Vergara who got78,470 votes over Umali’s45,761 urged the latter’sbrother, re-elected Gov.Aurelio Umali to refrainfrom blocking a referen-dum to ratify PresidentAquino’s Proclamation No.418 which declared thiscity highly urbanized onJuly 4, 2012.

MABALACAT CITY - Unidentified persons lobbed agrenade past midnight Tuesday at a major powerstation in Barangay Mabiga here, seriously damagingit and throwing 26 out of the 28 barangays intodarkness.

As of yesterday, the affected areas remainedwithout power. Work at the local city hall at Xeverasubdivision remained suspended, even as the poweroutage was reported to have already seriouslyaffected the operations of many businesses in thiscity.

Pampanga police director Senior Supt. OscarAlbayalde said in an interview that local folk initiallythought the sub-station belonging to the PampangaElectric Cooperative II (Pelco II) was hit by lightningduring a freak thunderstorm at about 12:45 a.m.Tuesday when power suddenly went off.

“The case was not reported to the police until laterin the day after some technicians of Pelco II who

arrived to repair the sub-station noted some explodedgrenade fragments at the site,” he said.

HAGONOY, Bulacan – Declin-ing biodiversity in this coastaltown has alarmed both officialsand residents alike.

Plant species that used tothrive along rivers and creeksand along the coast of ManilaBay, and a number of fish spe-cies that fishermen used tocatch in rivers and in the openseas have disappeared.

Impact of such disappear-ance, they said, are now felt byhouseholds that are dependenton fish catch for livelihood andfood.

Governor Wilhelmino Alvara-do recounted that in his young-er days, the riverbanks of thetown were filled with differentspecies of plants that werehome to insects and a sanctu-ary for different fish species.

“Dati maraming mga kulasi,sasahan, diliwaryo, bakawan atpalapat sa baybayin ng ilog atmaging sa dagat,” said Alvara-do who served as mayor of thistown from 1986 to 1998.

He lamented that areaswhere plant species used togrow were replaced by concretestructures like houses.

Alvarado added that the qual-ity of the river water haschanged in the last 20 years.

This was affirmed by formerBulacan Board Member Patro-cinio Laderas who, like Alvara-do, was involved in fishpond op-erations before entering politics.

“Not only plant species aredisappearing in a dizzyingphase, we are also losing ma-

As a former fishpond opera-tor, he said that seasonal har-vest in recent years hasdropped by about 90 percentcompared to harvest 20 yearsago.

This fear is shared by fish-ermen like Rodolfo Cabangiswho for more than 30 years hasbraved the waters of ManilaBay.

Cabangis said that local fish-ermen’s earnings from catch to-day is not even enough to sendtheir children to school becauseof the dearth of fish in said bay.

He said that 30 years ago,they fished only along thecoastline of Manila Bay in Bu-lacan. Today, however, fisher-men here now face the risks ofgoing near or beyond Corregi-dor Island, where once hisneighbors drowned when hit byhuge waves.

“Kahit sa palengke wala kanang mabibiling alugasin, patiyung mga sapsap, alimasag atdalagang bukid madalang na,”he said referring to fish caughtin the open sea.

Cabangis also noted that fishsold every day in public mar-kets here are largely sourcedfrom fishponds, adding that pol-lution and over fishing has ledto the present decline in fishcatch which results to higherprice of this food commodity.

CABANATUAN CITY – A villagecouncilor was killed by still uni-dentified suspects inside hisjunkshop in Barangay Gen.Ricarte, Llanera, Nueva Ecija atabout 5:50 a.m Sunday.

Nick Apan, 42, resident of thesame place, was inside his pre-mises when three suspects on

board separate motorcyclesparked in front of his junkshop.

“Accordingly, one of the sus-pects entered the victim’s junk-shop and pretended as a cus-tomer while the two other sus-pects were left behind, on theirvehicle,” said PO3 Silvester Col-anza, investigator.

Without provocation, policesaid, the man shot the victim

once using a cal. 45 pistol andfled with his two companions.

A QUARTER of a century ago, in May 1988, this appeared inPeople’s TONIGHT above my by-line:

Fiesta time,killing time

MAYTIME IN Pampanga is a swirl of religious rites and feasts –from the Santacruzan and Flores de Mayo to the fiestas of at leastfive towns and scores of barangays.

The religious solemnity and the bacchanalian feasts attendantto the merry month in the province were shattered this year by thestaccato sounds of machineguns, the deadly bangs of .45s, andthe fatal swishes of double bladed knives.

May’s orgiastic killings in Pampanga have so far claimed 27lives – assorted individuals including a whole family of seven, acouple and their three helpers, three holdup men, a Philippine AirForce captain, a barangay chairman and the city engineer, all inAngeles City alone; an Army captain and two sergeants in a singleincident and an airman in Porac; two suspected military informersin Guagua; and a town councilor in Arayat.

That total, however, makes up only the reportedcases.

While mediamen here have lost track of thenumber of casualties this year – placed at 57 inmid-March, it is generally believed that with thelatest upsurge in killings, the total of 197casualties for the whole of 1987 “stands to beapproximated or even surpassed by next month.”

Local officials have consistently expressedoptimism that “the end of the killings is in sight.”One ranking provincial official has even gone tothe extent of integrating in all his pronouncementsthat “the killings in Pampanga are all isolatedcases,” that compared with other areas, theprovince “is very peaceful.”

To which, local residents, mediamen and evensome local officials disagree.

Rep. Carmelo F. Lazatin (1st District-Pampanga) said the resurgence of violence inAngeles has reached alarming proportions as hecalled on the military and civilian authorities totake positive steps including “pre-emptive actions”to confront the deteriorating peace and ordersituation.

One city businessman who requestedanonymity lamented the city officials’ coming out

with “oblique assessments of the problems insteadof frontal solutions.”

One civic leader, in obvious exasperation overthe spate of killings said he hoped “the rains ofJune will cool down May’s heat wave of violence.”

xxxxxNO, THE rains of June did not dampen the

killing spree a bit. Thirteen more bodies werecollected within the first ten days after the end ofMay.

The insurgency laid claim to the greaternumber of casualties – the province thenembroiled in war of attrition between thecommunist urban partisan group Mariano GarciaBrigade and the right-wing vigilante groups calledAngelino Simbulan and Francisco SabileBrigades, with the low intensity conflict doctrineof the Americans in full laboratory testing inAngeles City and Pampanga.

G.I. Joe has long been out of Clark. Theinsurgency has since simmered down.

In remembering those days of terror and nightsof horror, may we ever be resolute in our quest forpeace and progress.

Nunquam iterum. May there never be arecurrence of May 1988 again.

Just do itANALYSIS, analysis, paralysis seems to be de facto situation thatthe strategic development of the Diosdado Macapagal InternationalAirport, or as some sycophants would prefer a different name aftera USA Air Force major or any other “hero”, has found itself lockedinto in perpetual limbo.

The clear vision/mission has been neglected. The highest andbest use of the resource is not focused on. “They seek him here.They seek him everywhere. Is he heaven? Is in hell? That damnedelusive Pimpernel!”

I personally know of at least 5 master development plans forDMIA during the almost 6 years that I have been there. There is themaster plan by an American consultancy firm which I found alreadythere. And there are the plans made and submitted by a Koreanstudy and research group subsidized by KOICA, a Singapore basedfirm, Sum Cheong, with its own donated presentation, a consortiumof Malaysian firms and a financing and construction framework bythe Chinese.

I also remember arrangements for bothfinancing and construction by a Kuwait firm whichgot tangled in some contractual termsdisagreements. And there were the variousdifficulties of the zigzagging of the processes forthe then new Private-Public Sector Partnershipmodel which was sought to streamline theimplementation of much needed publicinfrastructure and other projects.

Alas, politics, legalities, bureaucracy andvarious personal agenda became stumblingblocks. Apart from the foreign firms, there werelocal big shots like R-II Builders, Dick Pensonand his consortia, and even San Miguel and MVPangilinan who manifested their interests atvarious stages. The end result over a period ofalmost two years of travelling and negotiations?One big fat ZERO!

It remains, however, to the credit of CIACmanagement at that time that in spite of the lackof financial support by the national governmentand the administrative and management misfocusand misdirection which governed the airport therewere some basic improvements.

CIAC has since then never received anyfinancial support except from CDC for the timewhen it was part of its then mother company. CIAChad to rely on its ownresources and revenuegeneration. It must be remembered that an airportis a vital transportation and capital intensiveinfrastructure with an extended gestation andpayback period. It is a social and economicinvestment.

CIAC had to borrow to buy its radar equipmentand to expand and improve its terminal capacityand facilities. The radar was around $11 million oralmost half a billion pesos. The expansion of theterminal and the completed addition of a secondfloor with two passenger tubes had a borrowedcost of around PhP 350 million.

And there are the runway lights, equipmentagainst bird strikes and the now neededreequipping of the runway, all costing hundredsof million pesos. One master plan, I remember,estimated the total cost for DMIA to be completedas the prime international gateway is around $1.2billion.

However, the situation is not just an issue ofmoney. Any strategic vision must be crafted andexecuted through the correct organizational setup,structure, manning and culture.

CIAC has been like a pingpong ball or a hotpotato which nobody knew what to do with. Likean unwanted orphan, it has been placed as a groupincluded in the Clark Development Corporationstructure, then separated as a subsidiarycorporation under CDC, then merged and soondemerged again with CDC, then as a separatecorporation under BCDA and now as one of themyriad of entities under the DOTC. Theseorganizational travails resulted, it may beexpected, in changing members of the Board,management, culture, policies and practices. Twosteps forward and one step backward may be anoptimistic evaluation.

CIAC is now under DOTC, which itself has anew secretary. Secretary Abaya’s recentinterviews places himself on top of the fence, infact straddling several fences. He points out toseveral options regarding the directions that thedevelopment of the prime international airport ofthe country. Develop Clark and relegate NAIA toa secondary airport; Develop Clark, upgrade NAIAand have two prime gateways; Look for a sitenearer Metro Manila like Bulacan and Cavite anddevelop an alternative prime gateway are the 3main options being studied. And he cited a timeframe of up to 2025. As Anthony Taberna whowas interviewing him commented, “Buhay pa batayo noon?” We hope so.

If Hongkong’s Chep Lap Kok, Bangkok’ sSuvarnabum or Singapore’s Changi processedtheir own airport developments the way we aregoing about it, we still be taking off and landing indowntown Hongkong, for one. Even among theairports all over the world, these three airportsare consistently ranked as among the top airportsof the world, even numbers 1 or 2. This is becausethey had the foresight and the will to think outsidethe box. Why can we not learn? Waiting, analysingand keeping the status quo is already a decisionmade whether this is done consciously or byinadvertence or negligence. The dysfunctionaleffects will be the same.

France also reportedthat “the same foreign fish-ing vessels have even en-tered the municipal fishinggrounds and the PhilippineCoast Guard is not doinganything to stop these for-eign ocean grabbers ex-ploring the fishery resourc-es of BenHam Rise.”

“And now Pres. Aqui-no is offering BenHamRise to small Filipino fish-erfolk even if the real scoreis that foreign fishing mo-nopolies have successful-ly invaded BenHam Riselong before,” said Pam-alakaya.

He noted that a 3,000-ton tuna factory ship seen

in the area, accompaniedby support fishing fleets,can catch as much as 150metric tons of tuna on a24-hour operation. By in-dustry standard, a singlefactory ship could harvest50,000 metric tons of tunaper year.

Pamalakaya noted re-ports that eight Japanesetuna fishing vessels regu-larly poach in the watersof Aurora province dailyfrom January to July andthat this means a totalhaul of 27,000 tons of tunaper factory ship during theperiod or 216,000 metrictons of tuna for all eightfishing vessels.

According to Pam-alakaya’s computation,the owners of the eight fish-ing vessels could earn asmuch as $1.274 billion or$160 million per fishingvessel in just six monthsfrom tuna poaching in Au-rora and other tuna-rich

waters of the Philippineterritory.

The controversial Ben-ham Rise is an undersearegion that has untappedpotentially rich mineral andgas deposits. It is locatedoff the coast of Aurora prov-ince, opposite the disput-ed waters of South ChinaSea. The Bureau of Fish-eries and Aquatic Re-sources (BFAR) an-nounced yesterday thatmore than 60 fish-aggre-gating devices will be in-stalled at Benham Risestarting May 30.

Pamalakaya also saidthe plan of the governmentto impose fish ban in 10out of 13 major fishinggrounds all over the archi-pelago to push the nation-al stock assessment pro-gram further complicatesthe sorry state of smallfishermen across thecountry.

these 13 fishing groundsnamely Lingayen Gulf,northern Zambales, Visay-an Sea, Camotes Sea,Honda Bay, BabuyanChannel, Lagonoy Gulf,Sorsogon Bay, Hinatuanand Dinagat Bay andDavao Gulf.

Pamalakaya earlierdared Aquino to file appro-priate charges againstChina at the United Na-tions (UN) over Beijing’srefusal to leave AyunginReef and Panatag Shoal,which are part of the coun-try’s Exclusive EconomicZone (EEZ).

The Department of For-eign Affairs (DFA) on Mon-

day asked China to with-draw its ships from Ayun-gin Reef because that areaof South China Sea is with-in the country’s nationalterritory, which is 196 ki-lometers from Palawanprovince and well withinthe 370-kilometer EEZ.

The Aquino governmenton May 10 protested thepresence of 30 Chinesefishing boats, accompa-nied by patrol vessels, atAyungin, but China insist-ed that it had “indisputablesovereignty” over Ayunginand other parts of theSpratly archipelago in themiddle of the West Philip-pine Sea.

Sibug, chief of the con-struction division ofDPWH-3, said the repairof at least 102 meters ofthe breached section ofthe dike in San Fernandoand 96 meters inSto.Tomas was completedas of April, costing P27.8million.

“The tail dike was de-signed to protect thetowns from flood waterscoming from upstream.The towns affected by ha-bagat can rest assured ofthe integrity (of the repair)of the dike to prevent an-other flooding,” Sibugsaid at the meeting of theprovincial disaster risk

The heavily damagedsetback levee in Arayattown and the eroded

Arnedo Dike along thePampanga River in east-ern Pampanga are twocritical areas in need ofimmediate repair and reha-bilitation.

Earlier, DPWH Region-al Director Antonio MolanoJr. made the same assur-ances to the Kapampan-gan folk of flood-mitigatinginterventions to prevent therecurrence of the devastat-ing floods in the wake ofhabagat last year.

“Rest assured that theDPWH shall continue toperform dredging of the riv-ers and water tributariesespecially in Minalin to al-lay fears of a repeat of lastyear’s devastation” Mol-ano said.

Reyes said: “We wish toput on record that it is thedisagreement among par-ties concerned, and notthe DAR, that is the causeof the delay in the auditprocess.”

Flores said “the DAR’smove seeking interventionfrom the Supreme Courton the issue of identifyingwhich firm will audit HLIand CHI is not a simpleissue of indecisivenessand incompetence on thepart of the DAR.”

“Delos Reyes shouldstop covering his puppet-ry to the Cojuangcos byblaming the parties’ so-called disagreement. Thefarm workers are united intheir choice of auditingfirm,” he stressed.

Flores said “giving Co-juangco companies thepower to choose Cojuang-co-friendly auditing firms

smacks of conflict of inter-est. Aquino’s DAR cannotbe trusted.”

“We challenge the Ser-eno-led Supreme Court toimmediately dismiss, notto legitimize or even digni-fy this DAR-Cojuangcomaneuver to evade pay-ment of the P1.3 billiondebt of the President’sfamily to the farm workers,”Flores also said, referringto the order of the Su-preme Court.

The three accountingfirms which have ex-pressed interest in taking

on the special audit includeOMLL; Reyes, Tacandongand Company; and SanAgustin and Company.

Still, the KMP reiterat-ed calls for “zero compen-sation” for the Cojuangco-Aquino family which con-trolled the hacienda since1957.

KMP insisted on “freedistribution of HaciendaLuisita to farm workers”noting that “the Presi-dent’s family enrichedthemselves for almost sixdecades of control over thelands.” –Ding Cervantes

Bago mag-umpisa ang daily variety show ng ABS-CBN na It's Showtimenoong May 29, binigyan ng pagkakataon si Vice para humingi ng tawad sabise presidente ng GMA News and Public Affairs.

“I just wanna make things right and I wanna make this day a beautiful oneand start this right,” bungad na pagbati ni Vice sa mga nanonood ng kanilangprograma.

Pagkatapos ay nagbigay siya ng kaunting impormasyon tungkol sa isyunglumabas.

He said that everyoneshould open their minds andacknowledge AIDS in order todiscover the cure for thedisease.

“Kailangan magising tayoat kilalanin natin ang AIDSupang mas mapag-aralannatin ito at makahanap tayong mas mainam na panlabanupang tuluyan na natingmasugpo itong sakit na ito,”the mayor stressed.

Dr. Lenario Santos, CityHealth Officer, also acknowl-edged the reality against thebattle for AIDS, however, he isstill positive that they will beable to stop or reduce therisks because of the differentpreventive programs andmeasures that the his office iscurrently doing.

“What we have right now isprevention against AIDS. We,at the medical and healthcommunity are continuouslydevising means and ways toprevent the transmission ofthe virus to people,” Santosexplained.

The event also aims toremember the millions ofpeople who fought and diedbecause of AIDS.

During the event, candleswhere lit to symbolize thesympathy and solidaritytowards persons living withAIDS as well as the hope thatsomeday a cure will finally bediscovered to end the battleagainst the dreaded disease.

The local government onthe other hand, is one with theACAC, health providers,entertainers, non-governmentorganizations (NGOs) and thegeneral public whose missionis to make Angeles an “aids-free city.”

“Our job is not easy – ourgoal seems lofty, but in a citywhere people have cometogether and have placed theirtrust once again in thegovernment, the sky is thelimit. There is nothing that wecannot achieve,” Pamintuanadded.
