

7.1 Online Payment

For payment it will go to Single Window Clearance (SWC). Payment of challan can be

paid by Plot Owner or Architect. Now, as you click on Pay Now below screen open.

There are Four mode of payments:

Credit Card

Debit Card

Internet Banking

NEFT/RTGS(offline)

7.1.1 Payment by Credit Card

Click on Credit Card, Enter

1) Card Number 2) Expiration Date 3) Card Holder Name.



Check all the details you entered. Click on Make payment.

7.1.2 Payment by Debit Card

Click on Debit Card, Enter

1) Card Number 2) Expiration Date 3) Card Holder Name.

Check all the details you entered. Click on Make payment.

7.1.3 Payment by Internet Banking

Click on Internet Banking, select you preferred bank from the dropdown list. Check all

the details you entered in your internet banking. Click on Make payment.

7.2 Payment by NEFT/RTGS

NEFT/RTGS details can be found on any demand note in the architect login

After NEFT/RTGS payment

1. In architect login go to the payment option-> Pending Processing fees -> Click on "Pay

Now" against respective challan Select NEFT/RTGS Option -> Enter Details (UTR No,Bank

name, Branch name) ->Click on save and print.



7.3 Payment for Advance and Adjustment Challans

As payment generates for Building Plan and Scrutiny. See SWC file no. or Challan no.

and Click on Pay Now.

7.4 Receipts for Advance and Adjustment

Click on Paid Processing Fees screen will open then click on the receipt.

As you click on Receipt, payment receipt will generate.

For Final Approval you get Commencement Certificate Letter from Application

Status->Approved Files.
