They announced a landmark rail agreement on December 19, 2019. “CSX is proud of the innovative agreement reached with the Commonwealth of Virginia, which will advance our goals for increased safety, efficiency and volume growth while meeting the public’s desire for more passenger rail service to relieve commuter traffic congestion in the I-95 corridor,” said CSX Transportation spokeswoman Sheriee Bowman. “The eventual impact once the phases are complete will be a positive one as it will separate freight operations from passenger operations allowing for better fluidity, enabling us to move freight more efficiently without restrictions, through this key corridor.” The expansion, costing $3.7 billion, will include: h Acquisition of more than 350 miles of railroad right-of-way and 225 miles of track; h 37 miles of new track improvements, including the Franconia-Springfield bypass; and h A new Virginia-owned Long Bridge across the Potomac River with dedicated passenger and commuter rail tracks. It will replace the current Long Bridge built in 1904 that has only 2 tracks and carries every freight or passenger train that crosses the Potomac River. The company has shown a proven track record as one of the world’s leading suppliers and promises an appropriate combination of cost and performance. Siemens Gamesa will supply the latest state-of-the-art turbines from its Offshore Direct Drive platform, as well as submit the project’s construction and operations plan to the Bureau of Ocean Energy Management (BOEM). Virginiarsquos offshore wind power project currently the largest offshore wind project in the United States will be completed in three phases expecting a target completion in 2026 The turbines will be located 27 miles off the coast of Virginia Beach and estimated to provide enough zero-carbon electricity to power 650000 Virginia homes

Two six-megawatt turbines manufactured by Siemens Gamesa will be installed this spring as part of a pilot offshore wind power project and are scheduled to go online later this year This pilot project will provide Dominion Energy with key learnings to help further the offshore wind development

Congress released two legislative packages last month (December 2019) that included many port-related programs The first a spending bill makes significant funds available for port infrastructure development investments in multimodal transportation and includes verbiage to ensure timely inspection of goods through the nationrsquos ports

Army Corps of Engineers

Coastal Navigation - $276B These funds broadly cover several USACE items within the port

Harbor Maintenance Trust Fund - $163B These funds pay for operation amp maintenance dredging in our channels and the Craney Island Eastward expansion

Construction - $112B (includes the Regional Dredging Demonstration program funding for $37765) These are the funds our port is competing for related to our deepening and widening project

Donor and Energy Transfer - $50M As a qualifying Energy Transfer port wersquore expecting to receive a portion of the funding The VMA has been a regular advocate for this funding annually with an increased focus on construction funding in 2019

Department of Transportation

Better Utilizing Investments to Leverage Development (BUILD) Transportation Program (formerly TIGER) ndash $1 billion This program funded the NIT North Gate expansion and is the current award for the VIP expansion

Maritime Administration

Port Infrastructure Development Program ndash $225 million PIDP funds will be made available for a number of purposes including gate improvements road and rail improvements both within and connecting to ports berth improvements cargo operations improvements and in utilities necessary for safe operations (or any combination of these purposes) A larger share of these funds $200 million is set aside for coastal seaports or Great Lakes ports

Our port has a pending application from the first round of this program for an NIT Central Railyard expansion

US Department of Homeland Security

Port Security Grant Program (PSGP) ndash $100 million Our port applies for and receives funds from this program annually for various security improvements

Customs and Border Protection (CBP) ndash $104 million Specifically for hiring additional up to 610 CBP officers and agriculture specialists This funding increases the amount of officers at our ports improves cargo efficiency while bolstering national security The VMA has been a regular advocate for this funding annually

Environmental Protection Agency

Diesel Emissions Reduction Grants ndash $87 million Our port has used this program in the past to support the Green Operator program as well as to replace diesel-fueled container handling equipment with electric hybrids The VMA has been a regular advocate for this funding when applied for

National Oceanographic and Atmospheric Administration

Physical Oceanographic Real-Time System (PORTS) Program ndash No Less Than $625 million This funding helps maintain an array of metocean data sensors in our port (tides currents wind speed and direction etc) providing our vessel pilots real-time conditions for improved navigational safety The VMA has been a regular advocate for this funding annually

CONGRESSIONAL LEGISLATIVE PACKAGES HOW WILL THEY ASSIST VIRGINIArsquoS PORT PROJECTS

GRANT AWARDED TO JAMES RIVER EXPANSION PROJECT MARAD has announced that $75 million in grants is awarded to nine marine highway projects including $189840 granted to the James River Expansion Project The grant will allow for the purchase of equipment designed to provide a more efficient barge service operation

The federal grant will be matched with $47460 from the Virginia Port Authority (VPA) to purchase a large portable generator capable of providing continuous power to multiple refrigerated containers during transit four large steel bins used for storing equipment used to secure containers and a specialized rack for storing and transporting the steel bins The rack will make it possible to offload the bins all at once cutting down on the 40-minute offload time it used to take During that offload containers cannot be lifted

ldquoThere is high demand for reefer service to RMT and the addition of this power pack [generator] will enable the port to meet the needs of the cargo owners using the bargerdquo said John Reinhart the Port Authorityrsquos CEO and Executive Director ldquoWe now have refrigerated capacity on both barges which is important to the owners of cold cargo and to the growth of our reefer businessrdquo

ASSOCIATION IN ACTION

COMMITTEE UPDATES

Novemberrsquos elections resulted in the Democratic party seizing control of the General Assembly and a new political power dynamic in Virginia VMA has always advocated for industry interests in a non-partisan fashion and is better positioned to work with this legislature than most other business organizations December presented several opportunities to meet with key legislators prior to the January 8 start of the 2020 General Assembly legislative session under Democratic control and new leadership Time was also spent in Washington DC visiting with several members of Congress representing states whose businesses rely on the Port of Virginia as their gateway to international markets VMA is working to build broad support in Congress for federal funds for dredging

Workforce development is an important consideration for the industry and a focus area of VMA VMA continues to be involved with the advisory panel for the City of Hampton Public Schoolsrsquo new Academy for Transportation Analytics Information and Logistics (TRAIL) including participating in its December meeting reviewing progress and curriculum VMA also continued contributing strategic advice to the Maritime Industrial Base Ecosystem (MIBE) which is a still young Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component

Chaired by VMArsquos David White the Virginia Harbor Safety Committee met in December The agenda included implementation of a strategic plan cold weather safety and updates and discussion

about major waterway projects Updates were also provided on efforts to improve collaboration and coordination around port recovery and a waterways management assessment of the James River

The Association continues working to promote economic and industry development With VMArsquos support the Old Dominion University Open Seas Institute for Innovation and Entrepreneurship opened in August as a liaison between ODU the community and industry to advance innovation and entrepreneurship initiatives in the maritime industry VMA served on the steering committee participating in its December meeting VMA also participated in the December meeting of the ODU Economic Development Catalyst Task Force which includes both community and ODU leaders and is focusing on two areas critical to the regionrsquos growth and job creation - the tech talenthigh demand talent pipeline and university intellectual property commercializationnew business formations

VMA participated in the December meeting of the Freight Transportation Advisory Committee (FTAC) of the Hampton Roads Transportation Planning Organization (HRTPO) FTAC ensures freight interests are considered by the regional organization that approves and prioritizes regional transportation projects The agenda included discussions about the port reservation system an express lanes network fiscal year 2021 freight planning tasks and potential amendments to the FTAC bylaws

AWARDS (DEC 20) The committee reviewed and agreed on guidance to be established for bestowing an individual with Honorary Lifetime Membership which would be recommended for Board approval The committee also discussed recognitions to be part of VMA centennial celebrations

COMMUNICATIONS amp OUTREACH (DEC 10) It was reported that dredging efforts had begun and that federal funding for the project was pending Congress passing an Appropriations Bill Kemper Consulting provided an update on the Leadership amp Committee Assignments for the upcoming General Assembly and there was an overview of potential issues for the upcoming Session

including ldquoRight to Workrdquo Dual Jurisdiction and environmental-related legislation There was also an overview of issues that the Port Authority was interested in to include gas tax I-81 funding mechanisms Richmond regional tax for transportation projects and the Long Bridge rail project in northern Virginia Finally there was a robust discussion on offshore wind

VMA2020 (DEC 16) The committee reviewed updates to the VMA2020 event programming including the anniversary reception in February as well as the mural review (targeted completion for April) Updates on the budget and new sponsors were also reviewed

CHAPTER UPDATESSOUTHERN CHAPTER | A membership briefing will be held by VMArsquos Southern Chapter on January 31 at the Institute for Advanced Learning and Research in Danville VA The briefing will address New Cargo Safety Requirements presented by George Rudy Branch Chief CTPAT of US Customs and Border Protection

Virginiarsquos offshore wind power project currently the largest offshore wind project in the United States will be completed in three phases expecting a target completion in 2026 The turbines will be located 27 miles off the coast of Virginia Beach and estimated to provide enough zero-carbon electricity to power 650000 Virginia homes

Two six-megawatt turbines manufactured by Siemens Gamesa will be installed this spring as part of a pilot offshore wind power project and are scheduled to go online later this year This pilot project will provide Dominion Energy with key learnings to help further the offshore wind development

Congress released two legislative packages last month (December 2019) that included many port-related programs The first a spending bill makes significant funds available for port infrastructure development investments in multimodal transportation and includes verbiage to ensure timely inspection of goods through the nationrsquos ports

Army Corps of Engineers

Coastal Navigation - $276B These funds broadly cover several USACE items within the port

Harbor Maintenance Trust Fund - $163B These funds pay for operation amp maintenance dredging in our channels and the Craney Island Eastward expansion

Construction - $112B (includes the Regional Dredging Demonstration program funding for $37765) These are the funds our port is competing for related to our deepening and widening project

Donor and Energy Transfer - $50M As a qualifying Energy Transfer port wersquore expecting to receive a portion of the funding The VMA has been a regular advocate for this funding annually with an increased focus on construction funding in 2019

Department of Transportation

Better Utilizing Investments to Leverage Development (BUILD) Transportation Program (formerly TIGER) ndash $1 billion This program funded the NIT North Gate expansion and is the current award for the VIP expansion

Maritime Administration

Port Infrastructure Development Program ndash $225 million PIDP funds will be made available for a number of purposes including gate improvements road and rail improvements both within and connecting to ports berth improvements cargo operations improvements and in utilities necessary for safe operations (or any combination of these purposes) A larger share of these funds $200 million is set aside for coastal seaports or Great Lakes ports

Our port has a pending application from the first round of this program for an NIT Central Railyard expansion

US Department of Homeland Security

Port Security Grant Program (PSGP) ndash $100 million Our port applies for and receives funds from this program annually for various security improvements

Customs and Border Protection (CBP) ndash $104 million Specifically for hiring additional up to 610 CBP officers and agriculture specialists This funding increases the amount of officers at our ports improves cargo efficiency while bolstering national security The VMA has been a regular advocate for this funding annually

Environmental Protection Agency

Diesel Emissions Reduction Grants ndash $87 million Our port has used this program in the past to support the Green Operator program as well as to replace diesel-fueled container handling equipment with electric hybrids The VMA has been a regular advocate for this funding when applied for

National Oceanographic and Atmospheric Administration

Physical Oceanographic Real-Time System (PORTS) Program ndash No Less Than $625 million This funding helps maintain an array of metocean data sensors in our port (tides currents wind speed and direction etc) providing our vessel pilots real-time conditions for improved navigational safety The VMA has been a regular advocate for this funding annually

CONGRESSIONAL LEGISLATIVE PACKAGES HOW WILL THEY ASSIST VIRGINIArsquoS PORT PROJECTS

GRANT AWARDED TO JAMES RIVER EXPANSION PROJECT MARAD has announced that $75 million in grants is awarded to nine marine highway projects including $189840 granted to the James River Expansion Project The grant will allow for the purchase of equipment designed to provide a more efficient barge service operation

The federal grant will be matched with $47460 from the Virginia Port Authority (VPA) to purchase a large portable generator capable of providing continuous power to multiple refrigerated containers during transit four large steel bins used for storing equipment used to secure containers and a specialized rack for storing and transporting the steel bins The rack will make it possible to offload the bins all at once cutting down on the 40-minute offload time it used to take During that offload containers cannot be lifted

ldquoThere is high demand for reefer service to RMT and the addition of this power pack [generator] will enable the port to meet the needs of the cargo owners using the bargerdquo said John Reinhart the Port Authorityrsquos CEO and Executive Director ldquoWe now have refrigerated capacity on both barges which is important to the owners of cold cargo and to the growth of our reefer businessrdquo

ASSOCIATION IN ACTION

COMMITTEE UPDATES

Novemberrsquos elections resulted in the Democratic party seizing control of the General Assembly and a new political power dynamic in Virginia VMA has always advocated for industry interests in a non-partisan fashion and is better positioned to work with this legislature than most other business organizations December presented several opportunities to meet with key legislators prior to the January 8 start of the 2020 General Assembly legislative session under Democratic control and new leadership Time was also spent in Washington DC visiting with several members of Congress representing states whose businesses rely on the Port of Virginia as their gateway to international markets VMA is working to build broad support in Congress for federal funds for dredging

Workforce development is an important consideration for the industry and a focus area of VMA VMA continues to be involved with the advisory panel for the City of Hampton Public Schoolsrsquo new Academy for Transportation Analytics Information and Logistics (TRAIL) including participating in its December meeting reviewing progress and curriculum VMA also continued contributing strategic advice to the Maritime Industrial Base Ecosystem (MIBE) which is a still young Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component

Chaired by VMArsquos David White the Virginia Harbor Safety Committee met in December The agenda included implementation of a strategic plan cold weather safety and updates and discussion

about major waterway projects Updates were also provided on efforts to improve collaboration and coordination around port recovery and a waterways management assessment of the James River

The Association continues working to promote economic and industry development With VMArsquos support the Old Dominion University Open Seas Institute for Innovation and Entrepreneurship opened in August as a liaison between ODU the community and industry to advance innovation and entrepreneurship initiatives in the maritime industry VMA served on the steering committee participating in its December meeting VMA also participated in the December meeting of the ODU Economic Development Catalyst Task Force which includes both community and ODU leaders and is focusing on two areas critical to the regionrsquos growth and job creation - the tech talenthigh demand talent pipeline and university intellectual property commercializationnew business formations

VMA participated in the December meeting of the Freight Transportation Advisory Committee (FTAC) of the Hampton Roads Transportation Planning Organization (HRTPO) FTAC ensures freight interests are considered by the regional organization that approves and prioritizes regional transportation projects The agenda included discussions about the port reservation system an express lanes network fiscal year 2021 freight planning tasks and potential amendments to the FTAC bylaws

AWARDS (DEC 20) The committee reviewed and agreed on guidance to be established for bestowing an individual with Honorary Lifetime Membership which would be recommended for Board approval The committee also discussed recognitions to be part of VMA centennial celebrations

COMMUNICATIONS amp OUTREACH (DEC 10) It was reported that dredging efforts had begun and that federal funding for the project was pending Congress passing an Appropriations Bill Kemper Consulting provided an update on the Leadership amp Committee Assignments for the upcoming General Assembly and there was an overview of potential issues for the upcoming Session

including ldquoRight to Workrdquo Dual Jurisdiction and environmental-related legislation There was also an overview of issues that the Port Authority was interested in to include gas tax I-81 funding mechanisms Richmond regional tax for transportation projects and the Long Bridge rail project in northern Virginia Finally there was a robust discussion on offshore wind

VMA2020 (DEC 16) The committee reviewed updates to the VMA2020 event programming including the anniversary reception in February as well as the mural review (targeted completion for April) Updates on the budget and new sponsors were also reviewed

CHAPTER UPDATESSOUTHERN CHAPTER | A membership briefing will be held by VMArsquos Southern Chapter on January 31 at the Institute for Advanced Learning and Research in Danville VA The briefing will address New Cargo Safety Requirements presented by George Rudy Branch Chief CTPAT of US Customs and Border Protection

Congress released two legislative packages last month (December 2019) that included many port-related programs The first a spending bill makes significant funds available for port infrastructure development investments in multimodal transportation and includes verbiage to ensure timely inspection of goods through the nationrsquos ports

Army Corps of Engineers

Coastal Navigation - $276B These funds broadly cover several USACE items within the port

Harbor Maintenance Trust Fund - $163B These funds pay for operation amp maintenance dredging in our channels and the Craney Island Eastward expansion

Construction - $112B (includes the Regional Dredging Demonstration program funding for $37765) These are the funds our port is competing for related to our deepening and widening project

Donor and Energy Transfer - $50M As a qualifying Energy Transfer port wersquore expecting to receive a portion of the funding The VMA has been a regular advocate for this funding annually with an increased focus on construction funding in 2019

Department of Transportation

Better Utilizing Investments to Leverage Development (BUILD) Transportation Program (formerly TIGER) ndash $1 billion This program funded the NIT North Gate expansion and is the current award for the VIP expansion

Maritime Administration

Port Infrastructure Development Program ndash $225 million PIDP funds will be made available for a number of purposes including gate improvements road and rail improvements both within and connecting to ports berth improvements cargo operations improvements and in utilities necessary for safe operations (or any combination of these purposes) A larger share of these funds $200 million is set aside for coastal seaports or Great Lakes ports

Our port has a pending application from the first round of this program for an NIT Central Railyard expansion

US Department of Homeland Security

Port Security Grant Program (PSGP) ndash $100 million Our port applies for and receives funds from this program annually for various security improvements

Customs and Border Protection (CBP) ndash $104 million Specifically for hiring additional up to 610 CBP officers and agriculture specialists This funding increases the amount of officers at our ports improves cargo efficiency while bolstering national security The VMA has been a regular advocate for this funding annually

Environmental Protection Agency

Diesel Emissions Reduction Grants ndash $87 million Our port has used this program in the past to support the Green Operator program as well as to replace diesel-fueled container handling equipment with electric hybrids The VMA has been a regular advocate for this funding when applied for

National Oceanographic and Atmospheric Administration

Physical Oceanographic Real-Time System (PORTS) Program ndash No Less Than $625 million This funding helps maintain an array of metocean data sensors in our port (tides currents wind speed and direction etc) providing our vessel pilots real-time conditions for improved navigational safety The VMA has been a regular advocate for this funding annually

CONGRESSIONAL LEGISLATIVE PACKAGES HOW WILL THEY ASSIST VIRGINIArsquoS PORT PROJECTS

GRANT AWARDED TO JAMES RIVER EXPANSION PROJECT MARAD has announced that $75 million in grants is awarded to nine marine highway projects including $189840 granted to the James River Expansion Project The grant will allow for the purchase of equipment designed to provide a more efficient barge service operation

The federal grant will be matched with $47460 from the Virginia Port Authority (VPA) to purchase a large portable generator capable of providing continuous power to multiple refrigerated containers during transit four large steel bins used for storing equipment used to secure containers and a specialized rack for storing and transporting the steel bins The rack will make it possible to offload the bins all at once cutting down on the 40-minute offload time it used to take During that offload containers cannot be lifted

ldquoThere is high demand for reefer service to RMT and the addition of this power pack [generator] will enable the port to meet the needs of the cargo owners using the bargerdquo said John Reinhart the Port Authorityrsquos CEO and Executive Director ldquoWe now have refrigerated capacity on both barges which is important to the owners of cold cargo and to the growth of our reefer businessrdquo

COMMITTEE UPDATES

Novemberrsquos elections resulted in the Democratic party seizing control of the General Assembly and a new political power dynamic in Virginia VMA has always advocated for industry interests in a non-partisan fashion and is better positioned to work with this legislature than most other business organizations December presented several opportunities to meet with key legislators prior to the January 8 start of the 2020 General Assembly legislative session under Democratic control and new leadership Time was also spent in Washington DC visiting with several members of Congress representing states whose businesses rely on the Port of Virginia as their gateway to international markets VMA is working to build broad support in Congress for federal funds for dredging

Workforce development is an important consideration for the industry and a focus area of VMA VMA continues to be involved with the advisory panel for the City of Hampton Public Schoolsrsquo new Academy for Transportation Analytics Information and Logistics (TRAIL) including participating in its December meeting reviewing progress and curriculum VMA also continued contributing strategic advice to the Maritime Industrial Base Ecosystem (MIBE) which is a still young Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component

Chaired by VMArsquos David White the Virginia Harbor Safety Committee met in December The agenda included implementation of a strategic plan cold weather safety and updates and discussion

about major waterway projects Updates were also provided on efforts to improve collaboration and coordination around port recovery and a waterways management assessment of the James River

The Association continues working to promote economic and industry development With VMArsquos support the Old Dominion University Open Seas Institute for Innovation and Entrepreneurship opened in August as a liaison between ODU the community and industry to advance innovation and entrepreneurship initiatives in the maritime industry VMA served on the steering committee participating in its December meeting VMA also participated in the December meeting of the ODU Economic Development Catalyst Task Force which includes both community and ODU leaders and is focusing on two areas critical to the regionrsquos growth and job creation - the tech talenthigh demand talent pipeline and university intellectual property commercializationnew business formations

VMA participated in the December meeting of the Freight Transportation Advisory Committee (FTAC) of the Hampton Roads Transportation Planning Organization (HRTPO) FTAC ensures freight interests are considered by the regional organization that approves and prioritizes regional transportation projects The agenda included discussions about the port reservation system an express lanes network fiscal year 2021 freight planning tasks and potential amendments to the FTAC bylaws

AWARDS (DEC 20) The committee reviewed and agreed on guidance to be established for bestowing an individual with Honorary Lifetime Membership which would be recommended for Board approval The committee also discussed recognitions to be part of VMA centennial celebrations

COMMUNICATIONS amp OUTREACH (DEC 10) It was reported that dredging efforts had begun and that federal funding for the project was pending Congress passing an Appropriations Bill Kemper Consulting provided an update on the Leadership amp Committee Assignments for the upcoming General Assembly and there was an overview of potential issues for the upcoming Session

including ldquoRight to Workrdquo Dual Jurisdiction and environmental-related legislation There was also an overview of issues that the Port Authority was interested in to include gas tax I-81 funding mechanisms Richmond regional tax for transportation projects and the Long Bridge rail project in northern Virginia Finally there was a robust discussion on offshore wind

VMA2020 (DEC 16) The committee reviewed updates to the VMA2020 event programming including the anniversary reception in February as well as the mural review (targeted completion for April) Updates on the budget and new sponsors were also reviewed

CHAPTER UPDATESSOUTHERN CHAPTER | A membership briefing will be held by VMArsquos Southern Chapter on January 31 at the Institute for Advanced Learning and Research in Danville VA The briefing will address New Cargo Safety Requirements presented by George Rudy Branch Chief CTPAT of US Customs and Border Protection

ASSOCIATION IN ACTION

COMMITTEE UPDATES

Novemberrsquos elections resulted in the Democratic party seizing control of the General Assembly and a new political power dynamic in Virginia VMA has always advocated for industry interests in a non-partisan fashion and is better positioned to work with this legislature than most other business organizations December presented several opportunities to meet with key legislators prior to the January 8 start of the 2020 General Assembly legislative session under Democratic control and new leadership Time was also spent in Washington DC visiting with several members of Congress representing states whose businesses rely on the Port of Virginia as their gateway to international markets VMA is working to build broad support in Congress for federal funds for dredging

Workforce development is an important consideration for the industry and a focus area of VMA VMA continues to be involved with the advisory panel for the City of Hampton Public Schoolsrsquo new Academy for Transportation Analytics Information and Logistics (TRAIL) including participating in its December meeting reviewing progress and curriculum VMA also continued contributing strategic advice to the Maritime Industrial Base Ecosystem (MIBE) which is a still young Department of Defense funded program to strengthen the regionrsquos maritime industrial base in support of a growing US Navy fleet of ships with workforce being a primary component

Chaired by VMArsquos David White the Virginia Harbor Safety Committee met in December The agenda included implementation of a strategic plan cold weather safety and updates and discussion

about major waterway projects Updates were also provided on efforts to improve collaboration and coordination around port recovery and a waterways management assessment of the James River

The Association continues working to promote economic and industry development With VMArsquos support the Old Dominion University Open Seas Institute for Innovation and Entrepreneurship opened in August as a liaison between ODU the community and industry to advance innovation and entrepreneurship initiatives in the maritime industry VMA served on the steering committee participating in its December meeting VMA also participated in the December meeting of the ODU Economic Development Catalyst Task Force which includes both community and ODU leaders and is focusing on two areas critical to the regionrsquos growth and job creation - the tech talenthigh demand talent pipeline and university intellectual property commercializationnew business formations

VMA participated in the December meeting of the Freight Transportation Advisory Committee (FTAC) of the Hampton Roads Transportation Planning Organization (HRTPO) FTAC ensures freight interests are considered by the regional organization that approves and prioritizes regional transportation projects The agenda included discussions about the port reservation system an express lanes network fiscal year 2021 freight planning tasks and potential amendments to the FTAC bylaws

AWARDS (DEC 20) The committee reviewed and agreed on guidance to be established for bestowing an individual with Honorary Lifetime Membership which would be recommended for Board approval The committee also discussed recognitions to be part of VMA centennial celebrations

COMMUNICATIONS amp OUTREACH (DEC 10) It was reported that dredging efforts had begun and that federal funding for the project was pending Congress passing an Appropriations Bill Kemper Consulting provided an update on the Leadership amp Committee Assignments for the upcoming General Assembly and there was an overview of potential issues for the upcoming Session

including ldquoRight to Workrdquo Dual Jurisdiction and environmental-related legislation There was also an overview of issues that the Port Authority was interested in to include gas tax I-81 funding mechanisms Richmond regional tax for transportation projects and the Long Bridge rail project in northern Virginia Finally there was a robust discussion on offshore wind

VMA2020 (DEC 16) The committee reviewed updates to the VMA2020 event programming including the anniversary reception in February as well as the mural review (targeted completion for April) Updates on the budget and new sponsors were also reviewed

CHAPTER UPDATESSOUTHERN CHAPTER | A membership briefing will be held by VMArsquos Southern Chapter on January 31 at the Institute for Advanced Learning and Research in Danville VA The briefing will address New Cargo Safety Requirements presented by George Rudy Branch Chief CTPAT of US Customs and Border Protection

Customs Trade Partnership Against Terrorism (CTPAT) has expanded its requirements in the application and validation of

cargo and handling security practices Learn about the CTPAT program and the revised CTPAT Minimum Security Criteria seaport examination process and CTPAT application process
