TherequirementsofWAlegislationareapplicable toacademicpersonnel (e.g.lecturersandresearchers),students ofvariouslevels,personnel thatsupportacademicactivities(e.g.technicians),contractors (andtheirpersonnel)engagedbyUWAandCampusManagementpersonnel inrespectofelectricalactivitieswhichtheycarryoutaspartof–

• thedesign,assembly/construction ormanufactureofelectricalequipmentforlaboratoryand/orresearchwork;

• thepurchaseand/ormodificationorrepairofelectricalequipmentforoffice,laboratoryand/orresearchwork;

• Inspection,auditandcertificationwork.

ManagementofelectricalequipmentsafetybyBusinessUnits

Onlycompetentpersons shallbeusedbyaBusinessUnitinundertakingelectricalworkonitselectricalequipment.Thisincludesworkonequipmentthatconnectstothecommunicationsandextralowvoltagecablesystem.


PrivatelyownedelectricalequipmentuseinBusinessUnits

Theownerofprivatelyownedelectricalequipment tobeusedinaBusinessUnit isresponsibleforensuringthatitcomplieswiththeappropriateAustralian/Internationalelectricalmanufacturingstandardsandthattheequipmentismaintainedinasafeconditionbytheuser.Theequipmentshouldbesuitablefor230voltsnominalacat50HertzanduseonlyAustralianpattern3pinor2pinplugsandhavenecessaryAustralianapprovalcertificationandcompliancelabelsincludingCE,ACMA“C” tickwiththeAustralianNnumber etc.asrelevant


Howtoidentifyyourequipment

AllprivatelyownedelectricalequipmentthatisbeingusedatUWAmusthaveanidentificationlabelattachedtoit.


RegulatoryComplianceMarks

Australian/NewZealand

European

ThelabelmusthaveaRegulatoryComplianceMark,thismarkindicatesthatthedevicecomplieswithAustralianandNewZealandsafetystandards.


ElectricalEquipmentDesignCertification


Designcertification isaprocesstoconfirmequipmentcomplieswithrelevantAustralianandorACMAsafetystandards. Allnewequipmentdesigned ormodified atUWAisrequiredtoundergothedesigncertificationprocess. Existingequipment(priortotheadoptionofthisProcedure)willonlyberequiredtoundergothecertificationprocess ifandwhenitisrepaired ormodified.


Equipmentdesignersareencouraged tovettheirnewdesignswithacompetentperson ofCategory3A,asthispersonwillbetheholderofaspecialpermitforelectricalworkonelectricalequipment,beforeconstructionbegins


Whatequipmentisrequiredtobecertified

Allin-housenewlydesignedand/orbuiltelectricalequipmentthatmeetsoneormoreofthefollowing:

• Consumespoweraboveextralowvoltage(>50Vacor>120Vdc);

• Generatesvoltagesaboveextralowvoltageswhiledeliveringcurrentsabove1mA;and

• Generateshighvoltages(>1,000Vacor>1,500Vdc);


• Allrepaired ormodified equipment,meetingoneormoreoftheconditions,wheretheworkundertakenmayhaveaffectedthesafetyofthatequipment;

• Allpreviously in- housedesignedequipmentmeetingoneormoreoftheconditions,undergoing repairs ormodifications;and

• AllelectricalequipmententeringUWAwithquestionabledesign issuesorforwardedbyacompetentperson


Howequipmentiscertified

Equipment iscertifiedasbeingincompliancewithrelevantAustralian orACMAStandards.

ParticularattentionshouldbepaidtotherequirementsofAS3100– “Approvalandtestspecification– Generalrequirementsforelectricalequipment”.Otherstandardswhicharespecifictotheprescribed itemmustalsobeconsidered.


Forexample,muchoftheUniversityin-housedesigned researchequipmentwouldrequireconsiderationofAS61010.1– “Safetyrequirementsforelectricalequipmentformeasurement,controlandlaboratoryuse–Part1:Generalrequirements”.


IftheequipmentgeneratesorusessubstantialRF(radiofrequency)powerthenAS1188–“Radiotransmittersandsimilarequipment–Safepractices”willneedtobeconsidered.

Similarly, laserswillneedconsiderationofAS2211.

Communications equipmentwillneedconsiderationofAS/NZS60950.1,AS/ACIFS008andAS/ACIFS009


Whoperformsthecertification

Certificationistobeundertakenbyacompetentperson


CompetentPersons


TheBusinessUnit(BU)approvesallcompetentpersons.Thenominatedemployeewillbeknownasacategory3A,3B or4 competentperson.Thenominatedemployeemustmeettherequirementsforthecategorytheyareapplyingfor.

TheBUmaintainsalistofallappointedcompetentpersons andalsoforwardsthislisttoCampusManagement.


Category3A

Technicallyqualifiedtechnician-typeemployeewhoistheholderofaspecialelectricalpermitforelectricalworktodesign,assemble,modify,test,repairandinspectLVelectricalequipmenttoAustralianStandards,toassesselectricalequipmentriskandtoundertakeroutineinspection, testing,taggingandregisteringofelectricalequipment incompliancewithAS/NZS3760.


• Holdsspecialelectricalpermit(UniversityTechnician’sElectricalWorker’sPermit)issuedbytheElectricalLicensingBoardforelectricalworktodesign,assemblemodify,test,repairandinspectLVelectricalequipment.

• Holderwillhaveworkedonequipmentcontaininglowvoltageelectricalcomponentsforatleast6years,supportedbyformaltraining inelectrical,electronicorcontrolsystemstechnologyoraqualification inoneoftheotherphysical sciences.


• CompletionofElectricalCordandPlug courseataregisteredTrainingOrganisation.

• CompletionofaPortableApplianceTesting(PAT)courseataregisteredTrainingOrganisation.

• CompletionoftheUWAin-housecoursetitled“ElectricalequipmentandAppliancesatUWA:Designing,assemblingandinspectingforelectricalsafety”.


Category3B

TrainedUWAemployee(notalicensedelectricianorspecialpermitholder),approvedbyaBusinessUnittoassistaCategory1,2A,or3A UWAemployedcompetentperson todesign,assemble,modify,testandrepairLVelectricalequipmenttoAustralianStandards(i.e.,worksunderdirectsupervisionofalicenceorpermitholderforanyelectricalwork).Note:DirectsupervisionmeansthatthesupervisingCategory2Aor3AcompetentpersoniswithinsightoforwithinaudiblerangeofanyLVelectricalworkbeingdonebythepersonbeingsupervised.



• CompletionofaPortableApplianceTesting(PAT) courseataregisteredTrainingOrganisation.

• CompletionoftheUWAin-housecoursetitled“ElectricalequipmentandAppliancesatUWA:Designing,assemblingandinspectingforelectricalsafety”.


Category41) TrainedUWAemployee(notaspecialpermitholder)

approvedbyaBusinessUnittoassesselectricalequipmentriskandtoundertakeroutineinspection,testing,taggingandregisteringofelectricalequipmentincompliancewithAS/NZS3760.

2) TestingcontractoremployedbyaBusinessUnittoassesselectricalequipmentriskandtoundertakeroutineinspection,testing,taggingandregisteringelectricalequipmentincompliancewithAS/NZS3760

TheBusinessUnitshallensurethatallusersofelectricalequipment areadequately informedonelectricalsafetyandareawareoftheirresponsibilities underthisProcedure.Usersshouldbeawareofthebasicelectricalsafetyfeaturesoftheequipmentandhowtooperateitsafely.

AccessibilityTheTestingandTaggingTechnicianmayrefusetocarryoutPAT testingif:

• Anyworkareaorequipmentthatisnoteasilyaccessible.

• Theworkareaisuntidy• Thecabling isuntidy



UnserviceableEquipment

AllequipmentthatfailPAT testingwilldeclaredunserviceable andwillhavethefollowingOUTOFSERVICE(OS)labelattached.


• PortableequipmentthatfailthePAT testingprocedurewillberemovedfromitslocationandquarantineduntilitisrepaired ormodified.

• Experimentalandnon-portableequipmentthatfailthePAT testingprocedurewillhavetheOS labelattachedandleftinsitu.


• TheOS labelwillhavetheequipment'sdefect(s)reasonwrittenonit.Thedefect(s)mustbeaddressedbeforetheequipmentisre-assessed.

• TheequipmentcanbeonlyusedonceithasbeendeclaredserviceableandtheOS labelhasbeenremoved.

• OnlytheTestingandTaggingTechnician thathassignedtheOS labelcanremoveitfromtheequipment.


AssessingRepairedorModifiedUnserviceableEquipment

AllequipmentthathasfailedthePAT testingprocedureandhasbeenrepairedormodified,mustbeassessedagainsttheUWAElectricalSafetyProcedure byancategorised (3A/3B)competentperson,beforeitisdeclaredserviceable.


ServiceableEquipment

• Allunserviceableequipmentthathasbeenrepaired ormodified andhaspassedtheassessmentprocess,mustbePAT testedagainbyaTestingandTaggingTechnician priortobeingdeclaredserviceable

• TheOS labelcanonlythenberemovedifitpassesthisPAT test.


UnserviceableEquipmentEquipmentthathasfailedaPAT testandisnon-repairableorbeyondeconomicalrepaircanbe:

1. Usedasspareparts2. Disposedof

TheOS labelmuststayattachedtotheequipmentatalltimesforoption1andcanberemovedatthepointofdisposalforoption2.AlogofalldisposedequipmentwillbekeptbytheTestingandTaggingTeam,alongwiththeOS label.


TestingAndTaggingTeam

TheteamconsistsofTestingandTaggingtechnicianswhoarealsoapprovedcompetentpersons.

• OnlyaTestingandTaggingTechniciancancarryoutaPAT test.

• OnlytheTestingandTaggingTechnician thathassignedtheOS labelcanremoveitfromtheequipment.


RecordKeepingComputerisedrecordsarekeptofallPAT testedequipmentandequipment:

• declaredunserviceable duringaPAT test• repairedormodifiedafterfailingaPAT test• disposedofafterfailingaPAT test• keptforsparesafterfailingaPAT test
