CBRE Valuation & Advisory services have a dedicated Quality and Risk Management (QRM) team that are responsible for ensuring all valuations are completed in compliance with local laws, industry standards and client requirements.

The QRM team comprises highly regarded and experienced valuations professionals as well as a dedicated administration team based across the region. Brisbane Airport Corporation (BAC) Investment Property Portfolio

TRACK RECORD

BACKGROUND

CBRE was engaged by BAC to undertake comprehensive valuation and consultancy services for the corporation’s multi-million dollar property portfolio. The portfolio consisted of:• 34 office, retail and industrial properties valued between $1m and $133m;• 68 ground leases totalling 114ha with values ranging between $250,000 and $19.5m;• 179 unimproved landholdings totalling 502ha ranging between englobo (un-surcharged) sites to developed

landholdings valued between $5,000 and $13.5m.

CHALLENGE

This complex portfolio comprised virtually every property type and therefore required the valuation of several hundred properties in one report. The client brief incorporated a complex and detailed timetable spanning a four month period, including 22 individual deadlines and an extensive stakeholder engagement program including two major finance, audit and risk management committee presentations, pre and post assessment external audit committee meetings/presentations and numerous finance meetings. To meet the client brief, the following actions were undertaken:

• A specialist team was assembled which included four CBRE directors and several other expert employees• CBRE and the client devised a reporting output that was tailored to the specific requirements of key stakeholders

including the Board of Directors, Finance Team, Auditors and BAC’s numerous institutional owners• A number of specific consultancy assignments were undertaken, the most notable being exploring the anticipated

valuation impact on the Skygate Precinct following the introduction of a proposed new Airtrain Station• CBRE consistently provided advisory services to the Board and presented valuation findings to the auditors and

various investors• CBRE designed and constructed a bespoke financial valuation model with the ability to assess almost all income

producing property types, as well as non-income producing properties

HOW CBRE CREATED ADVANTAGE

CBRE was able to add value throughout the process by:

• Providing an extensive preliminary consultation, which allowed BAC for forego the need for an external auditcommittee

• Identifying ways for BAC to improve its sustainability procedures.• Undertaking the project and client/stakeholder requirements within the defined deadlines• Delivering reporting outputs as per the BAC requirements• Presenting an educational session to the BAC Board on valuation methodology• Providing input from CBRE’s childcare and hotel valuers in order to accurately assess the market value of these

specialist properties

Stellar Living Portfolio

TRACK RECORD

BACKGROUND

CBRE was engaged by St George Bank to undertake a valuation of a portfolio for Stellar Living, a not-for-profit charitable institution that provides affordable community housing for people wishing to rent or buy. The portfolio consisted of 64 residential units plus two commercial units across three different suburbs in Perth’s metropolitan area. The properties ranged in value from AU$240,000 to AU$400,000 - with the cumulative total valuations amounting to AU$15.2 million.

CHALLENGEThe portfolio comprised of a variety of residential unit sizes and types, ranging from small single bedroom and bathroom apartment-style dwellings to three bedroom two bathroom freestanding villa-style properties. The units were spread across three separate developments in various suburban locations in southern Perth. In addition, CBRE was also required to conduct valuations on two strata commercial units located within one of the developments.

We were engaged by our client, St George Bank, to provide the valuations to finance the purchase of one of the developments and the refinance of the remainder of the portfolio. As such, we were required to provide the valuation within a tight timeframe in order to meet the finance approval deadline.

To meet the client brief the following actions were undertaken:

• A specialist medium density development valuer and a trainee valuer was assigned to the project• CBRE and the client worked closely to ensure that the required scope was well understood and that the deadline

could be met• CBRE undertook a detailed analysis of the provided financial information, in particular the relationship between

Stellar Living and the agreements with the WA State Government Housing Authority• CBRE developed an understanding of the non-typical income stream which included discounts that were

distorting the net rental income, requiring the team to normalise the income in order to determine a fair market value

• The required sales and leasing evidence was investigated and analysed – with input provided from proactive surveys with local agents to ensure the latest market sentiments were captured

• The use of CBRE’s proprietary valuation models enabled us to provide a well-rounded valuation, considering value from different aspects and in different scenarios (in-one-line, capitalisation approach, individual titles)

• CBRE provided regular updates to the client and agreed a staged delivery of the reports

HOW CBRE CREATED ADVANTAGE

CBRE was able to add value to this project by:

• Relying on our superior market knowledge in this asset class and our extensive network of active agents to provide up to date market evidence and “real time” market sentiment. This was important as this asset class is currently under some pressure, with the market currently slowing and there are fears of an oversupply

• Identifying risks and a mitigation strategy for the client bank lender• Undertaking the project within the client/stakeholder timeframe
