1. Plan Overview
1.1 PurposeThe number one problem affecting the outcome of adisaster is poor management of the event. The purposeof this Disaster Operations Plan is to prevent injury, savelives, limit damage to the environment and property, andrestore business operations as soon as possible during orafter a disaster.
California’s Title 8 (Cal-OSHA’s General Industry SafetyOrder [GISO] §3221) requires each employer to developan “Emergency Action Plan” (EAP). This plan fulfills thatobligation.
The Ventura Regional Sanitation District (VRSD) is alsosignatory to the Standardized Emergency ManagementSystem (SEMS) with the Office of Emergency Services.Even though this plan is not intended to meet the re-quirements of the SEMS program, it is mentioned asreference only.
Finally, this plan is intended to be a “living document,”constantly evolving as equipment and processes changeand as regulations evolve in regards to acts of terrorismand sabotage.
1.2 ScopeThis Disaster Operations Plan is intended for use byVRSD personnel and local response agencies in dealingwith disaster situations which may arise involving theDistrict’s operations.
1.3 PolicyVentura Regional Sanitation District personnel shall betrained to respond to disasters within a limited scope. Atno time shall personnel put themselves in danger.Their duties are to control incidental releases of hazard-ous materials, fires, flooding, and other events for thepurpose of protecting personnel, property, and theenvironment.
This plan should not be enacted to deal with an emer-gency such as an accident, injury, fire or isolated eventthat does not have the potential to affect the entireorganization. It is the responsibility of the DisasterCoordinator to assess the situation and decide whether toactivate the Disaster Operations Plan.
Each employee must be familiar with the guidelines toensure proper actions are taken in a timely manner.
1.4 DefinitionFor the purposes of this Plan, a disaster is defined as anevent that has the potential to affect the entire operation,its personnel, equipment, and the entire community; forexample, an earthquake, flood, or other major event.
1.5 ResponsibilityThe General Manager is ultimately responsible to ensurethat the content of this plan is reviewed and trainedannually with all VRSD employees.
In the event of a disaster, Senior personnel are respon-sible to assist in the control of the incident by coordinat-ing the activities with VRSD personnel and other emer-gency crews and agencies as necessary.
This analysis can not cover every situation that couldarise. Therefore, it is imperative that responsible person-nel use good judgment when making an operational ordamage assessment.
1.5.1 Chain of CommandA chain of command has been established with clearlines of authority that may be different from theorganization’s customary chain of command, seePage 3.
1.5.2 Disaster Response TeamThe VRSD has established a Disaster Response Team(DRT) made up of the senior, most experienced operat-ing personnel with broad knowledge of District opera-tions, see Team Responsibility chart on Page 4. During adisaster, the Disaster Response Team is responsible to(1) assess damage, (2) mitigate further damage toequipment, buildings and environment, prevent potentialinjury to personnel; and (3) start the recovery process.
1.5.3 All Other Personnel
All personnel who are not assigned to the DisasterResponse Team shall follow instructions from theirimmediate supervisor. If ordered to evacuate, theyshould do so in an orderly fashion.

1.6 Operations Overview
The VRSD provides disposal of solid waste, the treat-ment of wastewater, and the delivery of potable water.The District serves 600,000 persons in Ventura County.The administrative offices are located at 1001 PartridgeDrive, Ventura, CA.
VRSD provides services to:
Eight cities:Camarillo, Fillmore, Ojai, Oxnard, PortHueneme, San Buenaventura, Santa Paula andThousand Oaks.
Nine special districts:Camarillo Sanitary, Camrosa Water, ChannelIslands Beach Community Services, MontalvoMunicipal Improvement, Ojai Valley Sanitary,Saticoy Sanitary, Triunfo Sanitation and VenturaCounty Waterworks Nos. 1 (Moorpark) and 16(Piru).

1.7 Disaster Vulnerability AnalysisAll facilities are vulnerable to some extent to any numberof disasters. This plan was developed by Senior opera-tors along with the consulting firm of Team Safety, Inc.Together, they have evaluated the potential harm topeople, property, and the environment from all types ofpotential disaster. Each facility was assessed for poten-tial fire hazards, potential for hazardous material release,water damage, computer damage, and environmentalexposures. Each site was photographed and criticalprocess equipment was identified. Then a plan of actionwas developed, as appropriate for each site.

2.1 Triunfo Sanitary District - Oak ParkWater Services2.1.1 OverviewVRSD operates and maintains the Oak Park WaterService located in the unincorporated areas NearAgoura. The Triunfro Sanitation District owns the OakPark Water Service and it has its own board of directors.The facilities operated and maintained by the districtinclude:
• Approximately 60 miles of potable water lines, fourpotable water storage tanks (4,660,000 gallons),three pump stations, and two booster stations for theresidents of Oak Park.
• VRSD bills and collects user fees for over 4,600meters to cover operational costs of the district.

2.1.2 Deerhill Office/Shop and Pump Station
The Deerhill Office/shop and Pump Station are locatedtogether near the cross streets of Doubletree Rd. andBishopwood Dr. The office and maintenance shop isopen 7:00 a.m. to 3:30 p.m., Monday through Friday.Two to three operators report to the office at 7:00 a.m.,then leave for the field. The buildings are constructed ofbrick.
This water pump station supplies water to the Deerhillwater storage tank which supplies 837 residences in theupper and lower Deerhill zone. At times, the Deerhilltank (see site map, page 8) also supplies 1550 resi-dences in the Conifer zones.

The Deerhill water tank can be isolated from the rest ofthe system using the Deerhill isolation valve. Close thisvalve to prevent water from draining out of the Deerhilltank if the system is damaged below the isolation valve.

The Lambourne Booster Station is located in Oak Parkat Upper Deerhill Zone. This walled booster pumpstation supplies boosted water pressure to approximately50 residences on Lambourne and the upper sections ofDeerhill and Balantine roads.

2.6 North Coast Lift StationsThe VRSD operates and maintains four lift stations thatserve the beach communities from Solimar Beach toMuscle Shoals. Waste water pumped from these liftstations travels south down the coast and is finallyprocessed at the City of Ventura Sanitation facility. Theselift stations are serviced by maintenance crews based atthe Montalvo site.

The Bailard Landfill and Coastal Flare are located Nearthe Santa Clara River bed off Victoria and at the corner ofVictoria and Gonzales streets in the city of Ventura. Theyare closed to public use; however, the facilities are stillsubject to environmental monitoring for ground waterwells, gas migration monitoring, surface gas monitoringand storm water run off.
The OMC building at the Bailard site, is the only structureon any of these sites that houses personnel. Fourpersonnel are permanently assigned.

The VRSD administrative office is located in leased spaceat 1001 Partridge Lane, Ventura, 93003. The facility isshared by other tenants and maintained by Ardent RealtyCo. (Ardent). Ardent is ultimately responsibile to assessvulnerability and damage to the building in the event of adisaster. Tenants are required to follow the ArdentEmergency Preparedness Plan, as necessary.
VRSD houses 23 full-time managerial, technical, andclerical staff at this location, including the principals of theDisaster Response Team (DRT). In the event of adisaster, the DRT is responsible to coordinate damageassessment for all District operations, and to ensure thesafe evacuation of administrative personnel if necessary.
