PROCEDURE FOR ENTRANCE EXAMINATION AND SELECTION OF CANDIDATES FOR DM/MCh SUPERSPECIALITY COURSES AT

MEDICAL COLLEGES/INSTITUTIONS IN SOUTH GUJARAT 2010 1. PREAMBLE: Veer Narmad South Gujarat University, Surat will conduct such entrance examination (SSCET) through Superspeciality Examination Board From 2010 as per the court directives. The merit list of this entrance examination will be utilized for selecting candidates for admission to all DM & MCh Superspeciality courses at the Medical colleges/ Institutions attached/ affiliated to the Veer Narmad South Gujarat University, Surat. The Veer Narmad South Gujarat University, Surat is declared as the Competent Authority for conducting SSCET 2010 and selection of candidates for admission to various MCh Superspeciality courses for the academic year 2010. It is perceived that to become a Super specialist, one needs to be a good generalist. Hence this entrance examination gives a fair chance to all eligible generalists to compete for the coveted seats. The entrance examination will be in the form of multiple - choice questions (MCQs). The answer paper will be scanned and data response generated will be assessed with the help of computer software to generate the marks and merit. The chances of error in this assessment system are nil. The admissions will be done on the basis of MERIT in SSCET examination. The brochure for SSCET-2010 contains a single application form for entrance examination as well as for admission to various DM & MCh Superspeciality Courses subject to eligibility criteria. It also contains procedure for admission, process of selection, number of seats available and the names of institutes where these courses are conducted. These procedures are compact, specific and self-explanatory. These procedures are applicable to the seats available for the year 2010. No promise is implied therein for subsequent year(s) and no expectations be based on these procedures for future. 2. THE COMPETENT AUTHORITY: The Veer Narmad South Gujarat University, Surat is the Competent Authority for SSCET-2010 & for selection of candidates for DM/MCh Superspeciality courses conducted at various Medical Colleges/ Institutions affiliated with it. The Competent Authority will supervise and control the selection process by implementing the procedures through SSCET 2010 Cell. The Competent Authority will issue the necessary instructions for implementing these procedures and will declare the time-table of the selection process. The power of interpretation of procedures rests with the Competent Authority and the decisions shall be final and binding. 3. CONDUCT OF SSCET 2010: The Veer Narmad South Gujarat University, Surat is the Competent Authority for SSCET 2010. 3.1 Candidates should go through the contents of this brochure carefully to acquaint themselves with the provisions laid down and the procedures prescribed thereto. 3.2 SSCET 2010 will be conducted at Surat. This examination will consist of a one question paper of 200 Multiple Choice Questions, each carrying one mark. The distribution of MCQ’s is as follows:

The candidate is expected to attempt all questions. The candidate has to select the single best answer option for each question. Out of 4 circles provided for selection of answer against a question, the candidate has to fill only one circle with black ink ball point pen. Each correct answer will be given 1 (One) mark. There shall be One Fourth (1/4th) negative marking for wrong answers. Scratching, overwriting, tick markings or multiple answers will be considered as wrong answers. 3.3 Duration of paper will be of 3 hours. Medium of examination will be English. 3.4 Schedule of SSCET 2010: 3.4.1 No candidate will be allowed to appear for the examination unless he/she holds an Admit Card and Receipt-cum-Identity card issued by the Competent Authority. 3.4.2 The Entrance Examination will be conducted on 23/05/2010. 3.4.3 Time of Examination is 10 a.m. to 1.00 p.m. The time of reporting by the candidate at the examination hall shall be 9.30 a.m. 3.4.4 All eligible candidates are required to take SSCET 2010 at their own cost.

Page 4 of 18 4. ELIGIBILITY: A candidate will be eligible for SSCET 2010 and for selection/admission to a course In Superspeciality by fulfilling following conditions.

Surgical Oncology MS (Surgery) / MS (ENT) / MS (Ortho) / MD (Ob. & Gy.) 4.3 The candidate must be an Indian national. 4.4 The candidate must be medically fit. 4.5 The candidate must possess recognized postgraduate degree MD/MS (or its equivalent) from a medical college recognized by MCI. The candidates who have appeared and completed MD/MS or equivalent examinations are also eligible to submit application forms. However, they will be considered for selection, on production of passing certificate on the date of counseling. 4.6 A permanent Gujarat Medical Council (GMC)/State Medical Council/MCI registration is a precondition for appearing for SSCET 2010 and its proof should be submitted. 4.7 The minimum percentage of marks secured by the candidates in the SSCET 2010 for the purpose of eligibility for admission to Superspeciality courses shall be 50% for all the candidates. 4.8 Candidates who have passed any qualifying examination as stated in Regulation No.2 above other than the Veer Narmad South Gujarat University shall obtain an Eligibility Certificate from this University by remitting the prescribed fees along with the application form and required documents before seeking admission to any one of the affiliated medical institutions. The application form is available in the University Website.

Page 5 of 18 4.9 DURATION OF THE COURSE a) The duration of certified study and training for the D.M/M.Ch Post Graduate Higher Speciality Degree Courses shall be three completed years (including the period of examination) (i.e. completed six academic terms of six months each after obtaining MD/MS degree or equivalent recognized qualification in the required subject.) b) No exemption shall be given from this period of study and training for any other experience gained prior to the admission of the course. 4.10 DURATION OF COMPLETION OF THE COURSE The duration for completion of the course is double the duration of the course (i.e.) 6/10 years (as the case may be) to pass the examination, from the date of joining the course; otherwise he/she has to get fresh admission. * Note: Diplomate in National Board holders shall be considered as equivalent on par with Post Graduate Degree courses of the University. 5. INFORMATION BROCHURE AND APPLICATION FORM: 5.1 The information Brochure and the Application Form will be available for sale at the Veer Narmad South Gujarat University, Surat, Office, from 15/ 04/2010 to 30/04/2010 excluding Sundays and Government Holidays. The cost of application form along with the information Brochure of SSCET 2010 and the examination fee is Rs.2000/- to be payable by Cash / Demand Draft / Pay Order of any scheduled commercial bank drawn in favor of the “The Veer Narmad South Gujarat University, Surat” Payable at Surat. This amount is not refundable. Brochure and the application forms will not be issued /sent by Post/Courier. Brochure and the application forms can be downloaded from the Website of “http:// www.vnsgu.ac.in. This should be followed by Demand draft by post/ courier along with two self addressed and Rs.25 stamp affixed envelopes. 5.2 Application form complete in all respects will be accepted in person at the above centers from 15/04/2010 to 01/05/2010 during office hours. Application forms sent through courier / Post will be accepted. Candidates are instructed to enclose two self addressed and Rs.25 stamp affixed envelopes with the application format the time of submission. 5.2.1 Candidate should keep one Xerox copy of his/her Application Form (duly filled in) for future reference. 5.2.2 The Receipt cum Identity Card will be issued at the time of acceptance of the form. The candidate is required to preserve the Receipt cum Identity Card for all future references. 5.2.3 No Original Certificates or attested photocopies are required to be submitted along with the application form. However all original certificates should be shown at the time of submission of the application form. Admit card: 5.2.4 The Admit card will be issued from The Veer Narmad South Gujarat University, Surat office, CET Cell from 11/05/ 2010 onwards during office hours. 5.2.5 Issue of admit card is just an enabling provision for appearing for SSCET and does not imply that the candidate satisfies all the requirements of eligibility conditions for admission. 5.2.6 In case of loss of admit card, it shall be obligatory on the part of candidate to procure duplicate admit card from the Veer Narmad South Gujarat University, Surat Office, CET Cell, Surat. On the day of examination the duplicate Admit Card will given at the examination centre not later than one hour before the commencement of examination. Duplicate Admit Card will be issued only on production of Receipt-cum-Identity card/sufficient evidence to prove that he/she is the genuine/bonafide candidate. 5.2.7 The candidate shall submit only one application form. Submission of more than one form will disqualify the candidate. 6. PREPARATION OF MERIT LIST: The Merit list shall be prepared on the basis of descending order of marks obtained at SSCET 2010. 6.1 BASIS OF SELECTION Marks obtained by the candidate at the SSCET 2010 will form the basis of selection. 6.2 TIE-BREAKERS In case of equal marks at SSCET the following procedure shall be adopted for deciding inter-se merit: First Level: A candidate with lesser number of attempts at MD/MS examination shall be preferred. Page 6 of 18 Second Level: A candidate with lesser number of attempts at final MBBS examination shall be preferred. If the tie still persists, then; Third Level: A candidate passing with higher percentage of marks (excluding grace marks) of final MBBS examination shall be preferred. If the tie still persists, then. Fourth Level: An older candidate shall be preferred over a younger candidate. 6.3 DECLARATION OF RESULT: 6.3.1 The Competent Authority shall conduct SSCET, evaluate the answer-sheets and prepare the separate Merit Lists for DM and M.Ch. 6.3.2 The Competent Authority will prepare a state merit list indicating Merit List number, Name, marks scored by the candidate. The same will be made available on the Website of “http:// www.vnsgu.ac.in” 6.3.3 The statement of marks of the candidate will be issued from VNSGU office by post on 09/6/2010. 6.3.4 In case of any typographical error in Mark sheet/Merit List, available on website E.g. name, age, sex, etc., representation should be submitted to the Competent Authority within 7 days from the date of declaration of Merit List. 6.3.5 The candidate who wants duplicate Mark-sheet will have to apply to the Competent Authority with prescribed fees of Rs.200/- (Rupees Two Hundred only) which should be paid by Cash/Demand Draft drawn on any Scheduled Commercial Bank in favor of “Veer Narmad South Gujarat University, Surat” payable at Surat. 6.3.6 There will be no rechecking / revaluation of the answer sheets. However the candidate can apply for verification of marks to the Competent Authority by 17/06/2010 in prescribed form (Annexure ‘F’) along with prescribed fees of Rs.1,000/- (Rupees One Thousand only) to be paid by Cash/Demand Draft drawn on any Scheduled Commercial Bank in favor of “Veer Narmad South Gujarat University, Surat ” payable at Surat. The candidate will be given photocopy of the answer sheet and model answer key after verification. 6.4 FINAL MERIT LIST: The Competent Authority will prepare a Final merit list after necessary corrections in the provisional merit list and the same shall be displayed on the website http:// www.vnsgu.ac.in. 7. SELECTION PROCESS: 7.1 The selection will be made on the basis of preferences given by a candidate. Specified number of eligible candidates as per Merit Number will be called for counseling and asked to fill the preference form. Counseling will be carried out at VNSGU OFFICE, Surat. Counseling sessions are not meant for instant seat allocation. During these sessions candidates are helped in exercising their preferences for various courses and the institutions. Seat allocation shall be made centrally at a later date on the basis of SSCET 2010 merit list and preferences exercised by the candidates. 7.2 Selection Process shall be as follows: 7.2.1 The preference form shall be made available to the candidate at the time of Counseling / Preference form filling. The candidate shall be allowed to submit only one preference form. 7.2.2 For filling of vacant seats after first round, same preference form will be considered and no separate preference form will be required to be filled by the candidate. 7.2.3 The candidates who have submitted preference form, but are not selected in the first round, are eligible for vacant seats filling round. 7.2.4 Based on preferences given, the seat will be allotted on merit and the allotment will be displayed on website of The Veer Narmad South Gujarat University, Surat, i.e. http:// www.vnsgu.ac.in 7.3 Documents: The candidates must produce original certificates at the time of filling the Preference form / Counseling and a set of attested photocopy of each of the document, as per the list given on backside of front page. 7.4 The registration once granted is valid only if the teacher and the Dean are satisfied about regularity, diligent persuasion of studies by the student as well as good conduct. 7.5 Candidate selected for admission shall be subject to disciplinary rules of VNSGU / Institution / Government and local authority. 7.6 A candidate selected for superspeciality course will not be allowed to change subject / college / institute / place; on mutual basis. 7.7 In case of dispute in the matter of allotment of seat / course / institution or any other matter pertaining to the provisional selection or cancellation of admission, the decision of the Competent Authority / Appellate Authority shall be final and binding. 7.8 Legal jurisdiction: All disputes pertaining to the conduct of examination and selection shall fall within the jurisdiction of Courts at Surat.

Page 7 of 18 8. PROCESS FOR FILLING VACANT SEATS: 8.1 After first round, the vacant seats will be filled in. For these seats the selected as well as not selected candidates who have filled the preference form are eligible, except for those who have filled "Status Retention Form". For this process SSCET 2010 the respective merit lists of DM and MCh will be operated from SML number 1 onwards. The candidate getting selected in the round will be considered for betterment in the subsequent selection process. Rs.1000/- will be deducted by the previous college from the tuition fees if there is shifting in subsequent selection process. The betterment herein means the higher preference exercised by the candidates. The shift in such betterment shall be compulsory and mandatory except for those who have filled "Status Retention Forms". 8.2 Status Retention of Admission: After selection in first/subsequent rounds, if the candidate desires to retain the same selection (subject & college) and does not want to take any further betterment, then he/she can do so by filling 'Status Retention Form' in the prescribed Performa given on page no. 15 within specified time period after selection which will be notified along with selection list. "Status Retention Form" is to be submitted to the Competent Authority through the college where he is admitted. However candidate should note that his name will be deleted from the further selection process for the academic year 2010. 8.3 The Competent Authority will display notification on website indicating the dates of subsequent selection process. The Competent Authority may conduct admission process to fill vacant seats as deemed fit, till 30/09/2010. . 8.4 The following candidates will not be held eligible for subsequent admission process. 8.4.1 Accepting registration in any round but not reporting to the college and / or not paying the fees. 8.4.2 Reporting to the college but not attending the residency programme regularly. 8.4.3 Unauthorized absentee during the residency. 8.4.4 Paying the fees but not attending the residency. 8.4.5 If the admission given by the Competent Authority is cancelled by the Dean/Director as a disciplinary action/defaulter. 8.4.6 If superspeciality registration given by the Competent Authority is resigned by the candidate. 8.4.7 Those who have submitted "Status Retention Form" 8.5 Candidates may resign on or before 13/9/2010, to be eligible for next SSCET-2011. 9. THE CONDITIONS TO BE SATISFIED BY CANDIDATE AFTER SELECTION: 9.1 A candidate will have to pay the prescribed fee (i.e. tuition + deposit + others). He/she should deposit all relevant original certificates / documents in the concerned institution. 9.2 The tuition fee will be Rs.18, 000/- per year (subject to revision by Govt. /appropriate authorities). 9.3 The candidate will have to work as a Resident, under the Residency scheme, prescribed vide GR No.MED-1059/2116/CR-10/96/EDU, dated 31st Jan. 1996. 9.4 All selected candidates will have to submit Cash/DD/Pay order drawn on any Scheduled Commercial Bank of Rs.650/- drawn in favor of “Veer Narmad South Gujarat University, SURAT, payable at Surat. 9.5 REGISTRATION OF CANDIDATES A candidate admitted in D.M/M.Ch Post graduate Higher Speciality degree courses in any of the affiliated Institutions of this University shall register his/her name in this University by submitting the prescribed application form for Registration duly filled in all respects along with the prescribed fee and a declaration in the format (as in Annexure I of the Regulations) to the Academic Officer of this University through the Head of the affiliated Institutions within 60 days from the cut-off date prescribed for admission. 9.6 RECOGNITION FEE Candidates who have passed the M.B.B.S Degree/Post graduate Degree from any other University shall remit a recognition fee as prescribed along with stipulated registration fees. 9.7 Stipend As the posts will be full time stipendiary resident posts, Monthly Stipend for full time resident doctor will be as per prevailing Govt. rules & regulations : (Subject to Revision by Govt. / Appropriate Authorities)

CANCELLATION AND REFUND: 10.1 Candidate who has confirmed his/her admission may cancel it by submitting an application to the concerned Dean. 10.2 Candidate canceling his/her admission on or before13/09/2010 will be held eligible for subsequent SSCET-2011. 10.3 Candidate canceling his/her admission after 13/09/2010 will not be eligible for subsequent two years for SSCET. 10.4 The procedure for refund of fees shall be as under 10.5 The refund shall be made by the respective institution after 3 months of receiving the application for the same. No correspondence shall be entertained by Competent Authority in this matter. 11. DISCIPLINE: 11.1 Any candidate / authorized representative or accompaniment is found obstructing the counseling and or admission process, trying to influence in unlawful manner/ creating nuisance, the candidate shall be liable for disqualification from the process of selection. The decision taken by the Competent Authority in this respect shall be final and binding. 11.2 All candidates selected for admission shall be subject to the disciplinary rules of the Institution, University and Government. 12. SERVICE BOND: (Subject to Revision by Govt. / Appropriate Authorities) 12.1 Candidates selected for Superspeciality Courses will be required to give a bond of the amount as stipulated by Govt. rules & regulations (supported by two sureties) to serve the Government of Gujarat or Local Self Government or Defense Services for a period of 3 years. If the candidate fails to render the services as stipulated above the full amount of bond will be recovered. 12.2 Candidate selected against a Superspeciality seat will be required to sign a bond for completion of Senior residency tenure, failing which he/she will be required to pay Rs.5 Lacs to the respective institution for the default (i.e. non completion of Senior residency tenure). However, this is not applicable to the candidates of SSCET 2010 resigning the Superspeciality registration on or before 13/09/2010. 12.3 If a candidate resigns the selection/ residency after 13/09/2010 then his/her original documents will not be returned unless he pays the penalty as per 12.2. The question papers and OMR (Optical Magnetic Reader) Answer Sheets are issued separately at the start of the examination. 3. Choice and sequence for attempting questions will be as per the convenience of the candidate. 4. Candidates must read all the instructions carefully 1. Read the instructions for filling up the application form given in the brochure. 2. Candidates must preserve the Receipt - cum - Identity - Card and Admit Card safely and bring the same to the examination hall and produce it on demand. 3. Candidate should occupy the seat in the examination hall 30 minutes before the commencement of the examination. 4. Details such as SSCET Seat Number, question paper booklet number and version code number must be entered carefully on the answer sheet. (Candidates should write SSCET seat number & the answer sheet number on the question booklet carefully). 5. No candidates will be allowed to leave the examination hall till the end of examination. 6. All entries on the answer sheet must be made only with Black Ink ball point pen. 7. Photograph on the application form, Admit Card and Authority letter (if required during selection process) should be taken from the same negative. 8. Please note that issue of Admit Card is just a provision for appearing in SSCET and does not imply that the candidate is eligible for admission. 9.
