Capability Statement

The purpose of this statement is to provide a quick reference for the capabilities of OSL's Utilities team, Capability and Capacity.

OSL Global provides multidisciplinary engineering, technical and project delivery support to clients in the UK and internationally. With extensive experience in a broad range of services and solutions, OSL pride themselves on being the delivery partner of choice for a large number of organisations across the sectors in which they operate. Situated nationwide, OSL are now expanding fully into international markets.

The utilities we cover are; water, waste water and waste treatment plant and network facilities.

We currently have an efficient design team of: • Fifteen (15) designers (of various status and

qualifications);• Supported by four (4) Graduates and (15)

technician Grades;• We have a growth plan and strategy to increase to

sixty (60) in our current Warrington location alone and ten (10) both in Crewe and Swindon locations.

The design team covering (but not limited to) the following disciplines:• Mechanical;• Electrical;• ICA;• Civil;• Structural;• BIM, 2D & 3D CAD;• Process.

The team structure supports: • Engineering Manager ;• Project Engineers / Project Managers;• Principal, Senior and Design Engineers;• CAD and technician levels.

In addition to the above OSL are able to and do undertake; Building Services, MEICA, Energy from Waste, both Commercial Industrial and Buildings, Rail E&P, Rail OLE, Rail Signalling Design and station works, new and refurbishments.

Our core team has strength in Utility; Project Management, Design, Installation, Management / undertaking Testing and Commissioning.

OSL have developed a skills matrix to ensure we are able to undertake all the areas of Utilities with depth of named labour to ensure designs are fully developed into construction drawings and not simply proposals.

OSL have developed a structured training programme to acquire and train resources of varying skilled backgrounds directly from other industries as well as developing apprenticeship and graduate training schemes. Our long term gain is to train up future resource from the grass- roots to the benefit of OSL and the engineering industry to provide a stable resource pool.

OSL currently undertakes the majority of all our Utilities design and Project Management from our Warrington office with Manufacture, installation and management capabilities from our Crewe Headquarters. We also have an office in Swindon (Wiltshire) and Stevenage (Hertfordshire), and locations to be advised in Wales, London and east of England.

OSL have a team that can install/manage installation and test the work designed by our designers either in – house design or external design.

OSL are able to access, undertake isolations and work on HV Substations, with our own Senior and Authorised Persons.

Our own SCADA team can develop and commission simple to complex systems with integrated data capture to assist in improving OPEX for a plant.

The Survey capability is supported by our use of a 360 degree camera system, which we use to provide a view unique to the site.

The 360 view assists with design and can be annotated with; information, measurement made from the view and captures used for reporting and directly imported into BIM tools. The tool is used as a norm not only for clients but for efficient time use to avoid the need for repeated return site visits.

The typical survey work undertaken:• Mechanical and electrical plant condition survey,• LV and HV substations,• Power cabling and routes,• Pipework routing,• Power / load monitoring,• Lighting,• Process review,• Building Services,• CCTV.

The design team have been involved at all levels of design from needs, optioneering, proposal and detail design with a strong consideration of the TOTEX and cover the following areas:

• Water treatment• Water pumping• Dosing plant• Waste water treatment• Sewage pumping• Waste water sludge treatment• Waste water sludge pumping• Waste process treatment• Waste Plant traffic management.

• St Helena Water Resource Improvements – review of existing water resource on this remote South Atlantic island, providing a proposal for MEICA works to improve the water quality and availability, MEICA detailed design, tendering and construction/commissioning support.

• Severn Trent Duplication Project – testing and commissioning of a water duplication scheme for secure water supply, including; pumping, instrumentation and chemical dosing.

• Aqaba, Jordan Development Project – condition survey of water and waste water infrastructure and development report for expansion.

• Fast Flow – Water trunk main cleaning system R&D for Northumbrian Water.

• Hong Kong Sludge Treatment, New Territories – Development of the Process Control Philosophy and Management of the implementation.

• Draperstown WwTW, NI – Works upgrade process design and supporting outline design.

• Saintfield WwTW, NI – Works upgrade process design and supporting outline design.

• Omega WwTW PPP, NI – MEICA Management, design construction and commissioning of seven treatment works and one sludge incinerator.

• Shell Green – Stream 3, UU – Project Management, design management for 3rd stream incinerator, balance of plant, liquor treatment and sludge dewatering.
