VDOT’s Operations Program
• A core part of VDOT’s mission to
plan, deliver, operate and maintain a
world-class transportation system
• Program is focused on the user/driver
to maximize system reliability and
maintain system access
• Program consists of statewide
policy/planning/guidance and 5
operating regions
• Transportation Operations Centers
(TOC’s) in Hampton Roads, NOVA,
Richmond, Salem and Staunton
• Provides information and situational
awareness to VDOT management
and public

FY 15 Business Plan – Statewide
3.1.1 – Develop an integrated approach to improve travel time on these
corridors that incorporates HOV/Express lanes, parallel arterial routes, real-
time travel information and increased multi-modal options to include park and
ride facilities, transit and rail through local coordination and key providers by
July 1, 2015
3.1.2 – Develop engineering plans to provide additional traffic monitoring in
urban areas, provide message signs at key decision points, and improve
arterial operations using Smart Roadway Technology funding by July 1, 2015.
3.1.3 – Apply advanced traffic signalization technologies and resources,
including expansion of Adaptive Signal Control Technology and broadband
communications to support real-time monitoring/control from the Traffic
Operations Centers by July 1, 2015.
3.2.1 – Implement the Strategic Highway Research Program 2 (SHRP2)
training program with other agencies and first responders for agency
response personnel and contractors, who respond to Interstate incidents,
using SHRP2 Multi-Disciplinary Traffic Incident Management by July 1, 2015.

Fiber Optic Resource Sharing
• Currently have agreements with 16 providers,
with access to 3,200 miles of fiber
• Discussions underway with 5 providers for
additional fiber routes
• Effort underway to connect 43 devices to
fiber backbone between NOVA and Richmond
• In FY 16, will identify freeway and arterial
network expansions through

• Plan to upgrade fiber backbone to 10Gbps

Connected Vehicle Efforts in FY15/FY16
• VDOT continues to lead the Connected Vehicle Pooled Fund Study (PFS)
• Phase III of the CV PFS will be initiated in FY16
• VDOT’s existing CV Test Bed in Fairfax will be expanded to align with
the I-66 Active Traffic Management (ATM) Project limits
– Additional 25 roadside units (RSEs) between Vienna and Gainesville (25 miles)
– VTTI will recruit and equip vehicles that regularly travel through the I-66 Test Bed
