The Friend. The July number of oar venerable
contemporary (now in its SOth year) ia full to over-
flowing with good reading. Its ordinary issue of
eight pages is increased to sixteen by a supplement,
in which is printed in full the m nutes of proceedings.1
and the tenth annual report of the Hawaiian Lvau-- j
gelical Association. By this will be seen what the j
Hawaiinns are doini for missions, and we recommend
the Friend as an excellent periodical to send to
friends abroad.Climbing MorxTAiNs. In our cooler moments, it
is a matter for astonishment how venturesome andfool-har- dy men will be in exploring tbe wonders of
natare. This is brought to mind every time we see
or hear of the daring and thoughtless descents thatare made by tourists into the crater of Kilaueawhere sometimes hours are spent in traversing a thincrust that barelj conceals a lake of fire. A couple ofyears since, Clarence King and a comrade made adaring and perilous ascent of tbe Rocky Mountains,
and now we have in Scribner s for June, a thrillingaccount of the ascent of Mount Haydon, " a new
chapter of Western Discovery," by a party of tour-
ists. There are several striking illustrations of hair-
breadth escapes by these " tempters of Providence."
S? On Tuesday evening last we had the pleasureof attending one of those interesting reunions which
all naturally feel interested in, and in which if theyhave not already been the principal actors, it is tobe hoped they somo day will be. We refer to thewedding of Maj. J. Bates Dickson and Miss Isabell
Holden, which took place at the residence of thebridegroom's brother Mr. J. G. Dickson, and was amost briliant affair. The rooms were tastefully dec--orated with evergreens, and asumptaous supper was
spread for the numerous guests who had assembled
to congratulate the happy pair, and who had also.
judging from the elegant presents on a side table, expressed themselves in a more substantial manner. While gazing on the happy scene and listening to
the sweet music which the Hawaiian Military Banddiscoursed, we could not but help pitying a few poor
bachelors whom we saw, and who seemed ashamed
of being caught in such a place, and on such an oc-
casion; we would advise them to go and do like-
wise."K.mqhts ok Pythias. On Wednesday evening,
tbe 2d inst., the officers of Oahu Lodge. No. 1. K.
of P. for the ensuing term, were inetalled by D. G.C. David Dayton, as follows :
Henry L. Sheldon, Past Chancellor,James II. Black. Chancellor Commander,Cf.ougk Williams. Prelate.JosEi'ii S. Gcrxky, Vice Chancellor,Thos. Tannatt, K. of R. & S. .
After the ceremonies of installation were concluded, the brethren adjourned to the Hawaiian Hotel,

Artistic Carriage Palvtixo. On Wednesdaylast the Carriage Hose Company No. I, waa re- -
turned as completed from tbe shop of Mr. G. West j
carriage-builde- r, where it has December
last, in tbe hands of the Coach Artist. Mr. T. H.Harrison. It is certainly the prett est thing of the
ever eeen in this country, and is pronouncedas beautiful by every 'one. Coack painting, it is
generally known, is classed into aa many asnine distinct branches, but Mr. Harrison has in this
instance combined in himself the of all. Me-
chanical skill in execution is not alone required tosecure perfection in a job of this kind, but good
taste and artistic knowledge is equally requisite, tocarry corresponding effect in tbe blending and
of colors. Tbi has been attained inthe presect instance. If any one thinks we areflattering, let them go and see for themselves, and
will find something to study. Tbe groundemployed'are pnrple. lake, claret and

gold, carmine, white, purple," green. &c. There are
painted and gilded 2S tulips. 4 bouquets, and 120
gold-ti- pt ornaments, and many a yard of fine goldlining on rich purple. Something very beautifulaod much admired is lettering tbe name "Pa-cific '' la front, heavy block ; tbe motto " To theRescue- - in the rear, small bloct. juoon styie.

reu and energetic steps should be taken to put a i
top to a traffic bo nefarious and fraught with so j
many evil results, physically, morally and sially.As you request further testimony on the subject I ;
have no besiution adding mine. I regret to say ;
that within tbe last few years, a very considerable i
number of Hawauans have come under my observa-- '
tion. or care p::ofessionally. suffering froui'its effects, i
Manv of these were vounz females, who bad con- - !
traded the babit from Chinamen with whom theywere living, or associating more or less intimately, and I am most reluctantly constrained to state that
know its use is increasing amongst the natives,.
which, when we consider our very limited popula-
tion, certainly appears rather a slur upon the author-
ities, whose duty it is to suppress it. The law underwhich the licenses to sell opium are granted, restrictsits sale to Chinamen only. Surely if due vigilance
3
were exercised in a matter of such vital importance, and a few salutary examples made, the use of this
i
dru in the form alluded to might at leist be re--fstricted to the intended by tbe law.
Vhen on this subject, I cannot help reverting toanother humble ioa uctiTe
cf much more mischief its more ceneral use,and therefore well worthv of reform. I mean thetoo general use, and I may say the comparativelyunrestricted sale of awa, the deleterious effects of
which are so well known to all who take tbe least in-
terest in tbe welfare tbis people. According tothe law, this root can only be Bold on the productionof a medical certificate, stating the distasefor xchich
it is intended ; this must be in every case filed awayand produced on demand. But what is practicalworking of the law? Awa ia drank only for its in-
toxicating effects, and no respectable medical manhaving the knowledge of natives would stoop to
such a miserable subterfuge, thereby lending himselfto tbe evasion of a law which his conscience musttell is right and proper, and only intended for good ;consequently the right granting these certificateshas been given to other men not regularly qualified, who probably, in ignorance of the evil they arecausing, freely issue them to every applicant, receiv-
ing the usual fee. Before I was aware of the injuri-
ous results from the habitual use of awa, I was occa-
sionally in the habit of giving these certificates, believ-
ing that it was used as medicinally, bnta8 soon as I found that many diseases (insanity fore-
most among them) were at least aggravated if not pro-
duced by it, I have persistently refused grantingthem, although frequently importuned to do so.Seeing the rapid diminution in tbe native populationfrom a variety of causes, many of which can beameliorated if not entirely removed, it is high timethat all the sanitary laws in the statute books hav- -! . . .. 7 . .file floAcAdcit atimltfl rtf V 1 frnf'"S,3 " nr ;ienforced, and I am satisfied evervfecl-.-

The International Medical Congress.
To the Editor of the Pacific Commercial Advertiser:Sib. : At the Dresent time, when sanitary meas- -
Lures ar w;th bo much propriety under discussion
here, it is nndoubtedly interesting to una otnercountries expressing their ideas on the same subject.
It may b therefore, for at least a portion of yourintelligent readers, agreeable to know what steps in
this direction have been taken in that great exhibi-
tion of the world's industry and science at Vienna.
I have extracted and translated some of the princi-
pal points which will be under discussion at the In-
ternational Medical Congress at Vienna, from the 1st
to tbo 8th of September, 1873. Delegates from allgovernments and scientific corporations, universities, medical associations, hospitals, physicians or scienti-
fic men in general, are permitted to enlist The ses-
sions are to be public. The executive committee
have so far particularized the following main subjects
of discussion in their programme :;
'1. The question of vaccination.ll. The question of prostitution.
?. Tha niiest ion of Quarantine in rctrard to cholera.t pronositions for introduction of an interna--tional pharmacopoeia, and also for tbe introductionof the mobt possioie uuuorimiy iu wie siuuj oi mvu.-oi- ne
in all countries. The discussions are permitted to be made in all
languages, although tbe German is the prevailing, but the account of the transactions, (reports, etc.)will be translated into the French, English and Ital-ian languages. . .
Besides the question of vacoination in its differentmodifications and results, the question of prophy-laxis of syphilis, (being in my opinion so intimatelyconnected leprosy) and the regulation of pros-
titution, is for our islands at the present time par-
ticularly interesting, and I ofler sir, a brieftranslation of the remarks and the points to be con-
sidered :It is eenerallv known, that in all countries the
i great increase of syphilitic diseases, not alone asj contagious, frequently malignant and continued, but! also as inheritable evils, endanger the welfare of in- -!
dividuals, of families, and of tbe state, in constantlyincreasing extent.
The conviction exists everywhere. tbat only byan early suppression and combat against this gigan-tic increasing evil, disseminated amongst all classesof society, a desiraoie ior tne gooa oi mau- -kind can be accompnsuea.

Considering causes, it becomes evident thatonly the administration of government can. by law, counteract the contamination of this disease.
" The earliest and most careful treatment by welleducated physicians is to be attended to, in such amanner that the patients themselves consider it fortbeir own interests, and therefore tbe best possiblemeans in administration of such laws are to beconsidered, so as not to bear tbe character of shame, menace and punishment of the patients. Medicalaid must be made easy of access in institutions regu-
larly established by law or in hospitals. Those onlyare to be nnnished who do not accept the oflered as- -
sistsnce, or retract from it, and continue to dissem- -mate the disease. .
law is to be propounded,0 particularly 'containing thefollowing points :
" 1. Syetem&tio control over prostitution, m whichthe system aa introduced in Belgium might be themodel.
" 2. Control of the military in this respect.3. Supervision of nurses and infanta in the pub-
lic remedial institutions.4. Strict supervision cf vaccination.
" 5. Unconditional reception of all syphilitic per-
sons in publio medical institutions, where thereought to be separate divisions for the Bame, as alsoseparate rooms for prostitutes.
" G. Institution of regulation places, situated so as.
not to interfere with the social position of the dis--
" 7. The medical attendants to convey as far aspossible a knowledge of the results of this great evilto patients, etc.
Strict punishment of prostitutes who neglect toseek the offered medical aid." E. II.

. The Fourth in HonoluluiVa commenced in the evening of tbe Sd by a Prcm- -nitory popping of finscmckcrs. tbe lettmg off of
rockets, and a torch-lig- ht procession, which marchedthrough tbe principal streets until midnight. Beforeseven o'clock on Friday morning the city was astir, and it seemed as if everybody was abroad to view

Extremely well gotten up were the comical and fanr
tastically grotesque disguises and appurtenances ofthe actors in the amusing display, which attractedcrowds of followers.
At eight o'clock, bunting was displayed in profu-
sion from tbe numerous flag-staf- ls all over tbe cityand from the shipping in port, prominent among tbelatter being the steamship Costa liica, which wasdecorated gily. Stores and places of business were
very generally closed at an early hour, and a greatmany persons availed themselves of the occasion toride out into tbe country, where were numerous pic-
nics and parties. Tbe American Minister Residentreceived the calls of Government officials aud tbemembers of tbe Diplomatic and Consular Corps atnoon at the Hawaiian Hotel, where a collation wasspread.
From 11 o'clock until 4 p. m. Dr. John S. McOrew
kept open bouse, and entertained his numerous call-
ers in genuine hospitable style. A bounteous tablewas spread in tbe mansion, and in the spacious'grounds the native military band discoursed patrioticmusic. Tbe doctor is a true-blu-e American, and waa
evidently gratified at receiving the numerous com-
pany that responded to his invitation to celebrate tbeday.
The newly elected managers of the German Club,Dr. E. Hoffmann and Judge Widemann, aeiied tbirr.rnrDent, and the consequent necessity for foreignoccasion of the holiday to throw open the spaciousClub Booms on Emma street for the purposes of asocial gathering of ladies and gentlemen and adanco. This was perhaps tbe most pleasing featureof tbe day's enjoyments. The band was in attend-
ance, under tbe leadership of Berger, and dsnoing
commenced at 4 r. v., and was kept np with spirituntil 10, when the company separated, having en-
joyed inan extremely pleasant evening.Altogether, tbe Fourth of July 1873 in Honolulu,
although a particularly quiet day, was a very ration-
ally agreeable one.
Mass Meeting1 at Kaumakapili. On Monday evening, tbe 80th ult., several bun- -
dre of the Hawaiian citizens of Honolulu met at 2ithe Kaumakapili ChuTch, for the purpose of listen- -ing to an aanress oy non. u. nnoues on tne suojcciof the cession of Pearl Harbor to the United Statesfor the sake of Reciprocity.
The Rev. Mr. Pilipo was called to the Chair, anda scribe elected, who also assayed to act the inter-
preter but signally failed. Mr. Rhodes commencedby feeling allusions to the great question of the day.He then proceeded to institute comparisons betweenthe great Republic of America and the little King-
dom of Hawaii nei. The territory of the one ismeasured by millions of square miles, tbe mid-ocea- n
peaks of the other by a few thousand. And so withregard to population and wealth and commerce andpower, the same proportion exists. The speaker de-
picted in illustrations from history, the inevitableconsequence of a cession of territory, however small,to a foreign power. Australia, New Zealand, tbeContinent of America, the Dutch Possessions in Ma-
laysia, and the British Empire in India, where tbeentering wedge was a permission by some local rulerto an English company to erect a factory and fort, were each In turn drawn upon to show the horrorstricken audience what Hawaii's fate would be ifany portion of her territory should be alienated,
for history always repeats itself."He compared the present condition of Hawaiian
with their condition twenty or thirty years ago.
Asking if they are not better clothed, better boused,
better educated, now than then. If money is notmore plenty and the means of earning it morenumerous. If a treaty of reciprocity was not neces-
sary then, how can it be how ? VLt gave a short re-
sume of the history of sugar at the islands. Theplantations at present number about twenty-fiv- e.
Some of them are extremely profitable, yielding theirowners large incomes, and whose fault is it that thisis not tbe case with all? New plantations are nowbeing started on this Island, and on the Island ofHawaii. Does not thi8 fact give the lie to the asser-
tion that without reciprocity tbo sugar plantationsmust go under? Sugar plantations are in ns flour-
ishing a condition here as in other sugar producing
countries. Reciprocity would benefit, three parties, viz. : the owners of sugar plantations, numbering
from fifty to a hundred, individuals ; the proprietors
of large tracts of land, who would make fabulous
sums from the enhanced value of real estate ; and
the Unite! States Government, which, if it once got
a footing here, would most assuredly in a short time
become the sovereign power of the land, however
honest its present intentions may be. The cession of
Pearl Harbor waa openly advocated by tbe two for-
eign papers of this city, one of which was the Gov-
ernment paper, and tbe editor of which U a memberof the King's Privy Council... The speaker concluded
by exhorting his hearers to live virtuous lives ; toresist with courage and energy the deadly evil whichwaa threatening the nation's life, and to transmitunimpaired to their children the inheritance theyhad received from their fathers.
The oration was listened to with evident interest, and was frequently applauded. At its terminationMr. Kalauli read the following resolutions :
Whereas. The Droiect is under discussion of offering the cession of Pearl Harbor to the United Sutea
. . - . -- 1 t ; . .as a means 01 ootaining a ireaiy 01 wij)ru.j ,and whereas, ;
The majority cf the people to whom the islandsbelong are utterly opposed to the cession of any por-
tion of our country in the manner contemplated ;therefore,
Resolved, That this meeting hereby declares itsentire disapproval of the project of a cession of PearlHarbor in a Treaty of Reciprocity, on the followinggrounds :
1 That it ia the first sten towards annexation.2. The Treaty will operate for the benefit of only j
a few persons.3. The income of the Government derived from
imports will be reduced.4. The taxes on the people will be increased.5. The experience of other countries has shown
the evil of treaties of cession.Resolved, That if the Cabinet Council are divided
upon tbis project of a cession of Pearl Harbor, thenthis meeting hereby expresses its disapproval of thoseMinisters wbo may have consented to such cession.
. The resolutions were adopted.A committee of seven was then appointed of which
Mr. J. O. Carter waa the chairman, whose duty itshould be to wait on His Majesty and inform him of
the sentiment or tne meeting.Mr. Malo presented a resolution that whereas Mr.
S. N. Castle, a member of the Privy Council, had
declared himself an annexationist, and published aletter in the N. Y. Evangelist, advocating reci-
procity with a view to annexation to the United
