Donald L. Woods, has parlayed his law degree into a very successful career as a purchasing and contract administration professional. Prior to his current position as CEO of International Consulting & Contracting, he was the Purchasing and Contracts Manager at Clark County for 15 years where he supervised a staff of 26, and was the chief negotiator for Clark County, Nevada. Don is a frequent instructor at the University of Nevada in Negotiations and Contract Administration classes, and is the author of many articles in national publications for private and public purchasing. He is a noted national speaker and presents continuing education seminars on a variety of purchasing and contract administration topics. He was the 1998 recipient of the National Purchasing Institute's prestigious "SAFOS" award for outstanding contribution to the development and progress of NPI and the purchasing profession. THE GREAT 'BUY AMERICAN' DILEMMA

The sounds of patriotic songs, hymns and anthems have returned. The days of war and uncertainty have again become the focusfor many in our great country as well as other countries throughout the world. To present something profound in our newsletterconcerning this time in the world's history or even our purchasing community here in Utah seems way beyond this man's skillsor even dreams. No doubt my thoughts have run parallel to many of yours these last few weeks. I'm sure I share your desires tosee peace return as the predominant attitude among all people, everywhere.As I've listened to commentators and journalistsconjecture about the hows and whys of this war, one such talk show host got off onto a tangent that caught my attention. Thiswar, he said, is about oil and the obsession the U.S. has with it.

I don't know if that's true or not. However, when I think about oil and gas and gas prices, I remembered my old '51 Dodge andbuying regular gas during 'gas wars' at 17 cents a gallon. Normally, it was about 25 cents a gallon then.

Anyway, the radio was burning up with this gas topic igniting a rather hot discussion about Buy American. At a time whenpatriotism is running high and the flag is flying just about everywhere, it only seems natural we do just that - buy everything webuy from American companies.

The conversations callers had with the radio show host put me in touch with my supply management side. The pros and cons ofsupporting a modern war effort by purchasing only products made in America seem to make sense. All Americans wantAmerican businesses to succeed and they only can succeed, now and in the future, if they are pressed by first-class competitionfrom all over the world. It's the only way American business can succeed overseas.

Gone are the days of local or even regional markets. It's a worldwide market now, a global economy and in our role as supplymanagement professionals we should help our companies compete and prevail against world competition.

Nothing has helped me understand this concept of competition making products better than the comparison of my old black 4-door '51 Dodge and my '92 Toyota. That big Dodge took 18 gallons of gas to fill and around town it only got about 8 1/2 milesto the gallon. Loaded with guys from school we could only drag State for two or three hours. On the other hand my Tennessee-made Toyota Camry also took 18 gallons to fill but on my first trip after buying it, I drove to Southern California on one tank ofgas. American cars are so much better today, even than 10 years ago, because of competition. Without competition though,what would American cars be like today anyway?

Years ago when the American auto industry had a lock on the domestic car market, cars coming out of Detroit for example,were pretty much junk. However, today cars are better because they have to be better. They've become lean and clean, betterlooking and far more fuel efficient as well as luxurious. Gone are the days of my lumbering chunk of steel.

A country, to the citizens who love it, is much like a child. We want to give it everything, but we know the child is going tohave to go out into the real world someday and compete for his or her place among the very best the world produces. For thatreason, study and hard work are necessary. Saying we should only buy American made products is like saying we shouldn'tcompete in the Olympics and, that, instead we should give all the gold metals to American athletes.

Perhaps the arguments being made on the radio the other day should have suggested buying the best products that can befound....and hope they're American. No one ever said that succeeding in a world market is easy. Nor should it be. But thatdoesn't mean it isn't an option. Being among the best is good for everyone.

Experts tell us we should never hand the ball to the baby. Place it some distance away and let the child grow strong as it learnsto go after the ball on its own. I believe if you truly love America ...keep it strong by buying the best products you can find.

Leadership Skills and Team Essentials for Supply Management April 10, 2003 - 10:00 a.m. Eastern In today’s changing marketplace, supply professionals are required to be super project managers and are faced with constantly changing roles. James T. Phillips, C.P.M., A.P.P. currently serves as President of NAPM-Utah, an affiliate of ISM. Before that he has also served as Vice President, Marketing Chair, Professional Development Committee Member, the Employment Chair and as a member of the Board of Directors for NAPM-Utah. He has been associated with NAPM-Utah for nearly 20 years and has achieved a Lifetime Certified Purchasing Manager. Over the last several years ISM has invited Jim to make various presentations at their International Conferences. He has been a supply management professional for more than twenty-five years. His experience comes from both Public and Private arenas. Jim has worked for a major worldwide organization, a small food and hospitality operation as well as 2 government agencies. Currently he supervises the sourcing and supply function for the Utah Department of Transportation (UDOT) He has the unusual distinction of having worked both sides of the buying/selling table. He has worked at the Church for 5 years. He is a graduate of the University of Utah. He has been in the Purchasing and Materials Management profession for 12 years. Thomas has taught the Certified Purchasing Manager exam preparation class for Weber State University as well as to Purchasing Departments of private companies along the Wasatch Front. Thomas has served on the Board of Directors, the Professional Development Chairperson and is currently the Vice President for the National Association of Purchasing Managers, Utah Chapter. Julie Anderson is currently a buyer for Lagoon Corporation and has worked there for 14 years. She is a graduate of the University of Utah. She has been in the purchasing profession for 22 years and has experience in the steel, medical laboratory, and amusement park industries. Julie is currently the Badge Coordinator for NAPM. She has been Secretary, and a member of the Board of Directors twice. She has been a member of NAPM for over 20 years.

Jeffrey H. Palmer, C.P.M., is Corporate Purchasing Manager with ClearOne Communications (formerly Gentner Communications). Mr. Palmer is a national speaker and has received wide acceptance from an audience in New Orleans that was sponsored by NAPM, where he received a 4.1 rating out of 5 points possible. He relates first-hand experiences from three industries (the aerospace, biotech, and communications industries). He is an advocate for supplier training, where his purchasing team is fully empowered as certified instructors. Ask yourself this question, "We train to certify ourselves, why not train to certify our suppliers?" His documented total cost approach is currently being used at Grayhound Events Services, HyClone Laboratories, and ClearOne Communications, but he recognizes that many people have been contributors to his presentation. His approach crosses over the traditional departmental boundary lines, elevating purchasing visibility to the total organization, rather than just the special interest groups. He has been quoted in Supply Chain News (SCN), an article by Carolyn Heinze in OCTOBER 2001, entitled, "Implementing Plan B Coping With Changes In Shipping After The Attacks" Mr. Palmer strongly believes purchasing must be a strategic contributor if they are to be top performers. We must do more than provide formal feedback from measurable data, we must make buyer and supplier training convenient, His strategic total cost directive is zero defects, zero late shipments, reduce lead-times, and get more engineering research from our suppliers. He is an advocate of second sourcing and purchasings' early involvement in product development, since 93% of defects are caused from single sourcing. He has 25 years of experience in contract negotiations, material planning, capital spend, price cost analysis, long-term contracts, web site recognition for world class suppliers. In addition to his role as Corporate Purchasing Manager, he understands, and has lived the lives of Senior Buyer and Buyer/Planner. Mr. Palmer has first hand experience in cross-departmental team negotiations, exceeding the CAPS cost savings study as top performer, both as a team player and as team manager. He authored the supplier certification procedures, and helped his company overcome compliance issues in the purchasing section of ISO9001 to the 1994 standard. Mr. Palmer has a BS degree in Speech Communication from the University of Utah and is a lifetime Certified Purchasing Manager. He has served on the board of directors of NAPM-Utah, while at the same time, was a strategic member of the professional development committee to help make buyer training convenient and job related.

Earl Miller, C.P.M. My background consists of more than 20 years of experience inPurchasing and Materials Management over a wide spectrum of industries: Nutrition,Computers, Aerospace, High-Tech Electronics, Medical, and Software/Print SupplyChain Management.

I have been involved in the certification processes for ISO and COPC. I have beeninvolved with NAPM Utah Chapter since 1998. I am a C.P.M. and encourage all whoare interested, to get either their A.P.P or C.P.M. certification.

I live with my wife and eight children in Spanish Fork, Utah. I’m involved inleadership positions in church and community in which I have tried to keep active inorder to continue to develop skills that will aid me in effectively leading and trainingothers. I look forward to serving NAPM and the great people of this exciting chapter.

Shelley Black is proof that real success comes by combining talent with a lot of hardwork. Right out of high school she was hired by Central Bank & Trust Company in Provofor a branch opening in Spanish Fork because she was in the top 10 percent of herbusiness classes.

Shelley started working with her current employer, Young Living Essential Oils located inPayson, Utah, as the front desk receptionist and will call representative. Her dedicationand hard work caught the eye of the purchasing manager, who was so impressed withShelley’s abilities and talents that she offered her a job in purchasing. Shelley said it wasthe best career decision she ever made. Shelley loves the challenge of working in the verydemanding purchasing environment where she serves as an assistant manager. Alwayssupportive of her co-workers, Shelley insists her successes are only a reflection of thegreat team she works with.

Shelley has taken Modules 1,2, & 3 of the CPM preparation classes and is currently takingmodule 4. She has passed the Module 1 exam and is preparing to take module 2. Sheplans to finish her APP & CPM certifications and enter the University of Phoenix this fallto begin a bachelor’s degree in business management.

Marsha P. Porter, C.P.M., A.P.P. I am a native of Ogden, Utah, where I attendedWeber High School and Weber State University. I have been employed by Petersen Inc.for 12 years, working in Material Estimating and Purchasing. Petersen's is a heavy metalmanufacturing plant in Ogden.

We are a job shop, most of our work is a custom build for our Customers' designs. Someof our customers include ATK, Boeing, Timet, Westinghouse, Bechtel Hanford, BechtelINEEL, DOE-various locations. Types of products we manufacture range from rocketmotors to roller coasters and everything in between.

I have been a member of NAPM Northern Utah Chapter since 1995. I received myA.P.P. accreditation & C.P.M. certification in 1998.

Nancy Condie, C.P.M. I am the proud mother of three beautiful children and recentlybecame a grandma. I love spending time with my children and watching my new grandson.

I have been employed at Alliant Techsystems Inc. since 1983. Working as an AcquisitionSpecialist since 1998. Previous to my current position, I worked as a Business Analyst, anAssociate Accountant, an Accounting Specialist, and a System Analyst. National Purchasing Month “On February 13, 2003, Governor Leavitt of Utah declared March as Purchasing Month. Several of Lifetime’s Purchasing Department members were present as Governor Leavitt signed the official proclamation that joined Utah in the national month of recognition and awareness for purchasing departments. So what is a Purchasing Department? Just like it sounds, the Purchasing Department are the people that buy things! Since Lifetime is such a large company, there are a lot of items the company must buy…everything from machinery to materials and printer paper to toilet paper. To help establish an organized and standardized process for buying everything required to make a business run, Lifetime has a Purchasing Department. The Purchasing Department is divided into two areas: raw material purchases and non-inventory purchases. According to Non-inventory Purchasing Manager Patti Porter, the goal of the Lifetime Purchasing Department is to save the company money by purchasing items or services at the best cost, with the best service, and the best quality. Sometimes it may seem like there is a lot of paperwork needed to buy even the smallest items. However, as Patti explains, “Having a Purchasing Department with a standardized process helps us buy smarter as a company. For instance if we plan ahead and make volume purchases whenever possible, we can receive better discounts.” In addition to practicing smart buying decisions, Lifetime’s Purchasing Managers are certified professionals in their field [C.P.M.] and each additional member of Lifetime’s Purchasing Department is required to be a member of the National Association of Purchasing Managers of Utah [NAPM-UTAH].”

Purchasing Month Open House. We had Punch and Caramel Popcorn--"p" words to celebrate Purchasing Month. We had an article about the 20:1 ratio--i.e., it takes a 20% increase in sales to equate to a dollar savings of purchasing. Anything that purchasing saves goes right to the bottom line, no overhead, etc. Virtually everyone from the entire company dropped in to see a copy of the Governor's Proclamation, to view a picture of the signing, and to learn more about how purchasing can assist its internal customers. RETIREMENT SPOTLIGHT

George Nackos, City Contracts Administrator

for the Purchasing & Contracts Management Division of Salt Lake City Corporation, has packed it up and has retired. George is quick to point out that he really hasn’t retired as much as he has taken on a whole new, low paying, career. George is committed to completing a novel started many years ago and to continuing to experiment with art and photography. The only question George had at the time of his departure from the City was how he got to be old enough to be able to take early retirement in the first place. In his career George served as Office Administrator for the Office of the Attorney General, Deputy Director for the Salt Lake County Division of Aging Services, Director of Community Relations for Salt Lake City Corporation, Projects Coordinator for the Salt Lake Model Cities Agency, Contracts and Marketing Manager for a travel company, Operations Manager for an exhibit design and production company, and a consultant (self employed). Before all the busyness of his career George received a BA degree in History (with minors in Psychology and French), and a MS degree in Public Administration. We would like to thank George for being a part of NAPM-Utah and wish him success in his travels, we will miss you George! George’s artwork can be found at local restaurants and art galleries.
