Vice Pres. Sandy MacDonald. “Respect will enable us to overcome prejudice and solve problems with mutual satisfaction.” Working with MacDonald, Intl. Rep. Ed Power set up the tripartite meeting for industry leaders in Eastern Canada. Over 80 participants attended the meeting, with representatives from nine owner/clients, 16 contractors, and five Boilermaker lodges. “I was very pleased by the atten- tion the program received,” Power said. “It was our first conference of this kind in Canada, but we had a tried-and-true template from the U.S. conference to work from, terrific sup- port from Intl. Edwards drops in on Local 105Vice-presidential candidatevisits local, talks to members

Van Stephens, business manager-sec-retary-treasurer of Boilermakers Local105, Piketon, Ohio, said, “Come ondown,” and Local 105 members got tosee what John Edwards is like — upclose and personal.

John Kerry’s running mate was onhis way to a rally in Portsmouth, Ohio,when his staff told him how muchwork Local 105 was doing to get out thevote in their part of southern Ohio.

Edwards made a detour and gave abrief speech at the hall to thank Local105 President Wyndham D. Sparling,

U.S. Rep. Ted Strickland, Democraticcongressman from Ohio’s 6th district,introduced the senator from North Car-olina, who spoke for about 15 minutes.Strickland represented Piketon before

During the two-day meeting, thedelegates discussed five issues: absen-teeism, respect, safety, outage sched-ules and manpower, and an agenda forthe future.

Members of each partnership groupmet to discuss industry concerns inseparate workshops. Coming back tothe general session, a representativefrom each workshop presented theirideas to the full conference for addi-tional discussions. Each partnershipgroup then met again to formulateplans to proceed, with a final presenta-tion to the general session outliningtheir strategy.

Take a closer look at thetripartite conceptBOILERMAKERS IN THE U.S. havehosted tripartite conferences for morethan 18 years, with representatives ofthe construction industry — owners,contractors, and labor — meeting todevelop programs to make our effortsmore productive and our employersmore competitive. From these meetingshave come national drug testing,welder testing and certification, safetytraining, craftsmen identification, andmanpower reserve programs. Some ofthese programs have crossed the bor-der to Canada, but this was the firsttime that Canadian leaders in the con-struction industry had an opportunityto meet in a partnership group and for-mulate plans for themselves.

AIP James McCormick, who servesas director of the tripartite alliance pro-grams in the U.S., attended theCanadian meeting. He was impressedby the interaction of the owners, contractors, and Boilermakers. “It wasquite evident that all attendees were enthused and eager to addressthe issues confronting our industry,”McCormick said. “I feel the EasternCanadian Tripartite will grow toresolve many issues.”

Senior labor advisor for NewBrunswick Power, John Cole, called themeeting “a good start to improveindustry labor relations. Success willbe shown in the work to be done in the

coming year, addressing the issuesraised, such as training,” Cole said.

Murray Sanderson, labor relationsmanager for Babcock & Wilcox (B&W),believed the meeting was informative,thought provoking, and interesting.“There were many good discussionson a number of issues important to theindustry,” Sanderson said.

B&W’s national construction man-ager, Howard Constable, was alsoimpressed by the willingness of allthree parties to get involved and worktogether for the betterment of all con-cerned. “To that end, I look forward tocontributing over the next year toinsure we all can continue to improveand be successful.”

Among those union representativesattending were business managers of Eastern Canadian Local Lodges 73, 128, 203, and 271 — Kent Oliver, Jim Tinney, Tom Walsh, and Guy Villemure.

“Participating in the first EasternCanadian tripartite conference is a pos-itive step to a better working relation-ship between the parties involved,”Oliver said. “The number of partici-pants at the conference demonstratesthe interest and the resolve to makeour industry better.”

Tinney believes providing a safe,productive work site is the number onepriority on all agendas. He said, “Thetripartite creates a good opportunity to discuss and find solutions to items of concern for the owners and contractors, and most important, forour membership.”

Villemure found the conference tobe well organized. “Topics on the agen-da were well chosen and the work ses-sion with owners and contractors wasvery interesting and productive,”Villemure said.

Walsh described the meeting withthe following well-used adage: Youcan’t change history, but you can createit. He believes we will have a muchbetter working relationship with theowners and contractors as a result ofthis meeting.

“Three groups with differing inter-ests and agendas came together atMuskoka, and left realizing that a lot ofour goals are not in conflict and that byworking together we can achieve a lotmore than by being antagonistic witheach other,” Walsh said.

Participants see more tripartite meetings in futureA WEEK AFTER the meeting ended,BCA President John Schel wrote histhanks to the Boilermakers for bring-ing the tripartite concept to Canada.

“In Canada, we participate inregional multi-trade conferenceswhere we listen to each other’s criti-cisms and critiques without any focusto actively strengthen our relation-ships. The Boilermakers decided totake the risk for the possible rewardsby putting together a conference whereowner/clients, Boilermaker contrac-tors, and the union could meet,” Schel wrote.

“We seem to have succeeded. Goingforward, we are creating subcommit-tees with strong owner/client supportand participation to address issues.Other building trade unions are call-ing, together with building trade con-tractor associations, to inquire if the

rumors are true. They are. TheBoilermakers are leading the wayagain to keep the building tradesstrong in Canada.”

Western Canadian Vice PresidentRick Albright was also impressed bythe meeting. “Owner/clients, contrac-tors, and union leaders alike displayeda keen willingness to work as true part-ners to address and remedy weakness-es and to adopt initiatives to improveour product,” Albright said. “I congrat-ulate Sandy and Ed for organizingsuch a highly-successful and produc-tive conference.”

L-154 holds 3rd annual tripartite meeting

LOCAL 154, PITTSBURGH, sponsoredits third annual tripartite conference atits facilities, January 27-28, with over100 representatives of the constructionindustry in attendance. Members fromeach of the tripartite alliance groupsparticipated — owner, contractor, and union.

Leading the meeting were owner co-chairman Larry Wargo of FirstEnergy,contractor co-chairman Lyle Fischer ofthe Simakas Company, and union co-chairman Local 154 BM Ray Ventrone.

“We used feedback and commentsfrom last year’s conference to plan thismeeting, and we will receive updateson a wide range of activities of interestwhich affect all of us,” Wargo said. “Weshould all take advantage of the oppor-tunity to talk and listen. Keep askingyourself the question, ‘What can I do tomake it better.’”

Fischer said, “This was the third yearwe have met to talk about our industry.We are developing relationships thatwill help us to make our lives better.What can I do to make it better? Thesame things we all can do: listen to eachother, respond to each other, share what

we have learned with each other, andserve each other.”

“The main objective of this confer-ence, on our local level, is to find solutions and establish newapproaches to the concerns weencounter within our geographicaljurisdiction,” Ventrone said.

This year’s conference theme, “Whatcan I do to make it better?” was sup-ported by guest speakers and becamethe focus of group caucus meetings.

Each alliance group met separatelyto develop avenues to make the con-struction industry better.

Chris Cox of FirstEnergy reported onthe owners’ caucus meeting, wherethey discussed increasing the quality ofwash room facilities, shift changes, job site respect, communicating manpower needs ahead of schedule,pre-job meetings, and rewarding con-tractor safety.

Fischer talked about the contractors’caucus meeting, where they discussedcommunication, health care costs,superintendents, worker attitude,absenteeism, and meeting the highstandards of safety, workmanship, and productivity.

Local 154’s Tony Smarra discussedthe union caucus report outlining waysto accomplish goals through safety,training, supervision, workplacerespect, and dispatch procedures.

“It is encouraging to see that many ofthe points raised in each group over-lapped with the others,” Ventrone said.“Based on this input, we will makeimprovements and find solutions thatwill positively impact all of us and our industry.”

Guest speakers included Neil Borck,impartial secretary for the National

Maintenance Agreement Policy Com-mittee (NMAPC). Borck explainedpartnerships among labor, contractors,and owners where each party sharesequally in the responsibilities as well asthe rewards these programs generate.

AIP Mike DiCicco addressed theimportance of the National Mainte-nance Agreements and how theyimpact the boilermaker trade, specifi-cally through the promotion of workopportunities for the unionized con-struction industry.

Ventrone provided a manpowerupdate, announcing plans to expandthe local’s recruitment resources to satisfy these needs with highly-skilled workers.

“The effectiveness of our local’sstrong position in the constructionindustry is strengthened because of themembers of Local 154,” Ventrone said.

“We have built a reputation by dispatching skilled and productivecraftsmen to every job. We have demonstrated that we are prepared to work in a changing and competitive industry.”

Representatives of the Local 154political committee gave a report onlegislative issues that affect each seg-ment of the tripartite alliance.

Local 154 safety instructors then dis-cussed the benefits contractors andowners realize from the local’s compre-hensive safety training programs.

“At the conclusion of the conferenceit was evident that we all share the hopeand optimism to make it better,” Ventrone said. “If we all take themomentum and energy from this con-ference and apply it to our everydayjobs and responsibilities we will make it better.” ❑

the program. Owners will benefit bygaining valuable employees with anew level of performance.

Contractors will benefit by workingwith highly-skilled and experiencedBoilermakers who are proficient inproject management techniques,ensuring mutual success in meetingand exceeding industry expectations.

And Boilermakers who participatein this program will gain more stabi-lized work opportunities by proving tothe contractor and owner they areworth inviting back for the next job.

The program is open to all Boiler-makers who demonstrate exceptionalabilities and are recommended byeither a contractor or the union. At leasttwo classes will be held each year dur-ing slow construction months.

Pilot program is a success

THE FIRST PROGRAM for the Boiler-maker Project Management programwas held at the Embassy Suites Hotelin Kansas City, August 23-27.

Twenty Boilermakers attended theseminar. Ten selected by the union(two from each vice presidential-area),and ten were selected by the employerswho participated — APCOM Power,B&W, Enerfab, G-UB-MK, Foster

Wheeler Zack, the Washington Group,Nooter Construction, MCI, Day &Zimmerman, and Sterling Boiler.

The seminar is sponsored andfunded by the Mobilization, Optimiza-tion, Stabilization, and Training(MOST) program, a joint labor-man-agement trust established to provideexceptional value and services to theBoilermaker industries.

The five-day program was devel-oped with the help of FMI Consulting,one of the leading consulting firms inthe construction industry. FMI instruc-

tors Mike Putzer and Dennis Doranconducted the pilot program withfuture instructors — Chuck Connor ofConnor Consulting and Les Seydel ofGraycor — in attendance.

Course topics included behavioralpreferences, estimating and budgeting,planning and scheduling, motivation,turnover process, logistics, safety, conflict resolution, trade jurisdiction,labor agreement interpretation, costcontrol and tracking, managing customer expectations, commercial contract administration, diversity,

CONSTRUCTION LODGE LEADERSfrom all across Canada and the UnitedStates met in Halifax, Nova Scotia,June 28-July 1, to attend workshopssponsored by the Boilermakers Construction Division (CD).

CD Director Dale “Skipper” Bran-scum led the event, where nearly 200 local lodge representatives partici-pated in a four-day education programcovering such topics as air cooled condenser jurisdiction, man-ganese poisoning, and changes in national agreements.

Branscum’s assistants, Intl. Reps. Clay Herford and Mark Vandiver, worked one-on-one withmembers, demonstrating the new CD online database.

“This database was three years inthe making,” Branscum explained. “Alot of credit should go to retired CDDirector Joe Meredith, Mark, Clay, andIntl. Rep. Cory Channon for makingthis great resource tool a reality.”

The database contains board deci-sions, assignment letters, and the juris-diction books for the UA, Millwrights,and Ironworkers. Every piece of equip-ment on jurisdiction drawings hasbeen indexed and can be searched bycraft, equipment, resolution, and yearmaking this database one of the mostvaluable resources a constructionlodge leader can access.

Intl. Pres. Newton Jones addressedthe conference, announcing the retire-ment of International Vice Presidentfor the Northeast Section Michael Mur-phy and introducing his successor,Sean Murphy.

Jones also spoke of plans to build abetter working relationship with othercrafts. Already, the Boilermakers havebeen successful in gaining work for ourmembers through an agreement madewith the UA and PCI Energy ServicesLLC. Jones has also met with the Iron-workers Executive Board to discussrespecting each other’s jurisdiction. Asa result of that meeting, the Ironwork-ers have scheduled an October boardmeeting in Myrtle Beach during theBoilermakers’ national tripartite meet-ing as a way for members of bothunions to get to know each other better.

Political action is at the forefront inthe U.S., and Jones applauded themembers’ efforts thus far, asking fortheir continued support to get Kerry elected president.

Bridget Martin, director of the Boil-ermakers’ government affairs depart-ment, and her assistant, Shannon Brett,spoke about educational materialsavailable to members and the impor-tance of getting out the vote. Theyreminded members that Election Dayis the last day to vote. They encouragemembers to vote early, especially thosewho travel for a living and will

most likely be away from home on Election Day.

Paul Meade of Local 29, Boston, andretired AIP Bill Carey discussed aircooled condenser jurisdiction. Theyasked business managers Gerry Con-nelly of Local 5, New York, and GeraldCouser, of Albany, N.Y., to share their experiences.

Couser said they lost a job justbecause it was an Ironworker contrac-tor doing the work and they were notgoing to give any of the work to Boiler-makers. He said, “You’ve got to get toknow the contractors in order to win work.”

Carey told the conference delegatesto share information, to let everyoneknow of your experiences. The moreinformation you have, the better pre-pared you will be when it’s your turnto discuss jurisdiction at your next pre-job meeting.

As a way to better service membersand cut costs to become more competitive, Boilermakers in Canadaare working with the UAto gain mobil-ity through the provinces withoutretesting welders. Chuck Castle, chiefinspector for boiler and pressure vessels for Nova Scotia, announced anew agreement for portability ofwelders. He said they are also develop-ing a Web site and online database ofqualified welders.

Other speakers included MilanRacic, who discussed ways to preventexposure to manganese and otherheavy metals; Bill Creeden, who spokeabout using safety and health issues infight-back organizing; Mike DiCiccoand Bill Almond on national agree-ments; Bryan King on lodge audits andfinancial reporting; and Cal Roberts onthe Brotherhood Bank & Trust. ❑

THE SOUTHEAST AREA JointApprentice Committee (SAJAC) spon-sored its 36th annual Paul D. WedgeMemorial Award competition, August9-10, at the training facilities of Local108, Birmingham, Ala.

Michael V. Kibbey of Local 105,Chillicothe, Ohio, walked away withfirst place, and Carl B. Postlethwait of Local 667, Charleston, W.Va., placedsecond, earning each the right torepresent the Southeast Area at thenational competition in Kansas City,Sept. 14-17.

Other contestants included GlennR. Buckner of Local 26, Savannah, Ga.;Bridgette G. Seagraves of Local 40,Elizabethtown, Ky.; Kevin E. Bensen-haver of Local 45, Richmond, Va.;Joshua D. Contestants spent two gruelingdays under the careful watch ofjudges representing the union andBoilermaker contractors. Unionjudges included Intl. Reps. BarryEdwards and Steve Speed, SAJAClead instructor Mike McClusky, andretired representatives William Elrodand Lou Novak. Contractor judgesincluded Randall James of B&WConst., Bill Kunkel of Common Arc,Mike McGinnis of ENERFAB, BobRighter of APCom Power, Jeff Suther-land of APCom Power, and ScottSzeghi of ENERFAB.

Following the second day of testing,Local 108 held a barbeque for all theparticipants. The next night, partici-pants attended the awards banquet atthe Winfrey Hotel where each contest-ant received $500 and a plaque. Therunner-up received an additional $500and a small engraved crystal presenta-tion bowl; the winner received a largerbowl and an additional $1,000.

processes, from plate to orbital tubewelding. It opened in August 2003 andhosted its first graduating class in September 2004.

The 6,000-square-foot building hastwo classrooms and 20 welding booths,with room for expansion. It also housesthe offices of Asst. Bus. Mgr. and Zone 3dispatcher Jerry Tempel, apprenticeinstructor David Weatherholt, andwelding instructor Jon Neu. ❑

MEMBERS OF LOCAL 13, Philadel-phia, attended a grand opening of theirnew training facility on May 22. Theydedicated the building in memory ofJeffrey C. Davis.

Davis was killed in an explosion atthe Motiva Refinery in Delaware City,Del., in June 2002. Although Davis, 51,had been a Boilermaker apprentice forless than a year, he had been a strongunion member most of his life, work-ing several years at the U.S. Steel Plantin Fairless Hills, Pa.

The Davis family is grateful for thesupport they received from Local 13, itssister locals, and the other trades work-ing at the refinery. To show her appreci-ation for this support and for namingthe facility after her husband, MaryDavis presented the local with a $50,000 check for scholarships to

the sons and daughters of Local 13 members.

Others honored at the dedicationincluded Frederick Weber, a 20-yearLocal 13 member who passed away in1993. His mother-in-law, Mrs. Peters,attended the dedication, where Local13 BM-ST Jim Banford praised Weberfor his contributions to the local.

“We not only honor Jeffrey Davis atthis dedication, we honor FrederickWeber and all those who gave so muchfor this organization,” Banford said.

“This facility is exactly the kind ofstate-of-the-art facility we need to pro-vide training for our apprentices andjourneymen. It will enable us to edu-cate our members on the fundamentalsand many skills required of our trade,as well as keeping us up-to-date on thelatest technological advances in ourindustry,” Banford said. “The erectionof this facility would not have beenpossible without the love of our mem-bers, the love of our union, and the loveof our trade.” ❑

Local 11 defends itswork in Montana

OUTSOURCING — the practice ofsending jobs overseas to save labor costs— has been headline news this year. In the past few years, outsourcing has putmillions of American workers on theunemployment line.

Most construction Boilermakershave felt safe. You can’t ship construc-tion jobs overseas.

But members of Local Lodge 11 inHelena, Mont., have learned that evenconstruction jobs aren’t safe. All youneed to do is take advantage of immi-gration laws to bring foreign workershere, where you pay them far less thanwhat American workers earn.

When International Malting, Inc.(IMC) used Express Personnel to hireBulgarian workers to build a tank inMontana, members of Local 11 wereoutraged. There was no reason to bringworkers from another country to do ajob Local 11 members have performedin the past.

Immigration laws allow companiesto use foreign workers on American soil only when no American workerscan do the work. And that was simplynot the case.

“Express Personnel imported theseworkers so the company could make abigger profit,” said Bob Hall, BM-ST ofLocal 11.

“This work has always been per-formed by members of the Boilermak-ers union. These workers were broughthere, not based on how well they couldperform the job, but based solely on thefact they would save the companymoney by working for substandardwages,” Hall said.

Hall and his assistant, Ben Steilman,went to work gathering evidence tosupport their case. They filed unfairlabor charges against IMC and ExpressPersonnel Services with the NationalLabor Relations Board.

But the Board would not stop IMCfrom using the Bulgarians. They ruledthat the company had used the sameBulgarian subcontractor on similar proj-ects in other states.

However, Hall’s own investigationshowed that IMC had tried this practiceonly one other time — in Minneapolis,where the state of Minnesota had put astop to it. Express Personnel was not offering employment. They did nothave a job. Instead, IMC just used

Express Personnel to get visas so theycould hire the Bulgarian workersinstead of using qualified U.S. workers.

TTaakkiinngg tthhee nneexxtt sstteeppHALL THEN CONTACTED the U.S.Department of Labor’s (DOL) Employ-ment and Training Administration.Three months after Express Personnelreceived certification for their tempo-rary alien employment application, aDOL certifying officer requested thatExpress Personnel’s labor certificationbe revoked and Bulgarian workersdeported from the U.S.

Certifying officer Jenny Elserrequested the revocation based on the“compelling evidence” she received.Part of that evidence was a video of aMontana television news station report.Hall had contacted the news stationabout what was going on at IMC. Thestation interviewed Hall, and then gaveequal time to the employer.

When the employer was inter-viewed, he made a fatal error in theDOL’s viewpoint, by saying the war-ranty on the tanks would not be hon-ored unless they were built byBulgarian workers.

“It is my opinion that the petitioningemployer fraudulently abused the H-2B process,” wrote Elser in her letterrecommending the deportation. “Theemployer intentionally misrepresentedfacts on the application in an effort tousurp the H-2B process to bring Bulgar-ian workers into the United States.”

But Local 11 is still not satisfied. TheINS has been slow to start the deporta-tion process. Hall’s attempts to find out what’s going on through the Freedom of Information Act have beenhampered by the Department of Homeland Security.

We can’t help but feel the state ofMontana let us down when they didnot stop this job like Minnesota didwhen IMC tried this in Minneapolis.”

THE SHIPYARD WORKERS UNION(SWU) has been trying to negotiate acontract with the National Steel andShipbuilding Company (NASSCO) inSan Diego, Calif., since early 2003.They’re in a battle, and the companycannot hire enough skilled employeesto build the ships at the present wagestructure. To avoid paying higherwages to their San Diego workers thecompany has hired out-of-statecontractors at twice the cost for SanDiego workers.

Local 1998 Pres. Robert Godinezorganized a rally outside the shipyardcompany’s front door to let NASSCOknow that the Boilermakers will not letthat go unnoticed. Over 300 workersprotested the company’s use oftemporary employees.

“The company doesn’t respect us,”Godinez said. “They are willing to paymore to bring people from other statesthan pay us what we deserve.”

Most journeymen welders in SanDiego earn $26 or $27 an hour, Godinezsaid. NASSCO entry-level welders arepaid $15.62 an hour, which increases to$17.62 an hour in two years. YetNASSCO is paying $46 an hour (thisincludes housing and transportation)to import temporary workers fromFlorida, Louisiana, and Mississippirather than grant their employees afair raise.

Some of these “so-called” temporaryworkers have been at NASSCO sinceJanuary 2002.

“There are plenty of qualifiedworkers in San Diego to fill these jobs, but they won’t work for $15.62 anhour. We wouldn’t have any problemsif the company brought these guys infor 30 days for a special project, butthey’ve been here over two years,”Godinez said.

The SWU organized in 2000. InMarch 2003, they affiliated with theBoilermakers union. “We’ve beenactive participants in negotiations since2003,” said Len Beauchamp, director ofresearch and collective bargainingservices for the Boilermakers. He saidNASSCO has a long history of laborstrife. Workers struck the shipyard fourtimes from 1961 through 1992, the laststrike lasting 25 days before 2,700workers in seven unions returned totheir jobs without a contract.

Instead of a contract, the workersbenefited from a profit sharingagreement giving employees one-thirdof the company’s annual profit.

But that profit has been greatlydepleted over the past two years by the company’s reliance on high-cost employees from other areas, Godinez said.

Local 1998 represents about 2,300workers, roughly 70 percent ofNASSCO’s employees.

Owned by General Dynamics Corp.,NASSCO has been designing andbuilding ships since 1960, specializingin auxiliary and support ships for theU.S. Navy and oil tankers and drycargo carriers for commercial markets.It is the only major U.S. shipconstruction yard on the West Coast. ❑

MEMBERS OF LOCAL 45, Richmond,Va., are participating in specialtywelding classes to prepare for workwith a new signatory contractor, PCIEnergy Services, LLC.

The first week of July, Local 45members Michael Harris, CraigMcCrackin, David Fridley, andMichael Hurst went to a PCI facility inAshland, Va., where they trained inautomatic orbital welding processes.

Local 45 instructors Frankie Priceand Daryl Almond conducted theclasses so the members can acquire theskills needed for both nuclear and conventional power plant industries.

“Many of our members would notbe able to get this type of specializedtraining without the efforts of ourInternational and the company mak-ing a commitment,” said M. FrankHartsoe, L-45 BM-ST. On Dec. 17, PCIsigned the Boilermakers National Spe-cialty Agreement and a similar agree-ment with the United Association(UA) for specialty welding primarilyin the nuclear industry. The agree-ments call for a composite crew ofBoilermakers and Pipefitters on allspecialty work performed by PCI,with fringe benefits paid into theirrespective trust funds. ❑

Injury forced Morehouseto trade his welding toolsfor political cloutONCE A WELDER out of Local 154,Pittsburgh, Pa., David J. Morehouse isnow a senior advisor to the man whocould be the next president of theUnited States.

Morehouse became an apprentice in1979 and injured in 1982, when a beamhe was welding at the W. H. SammisPower Plant in Ohio broke under thepressure of the hydraulic jack he was using.

The beam swung around and hitMorehouse in the head, knocking himunconscious, 50-feet above the ground.

He spent weeks recovering in thehospital, and the rest of the year he hadto write everything down in a notebookbecause he couldn’t remember doctorappointments or plans he had made tomeet friends.

His accident and recovery became aturning point in his life, and he didn’ttake long deciding what to do next. He

headed straight for the CommunityCollege of Allegheny County to get anAssociate’s Degree.

In 1991, he began work at theAllegheny County register of willsoffice as a docket clerk in inheritancetax. He found the job boring, but it washere that he started to hear about a mannamed Bill Clinton.

The more he learned, the more hewanted to help him get elected.

Morehouse got involved with Clin-ton’s campaign on a volunteer level,even driving Clinton’s motorcade inPennsylvania. Then he took a paid jobdoing advance work for the campaign.

Family and friends thought More-house was nuts to give up his countyclerk position to take the low-payingcampaign job, but Morehouse couldn’thave been happier.

Or more successful.By the time he organized his second

event, he drew the largest crowd thecampaign had seen thus far for vice-presidential candidate Al Gore.

His organization skills excelled andsoon he was doing the big events

for Clinton all over the country.

When Clinton won,Morehouse went withhim to the WhiteHouse, where heworked on drug con-trol programs andcoordinated Clinton’sappearances acrossthe states and in about30 countries aroundthe world.

While Kerry wasspeaking to the South-ern Baptist Conven-tion in New Orleansin September, More-house told a group ofBoilermakers who

were helping with the motorcade whathas become a popular story from hisyears working for President Clinton

Walking back from lunch one day, hehappened on some pipefitters whowere repairing utility pipes. His friendpointed to Morehouse and said, “Heused to do that. He’s a welder.”

The workers asked what kind, andMorehouse proudly replied that he hadbeen a Boilermaker.

The pipefitter told Morehouse, “Boil-ermakers can’t weld.”

That’s all the challenge he needed.He took off his jacket and tie, grabbed awelding mask, squatted down, andproceeded to weld the pipes together.

Morehouse is still facing challenges.In 1996, he left Washington to beginwork for the Drug Abuse ResistanceEducation (DARE) program in LosAngeles. He also returned to school andearned a Master ’s Degree in PublicAdministration through the John F.

Kennedy School of Government atHarvard University.

In 1999, he became Al Gore’s seniorcounselor and trip director during hisbid for the U.S. presidency.

And this year, he’s back in the thickof politics again, as U.S. presidentialcandidate John Kerry’s communicationdirector. Morehouse spent the earlymonths of Kerry’s campaign workingfrom his home in Boston, where he liveswith his wife, Vanessa, and their 17-month-old son, Jackson.

Friends have told him he should runfor office himself, but he says the timeaway from his family is too much of ahardship and once he gets Kerry intooffice, he’s done.

Done with campaigning? We’ll see. ❑

“Health care costs are up $3,600 righthere in Ohio in the last four years. That’sreal money for most people.”

Edwards urged residents to not justlisten to the speeches but also to judgecandidates on their records.

“He [Bush] said one thing at his con-vention that I actually agree with,”Edwards told the crowd. “He said hewants to be judged on his record. I sayhe’s right. We want George Bush to bejudged on his record. During the timeBush has been president, 5 millionAmericans lost their health care, 4 mil-lion Americans have gone into poverty,and 1.5 million private sector jobs havebeen lost — 230,000, or one out of five,lost right here in the state of Ohio.”

Richard Holland, a member of Local105, told a Chillicothe Gazette reporter atthe rally that he worries most about los-ing his job to outsourcing.

“This country is so polarized rightnow,” he said. “Either you have thewealthy CEOs who are making millionsor you have the middle class that hasseeped into the working poor. We needsomeone who can bring back the work-

ing middle class. That’s what this coun-try was built on.”

His fears are well-founded. The mostrecent employment data show Ohio’sunemployment rate is now 6.3 percent,nearly one full percentage point abovethe national average.

In southern Ohio, the situation is evenworse. Pike County, where Local 105 islocated, has an 8.2 percent unemploy-ment rate. To their south, SciotoCounty’s rate is 8.9 percent, and inAdams County, 10.9 percent of theworkforce is unemployed.

“Having Edwards stop by the hallwas a great opportunity for our mem-bers,” said Local 105 BM-ST Stephens.“Our members work hard to keepinvolved so the politicians will hearfrom us, and when he [Edwards] cameto the hall it showed that John Kerry andJohn Edwards are paying attention towhat we have to say.”

Stephens had many good things tosay about the vice-presidential candi-date. “He shook hands with every per-son there and thanked them for theirsupport. He came across as someonewho genuinely cares what happens toworkers. He had good things to sayabout health care and jobs.”

Ohio will be a key state in the 2004election. Bush won the state by four per-cent in 2000, but since then the state haslost 230,000 jobs and lost tax revenue isforcing education cuts . ❑

Overtime rules arenot a dead issue yet House, senate committeevote to block Bush effort totake away overtime pay WORKERS WON BIG in Congress inSeptember when the House of Repre-sentatives and the Senate Appropria-tions Committee both voted to derailnew Bush administration regulationsthat could deny overtime pay to sixmillion U.S. workers.

The measures added language thatwould make the Bush administrationrescind the rules that went into effectAugust 23. The White House hasvowed to veto this funding bill unlessthe language is removed.

“We won the battle, but not the war,”Boilermakers Director of GovernmentAffairs Bridget Martin said. “When theHouse-Senate joint committee writesup the final version of this bill, they willprobably drop this language. GOPleaders and the White House dominatethat part of the legislative process, andBush has vowed to veto any bill thatblocks his overtime pay takeaway.”

Hundreds of thousands of workershave sent e-mails and faxes to the presi-dent and members of Congress, asking

them to rescind Bush’s new rules. Thehigh profile of these rules could explainthis vote — it gives many members ofCongress a pro-worker vote to exploitin the last weeks of the campaign, butcan easily be undone after the elections.

The Bush administration claims thenew rules merely clarify who is entitledto overtime and will reduce lawsuits.But Bush’s critics point out that therules expand the ranks of workers notqualified for overtime protection by atleast six million workers.

Under the new rules, many chefs,nurses, police officers, journalists, ath-letic trainers, computer employees, andlow-level supervisors may be deniedtime-and-a-half for overtime.

The U.S. Department of Labor (DOL)estimates that employers spend $2 billion a year battling lawsuits by employees who feel they have been cheated out of overtime pay. They say their new rules will reducethis litigation.

But doubt regarding their intentionshas grown since March of this year,when the DOL offered workshops toshow companies how they couldlegally avoid paying overtime. ❑

Election day is the lastday you can voteVOTE EARLY AND OFTEN. So goesthe old joke. Truth is, you only get onevote, and that is exactly why youshould vote early.

There is no good excuse for failing tovote. Elections offices are making it eas-ier and easier to vote regardless ofwhere you are on election Day.

The 2004 election is expected to beone of the closest ever. Every votecounts, so don’t wait until the lastminute to vote. Think of November2nd as the last day you can vote.

Some states allow you to come intothe elections office and vote before Elec-tion Day, and every state allows absen-tee voting. So if you think there’s achance you won’t be home on ElectionDay, you should vote early.

Vote early in person at theelections officeMOST STATES ALLOW you to voteearly simply by going to the electionsoffice and filling out a ballot.

It’s good to take advantage of earlyvoting, because something may comeup on Election Day that keeps you fromgoing to the polls. You only get onechance to vote — make it good.

Get started early to vote bymail using an absentee ballot

IF YOU ARE going to vote by absenteeballot, you need to make arrangementsahead of time — in some cases, severalweeks before Election Day.

In order to use an absentee ballot insome states, you must indicate that youwill be out of town on Election Day orunable to come to the polling place forsome other reason.

But other states will allow you to voteby absentee ballot simply because youchoose to. Check with your electionsoffice for your state requirements.

Absentee ballots must be completedand mailed back to the elections office byElection Day. Late ballots are notcounted. Since mail typically slowsdown near Election Day, you should fillout your ballot the day you get it and putit in the mail immediately.

Take your children to the polls toexperience democracy in action

VOTING RUNS in families, according to astudy by the Council for Excellence in Govern-ment. Children who go to the polls with theirparents are more likely to vote when theybecome adults.

The study found that 75 percent of the youngadults who grew up in an environment thatincluded political discussion were registered tovote. Only 57 percent of young adults fromhomes that did not include political discus-sions were registered to vote.

The Boilermakers union has always stressedthe importance of making sure every voting-

age person in your family is registered to vote,knows the issues, and votes for candidateswho support workers. Our strength is deter-mined by the number of pro-worker voters weget to the polls.

As the percentage of Americans who votecontinues to decline, it is more important thanever that we pass along to our children theimportance of being involved in the politicalprocess by voting. Only one in five youngadults votes, according to the National Associ-ation of Secretaries of State.

Let’s reverse that trend. This year, take your children with you when

you go to the polls. What they learn by yourexample will stay with them a lifetime.

BOILERMAKERS ARE NOT ONLY helping candidateswith their campaigns, but some of them are also running foroffice themselves.

That is good for working families. No one understandswhat we want from our government better than we do our-selves. This year, at least two Boilermakers have risen to thechallenge.

International Secretary-Treasurer Jerry Willburn is run-ning for County Commissioner in Leavenworth County,Kan., and Local 374 member Joseph Kasper is running for asimilar position in Porter County, Ind.

Willburn, 56, wants to put his union experience to workfor the people of Leavenworth County, where he and hiswife Beverlee have lived for six years.

He wants to address the infrastructure problems ofSouthern Leavenworth County. Roads, water, sewage,schools, and a long-range zoning and development plan arehis top priorities. County Commissioner is a part-time posi-tion, so he will remain Boilermaker IST if elected.

Joseph Kasper, a 23-year member of Local 374, Ham-mond, Ind., is running for the Porter County council-at-large position in Portage City, Ind.

“I feel this election year will be a critical path for the futureof unions and the shape of America as a whole for workingmen and women,” Kasper said.

Kasper wants to use his council position to encourage jobgrowth, improve management of the county’s finances, andensure accountability of all elected and appointed officials.

As a union member, Kasper is concerned with the graspcorporate America has on working Americans. “There’sbeen a decline in the middle class,” he said. “Too manyworkers have lost their pensions and do not have adequatehealth care.

“It is important that every union member, their familyand friends, get out and vote this presidential election,”Kasper said. “The Republicans in Washington are out tobreak unions and if we don’t get out the vote, we will see arapid decline of the union.” ❑

THE KERRY-EDWARDS campaignhas issued a “Sportsmen’s Bill ofRights” that they believe will “ensurethe basic rights of all Americans tolegally and safely hunt and fish are pro-tected.”

Their six-point program is summa-rized here.

1. The Right to Own Firearms

John Kerry and John Edwards willalways support the Second Amend-ment right of law-abiding Americancitizens to keep and bear arms, such asrifles, shotguns, and semi-automaticfirearms. Gun rights are fundamentalfor the sport of hunting, and they willvigorously support those rights.

Like President Bush, and sportsmenand law enforcement officers acrossthis nation, John Kerry and JohnEdwards also support the extension ofthe current assault weapons ban.

2. The Right of Access to Areas toHunt and Fish

One of the greatest challenges facinghunters and anglers is the dwindlingaccess to nearby places to hunt and fish.

A Kerry-Edwards administrationwill work to open millions of new acresof land to public hunting and fishing byproviding better funding for statewalk-in access programs. Some statespay landowners to voluntarily opentheir lands to the public for huntingand fishing. Under a Kerry-Edwards administra-tion, federal land management agen-cies will ensure that fish and wildliferesources are not sacrificed to irrespon-sible drilling. Lands that are better usedfor hunting, fishing, and camping willbe set aside, and sufficient protectiveconditions will be applied to landsleased or used for drilling.

5. The Right of Wise Management ofthe National Forests

Many fish and wildlife speciesdepend on the wise management of thenational forests. Kerry and Edwardswill undertake legitimate thinningprojects to reduce the risk of fire aroundcommunities while protecting theremaining wild places and criticalspawning habitat.

6. The Right to Fair Share of Federal Funding for Fish and Wildlife Programs

Recognition by candidates andelected officials of the voting powerof sportsmen is most gratifying, butmore importantly, this recognitiontells us that TRCP and all of our part-ners, like the Boilermakers, are onthe right track. By joining togetherand speaking with a unified voice —a voice that clearly identifiesimproved access to places to huntand fish, better conservation of fishand wildlife habitat, and increasedconservation funding as the top pri-orities of the nation’s hunters andanglers — we are making it clear toevery candidate, whether they arerunning for local, state, or nationaloffice, that America’s sportsmenhave specific expectations.

And while TRCP and its partnershave been busy addressing a num-ber of important issues, like conser-vation of wetlands and funding forCRP and state wildlife programs,ACCESS and “guaranteeing you aplace to hunt and fish” have beenfront and center. That’s becausehunters and anglers know that with-out good, convenient, and afford-able places to hunt and fish, ourAmerican sporting traditions willfade away and the conservation of our nation’s fish and wildlife will suffer.

The need to maintain and evenincrease access is why TRCP and itsmany partners like the Boilermakershave focused on proposed federallegislation called “Open Fields” andwhy the TRCP has rallied all its part-ners to support the bill. In early 2004,thousands of you began writing, e-mailing, and calling your electedofficials in Washington, asking themto become cosponsors of OpenFields. Others of you met with your representatives, attended meetings,and wrote letters to the editor. Stillothers of you have gotten friendsand family members to join TRCP,increasing our collective voice’s volume and strength.

Open Fields has not been passedyet, and it may not even get done inthis session of Congress. However,largely because of you and your fel-low partners, Open Fields has 37cosponsors in the United States Con-gress, including Democratic presi-dential candidate John Kerry, all thisin a session that has been particu-larly partisan and divided.

In an atmosphere of often-crip-pling polarization, Open Fields haspicked up strong bi-partisan support.To quote the bill’s author, SenatorKent Conrad (D-ND), “In my 18years in the Senate, I have never got-ten a stronger, more positive reactionto legislation that I’ve introducedthan to the Open Fields bill. We cur-rently have 19 sponsors in the Senateand 17 sponsors in the House . . . Thesupport for this bill is totally biparti-san, totally bicameral.”

This is very good news for Amer-ica’s hunters and anglers. It tells us anumber of things:✔✔ With your continued involvement,

Open Fields, or a similar bill has a good chance of becoming law, either this session or next;

Looking back at the planning phaseof this project, you (Lone Star DistrictBM-ES Ronnie Keck) and the Boiler-makers Central Region Vice PresidentGeorge Rogers met on several occa-sions with us to discuss the projectrequirements for safety excellence,quality craftsmen, schedule compli-ance, and cost effectiveness.

We are very pleased to acknowledgethat the craftsmen who were assignedto our project carefully fulfilled thecommitment that you and Georgemade on behalf of the Boilermakers.Peak workforce reached approxi-mately 800 Boilermakers in Novem-ber and December 2001. BEGINNING IN JANUARY 2000, Babcock & Wilcox Construction Com-pany, Inc. (BWCC) and BoilermakerLocals 74 (Houston) and 132 (Galve-ston, Texas) began construction of theSelective Catalytic Reduction (SCR)systems for TexasGenco (formerlyHouston Lighting & Power). The firstphase of the SCR program was to com-plete four SCR systems at the W.A.

Parish Generating Station and oneSCR system each at the Cedar BayouGenerating Station and the P.H.Robinson Generating Station.

In January 2000, the project at W.A.Parish started with large unit outagesincluding air preheater modifications,installation of the SCR bypass dampersystems, and the installation of a lowNOx burner system on Unit 6. Theselarge unit outages occurred consecu-tively until December 2001, when Unit7 was completed and brought backon-line. All of these outages were com-pleted safely and on time. The SCRsystems were started at the W.A.Parish Generating station in the sum-mer of 2001 and were all completedand operational by March 25, 2004. Tograsp the sheer magnitude of this proj-ect, Boilermaker Local 74 ground fab-ricated and erected over 11,000 tons ofductwork and related components.

In the fall of 2000, the SCR project atthe Cedar Bayou station began andwas completed safely and on time in the spring of 2002. Boilermaker Local 74 ground fabricated anderected over 1,700 tons of ductworkand related components.

Also in the fall of 2000, the SCR proj-ect at P.H. Robinson began. The projectwas completed safely and on time inthe spring of 2002. Boilermaker Local132 ground fabricated and erectedapproximately 1,000 tons of ductworkand related components.

In a four-year period, approxi-mately four million man-hours wereexpended by all crafts on the firstphase of the SCR program in the Tex-asGenco system. The best part aboutthe project was that it was completedwith a recordable incident rate of 0.85.By this rate, TexasGenco, BoilermakerLocals 74 and 132, and Babcock &Wilcox Construction Company Inc.have demonstrated their dedication tomaintaining a safe work environment.

THE MANAGEMENT OF ARB wouldlike to take this opportunity to informyou about an exceptional group of Boilermakers dispatched by Herman Sullivan, BM-ST of Local 74,Houston, Texas.

Recently we completed a SelectiveCatalytic Reduction (SCR) retrofit proj-ect for American Electric Power ’s(AEP) co-generation facility locatedadjacent to the Conoco-Phillips Refin-ery in Old Ocean, Texas. The scope ofwork included the installation of three Peerless Manufacturing Company (PMC)-supplied SCRs,ammonia storage, vaporization, anddelivery systems.

Both ARB and AEP view this projectas a great success due primarily to boththe high level of craftsmanship andmotivation of the Local 74 Boilermak-ers dispatched to this project. With thehelp of Local 74 manning this project,we were able to finish on schedule, wellwithin our budget, and with a perfectsafety record. Of particular interest, thisproject was completed with the follow-ing achievements:

Zero lost-time accidents, zero record-able injuries, zero incidents, and zero first aids

Each phase of the project, including shut downs, was completed on or ahead of schedule

The Boilermakers consistently beat the estimated man-hours

The willingness of the management and members of Local 74 to negotiate mutually equitable solutions to modify work rules to better suit this project.

It is this type of working relationshipbetween contractor and the union thatinduces management within ourorganization to stand up and takenotice that the utilization of local areaunion Boilermakers can in fact helpgive us the competitive edge we need,even in a predominantly nonunioncontracting environment. Local 74members can rest assured that ARB isconfident about both their ability tosupply an excellent labor force and thatARB will continue to pursue morework in this geographic region.

On tire-plant shutdown, theywear ice vests to keep cool

MEMBERS OF LOCAL83, Kansas City,Mo., have completed repairs in the gus-sets and support ribs inside the tophead of a tire processing pressure ves-sel at the Goodyear Tire & Rubber Co.in Topeka, Kan. Working for NorthPoint Boiler and Combustion of NorthKansas City, Mo., 18 Local 83 membersperformed 6,332 man-hours with nolost-time injuries.

With support ribs about 20 inchesapart and gussets spaced two feet to six

feet between the ribs, Local 83 mem-bers did not have much room to arcgouge, grind, and weld. On top of that,all of the repairs were made with a 300°F preheat.

“Because members had to work asclose as six inches to heated surfaces,they wore ice vests and helmets withforced cooled air,” steward Jim Craw-ford said.

During the emergency shutdown,3,030 pounds of electrodes were con-sumed and 8,047 inches of weld wereexcavated and repaired using 10,707cubic inches of weld metal. ❑

THIRTY MEMBERS OF Local 73,Halifax, Nova Scotia, are workingfor Lorneville Mechanical at theColeson Cove Power Plant in SaintJohn, New Brunswick.

Half of the crew is working onbreeching, while the rest work on

air heaters and various jobs inside the plant.

According to Local 73 BM-ST KentOliver, the breeching is part of the Cole-son Cove ore emulsion conversionproject. It will carry flue gas from theexisting three boilers to the new fluegas desulphurization (FGD) scrubber.

Members are using two 300-toncranes to erect the large steel pieces,including duct work weighing 95 tonsthat must be raised some 100 feet. ❑

Local 51 puts Kerrycampaign on track

1,200 workers finish 225,000man-hours with no accidentsIN AUGUST 2004, members of Local242, Spokane, Wash., and the NationalTransient Lodge, working for ChicagoBridge & Iron Services, Inc. (CB&I),completed building a radioactivewaste treatment facility for the U. SDepartment of Energy in Hanford,Wash. The 18-month project culmi-nated with the successful placement ofthe facility’s four large stainless-steelwaste receipt vessels — commonlyreferred to as the 4-pack.

Members used a hydraulic liftingsystem and a 600-ton crawler crane tolift the 275-ton stainless steel vesselover the 56-foot wall of the facility andweld it into place.

Over the 18 months, 1,030 day-shiftcraft workers and 270 night-shift work-ers put in more than 225,000 man-hourswithout an accident. ❑

These dues and fees, which are authorizedby law, represent your fair share of sustainingthe broad range of programs offered by theBoilermakers in suppor t of you and yourfellow workers. The most important job rightyou can have is the r ight to col lect ivebargaining. The working conditions of allbargaining unit employees are improvedimmeasurably when the union gains higherwages, better health care and pensions,fairness in the disciplinary system, overtimepay, vacations, and many other improvementsin working conditions at the bargaining table.

Because they negotiate together throughtheir union, employees who are representedby a union typically receive higher wages andbetter benefits than nonunion workers doingsimilar jobs in the same industry. Examples of expenditures germane to thecollective bargaining process are those madefor the negotiat ion, enforcement, andadministrat ion of col lect ive bargainingagreements, meetings with employer andunion representatives, proceedings on behalfof workers under the grievance procedure,arbitrat ion proceedings, ser vicing thebargaining units that we represent, internal

union administration, and matters related tothese activities. Examples of expenditures notgermane to the collective bargaining processare those made for political purposes, forgeneral community service, for charitableactivities, for non-worker related legislativeactivities, for members-only benefits, and forcertain affiliation costs.

In considering these matters, you should be aware that only member s have the following rights:

✒ to participate in the development of contract proposals

✒ to nominate and vote for localunion officers

✒ to attend the International Convention as a delegate

Ed Mattocks, 63ED MATTOCKS, 63, who served themembers of this union as an Interna-tional representative from Dec. 1, 1979through Dec. 31, 2002, passed awaySept. 1, 2004.

A member of Local D494, Burling-ton, Ontario, since 1973, Mattocksearned a plaque in recognition of hisoutstanding years of service at theJune 2003 Cement, Lime, Gypsum,and Allied Workers (CLGAW) Divi-sion conference.

In accepting his request for retire-ment, Intl. Pres. Newton Jones praisedMattocks for his service, calling himan outstanding citizen and a goodman to work with.

Intl. Vice Pres. Jim Hickenbothamsaid he could always rely on Mattocks.“Ed set an example for all to followthrough his exceptional representa-tion, always going far beyond the callof duty,” he said.

Local D494 officers Tony Skokun,financial secretary, and Stanley Young,president, considered Mattocks a per-sonal friend: “We have lost a valuablebrother who has served this union withmuch passion and dedication. He stoodhis ground for what he believed in.

“Ed’s accomplishments in negotiat-ing new contracts to achieve gains inlanguage, benefits, and retirementpensions, and his handling of griev-ances will be remembered by manyunion members in future days,”Skokun and Young said.

Mattocks is survived by his wife,Beverley; five children — Cheryle,Michael, John, Anna, and Katrina; andfour grandchildren — John, Eric, Kar-leigh, and Emileigh.

That may not be as goofy as it firstsounds. Both hamburgers and subs gettheir parts from somewhere else, oftenfrom foreign countries, and are assem-bled on site. If this were implemented,it would greatly advantage PresidentBush to be able to say his administra-tion has created thousands of newmanufacturing jobs.

But fast-food workers might benefit,too. After all, if the person on the ham-burger assembly line were equatedwith the auto assembly line worker,they might organize and get their payraised to $15 an hour plus retirementand health benefits.

I doubt the supply-side, trickle-down economists would like that.

Bush vowed to protect theAmerican people, but hispolicies protect only the rich

IN POLITICS, YOU LEARN earlythat you can’t judge a candidate byhis words. Every candidate says weneed a strong economy, good

schools, and affordable health care.Every candidate says he hates terror-ism, loves economic opportunity, andwants to provide a comfortable retire-ment for our senior citizens.

To choose between the candidates,we must look at their actions and theirproposals, not their sentiments andtheir promises.

Accepting his nomination at theRepublican National Convention,George W. Bush said many things that Ibelieve we all agree with.

He said, “I believe the most solemnduty of the American president is toprotect the American people. . . .

“I believe in the energy and innova-tive spirit of America’s workers. . . .

“I believe we have a moral responsi-bility to honor America’s seniors.”

I would not argue with a single one ofthose sentiments. I would only ask,What do you plan to do about them?How will you lead our country?

Only one day after this speech, Bushraised Medicare premiums by 17 per-cent. Is this how we honor our seniors?

He also vowed to privatize SocialSecurity, endangering the only guaran-teed retirement income that most work-ing Americans have. What happened tothat moral responsibility he spoke of?

Bush said he believes in the energyand innovative spirit of America’sworkers, yet his Economic Report for2004 called outsourcing “a good idea.”The average displaced worker takes a21 percent pay cut when their job is out-sourced. You’re going to need a lot ofthat energy he spoke of to work 21 per-cent more hours so you can stay evenwhen your job is outsourced.

And what about overtime? Bush’snew rules that went into effect August23 took that option away from 6 millionworkers. They will need to be doublyinnovative to make ends meet now.

Bush said that the president’s “mostsolemn duty” is to “protect the Ameri-can people,” but his record says some-thing else again.

Bush has protected the Enrons andMCI/Worldcom’s in our society, notthe employees of those companies wholose their pensions to bogus accountingschemes. He protects companies thatincorporate offshore to avoid payingtaxes, but not the working taxpayers inthis country.

Bush’s Medicare drug program pro-tects drug companies from the foreign“threat” of Canadian imports, but doesnothing to protect sen-iors from the economicravages of rising drugcosts. The law doesn’teven allow Medicare touse its millions ofretirees to negotiatelower prices, the waythe Veterans Administration does.

Bush’s tax reforms protect corpora-tions and the wealthy from the incon-venience of paying taxes, but they donot protect American families andsmall businesses from the growing bur-den of federal budget deficits.

Bush’s appointees to OSHA and theNLRB are more interested in “protect-ing” corporations from complying withsafety laws or bargaining with union-ized employees than they are in work-place safety or workers’ rights.

And the federal judges he hasappointed show a clear pattern offavoring corporate interests over theinterests of workers and their families.

This last point is an especially trou-bling one. Federal judges serve for life.Dozens are appointed every year.

If re-elected, Bush may also get toappoint one or more Supreme Courtjustices. The judges Bush appoints will

render legal decisions for decades afterhe is out of office.

John Kerry provides a stark contrast.Throughout his career, Kerry has pro-posed, co-sponsored, and voted forlaws that improve the lives of workingfamilies. As president, he will be able toaccomplish even more.

Kerry will give working families avoice in future trade agreements byputting a labor representative in theroom during negotiations.

Kerry’s health care plan will lowerfamily premiums by up to $1,000 a year,lower the cost of prescription drugs,and extend affordable, high-qualitycoverage to 95 percent of Americans,including every child.

Kerry was an early co-sponsor andstrongly supports the Employee Free

Choice Act, which willensure that when amajority of employeesin a workplace decideto form a union, theycan do so without theobstacles employersnow use to block their

workers’ free choice.How do we know he will follow

through on these promises? Because he always has in the past. Kerry has a 91 percent AFL-CIO

voting record. Kerry has never “flip-flopped” when it comes to workers.

Bush’s record is a big, fat zero.Don’t be fooled by those campaign

ads that distort these records. Politicalanalysts at the AFL-CIO follow everysingle vote in Congress and every pro-posal by the president. When they tellme that one candidate has supportedworkers 91 percent of the time and theother has set records for the number ofanti-worker executive orders, pro-posed bills, rule changes, and politicaland judicial appointments, I have nodifficulty deciding who to vote for.

But I know that choice is not easy forall of our members, and I do not wantyou to take your voting responsibility

lightly. When we vote, we are not onlyelecting candidates, we are also deter-mining what direction this country willtake over the next four years.

Examine their records and ask your-self which candidate is more likely tolead this country in a direction that willbe good for working families and forthe future of our great nation.

If you want to continue to allowhealthcare, insurance, and drug com-panies to raise prices, help corpora-tions move more jobs overseas,weaken workers’ rights, increase thenational debt to intolerable levels, andprivatize Social Security, then vote forGeorge W. Bush.

That is what he he has been doing asgovernor of Texas and president of theUnited States, and that is what he willcontinue to do.

If you want to keep health care costsdown, strengthen workers rights, pro-tect Social Security and Medicare, andencourage corporations to keep jobs inthe United States, then vote for JohnKerry. That is what he has been fightingfor during his entire political career ofmore than 20 years, and that is what hewill continue to do. ❑
