1. Introduction
The term Survey plays an important and crucial role in constuctions. It contains like producing the plans of
the areas in which the the work is going to be carried out, establishing the control points as well as
boundries, determining the required areas and volumes of the land, recording the final position of the
construction and so on. So, the Survey NOC proposal should be submitted along with the mandatory
documents. Here, Municipal Corporation of Greater Mumbai (MCGM) authorizes the Survey NOC forms
along with the relevant construction plans.
Survey NOC Application for Licensed Architect document introduces about the steps to be followed for
applying the Survey NOC application.
2. MCGM Login Page and Architect’s Console
1. Click the link https://autodcr.mcgm.gov.in/bpamsclient2/Login.aspx, it redirects to the MCGM Login
page. Login with username, password and captcha. Click Login button to proceed further.

2. After login, the Architect Console appears. It includes Project Action and Applications buttons as
highlighted in Figure 2. User can select their project proposal type from the dropdown list and can
check their status in tabular form.

3. Applying for Survey NOC
3. To create the new application for Survey NOC:
(i) Click Applications button.
(ii) Select Create Application.

4. Selecting Permission Type
4. After selecting the create application, following window appears.

(i) Select Planning Authority for the Project as:
MCGM To grant the NOCs’ only within the MCGM’s zone
Other To grant the NOCs’ within or outside the MCGM’s zone
(ii) Select Department as Development Plan.
(iii) Select Project as per requirement.
(iv) Select Permission Type as Survey.
(v) Select Type of Notice as 337.
337 To erect a building newly or to re-erect a exsisting
building entirely.
302 For submission of layout cases.
342 To make any addition/alteration to a building or
change of existing user.
(vi) Select Application Type as New
There are two options - (1) New (If Proposal is New)
(2) Amended (To do the modifications in existing proposal)
5. Click Create Application button as highlighted in Figure 4.

6. Now the proposal is present in the Draft stage of the Survey. To select the proposal:
(i) Go to the architect’s console; click the number (35 - Number can vary) in Survey row as shown
in Figure 5.
Note: Here, 35 represents the number of proposals present in Survey Draft stage.

(ii) Select the proposal from the list of Survey Draft as shown in Figure 6. The recently created
proposal appears at the top of draft list.

5. Application Summary
7. After selecting the proposal, following window appears which contains Proposal Summary,
Application Summary and Application Progress. The window also consists of five tabs on the left
hand side.
The information under green colored tab (Area Details tab) is already filled while creating one
project. This tab is un-editable.

6. Survey Form Details
8. Under the Survey Form tab, there are three sub-tabs like Description of Land, Survey 1, Survey 2
and Conditions. Fill the information under these tabs.
Click buttons - Signed Survey, GIS Plan and Plot Information(GIS) to get the information with respect
to it.

7. Document Checklist
9. Under the Document Checklist tab, Click the Attach Here icon as shown in Figure 9. Click Select Files
to attach the file.
Note: Attach .dwg or .PDF file only.

8. Additional Documents
10. Click the Additional Document tab to add any additional documents.
Now, there are three tabs available to upload the additional documents:
Documents (Current Permission)
Documents (Current Stage)
Documents (Project)
To add the additional documents:
(i) Click ADD button.
(ii) First, click check box.
(iii) Write the name of the additional document. (E.g. AD Factsheet)
(iv) Select Stage as Survey.
(v) Click Save As Draft button.
(vi) Attach the document in Attachments column.
(vii) Click Submit button.

9. Submitting Application
11. Click Submit Application button to send the application to the concerned authority.

12. Now, the file is present under the In Process column of Survey’s row as highlighted in Figure 12. Click
the number 1 (Number can vary) to choose the recently created proposal.

10. Approval Flow
13. In Application summary tab, under Proposal Summary block:
(i) Click Proposal Stages label.
(ii) In the NOC Summary tab and click Development Plan, click View from Survey to see the proposal
status flow.
The green box indicates the proposal has gone through the approval from the component authority.
The yellow box indicates the proposal is holding by the competent authority.

14. In the final step, when the submitted proposal gets approval from the competent authority (after
scrutinizing all the documents and drawing) the file can be seen in the Approved or Verified column
as highlighted in Figure 14.

12. Survey NOC Certificate
15. Once the proposal gets an approval from competent authority, the Survey NOC certificate gets
uploaded by the officer. It is seen at Approved stage.

16. To check and download the Survey certificate:
(i) Click Proposal Stage label in Proposal Summary block. (Refer Figure 16)
(ii) Select the NOC summary tab and click Development Plan.
(iii) Click View from Survey row and Certificate column, Survey NOC certificate opens in another
window.
