• FEMA is an authoritative source of flood risk information. - Defines the regulatory floodplain for the US. - 92% of the US population is covered.
• In June 2013, FEMA Mapping Information Platform, came online with a National Flood Hazard Layer Web Mapping Service (WMS). https://msc.fema.gov/portal

Methods: • Determine gage locations in FIS flood profiles • Complete spreadsheet of information from the
FIS/AHPS/USGS gage information • Verify a common vertical datum (NGVD29 vs.
NAVD88) for gage information and FIS information • Document Base Flood Elevation (1% exceedance at
the gage) • Translate structure impact information to the gage
elevations • Verify impacts locally with EM’s, add to AHPS

The Result
• By subtracting the gauge datum from the 1% exceedance value at a structure (bridge), we will be able to pass on the water level or stage that will affect that structure.

Examples of some possible AHPS impacts statements
• Consistent wording for floodplain impacts: 20 - FEMA flood insurance maps indicate that at 20 ft., if you are located in the 1% (100 year) floodplain, your property is at a high risk for flooding. A 1 percent flood is a flood that has a 1 percent chance of occurring in any year.
• Consistent wording for transportation impacts:
18 – Around 18 ft., flood waters begin to reach the bottom edge of the Route 39 Bridge (Hershey Rd) located northwest of Hershey.
• AHPS Impacts will be coordinated with local EMs.
