asociado de los EstadosUnidos, la isla de Puerto Ricocelebra días feriadospuertorriqueños, como el Díade la Constitución el 25 dejulio, sumando por supuesto,las festividadesestadounidenses, como el Díade la Independencia, el 4 dejulio. Esto crea un calendariolleno de razones por las cualescelebrar, especialmente du-rante la temporada navideña.
Recuerdo que lascelebraciones navideñascomenzaban el Día de Acciónde Gracias o ThanksgivingDay, donde, al igual que losestadounidenses, nosreuníamos con la familia, tíosy tías, primos y primas, a comeren familia. Pero en este díatambién comenzaban lasfamosas parrandas navideñas,en las cuales se reunían algunosfamiliares y amistades congüiro, maracas, guitarra, cuatropuertorriqueño, plenera,pandereta, etc, y para nosotroslos pequeños, ollas, sartenes ycucharones para irle a cantaraguinaldos a otros amigos yfamiliares.
Las parrandas continúaban
hasta altas horas de la nochey aún así no recuerdo quealguién se molestara. Alcontrario, parecíanhabernos esperado puestenían pasta de güayaba yqueso blanco en cubitospara nosotros. A vecesteníamos la suerte de quenos sirvieran un poco deasopao de pollo a pesar dehaberlos despertado.
Hubieron momentos enque a las dos de la mañana nosdespertaba un grupo en lapuerta de la casa cantando«Saludos, saludos, vengo asaludar». Inmediatamente lesabriamos para cantar con ellosy les servíamos maltas, sodasde coco o cola champán.
A veces seguíamos laparranda con ellos,despertando a otrosconocidos y continuando lacelebración. Otras vecesnosquedabamos en casa yla parranda se despedía encamino a otro hogar.

NEW YORK (AP): Im-migrant and ethnic minor-ity groups sued to stop thefederal government fromentering immigration datainto a national crime data-base, saying the practiceillegally targets immigrantsunder the guise of post-Sept. 11security.
Congress authorized thedatabase, the National CrimeInformation Center, in 1930as a clearinghouse for local,state, federal and interna-tional criminal records. Ittypically is used for crimi-nal records such as warrantsand “rap sheets,” accordingto the lawsuit.
But since Sept. 11, the
lawsuit says, the Bush admin-istration has entered immigra-tion data such as orders ofdeportation.
The lawsuit filed Wednes-day asks a federal judge toblock entry of such recordsand to erase the thousands ofcivil immigration records thatalready have been entered.
Attorney General JohnAshcroft, Homeland SecuritySecretary Tom Ridge and FBIDirector Robert Mueller arenamed as defendants.
The Justice Departmentdeclined comment, and Home-land Security officials did notimmediately return a call forcomment. The Bush adminis-tration has repeatedly said itspost-Sept. 11 security mea-sures, including tougher en-
WASHINGTON (AP),Dec. 15: The SupremeCourt agreed Monday tointervene in a two-decade-old fight over allowingMexican trucks and buseson U.S. roadways.
The court said it wouldhear an appeal from theBush administration, whichwants to open the border toMexican trucks without acourt-ordered environmen-tal study.
The $1.8 million studyis expected to take a year ormore, further delaying theborder opening PresidentBush ordered last fall overlong-standing oppositionfrom U.S. labor, consumerand environmental organi-zations.
The consumer groupPublic Citizen, the Team-sters and others sued onsafety and environmentalgrounds, and a federal ap-peals court ruled earlier thisyear that the governmentmust perform the lengthystudy.
The Bush administra-tion has said it will complywith that order, but alsoappealed to the SupremeCourt in September.
“The court of appealsmisapplied the nation’s en-vironmental laws and con-strained the president’s dis-cretion to conduct foreignaffairs,” Solicitor GeneralTheodore Olson wrote.
The ruling from the 9th
U.S. Circuit Court of Ap-peals “prevents thepresident’s action form tak-ing effect and thereby ham-pers commerce,” Olson toldthe court.
The ruling also needlesslyprolongs a trade dispute withMéxico over the require-ments of the North Ameri-can Free Trade Agreement,Olson wrote.
The San Francisco-based9th Circuit handles appealsfrom the Mexican borderstates of California and Ari-zona, as well as other west-ern states.
In response, Public Citi-zen said the government’sappeal, or petition, over-played the notion that thepresident’s foreign affairspower was crimped.
“This is a petition insearch of a problem,” thegroup’s lawyers wrote. “De-spite petitioners’ attempt toturn this case into a foreignpolicy challenge, it concernsonly the routine applicationof domestic environmentallaws to federal agency ac-tion.”
Public Citizen also notedthat the study is under wayand would be well along bythe time the Supreme Courtheard and decided the case.
“The issue will soon re-solve itself and there is noneed for the court to inter-vene,” the group argued.
The environmental studywill analyze short- and long-term environmental effectsof opening U.S. roads to
Mexican trucks. The studywill not stop Mexicantrucks from operating in thelong run, but Public Citi-zen has said it should lessenpotentially harmful effects.
Since 1982, trucks fromMéxico have been allowedonly in 20-mile commer-cial border zones, whereMexican rigs must transfertheir cargo to U.S. trucksfor deliveries within theUnited States.
Mexican trucks makeapproximately 4.5 millionborder crossings everyyear, and it is cumbersomeand expensive to offloadcargo to U.S. trucks, theadministration filing said.
“Passengers usingscheduled bus servicesmust follow similarly inef-ficient procedures,” Olsonwrote.
Mexico claims themoratorium has cost it morethan $2 billion.

On December 13 and 14th, the Lorain County Community College held avolleyball tournament to raise toys and cash to contribute to the “Toys for Tots”program.
Through the “Toys for Tots” program, gifts are donated to needy children everyChristmas. In Lorain County, these gifts will be distributed by the Elyria SalvationArmy.
In the LCCC tournament, forty-two teams, comprised of 6-8 players (two ofwhich have to be mujeres), competed. Over 300 toys and $250 in cash werecollected.

NUEVO LAREDO,Mexico (AP): The holidaytrip home for many Mexi-can migrants has gotteneasier under PresidentVicente Fox. Instead of in-sisting on bribes, some po-lice offer to guide caravansof migrant cars, and customsagents allow gifts that in thepast were often confiscated.
Since taking office, Foxhas made changing govern-ment officials’ attitudes to-ward migrants one of his toppriorities. He has focused onthe annual return trip homebefore Christmas, a timewhen the majority of mi-grant families return toMexico, clogging highwayswith pickup trucks and U.S.sedans overflowing with bi-cycles, television sets andcomputers.
Fox has tried to make surethe holiday exodus home issafer by strengthening thePaisano program, a 14-year-old federal plan to safeguardthe return of migrants.
On Thursday, he is ex-pected to make his annualtrip to the border to greetreturning Mexicans on thecountry’s Day of the Migrant.
Paisano program direc-tor Florencia Martínez said1 million migrants made thetrek home last year duringthe holidays. Numbers forthis year won’t be availableuntil late January, but Mexi-can customs officials saythere is less traffic comparedto previous years.

AUSTIN (AP), Dec.17: Minority activists andelected officials testifiedWednesday that a Repub-lican-drawn congressionalredistricting map couldhurt the political progressblack and Hispanic Tex-ans have made over manyyears.
“I think it’s probablygoing to set us back maybe20, 25 years,” said DeralynRiles Davis, a black po-litical activist from TarrantCounty. “The people aregoing to be discouraged.”
Attorneys for the statesay Republican legislativeleaders were trying to crafta congressional map forpartisan gain, and that racewas not a predominant fac-tor. They dispute claimsby Democrats and minor-ity groups that the mapviolates the federal Vot-ing Rights Act.
The GOP-controlledLegislature approved newcongressional boundariesin October after months offighting. Democrats twicefled the state to break alegislative quorum andtemporarily block passageof the bill.
By Wednesday after-noon, the last plaintiffs’lawyer began presentingthe case of U.S. Reps.Eddie Bernice Johnson ofDallas and Sheila Jack-son Lee of Houston, whorepresent historicallyblack districts. All plain-tiffs’ testimony is ex-pected to finish Thursdaymorning, then the statewill call witnesses. Thetrial is expected to con-clude Friday.

For the second year in arow, police here have orga-nized migrants into caravansand guided them through thecity to ensure they are not mis-treated or robbed.
To discourage corruptionat the border, Fox’s govern-ment has posted more than1,000 independent observersat major crossings, from thePacific coast to the Gulf ofMéxico. If there are problems,migrants can call governmenthot lines to report harassment.
“We in the governmentknow how hard life can beabroad, and that’s why we havecreated the Paisano program,to protect the rights of ourfellow citizens and give themour support when they returnto Mexico,” Fox said Satur-day during his weekly national
radio address.Even so, some migrants
say that police still prey uponthem in central Mexico, be-yond the focus of the Paisanoprogram.
Fox reached out to Mexi-cans living in the UnitedStates during his presiden-tial campaign and after tak-ing office. He has strength-ened México’s U.S. consulsystem, and often calls mi-grants “national heroes.”
“He is the only personwho has spoken for the un-documented migrants,” saidCristina Reyes, a factoryworker in West Virginia wait-ing to get a government im-portation permit for herfamily’s van. “Maybe whathe is promising is all lies, butat least he is talking about it.”
Yet some complain thatFox’s inability to achieve amigration accord with theUnited States means he hasfallen short on his promise tobe the president of all Mexi-cans, both at home andabroad.
“His term is almost over,and it’s a shame he hasachieved nothing,” said MariaMendiola, who works in alumber factory in Georgia andwas traveling with her hus-band and sister-in-law.
Mendiola, 37, and herhusband crossed into theUnited States illegally. Theyplan to return north in a fewweeks.
“He promised to createjobs here, but where arethey?” Mendiola said. “Forthe undocumented, our presi-dent hasn’t done much.”

Hidalgo County JudgeRamon Garcia said thecounty has the largest indi-gent population in the stateand a host of basic needs,such as infrastructure andhealth care.
“We rely heavily on ourcongressman,” he said, add-ing that he worries the areacould lose representation ifsomeone from out of the areais elected in the new “fajitastrip” district that stretchesfrom Hidalgo County toTravis County.
Through questioning ofwitnesses, attorneys for thestate suggested that a Con-gress member can be recep-tive to constituents’ needs,even if he or she lives in adifferent part of a congres-sional district.
Several plaintiffs’ wit-nesses weren’t impressedwith the fact that Republi-cans say they have created anew district in Houstonwhere a black congressionalcandidate can get elected.
Even if black voters couldelect a black candidate inthat district, they would loseinfluence in other districts,said Howard Jefferson ofHouston, who is active inthe NAACP.
“To get one and give upsix is not very good math for
us,” Jefferson said. “Itdoesn’t matter what coloryou are—it’s the issues.”
Nelson Linder, presi-dent of the Austin branchof the NAACP, testifiedthat the black communityof east Austin is dividedin the Republican plan andsome of it is lumped inwith areas to the east ofthe city. Most Austinblacks don’t have com-mon interests with minor-ity groups in rural coun-ties to the east, he said.
Linder said the Repub-lican plan dilutes minor-ity strength and “divides,segregates, separates.”That’s the opposite ofwhat the Voting RightsAct of 1965 attempted todo, he said.
“It’s frightening. It’schallenging. And it’svery, very unfortunate,”he said.
Robert Starr, a FortWorth resident andNAACP activist, criti-cized the part of the Re-publican map that placesblack communities insoutheast Tarrant Countyin a district that reacheswith a thin strip up throughDenton and Cooke coun-ties to the Oklahoma bor-der.
Blacks in southeastFort Worth have little incommon with those pre-dominantly white areas tothe north, he said.
“Since not too manygo up to pick cotton, wedon’t go up there any-more,” he said. “They re-ally were trying to deci-mate the black commu-nity of Fort Worth.”

Comenzando el año nuevo,compartan en las varias fiestasen celebración del Día de losTres Reyes Magos, díaimportante para nosotros losboricuas. El 3 de enero, en laciudad de Lorain, Ohio habráun baile en celebración de losReyes. Auspiciado en partepor La Prensa, la música seráproveída por Roberto Ocasio& his Latin Jazz Project ySammy De León y suOrquesta, ambos reconocidosmúsicos. El Club TaínoPuertorriqueño también tendrásu celebración el 10 de eneroen el Union Roofers Hall en laavenida Lewis, Toledo, Ohio.
Siguiendo en lo que pareceya ser una tradición del club,tendrán una pequeña obra, esteaño escrita por Gladys Flores,explicando la tradición del Díade los Tres Reyes Magos.También se presentará AngelColón, un comediante deCleveland, y la música estaráa cargo del DJ LuisMoctezuma y un grupo desalsa y merengue en vivo delárea de Toledo. Másinformación será publicada enLa Prensa sobre estos eventos.
Como hispanos y latinosviviendo aquí en los EstadosUnidos, no olvidemos nuestrascostumbres. Continuemosnuestras tradiciones y si no lasconocemos, aprendamoscuales son. Por que son estaslas cuales nos proveerán conlindas memorias quepermanecerán en nuestrocorazón por siempre.

Losadultos hacían un sortéo y seintercambiaban regalos, yaque a ellos Santa Claus no lestraería regalo. A nosotros lospequeños Santa Claus nosdejaba un regalito sencillo,gracias a que Puerto Rico esparte de los Estados Unidos.
La víspera de Año Nuevotambién estaba llena de músicay comida. Desde pequeñarecuerdo haber bailado salsamientras mis tíos comenzaban aencender los cohetes y petardos.El contéo hacia el año nuevosiempre se hacía y al quedaroficialmente comenzado el año,brindábamos con cidra y nosfelicitábamos al compás de lamúsica.
Aún así no se habíanacabado las celebraciones.Faltaba el día mas importantepara mí y para el resto de losniños puertorriqueños. El 5 deenero, víspera del Día de losTres Reyes Magos, las fiestasnos pertenecían a nosotros losniños. En casa hacíamos unagran celebración donde todoslos primos hacíamos un gran«show» imitando a nuestrosartistas favoritos del momento
y entreteniendo al resto denuestros familiares.
Pero lo más importante erabuscar desde temprano unacaja de zapatos. Si no teníauna, mis hermanos y yollamábamos a nuestras tías porsi acaso tenían una (o tres enestos casos). Antes de irnos adormir, cortábamos yerba opasto y llenábamos nuestrascajitas. Teníamos que llenar lacajita en la noche para que layerba se encontrara fresquecitapara cuando los camellosllegaran a casa. Tambiéndejábamos agua por quesabíamos que en el desiertoera escasa y así los camellos sealimentarían bien antes decontinuar su largo viaje.
El 6 de enero, Día de losTres Reyes Magos, era cuandomás temprano nosdespertábamos. La ansiedadde ver lo que los Reyes noshabían traído era demasiadagrande para seguir durmiendo.Al despertar, las cajitas estabanvacías y el agua habíadesaparecido. Los camelloshabían regado un poco deyerba y agua en el piso perolos Tres Reyes Magos,Melchor, Gaspar y Baltazar,nos habían dejado nuestrosregalos tan deseados. Todo eldía jugábamos con nuestrosregalos y nos reuníamos con
nuestros primos paracompartir todos nuestrosjuguetes nuevos e intercambiarnuestras historias de los TresReyes Magos.
Al venir a vivir a Toledo,continuamos la tradición. Eradifícil cortar yerba porcuestiones del clima peroaunque sea una fruta y lechugales dejábamos a los camellosde los Tres Reyes Magos,quienes hacían el sacrificio devenir al clima invernal delnoroeste de Ohio por dejarnosunos regalos a nosotrosquienes fielmente creíamos enellos.
Hace muchos años que nodejo una cajita de yerba paralos camellos, ni he ido a una deesas famosas parrandas a lasdos y media de la mañana.Pero sí hemos mantenidoalgunas tradiciones. Siemprecelebramos la Nochebuenacon música y comida y alcomenzar el año todavíatomamos cidra. Siempreaparecen los días donde nosreunimos y cantamos losaguinaldos y canciones deparranda con güiro y panderetaen mano.
Ya con la mayoría de edad,tomamos coquito y, aunque esdifícil de conseguir, buscamosturrón para saborear. Son lastradiciones puertorriqueñascon las que me crié y las cualesaún practico. Es verdad que seadquieren nuevas costumbresgracias a la influencia de lasamistades y familiares de otrospaíses.
Comenzamos a comernosdoce uvas antes de lamedianoche, probamos tama-les mexicanos, salvadoreñosy nicaraguenses y aprendemoslo que son las hallacasvenezolanas. Probamos egg-nog y tomamos chocolatecaliente en los días fríos yllenos de nieve. Pero en nuestra

Olga Soto, supervisorof chemically dependentout patient services forConnecting Point, was re-cently honored by theLucas County Alcoholand Drug Addiction Ser-vices Board (ADAS) forthe outstanding contribu-tions she has made in herprofessional and volun-teer work. For Soto it wasthe acknowledgement ofa remarkable turnaroundin her own life.
Soto , a na t iveToledoan, supervisesabout 15 staffers at Con-necting Point and is re-sponsible for overseeingthat organization’s treat-ment of approximately80 families and an addi-tional 50 other young-sters in five differentprograms.
But not so long ago,Soto came face-to-facewith her very own drugand alcohol demons.
“I am a recovering drugaddict and alcoholic whohas been clean since about1987-88,” Soto told LaPrensa recently.“Through God’s power, Icame to realize that I hada problem and it wasthrough my relationshipwith Jesus Christ that Ihad a spiritual awaken-ing.”
And with her awaken-ing Soto decided that sheneeded to make a freshstart in more than just onearea of her life. A high
school dropout in the1970’s, Soto returned toschool to earn her GED in1991. On she went to theUniversity of Toledo to earnan associate’s degree incriminal justice in 1993.
Then Soto enteredLourdes College and re-ceived her bachelor’s de-gree in social work in 1996.All the while she was work-ing at St. Anthony’s Villaand strengthening her ownresolve to stay clean and tohelp others.
But her work was not justa job. “It was more like aministry,” she said. It wasmy way of contributing andgiving back, not just to thecommunity but also givingback what was given to me.”
She taught and shelearned. At St. Anthony’sVilla she had the opportu-nity to attend 12-step meet-ings with her youngcharges. “Twelve-step re-covery is a way that Godhas helped people realizehow to come to grips withtheir recovery,” she said ofthat process.
And onwards Sotomoved both in her calling
and in her education. InAugust 2001, she movedto Connecting Point as asupervisor of out patientservices. On December20, 2002, she earned hermaster’s degree fromBowling Green State Uni-versity in rehabilitationcounseling.
Soto is part of a largeToledo family. LosAmigos Restaurant hasbeen in the family foryears and is now managedby her sister, Celia Soto-Snyder. Soto’s mothermanaged Las PalmasNightclub for years. Eightof her 11 siblings residein the Toledo area.
If Soto is in search ofreassurance that she ismaking a contribution tothe community, she prob-ably receives it every day,but the ADAS Award maybe the icing on the cake.The award is presented topersons who have madesignificant contributionsto the prevention of alco-hol and other drug abuseand related problems.
Soto is definitely partof the solution now.

MARGARITA MORALES (NEE PÉREZ)Margarita Morales (nee Pérez), 87, of Lorain, died Thursday, Dec. 18, 2003, at
Community Health Partners Hospital, Lorain, following a lengthy illness.She was born Dec. 17, 1916, in Lares, Puerto Rico, and came to Lorain in the 1950s.Mrs. Morales was a founding member of Sacred Heart Chapel of Lorain and was a
member of its Legion of Mary, Altar and Rosary Society, Cursillo Movement andCharismatic Movement. She enjoyed sewing, crocheting, cooking and gardening.
Survivors include her sons Primitivo Morales Jr. and Anibal Morales, both of Lorain;daughters Carmen Melendez and Blanca Colon, both of Lorain; and 15 grandchildren and17 great grandchildren. She was preceded in death by her husband of 62 years, PrimitivoMorales, in 1994; son, Eduardo, in 1992; brothers Juan Pérez and Manuel Pérez, both in1970, and several other brothers and a sister who lived in Puerto Rico; and her parents,Ramon and Juana (nee Alvarez) Pérez.
ORLANDO “CORKY” OCHOAOrlando “Corky” Ochoa passed away December 14, 2003. He was born on October 25,
1982, to Julia Guevara and Jorge Ochoa.He is survived by his sons, Emilio Santilla and Angelo Santilla; daughter, Me’Anna
Ochoa; sister, Jennifer Ochoa; brother, Vicente Guevara. He was preceded in death byuncles, Rojelio and Alfonso Sánchez, Ralph and great-grandmother, Julia Sánchez. Hewill be sadly missed by all. He was a fun and loving person who enjoyed life.

As Lucas County residents clean up the inevitable remains of the holiday season, there areplenty of opportunities to recycle many of those holiday leftovers.
The Lucas County Solid Waste Management District (LCSWMD), Keep Toledo/Lucas CountyBeautiful (KTLCB), Clean Wood Recycling, and Gateway Recycling are teaming up to offer aspecial post-holiday recycling event known as “Wrap Up the Holidays” at the Lucas CountyRecreation Center, 2901 Key Street, Maumee, on Saturday, December 27th.
Lucas County residents may drop off items between 9:00AM and 1:00PM during this “WrapUp the Holidays” event. The following items will be collected:
· Holiday Trees (all tinsel, ornaments, lights, & garland must be removed)· Wrapping Paper & Gift Boxes (tissue paper & foam inserts must be removed)· Holiday Cards· Cell Phones
Trees will be transformed into mulch. Wrapping paper and cards will be recycled. Cell phoneswill be reprogrammed and donated to domestic violence shelters. Lucas County residents mayalso drop off holiday trees Monday-Saturday at Clean Wood Recycling, 6505 W. Bancroft St, orKurtz Brothers Compost Facility, 5315 Stickney Ave.
Some communities within Lucas County will also offer either drop-off or curbside holiday treecollection efforts. For information on those recycling options, residents may call the Lucas CountySolid Waste District offices at (419) 213-2230 during normal business hours.

RESCUE MENTAL HEALTH SERVICES is JCAHO accredited and recognizedfor leadership in providing comprehensive emergency psychiatric services andcoordinating inpatient services for children, adolescents, and adults. We areseeking dedicated and conscientious staff to work weekdays & every otherweekend.
Mental Health Nurse: Graduate from an accredited college/university. Ohio RNlicense. Necessary skills include crisis intervention, case management, healthassessments, patient education, and customer service.
RN: Full-time, part-time and contingency positions available. Applicant shouldbe able to become CPR, First Aid, and CPI/THART certified. Contingencyapplicants should have diverse availability options for this 24-hour/7-day per weekfacility. We offer excellent salary & benefits, as well as a recruitment bonus.

OFFICE WORKER: Contingency position. Duties include: receptionist toclients and visitors in the waiting room, retrieval and filing medical records forclinical staff, file additional clinical information as appropriate records are received,completes other clerical tasks, i.e. word processing, transcription, filing, copying,mailing, data entry, and other general office duties. High school diploma, with amajor in business or office practices, and a minimum of 3 years of office workexperience. Prior medical insurance knowledge preferred. Current shift and assign-ment of this position may be subject to future reassignment.
