I f the exploratory project i s commenced as planned and the drilling program is continuous, this project should be completed in 330 days. Whether a l l 20 wells are drilled will depend upon the results of the first wells drilled.

The wells will be drilled utilising four jack-up rigs similar to the one shown in Exhibit No. 3. The rigs will be diesel-electric drilling units and equipped with pans or sumps to collect grease or other pollutants. The liquids will be stored in oil drums for disposal onshore.

All wells drilled for oil and gas will be drilled in accordance with 30 CFR 250.34, the proviaions of OCS Order No. 2 and the stipulations of the oil and gas leaae covering thia block. No garbage, untreated aewage or other solid wastes shall be disposed from vessels. All solid combustible waste products will be incinerated, taking great care not to endanger the rig. All non­combustible material will be transported to shore for disposal at our Si'rfside facility.

The drilling operations will be serviced from Union's shore baae located at Surfside, Texas. The facility haa docking facilities for the marine equipment that will be used on this leaae. There i s a crane for loading and unloading materials. Union maintains a amall stock of tubular goods on the pipe racka. There are alao helicopter pads where personnel and supplies can be loaded to be flown to and from the rigs. The base is manned 24-hours per day. Goods and aervices for the offshore operations are located in the Freeport and Houston areas and are easily transported to this facility by highway and marina transportation (See Exhibit 4).

Union Exploration Partners, Ltd. has filed an oil spil l contingency plan with the Minerala Management Service in accordance with OCS Order No. 7. This plan containa the names and telephone numbers of company personnel who will form an

Union Exploration Partners, Ltd. is a member of Clean Gulf Associates. Thia association provides for the purchase and maintenance of equipment and materials for uae by thf. members in the clean-up of an oil spill J Equipment is presently, located at Galveaton and Freeport„ Texas; Cameron, Intracoastal City, -Grand Isle and Venice, Louiaiana. Some of the equipment available include a ahallow water skimmer system with 40-barrel storage capacity, a fast response open sea and bay system with two (2) 180-barrel tanks used in skimming and storing, a high volume open sea skimmer system with 1000-barrel storage capacity. The amount of time required to get to the s p i l l will vary dependent on the location of company chartered work boata or the availability and location of work boats for immediate charter. Equipment response time should be within 24 hours of notification.

Exhibit No. 5 i s in compliance with the U.S.G.S. Gulf of Mexico letter 75-8 dated June 1975. Thia evaluation of bottom drilling hasards was derived from a Multi-sensor Engineering Survey using Sidescan Sonar, Magnetometer, and an Acoustic Profiler of Blocks 1030, 1031, 1039, and 1040. Based upon presently available geological, geophyaical and archeological inforination, there are no known shallow drilling hasards at the proposed locations of the wells. The geophysical data required per Paragraph II.A.5 of NTL No. 83-3 ia being forwarded to the MMS District 7 Geophysicist in Corpus Christi, Texas along with one copy of the POE.

Other relevant information and data as required includes the mud component and additive l i s t (Exhibit 6) and the Air Quality Statement (Exhibit 7).

The onahore support baae for this activity w i l l be Union Exploration Partners, Ltd., shore baae located at Surfaide, Texas. All transportation, boats and helicoptera, w i l l be handled from thia base.

Air emission calculations are baaed on the aforementioned drilling time frame and data from "Compilation of Air Pollutant Emission Factora", third edition AP-42, EPA, Tables 3.3.3-1 and 3.2.1-3. Any additional work required wil l be minimal and result in air emissions well below the exemption level.
