I write merely to acknowledge the receipt
of your letter of the 17th inst.with record of your services
enclosed, as stated, and to say that I will be glad to
favor in every way I can either the special bill that
Senator Ssirbanks has introduced in your behalf, or a
general measure applying to you and other officers similarly
situated. The general subject is one that has given the
Committee a great deal of trouble on account of the great
diversity of opinions as to what should be done,but we are
hoping that either at this session or the next we can agree
upon a measure that will work out equitable and just results
