PROJECT BACKGROUND
1.1 Background
1.1.1 State of Uttarakhand
Uttarakhand finds mention in the ancient Hindu scriptures as Kedarkhand ,
Manaskhand and Himavant . The Kushanas , Kunindas, Kanishka, Samudra Gupta , the
Pauravas, Katuris, Palas, the Chandras and Panwars and the British have ruled it in turns. It is
often called the Land of the Gods because of its various holy places and abundant shrines . The
hilly regions of Uttarakhand offer pristine landscapes to the tourists . The State of Uttarakhand
was earlier a part of the United Province of Agra and Awadh , which came into existence in
1902. In 1935, the name of State was shortened to the United Province . In January 1950, the
United Province was renamed as Uttar Pradesh and Uttaranchal re mained a part of Uttar
Pradesh before it was carved out of Uttar Pradesh on 09 November 2000. It is incepted as the
27th State of India . The total geo graphical area of the state is approximately 53,484 sq. km
with a population of about 1,01,16,752 (2011 census).
Located in the foothills of the Himalayas , the State has international boundaries with
China (Tibet) in the north and Nepal in the east . On its North- West lies Himachal Pradesh ,
while on the south is Uttar Pradesh . The State is rich in mineral depo sits like limestone ,
marble, rock phosphate , dolomite, magnesite, copper graphite , gypsum, etc. The number of
small-scale industries is 34,231 providing employment to 1,77,677 persons, with an
investment of Rs.14,965,67 crore. Agricultural land under irrig ation is 5, 49, 381 hectares.
The State has excellent potential for hydropower generation . There are a number of hydro-
electric projects on the rivers Yamuna, Bhagirathi, Bhilangana, Alaknanda, Mandakini, Saryu
Gauri, Kosi and Kali generating electricity . Total hydropower potential approximately 25,450

MW. Projects allotted to various agencies 13,667 MW. Out of 15,761 villages, 15,241
villages have been electrified.
The total length of metalled roads in Uttarakhand is 29,939 km. The length of PWD
roads is 22,623 km. The length of roads built by local bodies is 15,041 km. The main railway
stations are Dehradun, Hardwar, Roorkee, Kotdwar, Kashipur, Udhamsingh Nagar, Haldwani,
Ramnagar and Kathgodam . There are air strips at Jolly Grant (Dehradun), and Pantnagar
(Udham Singh Nagar ). Air strips at Naini- Seni (Pithoragarh), Gauchar (Chamoli) and
Chinyalisaur (Uttarkashi) are under construction. From this year Pawan Hans Ltd ., has started
helicopter service from Rudraprayag to Kedarnath for pilgrims.
1.1.2 Udhamsingh Nagar District
Udham Singh Nagar district was carved out of Nainital district in October 1995 and
was named after Saheed Udham Singh, a great freedom fighter, who killed General Dyer and
took revenge for the Jalianwala Bagh massacre. The district is also called as the 'Gateway to
Kumaon hills'. There are three main sub-divisions - Rudrapur, Kashipur and Khatima; four
tehsils Kashipur, Kichha, Khatima, Sitarganj and two sub-tehsils - Bajpur and Gadarpur.
The prosperous district is endowed with a very fertile land. Agriculture is the mainstay
and there are several agriculture related activities and industries located here. Udham Singh
Nagar district is also noted for communal harmony and brotherhood. The district is a melting
pot of different cultures, religions and life styles. The district head quarter is located at
Rudrapur. The district has an approximate area of about 2912 sq. km with a population of
12, 35,614 and literacy 65.76 per cent.
1.1.3 Background of IWMP
Development of rainfed /degraded areas through participatory watershed approach is
the focal area of the Government. Planning Commission and National Rainfed Area Authority
(NRAA) framed Common Guidelines, 2008 for watershed programmes for all
Ministries/Departments based on the Parthasarathy Committee Report, other Committee’s

observations and past experiences. The provisions in the Common Guidelines and the
observations of the Parthasarthy Committee have necessitated modifications in the watershed
schemes of the Department of Land Resources.
Accordingly, Drought Prone Areas Programme (DPAP), Desert Development
Programme (DDP) and Integrated Wastelands Development Programme (IWDP) of the
Department of Land Resources have been integrated and consolidated into a single modified
programme called Integrated Watershed Management Programme (IWMP). This
consolidation is for optimum use of resources, sustainable outcomes and integrated planning.
The scheme has been approved by the Government on 26.2.2009.
Keeping in view the mandate of the Department of Land Resources and its watershed
schemes, the following criteria are adopted for the allocation of target area among the States.
Identified DPAP/DDP areas in the State as percentage of total DPAP and DDP area in the country.
Total treatable wastelands in the State as percentage of total treatable wastelands in the country.
Total SC/ST population of the State as percentage of total SC/ST population of the
Country. Percentage of rainfed area in the State to total cultivated area in the country. 10% mandatory allocation of North-Eastern States.
A Steering Committee has been constituted at National Level under the Chairmanship
of Secretary (LR) with members from Planning Commission, NRAA/ related Ministries/
Departments/ organizations including NGOs to administer the IWMP. A State Level Nodal
Agency (SLNA) has been constituted with professional support. SLNA with professional
support is the dedicated institution for implementation of IWMP in the State. District Level:
Watershed Cell-cum-Data Centre at DRDA/ZP has been created in all programme districts to
supervise and coordinate IWMP projects in the district. Project Level: Project would be
supervised by Project Implementing Agency (PIA).

Compliance to Common Guidelines, 2008 both Government and Non-Government
agencies may act as PIAs for providing technical back up for IWMP projects. Each PIA shall
have Watershed Development Team (WDT) comprising of 3 to 4-5 technical experts. Village
Level Watershed Committee (WC) shall have to be constituted by the Gram Sabha for
implementation of the project at field level. This will comprise of at least 10 members. Half of
which would be representatives of SHGs and User Groups (UGs), SC/ST community, women
and landless. One member from WDT would also represent WC.
The major activities under the watershed developemnt project are as below; Soil & moisture conservation measures like terracing, bunding, trenching, vegetative
barriers etc.
Rain water harvesting activities like farm ponds, percolation tanks, checkdams etc.
Planting & sowing of multi-purpose trees, shrubs, grasses, legumes and pasture land development
Encouraging natural regeneration
Promotion of agro-forestry and horticulture
Measures needed to disseminate technology
Training, extension and creation of a greater degree of awareness among the participants
Encouraging peoples’ participation
Livelihood activities for assetless people
Production system and micro-enterprise
1.1.4 Ghogha Nala-North Micro Watershed
Ghogha Nala (North) villages of IWMP-I are located in Bajpur Development Block of
District Udhamsingh Nagar of Uttarakhand State. The Ghugha Nala (North) Micro
watershed consists of 9 Gram Panchayats namely; Bannakheda, Bethkhedi, Vikrampur,
Rajpura No 02, Jogipura, Bheekampuri, Itawwa, Kelabanwari and Gobra, whereas, under
these 9 Gram Panchayats encompass 26 revenue villages, namely Bannakhera (29d 14m

(Gram Panchayat Rajpura No. 2) and Madayadaya (Gram Panchayat Vikrampur) were found
to be non inhabited villages in the watershed.
All the villages by and large, are separated by an approximate distance of about 10-12
Kms. from the Bajpur Development Block. In pursuance with the project philosophy
Watershed Development Team (WDT) and Water & Watershed Management Committees
(WWMCs) have been formed in the Micro watershed and Gram Panchayats of the identified
Ghugha Nala (North) Micro watershed respectively. The WDT is comprised of 05 member
team including a female. The detail of Watershed Development Team (WDT) constituted in
the micro watershed is given below;

An area of 6250 Hectares is taken into the project as per the priority for treatment
under IWMP-I. The treatment area under Ghugha Nala (North) Micro watershed primarily
hails under sub tropical region of Tarai, thereby, characterized by the predominance of low
lying geographic terrain. The major inhabitants of the Micro watershed consists of tribals
from amongst the Buksa Tribe, Scheduled Castes, Muslims, Sikhs and other general category
of the population. The occupational status of the catchment dwellers is indicative of the fact
other categories of people are farmers with major agricultural land holdings. Apart from these,
some population is engaged in works confined to Animal Husbandry, Service, Business and
Self Employment means for their livelihood.The edapho-climatic regime of the area is
witnessed by high water table through the watershed villages, whereas, the vegetational status
seems to be characterized by lower bio diversity status.

The peripheral forest area of the villages are witnessed by the presence of tree species
like Sal (Shorea robusta Gaertn.), Teak (Tectona grandis Linn) that are by and large naturally
grown, but the change due to variant land use has led to the plantation of fast growing tree
species like Poplars (Populus ciliata) and Eucalyptus Sp. (Eucalyptus camaldulensis) etc. The
presence of the stated tree species is indicative of the availability of clay and clay loam
edaphic characteristics of the region. The water table is approximately at a depth of 40-60
feet, whereas, the gradient is approximately 5-8 degrees. The occurrence of soft boulder
regime and fertile soil morphology of the region has provided opportunity for extended
agriculture production activities in almost all the watershed villages.
1.2 Other developmental projects/schemes running in the Micro watershed
Keeping in view of the development in the area, various government schemes related
to rural development are being executed in the watershed area. The programs presently in
existence in the watershed area are given in the table below;

There is an ample opportunity of convergence and dovetailing of the watershed works
with the stated developmental programs and schemes. The village code of the revenue

1.3 Mapping of the micro watershed area
The GPS based maps of the project area are given in the ensuing context. These
include the district and development block, village boundry, and drainage and
treatment-action plan map of the micro watershed area. The gram panchayat (Fig. 2)
and village boundary map (Fig. 3) depicts the boundary of individual and all the revenue
village of the micro watershed. The (Fig. 4 & 5) are indicative of access and drainage maps of
the revenue villages of the micro watershed. Perusal of access map reveals that all the villages
are connected by road, irrespective of permanent or temporary. The treatment locations are
given in Fig. 6 as treatment mapping of the micro watershed.

1.4 Demographic Profile of Watershed Area
Ghogha Nala (North) project has a total number of 3263 households with a population
of 17647 (as per base-line survey) out of which 9031 are male and 8618 female. There are
1423 BPL families. The average family size is 5-6 persons. The literacy rate is noteworthy i.e.
75 per cent; male literacy rate is 41 percent and female literacy rate is 35 per cent (of total
female population). Despite of the fact that more of the population in the watershed villages is
bestowed with major agriculture land holdings, yet the literacy rate is indicative of the fact
that people are significantly literate and are oriented towards education means. The major
castes in the village are Scheduled Castes, Scheduled Tribes, OBC and general. The general
households accounts for 485 families with a population of about 2406 of the total population
of the project area.
1.5 Economic Profile-Village wise Description of Economic condition in the
Project Area
Perusal of table 1.5 indicates that the economic profile of the villagers in the micro
watershed is confined to income (monthly) of the households from agriculture (1397
households), labour (915 households), business activities (366 households), service (336
households) and other sources of income (305 households). The total number of BPL
households in the micro watershed was observed to the tune of 1366 comprising of 26
revenue villages. The income from agriculture of the households is approximately Rs.
5797900.00 (Rupees Fifiy Seven Lakhs Ninety Seven Thousand Nine Hundred) only,
whereas, the income of the households from labour related chores was found to be Rs.
8731100.00(Rupees Eighty Seven Lakhs Thrity OneThousand One Hundred) only. The
observations probably advocates that the agriculture holdings are confined to the majority
(32%) of households and quite a significant of household percentage (48%) works as labour
in these agriculture fields to earn their livelihood.

The income levels from business and service was found to be Rs 4, 79,000.00 (Rupees
Four Lakh Seventy Nine Thousand) and Rs. 2168000.00 (Rupees Twenty One Lakh Sixty
Eight Thousand) only respectively, whereas, the income from other works accounted for Rs
679200.00 (Six Lakh Seventy Nine Thousand Two Hundred) only. The gross income of all
the 3263 households in the micro watershed was found to be Rs 1,79,31,850.00 (Rupees One
Crore Seventy Nine Lakh Thirty One Thousand Eight Hundred Fifty). The observations are
also indicative of the fact that approximately 32 per cent households are engaged in
agriculture, 48 per cent in labor chores, 4 per cent in business works, 12 per cent in service,
and 4 per cent in other livelihood activities. The economy of the micro watershed villages
highlights that the population is engaged in various livelihood activities. The livelihood from
service is mainly confined to jobs in the government sector vi a vis newly established State
Infrastructure and Industrial Development Corporation (SIDCUL), Pant Nagar and Sitarganj.
The intervention through IWMP-I may focus upon the households that are engaged in labor
and other related means of livelihood. The intervention paves way for livelihood activities by
organizing aforesaid households through user groups (UGs).

1.6 Public utilities in the watershed area
The project area is well equipped with almost all the public utilities (Table 1.6) viz;
LPG, Dish TV, Bio Gas, Electricity, Television, Solar Energy set ups, Kerosene and housing
amenities. Perusal of the table reveals that by and large the households in the revenue villages
have good number of permanent houses, baring few with temporary housing amenities.
Sufficient number of households has the facility of LPG (699), toilets (1012), Dish TV
(2065), electricity (2191), drinking water (3093), bio gas (29) and kerosene (3291) etc. The
amenities are indicative of the fact that the micro watershed area is economically and socially
strengthened.

Perusal of social resource availability Table 1.7, it is observed that almost all the
villages are connected with roads and possess post office, bank, veterinary hospital, seed
storage, Krishi Vigyan Kendra, mandi, milk collection centres and aaganwadi centres. The
availability of the stated social resources reveals that the project site is well equipped with
infra facilities too. Despite of the fact that the project site is much equipped with resource
availability, it is the prevalent fact that the amenities are much shared by the large farmers and
marginal farmers, while the deprived/ poor section of the society is still away from the usage
of the stated amenities. The project intervention may lead to the access of the amenities to the
other deprived sections also, can be assumed.

1.7 Connecting Roads
The project area hails under the Bajpur Development Block of the Udhamsingh Nagar
District. The identified revenue villages for watershed development interventions are well
connected to each other by mortar or cement concrete roads. The Bajpur Development Block
is in turn connected to the other development block and districts through mortar road with a
very good infrastructure support. There is a network of road and connectivity amongst the
revenue villages, gram panchayats, development block and the district. The district is well
connected to the adjoining Naini Tal District with well builtin roads. The connecting road
network is Rudrapur-Gadarpur-Kashipur-Bajpur-Kaladhungi-Jaspur-Haridwar-Dehradun etc.
1.8 Problems in the Watershed
Watershed Development Programme

and erosion of the fertile agriculture fields of
the farmers, rainfed agriculture, drinking
water resources availability situation in the
area, degraded land, and productivity

The major problem observed through PRA appraisal in the projects area appears to be
of degradation of fertile land due to flood in the monsoon season. Hecatres of fertile land of
the stakeholders that is in the vicinity of the Ghugha Nala, get eroded and leads to the heavy
losses in the productivity potential and production levels in the region.

Apart from the above, based on the observations it is apparent that poverty situations
in the area are more prevalent as the main occupation of agriculture is confined to few big
farmers only and majority of the people play their role as agriculture labourers. However,
other means of livelihood do play some role, yet poverty is also a major problem in the area.
As the area hails in terai region, the temperature in the summer season leads to the excessive
exhaustion of the water regime, their by posing scarcity of water availability due to decline in
the water table through out the region.
Water logging in the revenue villages is also a problem that is a consequent of
improper drainage systems in the area. The accumulation of water in the agricultural holdings
not only affects the crop production but also leads to the economic losses to the farmers in the
area. Proper irrigation and water channelization facilities seem to be the problem that further
aggravates the economy of the micro watershed. Economic diversity is low in the region, as
people are engaged in traditional livelihood activities like agriculture. There seems to be few
signs of income generation from horticulture and other integrated components of rural village
development. The intervention is desperately required for alternative land use economic
situations.
Since the rainfall received is erratic and irregular, the moisture index is low and the
area can be classified into scanty rainfall region. The soil is very permeable and production of
the land can be significantly enriched with the availability of timely irrigation. Ghugha Nala
(N) micro watershed falls in continuity with other watersheds namely Ghugha Nala (South),
Baur Nadi (North) and Baur Nadi (South).

1.9 Project Implementing Agency
The Project Implementing Agency (PIA) is selected by an appropriate mechanism by
Uttarakhand State Watershed Management Agency (USWMA), the State Level Nodal
Agency (SLNA) for Integrated Watershed Management Programme (IWMP) in Uttarakhand.
The PIA is responsible for implementation of watershed project. The PIA includes relevant
line departments, autonomous organizations under State/ Central Governments, Government
Institutes/ Research bodies, Intermediate Panchayats, Voluntary Organizations (VOs). The
PIA for IWMP-I Ghugha Nala (North) watershed Project is Chief Agriculture Officer,
Rudrapur, Udamsingh Nagar.
1.9.1 Organization and its objectives
The District Watershed Development Unit (DWDU), Udhamsingh Nagar is a district
level nodal agency and has been established in the year 2010-11 to oversee the smooth
implementation of watershed projects in the district. The District Magistrate (DM) is the
chairman of the DWDU. The DWDU has dedicated and experienced staff comprising one
Project Manager, a technical expert and a multidisciplinary team of agriculture expert,
community mobilization expert and Data Entry Operator, civil engineer, MIS coordinator,
system analyst, surveyor, and accountant. The objectives of the DWDU, Udhamsingh Nagar
are supervising, planning, implementing, documenting and promoting watershed development
projects and related developmental activities in the district as per guidelines. The DWDU,
Udhamsingh Nagar also works as a PIA for other IWMP projects.
1.9.2 Programs/projects of DWDU, Udhamsingh Nagar
At present 4 IWMP projects have been sanctioned by Government of India for
Udhamsingh Nagar district. The entry point activities of all the four IWMP projects have been
identified by the respective PIAs in the district. Agriculture Department of the District is PIA
for 4 projects (IWMP-1, 2, 3 & 4).

1.9.3 SWOT Analysis of the DWDU The SWOT analaysis of the District Watershed Development Unit is as follows;

1.9.3.4 Threats:
Rainfall being very scarce and unreliable in the project area, the activities
planned to be taken up may yield limited impact.
Irregularities in fund flow can derail the smooth functioning.
Lack of contribution and cooperation from local people.

WATERSHED DEVELOPMENT PROJECT: OBJECTIVES AND METHODOLOGY
2.1 Objectives and Methodology
2.1.1 Objectives
1. To increase the per capita income of BPL and marginal farmer through various livelihood activities.
2. To strengthen the local institutions.
2.1.2 Enabling Objectives
To conserve the soil and moisture and enhance the income of the people of the project
area through watershed activities
2.1.3 Methodology
The DPR preparation methodology was primarily based on decentralized planning
process. Base Line Survey (BLS) of Participatory Action Research, was practiced to engage
economically and/or socially marginalized groups in identifying and investigating local
problems, with the goal of catalyzing action. The BLS for DPR was carried out in 26
watershed villages located in Bajpur Development Block of District Udhamsingh Nagar. In
general, participatory approach of data collection was made based on PRA observation during
the site visits, survey with prescribed household and field formats and discussion with focus
group in all the watershed areas. For the purpose of conducting PRA based Village Level
General Information Collection and Household Surveys, a six team comprising two members
in each team was developed. The survey team was provided training of the tools and
techniques of participatory rural appraisal for the purpose.
The conduction of field survey encompassed the concrete steps of participatory
planning. The process involved includes the following seven stages;

Identification and analysis of the survey area
Rapport building with the village community for ice breaking

The following model (Figure 18) of study was adopted for the preparation of the
detailed project report;
2.2 Principles of the program
The watershed development program in the project area advocates the equity and gender
sensitization through enhanced livelihood opportunities for the poor through investments in
the assets and improvements in productivity and income, improving access of the poor,
especially women to the benefits and enhancing role of women in decision making processes
and representation in the institutions. Further, establishing suitable institutional arrangements
within the overall framework of the PRIs will enhance decentralization of powers and
operations. Community organizations are to be closely associated with the accountable
institutions in the project activities.

Chapter - 03
AVAILABLE HUMAN AND NATURAL RESOURCES
3.1 Human Resource
The total population of the revenue villages in the watershed is 17647 persons out of
whom 8435 are male and 8015 are female. The total population is categorized into SC (3149),
ST (4231), OBC (7861) and General (2406). The observations reveal that the area is
witnessed by the majority of OBC population. The majority of the population is engaged in
agriculture labour oriented chores with in the watershed. The observation through the
participatory approaches viz; FGDs, semi structured interview and application of other
integrated PRA tools reveal that the majority of the population is on the verge of employment
seeking through various livelihood chores. The data provides opportunity for strengthening
the institution in the locality for providing ample employment opportunities to the deprived
section of the population. The detail of the demographic has been provided in the preceeding
and succeeding tables.
3.2 Status of migration in the villages
The observations in table 3.1 highlight the migration levels in the micro watershed
during the past ten years. Availability of labor man days is quite few due to which
the migration from the area is imminent during the lean durations. The total number of 07
revenue villges accounts for a migration of approximately 74 migrants from the region since
last few years. Among the migrants male accounted more (43) than the females (31). The
migration during the first three months was observed more than the other. The members
migrating from the region are normally aged between 18 to 60 years of age. The income at the
time of migration in the catchment is about Rs. 28900.00 only. The employment requirement
of the households who had migrated from the area was analyzed as 630 man days. The detail
of village migrant population is provided in the table 3.1. Had the required number of
employment man days would have been made available to them, the situation would have

been deterred. Also, Low rainfall results in very scanty resource availability in the locality.
The relatively well off farmers usually muster resources from adjoining states collectively;
but the resource poor cannot afford it. On account of agriculture and animal husbandry
providing only part time employment for some part of the year, the people migrate for a better
half of the year for wage employment. Employment opportunities in the local area will reduce
seasonal migration from the area.

Rainfall has been scanty but demand for ground water has been increasing all the time.
The ground water table thus has depleted over the years. Presently it stands at few feet. Proper
water harvesting structures and percolation tanks would go a long way in increasing water
table.

3.3 Water resource availabilty
The micro watershed is delineated by the availability of water resources such

3.4 Land use pattern
The geographical area of the watershed is a low lying terai area with agriculture land
all around. The forest area is almost negligible. The land is mostly coverd with agriculture
crops. However, in monsoon the land gets inundated with water and gets denuded leading to
heavy soil erosion.
Most of the villages in this area are submerged with water during monsoon. About
4756.60 ha of land is irrigated and under agriculture; mainly a Kharif crop is taken.
Approximately 343.66 ha land is inhabited, whereas, 1148.25 ha of land is classified as other
type of land that includes degraded, waste, gram sabha and forest land. The detail statistics is
given in the succeeding tables. The land categorization shows that there are 214, 408, 574,
147 and 54 marginal, small, semi medium, medium and large farmers respectively with land
area (hac.) 97.9, 335.2, 1729.58, 1071.73 and 1435.83 respectively.

3.5 Predominance of forest area near watershed villages
The watershed area has very small forest cover as all the revenue villages comprise of
widespread agriculture lands. The land use of the area is indicative of the fact that the forests
have been fell down for agriculture purposes. Even the fodder requirement of the villagers is
being met by the agriculture residues. There appears to be complete absence of reserve and
civil forest.

3.6 Cattle population in watershed villages
The table indicates that the total cattle population of the micro watershed is to
the tune of 6310. Prominent among the cattle types include cows (684 Nos.), buffalo
(2599 Nos.), goat (813 Nos.), Ox (257 Nos.) and poultry animals (1957 Nos.). The
maximum number of animal population was found in Bannakheda, Bethkhedi, Gobra
and Gajraula revenue villages. The population of buffalo was found to maximum (2353
Nos.) in the entire watershed. The larger number of milch animals in the watershed
indicates that there is a great potential of dairy development enterprise in the
watershed. The poor and marginal population may be organized into the UGs and SHGs
for income generating activities through dairy development.

There is a good enough population of milch animals in some of the revenue
villages of the micro watershed. The average milk production is 2052 litres/ day from
cows and 10396 litres/ day from buffaloes. The cow and buffalo are the main sources of
milk production in these revenue villages. The data reveal that revenue villages Gobra
and Gajraula seem to be elite amongst the milk producing villages of the project area.

3.8 Fodder grass availability and gap (monthly) in watershed villages

The table ahead (Table 3.9) indicates that the gross fodder availability/ production in
the micro watershed villages is about 3172500 Kgs. /month, whereas, the requirement is
approximately 475875 Kgs. /month. The fodder availability and requirement statistics indicate
that there prevails deficiency of about 3648645 kgs./month. Due to the absence of forest cover
in the watershed area, the fodder requirement is usually fulfilled through agriculture residues.
There seems o be need for improved agricultural practices in order to meet the deficiency of
fodder in the villages. The revenue village Tharanganj being inhabited does not have any
estimates of the fodder requirement, availability and deficiency. Some revenue villages have
acute fodder deficiency

Chapter -04
PROPOSED WORKS UNDER THE PROJECT
The problem identification in the micro watershed area led to a detailed appraisal of
problems encountered in the watershed. The problem assessment and solution identification
was the result was application of participatory planning process (PPP) and a detailed
application of participatory rural apraisal (PRA) techniques in all the 26 revenue villages.
Various participatory techniques and tools like social resource mapping, chapati mapping,
matrix scoring, focussed group discussions (FGD), semi structured interviews (SSIs), transect
walk etcs were taken into account for the purpose of identifying the coomunity based grass
root level problems and their solutions as per the peoples perception. The community through
PRA application was simultaneously motivated and mobilized towards the successful
implementation of objectives and benefits of integrated wateshed management program and
natural resources managment.
For the purpose of base line data collection and household surveys (HHS) in the
revenue villages through the application of PRA tools, a team of PRA facilitators was cretaed
comprising members of Watershed Development Team (WDT) at the watershed level vis a
vis involvement of members of Water and Watershed Management Committee (WWMC) was
assured. In the mean time as and when, as per the stake and importance of information in the
form of data analysts from among the villagers were indentified for each PRA tool. A series
of awareness workshops cum meeting were also organized and conducted for the village
community as an ice breaking chore. Faciltation from the subject matter specialists as per the
need of particaptory philosophy was also taken into account. Officers and personnels from the
Project Implementation Agency (PIA) actively participated and co operated in the entire PPP

The problems identified as above, in the micro watershed were prioritized through
matrix ranking method. The village community as analysts and PRA facilitators though
matrix ranking prioritized the above stated problems in compliance to the community
perception. The problems undertaken for the project have been prioritized ahead in the table;
Based on the prioritization of problems on the basis of matrix ranking, develoipment
oprtions for the problems were chalked out in a participatory mode through the conduction of
workshop at the Gram Panchayat level. The development options were identified and
prioritized keeping in view of the environmental, social, technical and financial feasibilty and
provisions of common guidelines.

In order to check the soil and land degration in the watershed villages, the
development option suggested by the stakeholders were stone pitching and sand bag pitching.
However, keeping in view of the feasibility of environment, techical specification, social
acceptibility and sustainability priority to retaining wall and spun construction was given over
stone pitching and sand bag pitching. Similary, consonance among the village community was
made over various sidentified and suggested development options.

4.1 Proposed works and cost estimation under the project
The participatory rural appraisal (PRA) conducted in the project area lead to the

generation. The identified problems were priorized by the community and subsequently
analyzed through community problem analysis (CPA). The CPA analysis leads to the
identification of important development options/ works. The works identified primarily
confine to SWC such as stone pitching, sand bag pitching and construction of hand pumps,
tube wells, artisan wells etc.Based on the CPA analysis the proposed works and cost
estimation for each work under the project are listed combinedly in the table ahead.

ARRANGEMENTS FOR WATERSHED MANAGEMENT
5.1 Objectives
The implementation of watershed project entails the effective arrangements of the
institutions at all the levels. Institutional arrangements at the watershed level are the key for
project strategy. Through the institution building involvement of the stakeholders in planning,
implementation and monitoring & evaluation can be achieved, thereby fulfilling the spirit of
the IWMP.
5.2 Present and proposed Groups in Watershed Area
The table below advocates that there were no user groups in existence presently in the
watershed villages and hence provides opportunity for organizing people into user groups for
livelihood enhancement activities and self reliance. The number of proposed groups as per the
village level general information collection methodology and focused group discussions are to
the tune of 40 comprising of 405 members with 117 members belonging to BPL categories.
The groups can mainly be confined to dairy and other livelihood activities.
5.3 Proposed Village Level Organizations
The table below highlights that at present the number of village level organization is to
the tune of 16. Prominent among these organizations include Mangal Dals (02), Village
Forest Committees (01) and Self Help Groups (18). Keeping in view the spirit of institutional
building of the watershed development project 119 new village level organizations may be
developed for effective implementation of the project.

5.4 Description of proposed SHGs in Watershed Villages
The table below is indicative of the figures that the watershed at present has a total
number of 20 SHGs. The total members in these SHGs are to the tune of 219. Out of the total
members 66 belong to the Scheduled Caste category, 52 hail from Scheduled Tribe section
while the OBC count for SHG members was found to be approximately 80. There are 28
general members in the SHGs. The composition of SHGs indicates that there is an appropriate
representation of all the categories of the population. The livelihood and income generating

activities can be promoted through these existing SHG group. Also the numbers of SHGs are
to be increased. It can however be proposed that on an average 3-4 SHG groups may be
formed in the project area in addition to the existing groups. These SHG group members are
to be the part of WWMCs in the GPs of the project area.

5.5 Community Based Capacity Building Program
Capacity Building is the process of assisting the group or individuals to identify and
address issues and gain the insights, knowledge and experience needed to solve problems and
implement change. The capacity building can be in the area like knowledge enhancement,
skill development and behavioural changes.
There is a realization in the development sector that there is a need to appraise the
success of development interventions by going beyond the conventional development targets
and measures of success (e.g. in the form of commodities, goods and services) to take into
account improvements to human potential. Capacity building of stakeholders is also
increasingly viewed as an important factor in developmental projects that involve
participation of stakeholders at all levels for effective implementation of projects.
5.5.1 Scope of capacity building at Ghugha Nala (North) revenue villages

5.5.1 IEC
The information, education and communication technique is a prerequisite prior to the
inception of any development intervention. The participation of the watershed community can
surely be ensured with the use of the IEC components. The use of the components of IEC will
lead to the better understanding of the project among the stakeholders, which in turn will lead
to the belongingness of the community towards the watershed works.
Some of the proposed IEC activities under the IWMP are listed in the table below. The
street plays, video shows and distribution of pamphlets and use of posters is very helpful in
disseminating the objectives of the project. The use of banners and hordings
act as the additional features in the cap for successful implementation of the
development intervention in the area. The total proposed cost for the IEC components
is approximately Rs. 1040000.00.

The revenue village wise costing along with gram panchayat cost has been elaborated
in Table 6.2. The village costing is in compliance to the common guidelines for watershed
development. Keeping in view of the per hectare cost of Rs. 12000.00 (Rupees Twelve
Thousand) only, the total costs of the villages have been derived. The GP cost is the gross of
the costs of the revenue villages of each gram panchayats.

6.2 Expected Outcomes
6.2.1 Employment
One of the prominent features of watershed program is to create self sustenance to
stake holder in terms of livelihood and increase in employment opportunities is one of the
benchmark that can unravel the effect of watershed. Watershed management and development
may create employment opportunities during the work phase for labor intensive activities like
Stone Pitching, Sand Bag Pitching, Construction of Hand Pumps, Artisan Wells and Tube
Wells, drainage works, check wall and through the assets created under watershed program
will have direct impact on agriculture and natural resource development in the project area.
The intervention though Livelihood activities may perhaps lead to self employment, wage
labor and income generation at the watershed level. Consequent to the net employment
increase, the per capita income from agriculture, animal husbandry and other allied activities
will also increase. The employment availability status in the identified revenue villages of the
micro watershed is given in Table 6.3. The total available man days in the watershed at
present is to the tune of 58600 from wage and self employment activities. The total
beneficiaries accounted for 5845 having share from among the total available man days.
Revenue village Tharanganj did not have significant contribution to the aforesaid figures, the
reason being it’s inhabited. The female employment days were observed to be 9842, whereas,
the SC, ST and other depicted respectively 12655 (1239 beneficiaries), 12100 (1214
beneficiaries) and 24003 employment man days. The inception of the DPR presumes to
enhance the status of the employment generation and man day’s levels to a greater extent.

6.2.2 Migration
The probable reason for migration from the area can be cited primarily for the search
of employment opportunities for generating income for oneself and family. These clusters of
villages have employment opportunities only during kharif season and leave them
unemployed for both Rabi and Kharif season. Implementation of watershed activities in these
villages will open new avenues for employment though out the seasons. Availability of water
from the proposed water harvesting structures will be utilized time to time for required
purposes and also interventions like artisan wells, hand pumps, MI canals, tube wells,
drainage systems etc. will alter the farming pattern and create huge employment opportunities
in the rural areas. Water availability through the newly erected structures will provide ample
opportunity for cultivation of agriculture and allied activities, which in turn may be able to
provide sustained employment opportunities, thereby will affect the rate of migration form the
villages. Hence the overall impact will decrease in the rate of migration.
Table 6.4 is indicative of the situation that though the migration from the villages is
mainly for want of labour oriented activities because the income levels at the time of
migration is approximately Rs. 28900.00 only, whereas, the number of migrants was found to
be 74 out of the total population of 17647. The probable reasons of the migration from the
watershed may primarily be cited to lack of sufficient employment opportunities at the
watershed level. The project intervention may probable be helpful in mitigating the
unemployment problems and decline in the migration levels. Activities related to livelihood
enhance and micro enterprise may have direct impact on the problems of local level
migration, thereby providing employment opportunities.

6.2.3 Ground water table
The ground water table of this cluster of villages is approximately 20-40 ft. and further
goes down in summer and drought seasons. The single biggest source of water is
groundwater, which is depleting and lowering due to over-pumping and unchecked ground
water utilization. Due to growing population the demand for water for daily activities and
agriculture has increased. This posses a major pressure on the water table. The water travels
slowly through layers of soil and rock before finally reaching the water table. Several water
harvesting structures will be created like artisan wells, hand pumps, tube wells,
percolation tanks and roof water harvesting structures for recharge of ground water. Hence a
strong effort will be established to maintain a balance between usage and recharging of the
ground water.
6.2.4 Drinking water
Drinking water is too a problem in the identified watershed villages during peak
summer seasons. The problem may probable arise because of excessive exhaustion of the
ground water resources for alternative usages, thereby lowering and disrupting the
ground water regime. People depend upon hand pump, hand pump and tube well for
drinking water and travel at 10-15 ft distance on average to fetch the water. There is no
much problem of inherent or ingress salinity in this area. Drinking water is only
available for some months and only water sources in the villages by and large get
exhausted. The avaialbilty of water resources in the watershed villages is given below in
Table 6.5.

The demand for drinking water changes from season to season, gets worse in summer.
However through integration of watershed program with other schemes like MGNREGA,
Swajal and schemes of Jal Nigam and Jal Sansthan through convergence may probably be
optimal in ameliorating the crisis levels. Table 6.4 indicates that the primary water availability
sources in the micro watershed are hand pumps, ponds, artisan wells and MI canals. The
available resources are alternatively used by the villages as per the water availability.
6.2.5 Crops

lack of irrigation facilities and total dependence of rain has limited the scope for agriculture. However structures to be created and treatment through soil conservation measures in the watershed may perhaps, will open avenues to take up diversified cropping patterns in various crop seasons by utilizing the water from the new interventions and checking up of the degradation of fertile agriculture land.
6.2.6 Horticulture
The watershed being a predominant agricultural area does not have any signs of
horticultural activities (Table 6.5).

The inception of watershed development initiatives will pave way for alternative land
use through horticulture activities like establishment of orchard. Almost, the entire irrigated
area is being harnessed for cultivation of agriculture crops. Through the integrated watershed
approach under IWMP-I, horticulture chores are likely to be initiated in the private and public
land in the villages. The data collected through Participatory Rural Appraisal based village
level general information collection and household surveys are indicative of proposed orchard
development in the private and community land. The efforts will make change in the land use
pattern of the villages and thereby in turn will increase the income levels of the
stakeholders. The detailed data have been analyzed in the tables appended under the
appendix III of the report.
6.2.7 Vegetative cover
There is negligible area under tree cover. The identified villages of the
micro watershed no forest area (Table 6.6) and consists
of broad leaved tree species like Sal (Shorea robusta,), Teak (Tectona grandis),
Babool (Prosopis juliflora). Trees species like Neem (Azadirachta indica)
and Ailanthus (Ailanthus excelsa) are also seen sporadically and not concentrated in
any area.

Besides, the naturally regenerated tree species as stated above, occurrence of
plantation species of commercial importance like Poplars (Populus ciliata) and Eucalyptus
(Eucalyptus camaldulensis) is evident. Natural vegetative cover is decreasing with time
because of predominance of agriculture activities. The low vegetative cover in the region has
contributed towards the decline in water levels during summer seasons as the infiltration rate
is low, whereas, the surface run off rate is higher due to low water holding capacity of the soil
and depleting nutritional status. However, due to low vegetation cover, the dependency on it
is almost negligible. The interventions though IWMP-I may perhaps help in increase in the
vegetation cover due to soil water conservation chores in the watershed area.
6.2.8 Livestock
The village has quite a good of livestock population. These include cows, bullocks,
buffaloes, goats and sheep. The interventions like provision of good quality cows and
buffaloes, the establishment of a fodder bank and other such related activities would spur up
the dairy development in the village. It is expected that the post project period would see a
substantial increase in livestock population and yield from them. Having a good number of
animal population, the watershed is witnessed with remarkable per capita income levels
(Table 6.8) from animal husbandry activities

6.3 Status of Drinking Water in the micro watershed
The status of drinking water in the watershed villages has been briefed in table ahead.
The table indicates that pre and post project drinking water availability (No. of months in

year) is about 257 months in all the watershed villages. The pre and post project scenario of
water purity indicates that at present the available drinking water is impure, whereas, the
project inception will lead to the pure water availability. The proposed post water availability
months in a year are about 288 months. The introduction of new water harvesting structure
like hand pumps, artisan wells etc. appears to enhance the number of water availability days
in the micro watershed region. The integrated efforts under the project will be able to alter the
water availability regime. The revenue village Tharanganj being inhabited does not have any
statistics regarding the water availability days and water resources.

The expected agriculture production in the micro watershed villages is given in the
ensuing table. The pre project scenario of gross agri-production (quintal/hac.) of kharif, Rabi
and jayad is approximately 238189, 190606 and 190606 respectively, whereas, the post
project scenario is about 251298, 201046 and 201046 for kharif, rabi and jayad respectively.
The total area under these crops is approximately 4766.14 hectares. The post project scenario
(5027.14 hectares) indicates that there is an approximate increase of about 261 hectare of
agriculture land. With the increase in the agriculture area after the project inception, there
seems to be the increase in agriculture production.

Chapter -07
MONITORING AND EVALUATION
A Web-based GIS System is being developed for monitoring and evaluating the
project in its planning & implementation phases. The system would be available on a public
domain and can be accessed by all the stakeholders of the project. The system shows the
entire state of Uttarakhand and all of those areas selected over the next 18 years. Details
related to soil type, Land-use classification, inhabitation etc., can be obtained village-wise.
Furthermore, survey-number wise details related to ownership, irrigation source, yield etc.,
can also be accessed by the users of the system. This system is being used for pooling up the
details obtained from the DPR. In other words, the DPR is made available online in the form
of a database which will help the stakeholders know areas of importance viz., already treated
areas/historical works in the area, proposed areas for treatment etc., for further treatment and
planning. The system would also show the satellite imageries of various years from the
project inception stage to the project closing stages. This allows the user to evaluate the
effectiveness of the treatment and thereby plan corrective measures for the project area. The
system would serve as an aiding tool to the planners and evaluators for judging the efficacy of
the project.
Yet another component of the Web-based GIS system is the Mobile based Monitoring
& Evaluation System, which will help the ground staff alias WDTs (Watershed Development
Team) to transmit information from the ground level to the central server. Also, any higher-up
official in charge of the project can obtain information regarding the project area on their
mobile phone by means of an SMS. The system works in the following manner. The WDT
equipped with a GPS instrument marks the latitude-longitude information of various
treatment areas during the DPR. The probable sites are then transferred onto the central
server. During the works phase, any progress in the treatment areas is reported to the server
by means of an SMS by the WDT. Similarly, any nodal officer or higher-up official can view
the progress in a project by means of summarized reports generated over frequent periods of
time. However, the monitoring indicators at social, economic, geographic and ecological
levels can be categorised as following;-

depends upon the community organisation and the village level institutes. In Ghugha Nala
(North), watershed committee and various user groups have been formulated for post project
operation and maintenance of assets created during project period. Major emphasis will be on
equity and sustainable benefit of the project even after implementation stage. A proper link-up will be
built during project period with various institutes and capacity building organisation. They will
act as a major kingpin during post implementation for scaling up the successful experience
during project.

WITHDRAWAL STRATEGY/ POST-PROJECT MANAGEMENT APPROACH PLAN
Watershed development project can be rendered sustainable through an appropriate
combination of environmental balance, community participation and institutionalization of
process. The strategic planning for the post project management is elaborated as under:
8.1 Adoption of Eco-friendly conservation measures
The measures taken up will be long lasting having sustainability. Along with engineering
measures, efforts will also be made to reinforce the forest cover around and high elevation
catchment areas and on the slopes and bunds through protection of existing natural regeneration
vis a vis vide reforestation and aforestation strategies. The downstream areas suppose to have
prolonged stream flows. The stream banks should also be vegetated and stabilized to create a
buffer between land and water bodies. Such vegetation and physical measures helps in stabilizing
streams banks, enhancing recharge and improving the riparian habitat.
The diversity of watershed development measures is the key to sustainability.
Combination of stone pitching, drainage line management, agro-horticulture and forestry
measures including plantation of shallow and deep-rooted plants, fast and slow growing plants,
productive and medical plants and herbs will be encouraged. The watershed development
measures will ultimately help to recharge the rainwater, use the soil moisture optimally and
provide tangible and intangible benefits to the community and environment as a whole.
Land use pattern will go hand in hand with carrying capacity of the watershed. Optimum
use of water and increased use of organic fertilizers is the key to conserve the precious land
source. Water overuse and excessive fertilization leads to permanent damage of lands and

groundwater. It is important to maintain soil quality through crop management. Crop diversity and
crop rotation helps in improving the micro flora and fauna present in the soil and maintaining the
healthy symbiotic subsystems relationship. Extensive use of measures like Integrated Pest
Management (IPM) and Interated Pest and Nutrient Managemnt (IPNM) will be practiced.
8.2 Participation of local community in development and management
During the planning phase the local peoples’ participation were involved and it is planned
that the involvement during implementation and post project maintenance will enhance the impact
of project and maintain the structures. However, participation without empowerment does not
help in achieving sustainable development. Community will be made aware of different concepts
and options for their livelihood and natural resource management. Local wisdom is important in
understanding rural dynamics that includes the interface between human behaviour and its
economic / ecological implications. The interests of a community will be created and maintained
by adopting the measures in such a manner that they provide immediate, medium and long term
benefits to the community.
8.3 Institutionalization for post project management
A dynamic institutional arrangement is necessary for project management, facilitation of
benefit sharing and maintenance of the resources. This usually includes small user groups for
different resources / assets as well as village level organizations. In-built system and mechanisms
will be developed for qualitative growth and dynamisms of the organizations. The community
organizations should be linked to other Government and Non Government institutes of interest.
The potential people’s organizations were formed in the project area include Watershed level
Organization and Users Groups.

8.3.1 Watershed level Committee
Watershed level organization viz; Water and Watershed Management Committees are
established right from the beginning of the project. The overall planning, co ordination,
management and maintenance are possible through this representative body. This clearly implies
representation from different sections of the community – landholders and landless, upper reach
and lower reach, men and women, lower and upper castes, Gram Panchayat and other existing
political or non political organizations.
8.3.2 User Groups and SHGs
The other categories of institutions are formed of various groups with common areas of
interest in the project area named user groups. These include, depending upon necessity, Self Help
Groups of women and men, User Groups for common assets, etc. The capacities of different
groups will be developed time to time for effective functioning of these groups. A mechanism will
be developed to ensure continuity, both in learning, functioning and actions that form
responsibilities of such groups during the implementation project activities.
