REGISTRATION

Incoming ninth grade students will have gone through pre-registration activities at Valencia Middle School, but may still need to attend registration activities in July/August before school starts. Please contact Valencia High School at 565-8755 if you have any questions about the registration process and what is required of you. Returning tenth, eleventh, and twelfth grade students should provide the following: Updated immunization records/medication information Current contact information: phone numbers, addresses, parents’ work location(s)

and phone, social security numbers, parents’ e-mail address, and emergency contact number(s) for someone other than the parents

EXTRA TIME/ADVISORY

During the 2018-2019 school year VHS will provide students with time built into the school day – Advisory Class. Teacher teams will meet frequently to discuss student work and student achievement. Students identified as needing extra time will be assigned the appropriate academic intervention to assist them in their area of struggle. This advisory time is also built in for enrichment.

NATIONAL HONOR SOCIETY (NHS)

National Honor Society is an organization available to students who exhibit excellent standards in scholarship, leadership, service and character. Students interested in NHS must be at least a second semester sophomore. Transfer students must attend at least one semester at VHS before they will be considered for NHS (unless they have a valid NHS membership at their previous high school). NHS students may serve as academic tutors as part of their community service requirement. Students eligible for NHS must have a minimum cumulative GPA of 3.5, documented community service hours, leadership experience and exemplary character. Students will be selected for membership by a faculty committee based on all four of these categories. Membership is not based on scholarship alone. In the spring semester, students who meet the minimum scholarship criteria will be asked to submit information verifying that they meet the requirements in the other three membership areas. The faculty committee will then select students for membership, and they will be inducted during a formal ceremony in the spring.

TUTORING Tutoring is available to all students during the advisory period. Students are encouraged to obtain an advisory pass from their teacher so they can receive additional help during this time.

STUDENT ACTIVITIES Valencia High School strongly encourages participation in some type of extracurricular activity. Research has shown that students who are involved in extracurricular activities are more likely to have better school attendance, higher grade point averages, more fulfilling high school careers, and greater success in post high school education. Below is a list of our current school-sponsored activities:

STUDENT ATTENDANCE ATTENDANCE POLICY If a student is absent (unexcused) for 12 instructional periods a three day truancy letter will be generated through the school site and sent to the student’s parent or legal guardian. If the unexcused absences continue and reach 20 instructional periods, a five-day truancy letter will be sent to the listed residence by the school site informing the parent or legal guardian of the absences. If the unexcused absences continue and reach 28 instructional periods, a seven-day truancy letter will be sent to the listed residence by the school site informing the parent or legal guardian of the absences. The student will be classified as a student in need of early intervention. The student will be placed on a Truancy Attendance Contract signed by the student, a parent or legal guardian, and a school administrator. The contract will include a plan identifying issues regarding why the student has been missing school and shall attempt to recognize environmental concerns that are keeping the student from attending school. Other forms of interventions can and will be offered to assist the family with the truancy issues. If the unexcused absences continue and reach 40 instructional periods, the Los Lunas Schools Truancy Department will schedule an administrative hearing with the District Truancy Officer who will determine why the Truancy Attendance Contract was violated The meeting with the District Truancy Officer will determine what school sanctions to impose such as, revocation of driving privileges onto the campus, eliminating student’s elective courses, after school tutoring, Edgenuity classes if applicable. If the student parent or legal guardian fails to appear to the scheduled Administrative Hearing, the case will be referred to the Valencia County District Attorney’s Office for review and possible prosecution, the student may be referred to Juvenile Probation. If the unexcused absences continue and exceed 40 instructional periods, the Truancy Department will file criminal charges with the Valencia County District Attorney’s Office for prosecution of the parent or legal guardian. The student will be classified as a Habitual Truant. If ten percent of an instructional period is missed an unexcused absence for the full instructional period will be counted. Parent(s) or legal guardian(s) are required to provide written excuses in the form of a note, fax or email, indicating the reason and justification for not being present at school within 24 hours of the last date the student was absent. Excused absences include personal illness, doctor appointments, death in the family, religious commitment, diagnostic commitment, extenuating circumstances and approved school activities. At the principal’s or designee’s discretion, a doctor’s note or other forms of verification may be required.

The attendance office is open during the entire school day to include before school, during lunch, and after school. In order for the absences to be excused, the note must be received within 24 hours of returning to school. Failure to bring the required not within 24 hours will result in the absence being counted as unexcused. The excused note needs to include the following information: *Name, grade level and ID number *Date and periods missed *Reason for absence *Parent/guardian signature *Daytime telephone number

VHS STUDENT EXPECTATIONS AND DISCIPLINE Please refer to the District Behavior Handbook

BULLYING POLICY

“Bullying behavior by any student in the Los Lunas Schools is strictly prohibited, and such conduct may result in disciplinary action, including suspension and/or expulsion from school. “Bullying” means any repeated and pervasive written, verbal or electronic expression, physical act or gesture, or a pattern thereof, that is intended to cause distress upon one or more students in the school, on school grounds, in school vehicles, at a designated bus stop, or at school activities or sanctioned events. Bullying includes, but is not limited to, hazing, harassment, intimidation or menacing acts of a student which may, but need not be based on the student’s race, color, sex, ethnicity, national origin, religion, disability, age or sexual orientation that a reasonable person under the circumstances should know will have the effect of:

• Placing a student in reasonable fear of physical harm or damage to the student’s property; or

• Physically harming a student or damaging a student’s property; or

• Insulting or demeaning any student or group of students in such a way as to disrupt or interfere with the school’s educational mission or the education of any student.

Students and parents may file verbal or written complaints concerning suspected bullying behavior to school personnel and administrators. Any report of suspected bullying behavior will be promptly reviewed. If acts of bullying are verified, prompt disciplinary action may be taken against the perpetrator, up to and including suspension and/or expulsion.”

DRESS CODE The dress and grooming standards of Valencia High School are meant to promote a positive, professional learning environment where the focus is on instruction rather than clothing. Clothing, hairstyles, and accessories should not be disruptive, immodest, or compromise student safety.

Students shall come to school looking clean, neat, and ready to learn. The District prohibits pictures, emblems, or writings on materials or clothing that are lewd, offensive, vulgar, immodest, or promote or refer to alcoholic beverages, drugs, or any other illegal substance. The District also prohibits any clothing or grooming that, in the principal’s judgment, may reasonably be expected to cause disruption of or interference with normal operations. Shirts or other clothing items depicting or promoting acts of violence, guns, weapons, death, dismemberment, disfigurement, gang activity or affiliation, or other offensive items are specifically prohibited.

The following statements serve as guidelines so that there is no question of what is acceptable.

• “Sagging pants” are not allowed. Jeans, slacks, shorts, and all other pants must be worn at or about the waist at all times. Even if a shirt is long, the pants must be worn at the waist. Undergarments should not be visible at any time.

• Inappropriate exercise clothing will not be allowed without an appropriate covering garment. Yoga pants, stretchy pants, or tights are not allowed unless covered by an appropriate length dress or shirt.

• Pants and other articles of clothing that are torn, ragged, frayed, or pants with holes are not permitted.

• Sunglasses, and bandanas are not to be worn into the classrooms or offices. • Hairstyles or unnatural hair colors that, in the judgment of the principal, cause a

disruption of the educational environment are not allowed. • No undergarments or pajamas are to be worn as outerwear. • Shoes must be worn; house shoes are not permitted. • Earrings are permissible. All other visible body-piercing jewelry or ornaments that

are deemed excessive by the administration will be prohibited. • Boys: Shirts with sleeves must be worn at all times. • Girls: Sleeveless tops with a minimum width of two-inch wide straps are acceptable.

The shirt straps must be wide enough to cover undergarments. • See-through, bare midriff, halter type, or spaghetti strap blouses or any revealing

clothing is not permitted. Shirt hems should extend well below the waist of pants/shorts/skirts whether in a sitting or standing position.

Dresses, skirts, and shorts must be a length that reaches no less than three inches above the knee. Students in violation of the student dress and grooming code will be expected to change to appropriate attire (that will be provided by the school) when violations are brought to their attention. Students will be required to leave the inappropriate clothing item with the principal and will not be returned until the student brings back the clothing provided by the school. Students will not be allowed to leave campus for the purpose of changing clothes. Students who chronically fail to meet this requirement of compliance with the dress code may be out- of- school suspended for up to ten days. Students who persistently violate the dress code may be held to a higher dress standard. Students are expected to be in compliance with the dress code at any school-related event or activity; school officials have the authority to ask them to leave if they are inappropriately dressed.

Note: The principal, in connection with the sponsor, coach, or other person in charge of an extracurricular activity, may regulate the dress and grooming of students who participate in the activity and may impose higher standards.

ELECTRONIC DEVICES Valencia High School (VHS) holds a belief that students need a safe, positive and productive learning environment free from disruptions, distractions and threats. VHS has determined that Personal Electronic Devices (PEDs) [PED defined as “an electronic device that emits an audible or visual signal, displays a message, or otherwise summons the possessor, including, but not limited to, cellular telephones, paging devices, electronic e-mailing devices, radios, tape players, CD players, DVD players, video cameras, iPods or other MP3 type players, laser pointers, portable video game players, laptop computers, personal digital assistants (PDAs), cameras, and any device that provides a wireless connection to the Internet can create a disruption to the learning environment, distract students from the primary purpose of education and can be used to threaten other students. The school prohibits the use of Personal Electronic Devices by students in classrooms, other places designated for instruction (including the field, shop, and gym), and school offices during the school day. Personal Electronic Devices MUST be stored out-of-sight and in an “OFF” position while in classrooms, other places designated for instruction, and school offices during the school day. A student who has a PED that is visible or can be heard in the places listed will be in violation of the school and district policy. PEDs may not be connected to the school/district network at any time.

Penalties for Violations: • 1st Offense – PED will be confiscated one (1) day and returned to the student at end

of day • 2nd Offense - PED will be confiscated ,to be returned to a parent or guardian at a

meeting with designated administrator. • 3rd Offense PED will be confiscated to be returned to a parent or guardian at a

meeting with designated administrator; and assigned to ATS.

This policy does not apply to the sanctioned use of PEDs by teachers or students under the direct supervision of their teacher for educational or instructional purposes. No picture-taking is allowed unless under the direct supervision of their teacher for educational or instructional purposes. VHS and Los Lunas Schools are not liable or responsible for the loss or damage to any personal electronic device at school or at school-sponsored activities.

SKATEBOARDS/ROLLERBLADES Because of concerns for safety and security, skateboards and rollerblades are not to be used at any time on campus. Bicycles shall be dismounted once on campus and secured to one of the bike racks provided. VHS is not responsible for any loss or damage of skateboards, rollerblades, bicycles, etc. brought onto campus. Skateboards are not allowed on buses.

SEXUAL HARASSMENT Sexual harassment between students and/or students and adults is defined as unwelcome or unwanted conduct of a sexual nature (verbal, nonverbal, or physical). Any sexual harassment is strictly prohibited and must be reported to an administrator immediately.

ACTIVITY TRIPS Extracurricular activities are an important and integral part of secondary education. All students are encouraged to participate in activities either as a participant or as a spectator or supporter. Students are required to attend assemblies and they are expected to act with courtesy and respect. Students attending activities away from campus are expected to abide by the code in effect for the Valencia High Schools Los Lunas Schools Behavior Handbook. Special activities offered to students include school activities, co-curricular and extra-curricular activities.

SEARCH OF PERSON OR VEHICLE For the protection and security of individuals and property on the District’s campuses, the district student behavior handbook authorizes the search of individuals, including students, their personal effects, lockers, desks and vehicles on school property, as permitted under federal and state law. Such searches may be conducted without prior parental consent or the presence of a parent. In certain circumstances random searches of personal effects, district property (such as lockers and desks) and vehicles on campus may occur, including random searches with the assistance of canines. Any illegal or unauthorized objects found in any search are subject to seizure.

WEAPONS For the purposes of school board policy, a “weapon” is any firearm, knife, explosive, or other object, even if manufactured for a nonviolent purpose that has a potential violent use. Additionally, defined as a “weapon” is any “look-alike” object that resembles an object that has a potentially violent use, if, under the surrounding circumstances the purpose of keeping or carrying the object is for use, or threat of use, as a weapon.

USE OF SURVEILLANCE CAMERAS LOS LUNAS SCHOOLS BOARD POLICY 1.13 1.13 Use of Surveillance Cameras I. Surveillance Cameras. The Board authorizes the use of video (not audio) cameras on district property to ensure the health, welfare and safety of all staff, students and visitors to district property, and to safeguard district facilities and equipment. See Board Policy for entire policy.

COMPUTER ACCESS & ACCEPTABLE USE POLICY (AUP) Guidelines have been established for the use of computers and Internet Access, by LLS School Board policy. These guidelines prohibit plagiarism, copyright violations, invasion of privacy, and unauthorized access. Students and parents/guardians are required to sign a contract entitled, “Los Lunas Schools Student Acceptable Use Agreement and Parent Permission Form.” Computer storage areas are not considered “private.” Network administrators and computer resource teachers may review files and folders to maintain system integrity and to ensure that students and staff are using the system responsibly.

PERSONAL DELIVERIES Because of the number of potential requests and security concerns, VHS will not accept deliveries of flowers/balloons or pizza/food for students from parents, friends, relatives, or vendors. Parents are asked not to bring such items to school for delivery.

STUDENT SIGN-OUT Students are not permitted to leave the school grounds during school hours with any adult other than his/her parent/guardian or emergency contact. Parents/guardian must report to the office to check out a student and show proper identification.

TOBACCO FREE CAMPUS State regulations dictate that school buildings and grounds are tobacco-free areas. Thus students, visitors, and staff are prohibited to use tobacco products, smoke, chew/dip, E-cigarettes, or possess tobacco, tobacco products, chew/dip, e-cigarettes/vapes/mods, etc. while at school, on school property, in a school bus/vehicle or at a school activity.

MAKE-UP WORK Students who are absent from school are expected to make-up work missed due to the absence. Students with absences are given one day per day missed to make up assignments, quizzes, tests, or other work. This includes absences due to suspension.

STUDENT MEDICATIONS Students are not allowed to carry medications onto school grounds, with the exception of those meeting the requirements per Los Lunas Schools Board policy 7.20. It is the parent/guardian’s responsibility to inform, on an annual basis, or as medical changes occur, the school nurse of a student’s health problems and other health-related conditions. It is also the responsibility of the parent/guardian to inform the health office, on an annual basis, if they wish to be contacted whenever their child comes into the nurse’s office. Medication found on students at school without proper authorization in the nurse’s office is grounds for disciplinary action. A form needs to be filled out for each medication a student will require during school hours. This includes medications needed through the entire year and those only required for a few days or weeks. These forms can be obtained from the nurse’s office. Medications include all over-the-counter medication (i.e. Tylenol, Advil, Midol, etc.) and all prescription medicines including albuterol and insulin. The medication must be in the original container with proper labeling and instructions and correct dosages. Prescription medication, including inhalers, must have the student’s name on it and be a current prescription. Students and staff may not share their non-prescription medications with others. Parent(s)/Guardian(s) need to consult with the school nurse about any student needing a specialized nursing procedure, such as the use of a nebulizer, glucose-monitoring, etc. Written instructions from the physician are required annually.

All qualifying children from birth to 21 years of age, regardless of severity of their disability, who reside within the Los Lunas School District, and who require special education and related services shall be identified, evaluated, and provided a free and appropriate public education. This is in accordance with the New Mexico State Law, The Education of Handicapped Children Act (P.L.94-142), other applicable federal regulations, and the district's goal of providing full educational opportunities for all students.

504 PLAN The section 504 and Americans with Disabilities Act (ADA) are federal laws, which prohibit discrimination against persons with a disability in any program receiving federal financial assistance. The Los Lunas Schools Student Behavior Handbook clearly defines this act if further reference is needed.

DUAL ENROLLMENT Students have the opportunity to take classes that are articulated with state colleges and universities. In fact, beginning with the graduating class of 2013, these students must have a minimum number of college courses prior to receiving a high school diploma. VHS offers a number of courses on campus that are considered dual enrollment (refer to the Los Lunas Schools Program of Study). They are free to high school students and may be taken on our campus or at UNM-VC. \Upon receiving a “C” or higher in the course, the student will receive college credit.

EDGENUITY CREDIT RECOVERY For students who have failed a course, credit recovery is available through the Edgenuity program after the regular school day and begins at 2:45 P.M. Upon failure of a course, counselors, at student’s request, will arrange for students to make up credits through Edgenuity. Seniors who are making up lost credits must make arrangements with counselors prior to January of their graduating year. No senior will be allowed to make up a lost credit from a previous year by taking a base-line exam. Any credit lost during the spring prior to graduation will be a matter for the student, counselor, and parent to handle within the guidelines of the LLS Office of Curriculum and Instruction and the LLS Board of Education.

GRADUATION REQUIREMENTS Students are encouraged to make the most of their time in high school. To fulfill their post-secondary goals, courses from this Program of Study can provide them with a solid foundation of knowledge and skills to succeed after high school. The graduation requirements listed below meet the minimum requirements prescribed by the Public Education Department. Successful completion of the following course work is expected of all graduating students from Los Lunas Schools. A student shall not receive a New Mexico diploma if the student has not demonstrated competence in the subject areas of mathematics, reading and language arts, writing, social studies and science, including a section on the constitution of the United States and the constitution of New Mexico, based on a standards-based assessment, other assessments or a portfolio of standards-based indicators established by the department by rule. The standards-

based assessments required in Section 22-2C-4 NMSA 1978 may also serve as the assessment required for high school graduation. If a student exits from the school system at the end of grade twelve without having satisfied the requirements of this subsection, the student shall receive an appropriate state certificate indicating the number of credits earned and the grade completed. If within five years after a student exits from the school system the student satisfies the requirement of this subsection, the student may receive a New Mexico diploma of excellence.

Graduation Credit Requirements:

4 units English 4 units Math (one unit equal to or greater than Algebra II) 3 units Science (must include two lab sciences) 3.5 units Social Studies .5 unit Health 1 unit Physical Education 8 Electives (including one unit career cluster, workplace readiness, or language other than English

Note: One of the above units must be Advanced Placement, dual credit, or distance learning. Many four year colleges require Algebra II and 2 credits of the same Modern Language for admission. *Los Lunas Schools has implemented intervention time for students who need additional time to learn and master essential skills and content. Students who are mastering essential skills will be given enrichment time to extend and enrich their learning. Students will receive credit/no credit for intervention and/or enrichment each year of high school.

GENERAL TESTING INFORMATION

PARCC (Partnership for Assessment of Readiness for College and Careers)

New Mexico High Schools will administer the PARCC each year to students in 9th – 11th grade. These tests assess student performance in reading, language arts and mathematics. Since New Mexico schools are rated, in part, on the number of students present for testing, parents will be reminded again prior to testing of the importance of getting their students to school on test days. Students must pass the eleventh grade exam in order to receive a high school diploma in the state of New Mexico.

PSAT The PSAT exam will be given to sophomores and juniors in October of each year. This exam gives parents and students information about the level of college-readiness their student has up to this point and is designed to give students experience with the SAT. Valencia High

School will use the results to recruit students into Advanced Placement courses and is the qualifying test for National Merit Scholars.

ADVANCED PLACEMENT VHS administers AP (Advanced Placement) exams. These tests will be given the first two weeks of May 2019. Students who have been in AP classes all year will be encouraged to take the exams. Students receiving a score of a 3, 4, or 5 will receive college credit at most universities and colleges.

END OF COURSE EXAMS (EOCs) The New Mexico Public Education Department requires that students take an End of Course Exam for certain high school classes. These scores may be used as an alternative demonstration for proficiency. Students will be given information regarding which courses require these exams during the school year.

EARLY RELEASE FOR SENIORS Students in the Class of 2019 will have the opportunity to have early dismissal (students can eliminate their last period course). Students do not earn credit for early dismissal. Class of 2019 students who would like this opportunity must meet the following requirements:

• Student must have a minimum cumulative GPA of 2.5 • Student must not have any F’s on their transcript • Student cannot be reclassified • Students must be enrolled in a minimum of 6 classes in 2018-2019

Students placed in early dismissal for the 2018-2019 school year must be aware of the following that can cause them to lose the privilege within the year:

• Student accumulates more than 30 unexcused class absences or 10 tardies • Student is suspended (in school or out of school) from school for any reason • Student receives an F for a grading period in any course

The site principal retains discretion to allow students to participate if above requirements are not met due to extenuating circumstances. Students must provide their own transportation. If a student opts for early dismissal they must leave right after the 3rd class of the day. Students should not be on campus if they do not have a class.

ACADEMIC LETTER Students who maintain a 3.5 GPA in Semester I, and a 3.5 GPA in grading periods 4 and 5 are eligible to receive an academic letter. In the event that a student transfers to VHS, he/she

must provide proof that he/she has met the criteria established by VHS to be recognized for an academic letter.

DIPLOMA/CERTIFICATION ISSUANCE Valencia High School will issue a high school diploma to students who meet all graduation requirements and who have met the testing requirements in the required subject areas. Students not meeting all graduation requirements will not be allowed to walk the line or participate in graduation activities. Diplomas and official transcripts may be held until all fees are paid in full pursuant to NM State Statute, Chapter 22, Section 22-15-10.

SENIOR NOTIFICATION PROCEDURE Parents/Guardians and seniors will be notified as soon as the information is available to the school officials if the senior will not meet graduation requirements established by the Los Lunas Schools Board of Education. In some cases, depending on the final examination schedules, this notification may not be possible until a few days before graduation. Parents/Guardians and seniors are cautioned about spending money toward graduation announcements, cap and gown, etc., if their senior is in danger of not meeting graduation requirements. Please check with a counselor about credits needed. Parents are encouraged to keep in touch with their student's teachers in order to monitor school performance.

SCHEDULE CHANGES The school does not allow schedule changes unless the student was assigned to an incorrect academic class. A schedule change form may be requested from a counselor for necessary changes. All changes must be made within the first ten school days of each semester. These 10 days allow time for vocational program schedule changes, changes related to the co-curricular programs, balancing of class loads, and other necessary changes. A class dropped after the first ten days of school may result in a “W/F” (withdrawal with the grade of F) for the course. Students entering a new class after the first ten days of school may receive an “Audit” (no credit) grade for that class. Regardless of when students enter a new class, they must make up all work missed in that class. A parent conference with the teacher is required for any consideration of a schedule change other than those listed above. An administrator may request and authorize a schedule change for disciplinary reasons.

DRIVING PRIVILEGES & STUDENT SIGNATURE FORMS Campus parking and driving is a privilege not a right and as such, it comes with several responsibilities. As a result you are expected to meet the following campus expectations with regard to campus driving: 1. To drive on the VHS campus you must have a valid driver’s license. 2. Students classified as a ninth grader are not allowed to drive on campus. It

makes no difference if they are of age and have a driver’s license. They must be grade 10 or higher to drive and park on the school campus

3. Driving privileges may be revoked for poor grades, poor attendance, excessive tardiness, and/or student discipline issues. This includes receiving more than five absences or tardies per semester.

4. We have a closed campus. Students are not allowed to leave campus during the school day unless they are enrolled in work study, dual enrollment, or concurrent enrollment.

5. Parking permits will be sold for $10.00. Replacement/Additional permits also cost $10.00. The permit must be affixed in order to be valid and we reserve the right to conduct periodic parking permit checks.

6. All vehicles must be registered with the bookkeeping office. Proof of insurance

and registration must be shown when registered and may be checked periodically throughout the school year.

5. All student vehicles must be parked in the designated parking lots. All vehicles

must be parked within the appropriate parking spaces. 6. Parking in a red marked area (fire lane) subjects owner to county traffic citation

and fine. 7. No student vehicles will be on the sidewalk or closer to buildings than the

designated area. 8. Vehicles parked improperly, i.e. in designated handicapped or visitors’ areas

will be towed at owner’s expense. 9. No student vehicle may be parked in the staff parking lot. 10. Students and visitors are required to stop and identify themselves upon request

of any VHS staff member.

11. Any student who drives his/her vehicle in an unsafe manner while on campus will have their parking privileges revoked for the remainder of the semester.

12. VHS will not be responsible for any damage or vandalism to a vehicle on campus. 13. VHS reserves the right to search any suspect vehicle that is brought on campus.

14. Students caught selling vehicle parking permits will have their driving privileges revoked for the remainder of the school year, and/or receive other disciplinary consequences.

15. Failure to comply with campus rules regarding vehicles may result in towing at

the owner’s expense.
