With the currently troubled education system that obtains in South Africa, damaging generalizations is a luxury that the education authorities cannot afford. The Report’s implica- tion that current crises in education can be placed squarely at the door of the Principals and ‘Discipline’ (or more specifically, lack thereof), may indeed be true in some cases – but it cannot be stated as a general fact. Perhaps it is time that problems, human or systemic are particu- larized and the real offenders called out or re-structured. Only then will the thousands of dedicated, loyal and conscientious, truly professional educators feel that their services and genuine care for their learners are recognised and appreciated. True healing comes only when the cause and not simply the symptoms are rooted out,” Chris Klopper, CEO of the South African Teachers’ Union (SAOU) said in response to the reported release of the Technical Report School Monitoring Survey 2017-18 by the Department of Basic Education (DBE) on 8 April 2019. Putting their money where their mouths are, the SAOU empowers in excess of 12 000 educators per year. The focus for 2019 has already seen the presentation of a highly successful 5-day ‘Mini MBA’ for public school principals which will be fol- lowed in June by a similarly intensive Principals’ Workshop and a Symposium for Newly Qualified Educators. These events are quite apart from the 900 strong Principals’ Symposium which is present- ed annually in Port Elizabeth. Significantly, this year’s theme is The 4th Industrial Revolution and Education. The Union is also offering a 4-day Strategic Leadership & Management Course for management teams of Independent Schools in July. Saturday 6 April witnessed an Early Childhood Development Conference attended by 600 enthusiastic educators. In regard to Discipline, workshops and courses in man- aging aggressive and challenging behaviour in the classroom; alternative disciplinary systems and safety in schools together with an emphasis on a restorative disciplinary system as alternative to a punitive system as part of classroom management and discipline are offered throughout the year. A review of the recent National Teacher Awards as well as the SAOU schools’ National Senior Certificate results are evidence enough of the worth and efficacy of the Union’s commitment to promote the delivery of quality education country-wide. And as detailed above, 2019 will be no different. “Particularizing problems and areas of need honestly and coura- geously, free of partisan or political interference is what is called for; recognizing and appreciating quality and value where it is abundantly available and nurturing and emulating it rather than crippling it is what is required. Otherwise we remain in danger of limping along to complete breakdown,” Chris Klopper concluded.

Dr Drik Greeff, Dr Peter Manser, Johan Kruger, Venita van Wyk, Dr Leon Steenkamp het oor die digitale en moderne wêreld, generasiegapings, dissipline en tydsbestuur in Port

Elizabeth gepraat. Dr Gillian Arendse, Christien Neser, Rose-Anne Lyon, Dr Johan Kru-ger, Lilani Pieterse was sprekers by die Gauteng simposium en het oor motivering, inklusiewe onderwys, sosiale verantwoordelikheid, dissipline en fondsinsamelingsprojekte gepraat.

SCHOOL MANAGEMENT WORKSHOP IN KUILS RIVER

The annual School Managment Workshop was held in Kuils River in the Western Cape in early June. The Cape Teaching and Leadership Institute (CTLI) lecture hall was filled to the brim with school management teams from all over South Africa. Seventeen speakers presented at the two-and-a-half day workshop. All presentations were done in English and Afrikaans.

Tim Gordon (former CEO of the Governing Body Foundation) spoke about The essential criteria of the school budget.

SONA: SAOU REAGEERDie SONA het verskeie sake uitgelig ten opsigte van Basiese Onderwys waarop die volgende response voorsien word:1. Die klem wat op lees met begrip geplaas word, ondersteun die gerekordeerde standpunt vd SAOU, nl dat indien goeie leesvaar-dighede nie vanaf die Grondslagfase aangeleer word nie, dit nie net taalonderrig negatief beïnvloed nie, maar ook al die ander vakke met insluiting van Wiskunde en Wetenskap. Die TIMSS uitslae van 2015 en die PIRLS uitslae van 2016 het juis uitgewys dat SA-leerders ver benede aanvaarbare internasionale standaarde presteer.2. Die opleiding van Grondslag- en Intermediêre fase opvoeders om leesvaardighede te onderrig is egter in praktyk ‘n formidabele uitdaging synde dit tot soveel as ‘n 120,000 opvoeders impliseer. Om so ‘n getal opvoeders deur ‘n weldeurdagte program te plaas, gaan besondere eise aan die opvoeders, sowel as die geaffek-teerde skole plaas synde die opleiding bepaalde gedragpatrone moet afleer en nuwes aanleer. Dit is dus nie ‘n program wat by wyse van 2 of 3 middagsessies afgehandel kan word nie. Gedragsveranderinge vereis ‘n doelgerigte proses, en nie ‘n gebeurtenis of twee nie.3. Vir leesprogramme om suksesvol oor die langtermyn te wees, beteken dit ook dat leerders in staat moet wees om samehangende sinne en paragrawe te kan skryf. Die bewese gebrek aan die inoefening van hierdie vaardighede is juis een van die grootste identifiseerbare probleme soos blyk uit ander navorsing.4. ‘n Ander aspek wat besondere besinning gaan verg, is om te verseker dat spesialis taalopvoeders betrek word. Die feit dat ‘n opvoeder ‘n bepaalde taal kan praat, impliseer geensins dat die opvoeder ‘n taalopvoeder is nie. Die SAOU huldig juis die stand-punt dat die gebrek aan goed opgeleide taalopvoeders een van die oorsake is vir die huidige toedrag van sake.5. Die voorsiening van goeie opleidingsmateriaal word ondersteun, mits dit nie beteken dat ‘n “one size, fits all” benadering gevolg word nie. Skole verskil wesenlik van mekaar en sodanige kontekstuele verskille en die behoefte aan gedifferensieërde leer- materiaal (handboeke) moet verreken word.6. Die klem op onderwysstandaarde aan die einde van die ver-skillende fases, nl. Grondslag (Gr 3), Intermediêr (Gr 6) en Senior (Gr 9) word verwelkom synde die tendens in die verlede was dat SA-leerders toenemend swakker vaar in internasionale assessering soos hulle met die verskillende fases vorder. Dit word grootliks daaraan toegeskryf dat die leemtes in leerders se vakkennis pro-gressief groter word.7. Die SAOU besef teen die agtergrond van die Vierde Industriële Rewolusie terdeë dat die kurrikulum tred moet hou met die eise van ‘n veranderende arbeidsmark en ‘n moderne samelewing, maar om

net nuwe vakke (Kodering en Data Analise) tot ‘n bestaande oorvol kurrikulum te voeg, sal nie deug nie. Tans kla opvoeders dat die kur-rikulum te vol en wyd is en dat daar nie genoeg tyd is vir die inoe-fening of aanleer van nuwe konsepte nie. Dit is veral in die Inter-mediêre Fase ‘n groot probleem. Die SAOU sal gewis voorleggings maak dat nuwe vakke nie op ad hoc basis bygevoeg kan word nie aangesien dit gewis oor die potensiaal beskik om onderrigtyd te verskraal of die skooldag dermate te verleng.8. Die voorgestelde nuwe toevoegings moet ook saamgelees word met die implementering van Geskiedenis as verpligte vak tot Gr 12 vlak en die verpligte aanleer van ‘n Afrika-taal. Dit sal die Depar-tement die moeite loon om die huidige kurrikulum wetenskaplik te ontleed en te bepaal of gemelde vakke by huidige vakke geïnkor-poreer kan word, of dat huidige vakke vervang kan word. Die onoordeelkundige toevoeging van nuwe vakke sonder ‘n weldeur- dagte onderwyskundige basis kan meer skade berokken as goed.Bogemelde is ‘n voorlopige respons van die SAOU. Na oorweging van ander relevante faktore kan die SAOU moontlik verdere repliek lewer.

Focus on What’s ImportantThe SAOU read with surprise and not a little disquiet the report-ed comments by Panyaza Lesufi regarding changing of school names in Gauteng. One would have thought that by now the MEC for Education Gauteng would have enough political savvy to know when to focus on the important things like ensuring the delivery of the government’s promised - and miserably failed – delivery of quality education to all, and when to pass up the opportunity to let his slip show by leaping out of his corner with fists flying in regard to the naming of schools.The argument is an old one. It is stale. It has been debated, back and forth, for some years now.The SAOU respectfully reminds Mr Lesufi that it is the right of all

schools to determine their preferred name and to ask why, if his motives are indeed untainted by political posturing and opportunism he has not rather applauded the move by Hoërskool Hendrik Verwoerd to democratically change their school’s name and encourage any other school that feels a similar need, to go about the matter in the same, sensible and civic-minded manner.The SAOU politely urges the MEC for Education Gauteng to bridle his tongue, think seriously about the importance of his portfolio and how his comments affect millions of children around the country, to roll up his sleeves, focus on what is important and deliver quality education to all who still languish in disappoint-ment.

THE LONG WAIT IS OVER The Mauersnek community in Ladybrand (Free State) now have access to a brand new primary school. Although Hermana Primary School was established in 1961, they had to relocate twice and teach in prefab buildings until they officially inaugarated the new-

ly built school in May. MEC of Education, Tate Makgoe, various department officials and Tersia Naudé (principal of Hermana and SAOU member) attended the prestigous event. The SAOU wishes the staff and learners of Hermana Primary School all the best.

Hermana Primary School is officially open. Tersia Naudé and MEC Tate Makgoe along with other departmental officials during the inauguration.

Die SAOU bied hierdie spesifieke opleiding in samewerking met Stimulus Maksima aan. Dié opleiding is in verskeie provinsies re-goor Suid-Afrika aangebied.

As educators we will certainly be looked at through a magnify-ing glass. Experts warn that the matric pass rate has for too long been the barometer to judge success or failure within the educa-tion system. They are of the opinion that the dropout rate is still too high and that there is a lack of sufficient support and focus from the government for specifically the foundation phase.In the education sector the SAOU is well-known for the quantity and quality of the empowerment opportunities presented to edu-cators: members and non-members.
