Nautilus launched 50 years ago,beginning nuclear-submarine eraOn Jan. 21, 1954, more than 20,000 people cheered as First Lady Mamie Eisenhower christened the world’s first nuclear submarine, Nautilus (SSN-571).Attending the historic ceremony were 6,000 shipyard employees and another6,000 family members as well as dignitaries from the U.S. Navy and the govern-ment. The event also attracted more than 300 members of the working press –three major radio networks, three major television networks, five newsreel serv-ices, three national photo services, 35 newspapers and the major news maga-zines of the day – Life, Time, Newsweek, Look and U.S. News & World Report.

Groton’s Can-A-Month food drive to benefit theGemma E. Moran United Way/Labor Food Centerbegan its second year this month, with organizers

hoping to beat last year’s total donation of 10,245 pounds offood.

“In December, we collected 1,183 pounds of food, bringingour year-end total to 10,245 pounds, which exceeded our10,000 pound goal for 2003,” said HR Chief Jack Shea, whoheads the employee committee responsible for conducting thedrive. “Needless to say, this represented an extraordinary efforton the part of all employees who donated to this worthy cause,and I thank everyone for what they did to make this program asuccess.”

FALLS CHURCH, Va.

General Dynamics has reported2003 fourth quarter revenues of$4.8 billion, a 23 percent

increase over 2002 fourth quarter revenuesof $3.9 billion. Net earnings in the 2003fourth quarter were $279 million, or $1.40per share on a fully diluted basis, comparedwith 2002 fourth quarter net earnings of$157 million, or $0.78 per share fullydiluted, after a charge for a discontinuedoperation. Earnings from continuing opera-tions in the fourth quarter of 2002 were$269 million, or $1.33 per share fullydiluted.

Sales for the full year of 2003 were $16.6billion, compared with $13.8 billion for2002, an increase of 20 percent. Total netearnings for 2003 were $1.004 billion, or$5.04 per share on a fully diluted basis,compared with total net earnings of $917million, or $4.52 per share fully diluted, for2002.

Net cash provided by operating activitiestotaled $897 million in the quarter and $1.7billion for the year. Free cash flow fromoperations, defined as net cash provided byoperating activities less capital expenditures,was $788 million in the quarter and $1.5billion for the year.

Funded backlog at the end of 2003 was$25.3 billion, and total backlog was $41 bil-lion, compared with $24.3 billion and $38.7billion, respectively, at the end of the thirdquarter.

“We finished 2003 on an exceptionalnote,” said Nicholas D. Chabraja, GeneralDynamics chairman and CEO. “Net cashwas almost $900 million in the quarter, fur-ther strengthening our very solid balancesheet. We had revenue growth of 23 percentover the same period last year, and totalbacklog at the end of 2003 totaled morethan $41 billion, an increase of 42 percentfrom a year ago.”

Chabraja continued, “Our business avia-tion group performed well in the fourthquarter, signing 34 new orders in the periodand continuing a trend of quarter-over-quar-ter earnings improvement starting with thesecond quarter of 2003. Pre-owned salesactivity was strong, leaving only one aircraftavailable for sale at the end of the year.Gulfstream continued to manage its costseffectively, maintained high productivity andstrengthened its core business by bringingnew products to market.

“In other areas, the Information Systemsand Technology and Combat Systemsgroups were bolstered by many new con-tracts in the quarter,” Chabraja continued.“Highlights include a $2 billion contractaward to Combat Systems for developmentof manned ground vehicles for the U.S.Army’s Future Combat Systems, or FCS;several FCS-related awards to InformationSystems and Technology units; and anaward for continued technical and engineer-ing support of the Joint C4ISR Battle Cen-ter, which leads the transformation of joint-force command, control, communications,computers, intelligence, surveillance, andreconnaissance (C4ISR) capabilities. Inaddition, Marine Systems received fundingfor two DDGs, and conversion of the first offour submarines in the SSGN program com-menced.

“Looking ahead in 2004, we anticipatecontinued solid performance from CombatSystems and Information Systems and Tech-nology and margin improvement in MarineSystems. We are also cautiously optimisticregarding improved performance at Gulf-stream,” Chabraja said. “We anticipate rev-enue growing to over $19 billion, earningsat the high end of the previous guidancerange of $5.40 to $5.55 per share, with freecash flow from operations closely approxi-mating net income.”

P reparing the graving docks for thearrival of a submarine is a tradi-tion for Electric Boat’s carpenter

trades, and the carpenter apprentice programis making sure the practice is carried on.

Just last month, six apprentices wereteamed up with 10 veteran carpenters for ablocking job in Graving Dock 2, and theirforeman and apprentice coordinator saidthey couldn’t be happier with the result.

“We’ve done a few blocking jobs downhere with a few apprentices at times,” saidsenior manufacturing representative BobBeaudry (252), “but this group we havehere, they’ve done an outstanding job.”

A blocking job involves the installationof wooden pads on which a submarinecomes to rest when drydocked. GravingDock 2 was being prepped for a brief workperiod on the USS Connecticut (SSN-22)earlier this month, and a few days later, the

USS Seawolf’s (SSN-21) SelectedRestricted Availability.

“This is an opportunity that started tolend itself to the apprentice program,” car-penter Don Kniss (252), the apprenticecoordinator for Carpenters Local 1302, saidof blocking jobs. “With the downsizing ofwork over the years, we haven’t had awhole lot to do in the basins. So we’regoing to need to call on these people more

and more to come out and repeat this typeof work.”

Beaudry and Kniss said putting theapprentices and senior carpenters to worktogether has made all the difference,because the veterans have been able to passon their decades of experience to theiryounger counterparts.

“Whatever we learned from somebodyelse years ago, we’re trying to pass it on tothe younger generation,” said GiuseppeDefranco (252), one of the veteransassigned to last month’s blocking job. “AndI’m pretty happy with what they’ve beenable to pick up from us.”

“We’ve got a good group of apprentices,”said Ken Adams (252), another veteranworking the blocking job. “Some of themare apprehensive – they’re afraid of themachines because they haven’t seen any-

Asenior engineer in Department462 recently earned his GreenBelt in Lean Six Sigma methods

in part by leading a project that will reducethe amount of incoming material sent toReceipt Inspection, saving a significantamount of money.

Marc Macintosh is one of a group of 20Electric Boat employees designated asGreen Belts or Black Belts. These employ-ees undergo rigorous training over a five-month period to learn the use of Lean SixSigma problem-solving tools.

About a year ago, EB began introducingLean Six Sigma across the organization.Basically, the approach relies on a set ofproblem-solving techniques used to stream-line business processes, eliminating unnec-essary or cumbersome steps and ensuringthat the company’s processes consistently

provide the highest qualitywhile minimizing cost.

The key aspect of LeanSix Sigma is this –

decisions are based on data, not on percep-tion or someone’s gut feeling.

As part of his training, Macintosh wasassigned a project that required him to usehis new skills to reduce the amount of mate-rial sent to Receipt

Inspection. The impetus for the project camefrom the fact that, in some cases, purchasedmaterial coming into the shipyard wasn’tbeing processed quickly enough to supportthe construction trades.

According to Macintosh, over past severalyears about 30 percent of all incomingmaterial has been routed to Receipt Inspec-tion, but only 3 percent actually undergoesphysical inspection. The balance is acceptedbased on a review of vendor certification.The result is continuous expediting and high

during the peak of the work period.Because the work is being performed on alead ship, it is expected to take about600,000 hours over a seven-month period tocomplete.

The last of the three major overhaul andrepair jobs to be undertaken will be aDepot Modernization Period (DMP) on theUSS Springfield (SSN-761). This non-refueling overhaul includes alterations andupgrades and will be the most extensive

maintenance task EB has performed indecades. Up to 775 workers will beassigned to the job, which will take 1.5 mil-lion hours and 11 1/2 months to complete.

Work on the Connecticut began duringthe holiday shutdown and involved per-forming emergent repairs to the bow andstern planes and the replacement of a largemotor. At the height of the work period,more than 80 employees were assigned tothe job.

Since Electric Boat’s Technical Lecture Program started 13 semesters and 6 1/2 yearsago, 118 presentations have been put on, attracting more than 6,000 attendees.

In the fall semester alone, more than 600 employees attended the lectures, including 81who earned certificates by attending five or more in the series.

“We have a very complex business with a tremendous number of activities under way thatcollectively define what we do,” said Millard Firebaugh, VP – Innovation and chief engineer.Firebaugh spoke recently at a breakfast held to recognize the employees who developed andpresented the lectures.

“The lecture series creates an awareness and an ability to make connections that mightotherwise be missed,” said Firebaugh. “They help keep us on the same page. Nevertheless,you can’t tell the story enough because it changes constantly. You not only have to tell it, butyou have to retell it.”

backlog. The goal of the project was toreduce the amount of material sent toReceipt Inspection to 13 percent by March.

To tackle the project, Macintosh assem-bled a team of subject-matter experts fromGroton and Quonset Point. Although theproject was outside of his own functionalarea, Macintosh said he benefited from theexperience. “I think it’s important to beinvolved in projects that aren’t part of ourown organizations,” he said. “It gives you anappreciation for what other people gothrough in their jobs, and in this case, Ideveloped a better understanding of theSupplier Quality area of Electric Boat’sbusiness.”

The cross-functional team began its workby reviewing the processes used, developingprocess-flow diagrams and collecting andanalyzing relevant data before puttingtogether a plan for corrective actions. Theseactions are expected to save $110,000 peryear, with additional potential savings of$30,000 per year.

During the project, Macintosh and histeam learned that the Lean Six Sigmaapproach takes the emotion out of the deci-sion-making process, using data-driventechniques instead to solve problems.

“We now have the tools and techniques tosolve problems that we weren’t able to suc-cessfully address in the past,” he said. “Overthe course of my six-month training, I’velearned how to apply many new data collec-tion and analysis tools in a team environ-ment to fix the company’s toughest prob-lems.

“Process Improvement and Lean SixSigma are not a quick fix and they’re not aprogram – they’re a way of life,” said Mac-intosh. “EB’s investment in these areas isgoing to make employees more effective atwhat they do. Ultimately, Lean Six Sigma isgoing to spread throughout the business,reduce the cost of our products and allow usto capture more work. The key to the suc-cess of this program, though, is the peopleat EB who want to get involved and makeimprovements in their area.”

Navy Cmdr. Owen Travishas the enviable job ofbeing first captain of the

Hawaii (SSN-776). But ironically,he’ll finish his tour without everhaving taken the submarine to sea.

Travis, named the Hawaii’sprospective commanding officer(PCO) last May, acknowledges witha chuckle that he’ll be moving on tohis next assignment even before hisship reaches Pressure Hull Com-plete. But he’s still determined toleave his mark on the boat, specifi-cally by assembling and preparingits inaugural crew.

“If I had my druthers, I’d like tobe the first guy to take it to sea,”said Travis, who will be transferringin early 2005. “But I recognize thatI’ll have a follow-on, at-sea com-mand tour after this. So on one handI’m sad, but on the other hand, I’mgoing to be the CO of an operatingsubmarine after this, so that’s a goodthing.”

Travis, a Chicago native whoearned a bachelor’s in history fromthe U.S. Naval Academy in 1988and a master’s from the CatholicUniversity of America less than ayear later, entered the Navy’snuclear training pipeline in 1989.He then served aboard the USSBoston (SSN-703) from 1991 to 1995, advancing from juniorofficer to division officer, and eventually department head for ayear.

Next he went to the Submarine Officer Advanced Coursetraining program, and subsequently served as engineer officer of

the USS Hyman G. Rickover(SSN-709) from 1995 to 1998. Henext served as officer in charge ofSubmarine DevelopmentSquadron Five in Bangor, Wash.,from 1998-2000, and then execu-tive officer of the USS Michigan(SSBN-727) Gold Crew from2000 until last year, when he wasnamed Hawaii PCO.

“As we’ve been getting the ballrolling for the Hawaii, we’ve beenvery fortunate in that both ElectricBoat and the SupShip organiza-tion here have absorbed the Vir-ginia lessons learned,” Travis said,referring to the establishment ofoffices for the crew and to every-one’s overall preparedness for thework ahead.

“EB did a great job of gettingthings ready for us and helping uscome online and start our train-ing,” he said.

Travis said though the Hawaii’spre-commissioning unit is morethan two years away from havingits own completed boat, themonths ahead still promise to beintense because the crew will getto witness firsthand the manycritical tasks being performed onthe almost-completed Virginia(SSN-774).

“To be able to actually see a boat going to sea, seeing it oper-ate and taking the ride opportunities we can, it will help give myguys experience,” he said. “There’s very few of them, includingmyself, who have any new construction shipyard experience, soit’s going to be something to look forward to.”
