a) Mr. Robert Kwong, Asst. County Counsel Presentation on Brown Act requirements, Roberts Rules of Order and Conflicts of interest. Ms. Maier asked a question about holding an offsite open meeting such as a location on the U.S. Navy property where the public is not allowed to attend. Mr. Kwong suggested recording the offsite meeting and disclosing the information gathered at the site visit to the Board at the next public meeting. The other option is to assign a subcommittee to attend the site visit, gather information and report back to the Board. Also, it is important to keep the group together during site visits.

5 Convene the Meeting of the Oxnard Cultural Heritage Board a) Landmark No. 161, 249 S F Street, Oxnard, CA. Certificate of Appropriateness, to

construct several outbuildings without the required permits, Project No. CH13-0009 Ms. Doner presented the staff report and the following recommended actions:

1. CONDUCT public hearing, hear testimony, and CONSIDER the staff

report; and 2. FIND the project proposal is consistent with the Standards and the

Cultural Heritage Ordinance and 3. Based on the preceding evidence and analysis, APPROVE a Certificate of

Appropriateness for the proposed project with any Board recommendations determined necessary to conform to the Standards.

Presentation of public speakers in favor of the recommended actions: Tim Chacon, property owner clarified that the small shed under the carport will be removed. OCHB Disclosures: None. OCHB Deliberation and Vote: Mr. Fernandez moved to approve the outbuildings except the one that will be removed. Mr. Kulwiec seconded. Motion passed 6-0.

5b) Landmark No. 161, 261 S F Street, Oxnard, CA. Certificate of Appropriateness to convert a detached utility room to an accessory habitable space and construct a trellis without the required permits, Project No. CH13-0010

Ms. Doner presented the staff report and the following recommended actions.

1. CONDUCT public hearing, hear testimony, and CONSIDER the staff report; and 2. FIND the project proposal is consistent with the Standards and the Cultural

Heritage Ordinance and 3. Based on the preceding evidence and analysis, APPROVE a Certificate of

Appropriateness for the proposed project with any Board recommendations determined necessary to conform to the Standards.

Presentation of public speakers in favor of the recommended actions: Kathleen Behrens, property owner, clarified that the garage door was removed and filled in with matching siding on the existing garage and this was the only change to the exterior of the garage. The window to the right of the garage door is an original window. OCHB Disclosures: None. OCHB Deliberation and Vote: Ms. Havens asked if the new structures would have an impact on the Mills Act Contract currently in place. CHB staff stated that there would be no impact. Ms. Havens motioned to approve the changes. Ms. Mikkelsen seconded the motion. Motion passed 6-0. Mr. John Kulwiec left the meeting at this time. Further research by staff determined that the exterior improvement of filling in the garage door (white painted siding area shown on Powerpoint photo) and the trellis were completed before the Mills Act Contract was approved.

5c) Landmark No. 100 – Justin Petit House, 730 S. B Street- Heritage Square, Oxnard, CA. Certificate of Appropriateness for Modifications to the Site’s Exterior with the Enlargement of the Existing Equipment Well, Project No.CH 13-0012

Ms. Doner presented the staff report and the following recommended actions:

Convene as the Ventura County Cultural Heritage Board

4b) Landmark No 95 (Pratt House/Casa Barranca), 1330 N. Foothill Road, Ojai, CA. Certificate of Appropriateness to remove non-historic outbuildings and construct a

new single family residence and attached garage. Project No. CH13-0007

Ms. Doner presented the staff report and the following recommended actions: 1. CONDUCT public hearing, hear testimony, and CONSIDER the staff report;

2. FIND the project proposal is consistent with the Standards and the Cultural

Heritage Ordinance and

3. Based on the preceding evidence and analysis, APPROVE a Certificate of Appropriateness for the proposed project with any Board recommendations determined necessary to conform to the Standards.

Staff discussed the following corrections to the Staff Report: Correct the 13.49 acre to 13.59 acre landmark designation. Correct statement that the fire pit is proposed as it is existing. Correct the location map to reflect the National Register listing area. Presentation of public speakers in favor of the recommended actions: Mark Whitman, project architect mentioned that the proposed location of the new dwelling will be slightly to the west per the architect. Mr. Whitman mentioned that the proposed siding would be linseed oil stained pine similar to the yoga studio siding. Finished materials on the proposed fireplace will be brick and predominately stone in to the fireplace. One tree is proposed to be removed. Staff mentioned that SBRA identified that the existing guest house and garage was built around the same time as the Pratt House and that both have a Greene and Greene style but no evidence of that.

VCCHB Deliberation and Vote: Chair Blum stated that the way the site is, with the oak trees and the terrain, the massing of the proposed building is much more appropriate and complimentary than the prior proposed two-story residence. Mr. Fernandez asked if the proposed house would get the benefit of the Mills Act Contract. Chair Blum asked staff to contact San Diego County to determine what they require for their Mills Act Contract and what the State law allows. Mr. Fernandez asked if you could see the proposed house from the Pratt House? Per the architect, terrain and trees would hide the proposed house from the Pratt House. Mr. Shorts expressed concern with the proposed house. Ms. Mikkelsen motion to continue the hearing so the Board could visit the site; the architect to provide story poles on site showing the height of the proposed building and renderings; and for staff to contact the Assessor’s office to determine the Mills Act Contract ramifications. Ms. Havens seconded the motion. Motion passed 5-0.

Ms. Doner presented the staff report and the following recommended actions:

affect the historic character are consistent with the Standards and the Cultural Heritage Ordinance and

3. Based on the preceding evidence and analysis, APPROVE a Certificate of Appropriateness for the proposed project.

Original one-car garage is in its original size per the property owner. The new garage is proposed to have a white aluminum 4 panel roll up door. Mr. Blum discussed his recommendation that the new garage’s front door facing the public street should be carriage doors. Further discussion arose that the new garage’s front door would not be seen from the public street. Mr. Fernandez motioned that the COA for the new garage be approved with the stipulation that the new sliding gate along the alleyway be made of solid wrought iron to

be located five feet from the proposed 16-foot garage door. Mr. Shorts seconded the motion. Motion passed 5-0.

4a) Oxnard 1981 Survey Area, 434 S E Street, Oxnard, CA, Certificate of Review for the

New Construction of a Two-Story Rear Dwelling and 4 Car Garage, Project No. CH13-0017

Ms. Doner presented the staff report and the following recommended actions:

1. CONDUCT public hearing, hear testimony, and CONSIDER the staff report; and

2. MAKE findings by motion as required by the Ordinance and based on the evidence presented, to provide approval or denial comments with recommendations to the owner, or provide other direction regarding the review.

OCHB Deliberation and Vote:

Mr. Kulwiec motioned that the existing residence’s single paned aluminum windows be replaced with wood double hung on all four sides and the proposed two-story residence provide thermal paned glass wood double hung windows, stucco exterior, articulate the building to some degree using rustication lines, cantilever the structure over the garage doors by 1.5 feet, and the pitch of the new roof be the same pitch as the existing house and the proposed facia match the existing building. Ms. Mikkelsen seconded the motion. Mr. Kulwiec amended his motion to add the following suggestions: Horizontal siding band below the stucco like a wainscot on the existing residence and place an overhang over the front door of the new proposed residence. Ms. Mikkelsen seconded the amended motion. Motion passed 5-0.

5. Convene the Meeting of the Ventura County Cultural Heritage Board

5a) Landmark No. 94 – Lathrop Camp, 19737 Maricopa Highway, Rose Valley. Certificate

of Appropriateness for the after the fact remodel of the existing green cabin, Project No. CH13-0016

Ms. Doner presented the staff report and the following recommended actions:

1. CONDUCT public hearing, HEAR testimony, and CONSIDER the staff report;

2. FIND that the improvements meet the requirements of the County Cultural Heritage Ordinance and the Secretary of Interior’s Standards and

Board members discussed the green cabin’s siding of T1-11 completed in the 1960s

according to staff’s information from the property owner. Mr. Fernandez motion to approve the green cabin remodel. Ms. Mikkelsen seconded the motion. Motion passed 5-0.

Ms. Doner presented the staff report and the following recommended actions:

1. CONDUCT public hearing, hear testimony, and CONSIDER the staff report; and 2. FIND the project proposal is consistent with the Standards and the Cultural Heritage

Ordinance and 3. Based on the preceding evidence and analysis, APPROVE a Certificate of

Appropriateness for the proposed project with any Board recommendations determined necessary to conform to the Standards.

Presentation of public speakers in favor of the recommended actions: Teresa Reese and David Bernstein, property owners FCHB's Disclosures: None. FCHB Deliberation and Vote: Board members had concerns with the proposed garage’s roof profile, the circular stairway proposed to access the garage’s rooftop deck and the room addition would eliminate light from the hall of Ebell clubhouse. Additional discussion arose regarding the proposed placement of a tandem parking garage versus a standard parking garage. Mr. Schafer and Mr. Kulwiec made the following comments:

1. Consider the placement of the proposed office/restroom as a separate detached building with a hip roof with the right similarities (match the pitch and materials)

as the existing clubhouse. The new addition should be structurally differentiated from the old structure;

2. No roof deck or staircase. 3. Allow light to come through the center portion of the clubhouse by moving the

office at least twelve feet to the east, and provide a nice courtyard patio between the office and the garage which would allow the option of maintaining three windows or two windows and a door to the outside. The design professional would have to figure out how to fit this “puzzle piece” onto the property;

4. Suggest the City use the California Historic Building Code to find solutions; and 5. The following was added by Mr. Fernandez: Suggest the owner have a

discussion with the City Planning Division staff to propose a simple carport (w/out a garage door) that would provide a gap of four feet between the structures to allow light to spill into the window lines of the clubhouse great hall as an option.

Mr. Kulwiec moved for approval for the above comments and direction. Mr. Fernandez seconded the motion. Motion passed 6-0.

seconded the motion. Motion passed 4-0. Ms. Mikkelsen abstained from the vote.

SUBJECT: Ojai Phase III Cultural Heritage Survey (1985) Site of Merit - 9028 Ojai-Santa Paula Road, Ojai. Request for a Conceptual Review of Proposed Single Family Residence. APPLICANT/OWNER: Loa E Bliss Trust 15 Locke Rd. Waban, MA 02468-1415 REQUEST: The property owners (Ms. Bliss and Mr. Gilbert) are requesting review and comment on the conceptual drawings for a new single family residence to be located on a property that is designated as a Site of Merit. LOCATION: 9028 Ojai-Santa Paula Rd., Ojai, CA APN 035-0-040-435 BACKGROUND: The property was documented in the 1985 Ojai Cultural Heritage Survey as the Captain Robinson Residence. Its use at the time was single family residence and ranch. The existing residence on the property was described as a 1870s wood frame farm house, irregular in shape, with a medium gable roof, constructed with board and batten on a raised wood foundation. It was noted that the house had been altered from the original several times; for example, originally there was a porch across the front which was enclosed by the extension of the living room. The brick and stone exterior chimney was built in the 1930s. A shed roof structure was added at some point (1940s). The Robinson family had donated a corner of their property for the first Upper Ojai Valley School in 1884. When the school was no longer used, after 1940, the small school teacher’s house was moved and added to the Robinson residence. The redwood barn built by Charles W. Robinson in the 1880s was severely deteriorated at the time of the 1985 Ojai Cultural Heritage Survey. It no longer stands and is not shown on the owners’ site plan.

The ranch and buildings are significant as the only ranch owned in the Upper Ojai by the original family - the Robinson Ranch. It was purchased, with the house already built, by Captain Richard Robinson in 1874. Robinson, a sea captain from Maine, had spent his life working for the wealthy shipping firm of Snow and Burgess. He retired to Ventura County and purchased close to 2,000 acres of land in the Santa Ana and Ojai Valleys. He lived in Ventura and let his son Charles Robinson live on this ranch and run it. They raised apricots, prunes and olives. To the east of this ranch lived Charles’ brother Richard Robinson, Jr. Various family members have lived on the ranch, adding to it over the years, and various crops have been raised including oranges. Helen Robinson, the mail carrier during the 1920s for the Upper Ojai, lived here for many years. Shirley Robinson Bliss lived there from 1952 until at least 1985 when the Ojai survey was conducted.

The property owners are requesting review and comment on conceptual drawings for a new single family residence, without a garage, located on a 103.29 acre lot. The proposed residence will be located approximately 300 feet away from the existing residence and approximately 1,650 feet from Ojai-Santa Paula Road. A grouping of oak trees will also separate the new and existing residences. The proposed residence will primarily be a single-story structure with a loft, designed in a contemporary style, and arranged in generally a linear fashion. It includes a combination of low-pitched gable and flat roofs, as well as a large amount of fenestration. The property owner states that the building footprint is approximately 4,000 square feet. The conceptual plans will be provided to the CHB for their review at the public hearing. Secretary of the Interior Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings (The Standards) and Ventura County Cultural Heritage Ordinance Provisions and Findings. The Standards are used to review this project and the Board's review must be based on consistency of the project with them. The Standards require that:

A property will be used as it was historically or be given a new use that requires minimal change to its distinctive materials, features, spaces, and spatial relationships.

The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided.

Each property will be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or elements from other historic properties, will not be undertaken.

New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment.

New additions and adjacent or related new construction will be undertaken in a such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired.
