TheDepartmentisuniqueinthedegreetowhichitprovidesservices,facilitiesandopportunitiestopeopleacrosstheState,irrespectiveofage,gender,orindividualcircumstances.Over14.5millionpeoplevisitedourparklandsandstadiumsthisyear,and9.5millionpeoplevisitedSydneyOlympicPark.Inaddition,4.6millionpeoplevisitedthemajorculturalinstitutions,including235000studentsinbookedgroups.AcrossNSW,1.7millionvolunteersgave241millionhoursofservice.Weestimatethat,eachyear,CNSWhas50millioncustomercontacts,face-to-faceandonline.Westriveforexcellenceinallofthese.
OurDepartment’soverallaimistobuildsocialcapitalandcreatevibrant,sustainableandinclusivecommunities.Weworktoensurethatpeoplehavefacilitiestoenableparticipationandprogramstoencourageengagementinarts,sportandrecreation.Thelibraries,artsandculturalcentres,
stadiums,parks,sportsgroundsandamenitiesthatwesupportarecrucialtoourcities,townsandregionsinfrastructureandmakethemmuchmoreliveable.
CNSWgenerates37percentoftherevenuerequiredtoprovidetheservicesitoffers.Inaddition,theDepartmentdirectlycontributestotheState’seconomy.Theeventsandperformanceswesupportandtheheritageassetswemaintainareimportantdrawcards.Forexample,SydneyFestivalFirstNightbrought250000peopleintothecityin2010andgenerated$8.6millionforSydneyCBDbusinesses.
TheDepartmentsustainstheState’spositionasleadingAustraliainthecreativeindustries.Thesehavegrownattwicetherateofotherindustries,andtodayemploy50percentmorepeoplethanagricultureandasmanyasthefinancialservicessector.OurDepartmentiscommittedtoensuringthatdesign,filmandtheperformingandvisual
artscontinuetoflourish.Thedigitisationofcollectionsandthedevelopmentofsocialmediainmuseums,galleriesandtheStateLibraryofNSW,aremakingtheState’sculturalarchivesmoreaccessibletostudentsandthegeneralpublic.Awards,fellowships,andprizesrecogniseandrewardexcellence.SupportofartsandculturalorganisationsandtheirprogramsreinforcethereputationofSydneyandNSWasthe“creativehub”ofAustralia.
TheDepartmentisalsokeentodevelopprogramsaimedatyoungaudiences.Aparticularlysuccessfulinitiativein2009-10wasthePremier’sAdventureChallenge,whichgavefreeentrytoprimaryschoolchildrenduringdesignatedholidaysandatweekends.Thiswasenthusiasticallyembracedby69museumsandgalleriesacrossNSW.Over68,000passportswereissued,andinstitutionssawnewaudiencesandincreasesinattendance.

IampleasedtopresentthefirstannualreportforCNSW.TheformationoftheDepartmentinJuly2009broughttogetheragenciesanddivisionsthatfocusonservingthecommunity.Togetherweincreaseopportunitiestoparticipateinarts,culturalandrecreationprograms,accessourState’srichculturalheritageandenjoythefacilitiesprovidedbyourparksandstadiums.Atthesametime,weworktosupporttheinterestsofchildrenandyoungpeopleandregulatetheliquor,gaming,racingandcharityindustries.

Aswellasencouragingpeopletoparticipateincommunitylife,theDepartmentdevelopsspecificstrategiesforthosethatneedassistance.Bybringingtogetherkeystakeholdersandtakingaholisticapproach,weareworkingtoreducealcohol-relatedviolenceandantisocialbehaviourinfivepopularentertainmentprecincts.Ournewstrategy,HassleFreeNights,isalreadydemonstratingpositiveresults,withpracticalsolutionssuchasPrecinctLiquorAccordsandimprovedlatenighttransport.
Thisyear,wehavecontinuedtoensurethatWesternSydney–thefastestgrowingregionintheState,withtheyoungestandmostculturallydiversepopulation–hasaccesstothebestfacilitiesandservices.CapitalworksatWesternSydneyParklands,ParramattaParkandRouseHillHouseandFarmhavesignificantlyimprovedvisitorfacilities.Ourgrantsprogramsalsoprovidestrongsupporttosportsfacilities,artsandculturalorganisationsand
sport,recreationandartsprograms.
CNSWhasamajorroleinprotectingchildrenandyoungpeople.ThroughtheworkoftheChildren’sGuardianwepromotetheinterestsofchildreninout-of-homecare.TheCommissionforChildrenandYoungPeoplestrengthenedtheWorkingWithChildrenCheckprocessin2009-10.WorkingwiththeNSWYouthAdvisoryCouncilitalsoco-hostedaYouthHomelessnessForumtoidentifystrategiestopreventyoungpeoplefrombecominghomeless.
Finally,IampleasedtoincludethelastreportfortheWorldMastersGamesinourannualreport.Heldfrom10-18October2009,theGamesattracted28,091athletesin285eventsatover70venues.ThiswasamagnificentachievementbytheOrganisingCommittee,staffandvolunteers.ItdeservedlywonthepraiseofthePresidentoftheInternationalMastersGames
Association,whodescribedthemas“absolutelythebestgamesever”.Importantly,theGamesalsoput$60millionbackintotheeconomy.
Thishasbeenayearofsignificantreformsandchangeand,lookingbackatourworkduring2009-10,Iwouldparticularlyliketothankstafffortheircommitmenttoourcommonpurpose:ensuringvibrant,inclusiveandsustainablecommunitiesforthepeopleofNSW.

WhoweareThisisthefirstAnnualReportforCNSW,adepartmentthattouchesthelivesofalmostallresidentsofNewSouthWales,contributingtothewellbeingofdiversecommunitiesandthedevelopmentofchildrenandyoungpeople,particularlythroughsportandrecreationandartsandculture.TheDepartmentalsoworkstowardsachievingsafercommunitiesbyregulatingsectorssuchasliquor,gaming,charitableindustriesandchild-relatedemployment.
CreatedinJuly2009,CNSWismadeupof24agenciesanddivisions.ArtsNSW,theOfficeofLiquor,GamingandRacing,SportandRecreation,theOfficeofWesternSydney,theOfficeforVolunteeringandCorporateStrategyandServicesdivisionmakeupthecoreofCNSW.Someoftheotherportfolioagenciesarestatutoryauthorities,includingthreemajorStateparklands,threestadiumshostingStateandregionalsportingandentertainmentevents,andsixoftheState’smajorculturalinstitutions.CNSW’scoredivisionsarerepresentedin

OurDepartmentcontributestotheNSWStatePlanCNSWisamajorcontributortothedeliveryoftheNSWStatePlan.TheDepartmentisaleadagencyforkeytargetsundertheStatePlanpriority,‘Strongercommunities’,whichrecognisesthatparticipationandengagementimprovesourqualityoflifeandcontributestostrongersocialcohesionandincreasedharmony.By2016ourkeyprioritiesandtargetsundertheStatePlanareto:

OurgovernancemodelrecognisesthatwithintheDepartmentthereareareasofspecialisationaswellasmajorcommonalities.Threeinternalclustergroupsensurethatmechanismsareinplacetohelpusworktogethertoachieveourpriorities.

ArtsandCultureClusterTheArtsandCultureclusterrepresentsthemajorculturalinstitutionsinNewSouthWalesaswellastheprincipalartspolicyandfundingagency,ArtsNSW.Over4.6millionvisitsweremadetoourculturalinstitutionsin2009-10.AfurtheronemillionpeopleparticipatedinartsandculturaleventsinregionalNewSouthWales.Thecollectionsandbuildingsmanagedbytheculturalinstitutionsarevaluedatover$6.5billionandprovideauniquearchiveofourhistoryandcontemporaryculture.Inrecentyears,ArtsNSWandtheculturalinstitutionshavedevelopednewinitiativestostrengthenartsandculturalprogramsandfacilitiesinWesternSydneyandregionalNewSouthWales.
ArtsNSWsupportstheartssector,leadingpolicydevelopmentandprovidinggrantstoover250artsorganisationsacrosstheState.During2009-10thenewArtsFundingProgramwasfinalised,withover460projectssupported.ArtsNSW
encouragesparticipationintheartsandculture,supportinglargecommunityeventssuchastheSydneyFestival,whichattractedoveronemillionpeopleinJanuary2010,including250000peopletoitsFirstNightprograms.ArtsNSWalsotargetssomeactivitiesatparticulargroups,suchasencouragingprimaryschoolchildrentovisit69culturalvenuesinSydneyandregionalNewSouthWalesthroughinitiatingtheKidsAdventurePassport.RegionalArtsBoardsarefundedtosupportartsandcultureacrossNewSouthWales.FurtherinformationonArtsNSWcanbefoundinthereviewofoperationssection.
TheArtGalleryofNewSouthWalescollects,conserves,interpretsanddisplaysworksofart,withaspecialemphasisontheartistictraditionsofAustraliaanditsneighbouringregions.During2009-10,theGallerylaunchedaneweducationprogramforschoolstudentsandcontinueditsacquisitionofAustralianartworkforpublicdisplay.InMarch2010theGleesonO’KeefeFoundationprovided
fundsfortheGallerytoacquireagreatAustralianpainting–SidneyNolan’sFirst-class marksman,1946.ThisisanexceptionallyrareandimportantmasterpiecebyapaintercreditedwithrevolutionisingthewayweseetheAustralianlandscape.InApriltheNSWMinisterfortheArts,theHonVirginiaJudgeMP,launchedOpenGallery,aneweducationprogramforYear7VisualArtsstudentsandteachersthatencouragesongoingengagementwiththevisualarts.EachweekoneschoolspendsadayattheGalleryforfree,withatouroftheGallery’spermanentcollection,adiscussionandlunch.Thirtyschoolsayearwillparticipateoverthenextthreeyears.TheGalleryhasbeenactivelydevelopingmajornewexhibitionspacestoopenearlyin2011.Itisalsoprogrammingfutureexhibitions,which,overthenextfouryears,willbringsomeoftheworld’sgreatartworkstoNSWaudiences.

TheAustralianMuseumisAustralia’sleadingnaturalandculturalhistorymuseum.Ithasastrongregionalpresencethroughpartnershipsandoutreachprogramsandaimstoprovidegreateraccesstoitscollections,researchandprograms.TheMuseumpresentedavariedprogramofexhibitionsandpublicprogramsover2009-10,includingWildlife Photographer of the Year, Yiloga! Tiwi Footy, Alive!, Art of the PharaohsandBody-Pacifica.ItalsopublishedscientificcollectiondataontheinternetaspartoftheAtlasofLivingAustralia;andparticipatedintheBushBlitzprogram,Australia’slargestnaturediscoveryproject.Theenthusiasticpublicresponsetotheexhibitionprogramandtoscientificandculturalresourcesbeingmadeavailableonlinewasreflectedinvisitornumbers,withtheMuseumreceivingmorethan370000physicalvisitors,a16percentincreasefrom2008-09,andoverninemillionvirtualusersessions.
TheHistoricHousesTrustofNewSouthWalesmanagessitesofhistoricalandculturalimportancethattellastoryaboutthehistoryanddevelopmentofNewSouthWales.During2009-10,theTrustrestoredaschoolhouseanddevelopedaneweducationcentreatRouseHillHouseandFarm.Theschoolhouse,withitscarefullyrestoredinteriorandfurnishings,andreproductionsofteachingtextsandtools,willgivetoday’sstudentsauniqueinsightintolifeinthe1800s.Togetherwiththeeducationcentre,thiswillprovideamuch-neededfacilityinanareawithpreviouslylimitedculturalprovision.Itisexpectedtoreachupto200000studentsfromWesternSydney.TheTrustalsolaunchedthetravellingexhibitionBuilt for the Bush,withsome8000peoplevisitingtheexhibitionatAlburyCityLibraryMuseumandtheMuseumoftheRiverinainWaggaWagga.Eachvenueincorporatedtheircollectionsintothedisplay,resultinginahigh-qualityeducationalexperiencethatraisedawarenessofour
regionalheritage,andwonthe2010HeritageAwardforConservation.
TheMuseumofAppliedArtsandSciencescomprisesthePowerhouseMuseum,thePowerhouseDiscoveryCentreatCastleHill,theSydneyObservatoryandtheNSWMigrationHeritageCentre.TheMuseumadoptsinnovativeapproachestoexhibitionandprogramdevelopment,promotinganunderstandingoftherelationshipbetweenhumaningenuityandthedevelopmentoftechnology,andfocusingonpeoplewhoseideashavechangedthewaywelive.During2009-10innovativeexhibitionsincludedOdditoreum,acollaborationwithaward-winningchildren’sauthorShaunTan;andFrockstars,apartnershipbetweentheMuseumandIMGFashion.OnlineusagewasalsosignificantthroughtheMuseum’swebsite,Flickrcommons,blogsandotherwebinterfaces,withtwomillionvisitsrecordedtotheMuseum’sphotographiccollectiononFlickrcommonsalone.

TheStateLibraryofNewSouthWalescollectsandprovidesreferenceandresearchinformationservices.Itscollectionisvaluedatover$2billionandincludesbooks,maps,manuscripts,pictures,photographs,ephemera,journalsandrareobjects.In2009-10theMitchellLibrarycelebrateditscentenarywithaprogramdesignedtoincreaseaccesstotheLibrary’sservicesandresources.Anonlineexhibitiongavethepublicarareglimpseofournation’shistory,foundationdocumentsandobjects.TheLibraryworkedcloselywithanumberoforganisationstodelivertheprogram,includingotherStateculturalinstitutionssuchastheHistoricHousesTrustofNSW,theAustralianMuseumandtheMuseumofAppliedArtsandSciences.TheLibraryalsoestablishedaCommunityLearningServicesBranchtodevelop,deliverandevaluatehigh-quality,responsivelearningprogramsforK-12studentsandteachers,lifelonglearnersandchildrenandfamilies.Exhibitionvisitsincreasedsignificantly,withover100000peoplevisitingspecialexhibitions.
TheSydneyOperaHousestagesnearly1700performancesayear,withaudiencesofmorethan1.3million.Afurthersevenmillionpeoplevisitthesite.In2009-10theAccessibilityandWesternFoyersproject,fundedbya$38milliongrantfromtheNSWGovernment,wascompleted.InlinewiththeUtzondesignprinciples,thenewWesternFoyerspacenowcreativelyblendswiththeexternalcolonnadeandimprovesaccessibilityforallmembersofthecommunity.TheinauguralSydneyOperaHouseOpenDayattracted55000peopleandincludedliveentertainmentandfreetoursofthebuilding.LargenumbersofOperaHousestaffvolunteered,ensuringtheeventwasasuccess.OpenDaypartner,theNationalAustraliaBank,sponsoredentertainmentincludingperformancesbytheGondwanaNationalIndigenousChildren’sChoirandtheSydneyChildren’sChoir.

TheOfficeofLiquor,GamingandRacingimplementstheregulatoryframeworkandprovideslicensing,regulation,educationandinformationservicesfortheliquor,gaming,racingandcharityindustries,andcontributestothedevelopmentofrelatedindustriessuchaslivemusic,entertainment,tourismandhospitality.Majorachievementsfor2009-10includeleadingpolicyinitiativesformanagingantisocialbehaviourrelatingtolicensedpremises,implementingamendmentstotheliquorlawstoreducealcohol-relatedviolenceandantisocialbehaviourandplayingakeyroleinthesaleofNSWLotteries.
TheOfficeforVolunteeringmonitors,overseesandimplementstheNSWGovernment’sStatePlanvolunteeringcommitmentsandcoordinatescross-Governmentstrategiesandinitiativesthatsupportvolunteering.In2009-10theOfficeorganisedamajorforumonenvironmentalvolunteering,attractingmorethan150participantsfromover100Governmentagenciesandcommunityorganisations.TheforumenabledvolunteersandrelevantGovernmentandnon-governmentstafftofocusonkeyissuesinrecruitment,retention,trainingandmanagementofvolunteers.
TheOfficeofWesternSydneyprovidespolicyadviceandinformationtotheMinisterforWesternSydneyandassistsCNSWinthedeliveryofimprovedservicesandsupporttothisregion.During2009-10threeUrbanParksandOpenSpacesforumswereconvenedbytheOffice,enabling14WesternSydneycouncilsandotherstakeholderstodiscussrevitalisingparksintheregion.ThisisakeyconcerninWesternSydney,whereincreasedhousingandemploymentisleadingtosignificantpopulationgrowth.Throughtheforums,theOfficeenabledCouncilsandcommunitiestofocusoncreatingmoreuseableurbanspacesforactiverecreation.
TheCasino,LiquorandGamingControlAuthorityperformsregulatoryandotherdecision-makingfunctionsonbehalfoftheGovernmentforcasino,liquorandgamingmachinesandregisteredclubs,withthesupportoftheOfficeofLiquor,GamingandRacing.Itmaintainsandadministerssystemsforthelicensing,supervisionandcontrolofthecasino,andcontributestotheregulationofthesale,supplyandconsumptionofliquor.TheAuthorityalsofostersresponsibleconductinrelationtoalcoholandgambling,focusingonreducingtheharmassociatedwithabuseofalcoholandgamblingtopromotesafetyinthecommunity.
TheCommissionforChildrenandYoungPeoplemakesrecommendationsonlaws,policies,practicesandservicesthataffectchildrenandyoungpeople,conductschild-relatedresearchandmanagestheWorkingWithChildrenCheckprocessinNewSouthWales.Thisprocesswassignificantlystrengthenedin2009-10toensurethesafetyandwellbeingofchildren.Itprovidesapre-employmentcriminalhistorycheckforchild-relatedemployment.TheCommissionalsoco-hostedaYouthHomelessnessForuminpartnershipwiththeNSWYouthAdvisoryCouncil,helpingtoidentifyandpromotestrategiesandsolutionstopreventyoungpeoplebecominghomeless.Itwasauniqueandimportant

opportunityforyoungpeopleaffectedbyhomelessnesstohavetheirviewsheardbyGovernmentandthepeopleandorganisationsthatprovideservicesandsupporttothem.TheForumidentifiedinnovativepolicyresponsesaimedatbothpreventingandreducingyouthhomelessness.
TheCommunityRelationsCommissionforamulticulturalNewSouthWalesprovidesadvicetotheStateGovernmentonmulticulturalpolicy,supportscommunityactivitiesandofferstranslationservices.In2009-10,47000professionalinterpretingandtranslatingassignmentswereperformed.TheCommissionwasproactiveinworkingwithinternationalstudentsduringtheyear,coordinatingthePremier’sconsultations,organisingforumsanddevelopinginformationresources.Theseactionshelpedtosupportinternationalstudents,defusetensionsandfacilitatedialoguebetweenstudentsandtheStateGovernment.In2009,theCommissionbeganimplementingrecommendationsfromthe
reviewoftheEthnicAffairsPrioritiesStatementprogram.Thiswide-rangingreviewaffirmedandrevitalisedtheprogram,developinganewoutcomes-basedframeworkandimproveddatacollection.ThenameoftheprogramwaschangedtotheMulticulturalPoliciesandServicesProgramtobetterreflectitsintent,whichistoassistpeoplefromdifferentlinguistic,religious,racialandethnicbackgroundstoaccessandparticipateinrelevantactivitiesandprogramsadministeredbytheNSWGovernment.
TheChildren’sGuardianpromotesandsafeguardsthebestinterestsandrightsofchildrenandyoungpeoplebyregulatingtheprovisionofout-of-homecareandadoptionservices,andtheemploymentofchildrenundertheageof15inentertainment,exhibition,stillphotographyordoor-to-doorsales,orchildrenundertheageof16foranytypeofmodelling.In2009-10,TheChildren’sGuardianreviewedtheNSWOut-of-HomeCareStandardsandtheaccreditationofagenciesprovidingthisservice.Asa
result,theStandardshavebeenstreamlined,withcompliancenowassessedon-site,anincreasedfocusonoutcomesforchildrenandreducedduplicationandredtape.Theagencyalsodevelopedasecureweb-basedregisterformanagingvoluntaryout-of-homecare,asrecommendedbytheNSWGovernment’s‘Keep Them Safe’report.Thiswillimprovetheconsistencyandqualityofintake,assessment,careplanningandinter-agencycoordinationarrangementstoimprovetheexperienceforchildrenandyoungpeopleandtheirfamilies.Itwillalsoensurethatchildrenandyoungpeopleinlongertermvoluntaryout-of-homecarebenefitfromcarethatisappropriatelysupervisedandplanned,andthatagenciescollaboratemoreeffectivelyinprovidingthatcare.

Sport,RecreationandParklandsClusterTheSport,RecreationandParklandsclusterrepresentssomeoftheState’smajorurbanparklandsandstadiumsandeventscentresaswellastheprincipalsportandrecreationpolicyandfundingfunctionsforNewSouthWales.Agencieswithinthisclustermanagemajorsportandentertainmentfacilities,includingformerOlympicvenues,and11regionalSportandRecreationCentres.Over15millionpeoplevisitedtheparklands,attendedsportsandentertainmenteventsatthestadiumsandparticipatedineducationandspecialinterestprograms.Takentogethertheagencyanddivisionassetsarevaluedatover$3.5billion.
SportandRecreationsupportsthesectorthroughgrantstosportsbodiesforfacilitiesandprograms,anddeliverssport,recreationandeducationprograms.In2009-10over194000peopleattendedourSportandRecreationCentres,with76000primaryandhighschoolstudentsparticipatinginoutdooreducationatschoolcamps,analmostfourpercentincreaseonthepreviousyear.Thisyearsportandrecreationgrantprogramswerereviewedtoensurecontinuingbenefitstotheindustryandthebroadercommunity.Asaresulttheywerestreamlinedintothreeprograms,withsignificantreductionsinredtapeandincreasedefficiencies.

TheCentennialParkandMooreParkTrustplansandmanagestheCentennialParklandsasaplaceofnationalsignificancefortheenjoyment,socialconnectionandwellbeingofthecommunity.Itisestimatedthatover10millionvisitsaremadetotheParklandsannually.In2009-10theEducationPrecinct,whichincludedtheParklands’firstall-weathereducationalfacility,acommunitynurseryandarecycledgarden,wasopened.Inthepastyearmorethan14000participantswereinvolvedintheTrust’seducationandvisitorprograms.TheTrustwasallocated$17.2millionoverfouryearsfromNSWTreasurytoconservetheParklands’environmentandheritage,improvefacilitiesandupgradetheTrust’svisitorinformationservices.Thefirstyearoftheprogramwasdeliveredin2009-10andincludedsignificantrepairsandrestorations.ExamplesincludedtherefurbishmentoffoursportsfieldsinQueensParkandanewsharedpedestriancyclewayonClevelandStreetSouthinMoorePark,whichwillformakeylinkintheregionalcyclenetwork.
TheHunterRegionSportingVenuesAuthorityoverseesandmanagessportingandentertainmentvenuesinNewcastle.In2009-10thesevenueshostedatotalof236sporting,entertainmentandracingevents,attractingover826000people.AmajorachievementfortheyearwastheredevelopmentoftheWesternStand,atEnergyAustraliaStadiuminNewcastle,fundedbyagrantof$60millionfromtheNSWGovernment.Theredevelopmentworkisscheduledforcompletioninearly2011.TheStadiumwillprovidethecommunitywithaninternational-standardfacilitycapableofhostingmajorsportingevents,community-basedsportandentertainmentandbusinessfunctions.TheStadiumhasbeenincludedaspartofAustralia’sFIFAWorldCupbidfor2022andwillhaveacapacityof33000withtheabilitytoincreasebyafurther10000shouldtheWorldCupbidbesuccessful.
TheIllawarraVenuesAuthorityoperatestwoadjoiningvenuesinWollongong–the6000-seatindoorWINEntertainmentCentreandthe20000-capacityoutdoorWINStadium.Thesevenuesarehiredbyeventpromoters,localorganisationsandsportingteamstostageavarietyofentertainment,cultural,internationalandamateursportingeventsthroughouttheyear.InOctober2009theNSWGovernmentapprovedagrantof$28.9milliontoreplacetheageingWesternGrandstandatWINStadiumandrefurbishsomeassociatedareasoftheSouthernGrandstand.WorkcommencedinMay.In2009-10theStadiumhosted35events,includingrugbyleague,rugbyunionandfootball,attractingover128000people.TheEntertainmentCentrehosted52eventsrangingfrommusicconcerts,tradeandotherexhibitions,corporatecharitydinnersandsportingevents,withover143000participants.

ParramattaParkTrustmanagesavitalpublicrecreationareaandconservesthehistoriclandscape,buildingsandstructures.Highlightsof2009-10includedtheconservationofthe1880sPittStreetironandsteelpalisadeboundaryfenceandtheuseoftheParkforcommunityeventssuchastheA.R.RahmanConcert,ParramattaParkMovieMarathon,AustraliaDaycelebrations,SydneySymphonyinParramattaParkandtheMother’sDayClassic.Theseeventsattracted131000people,anddemonstratedacommitmenttoprovidingaccesstoqualityeventsinWesternSydneyandtotheuseoftheParkforthebroadercommunity.TheA.R.RahmanConcertwasamajoreventwithintheSydneyFestival,andthelargestheldoutsidecentralSydney.
TheParramattaStadiumTrustmanagesthismulti-purposevenuethathostssportingandcommunityactivitiesandotherentertainmentattractions,withover152000peopleattendingin2009-10.139000peopleattendedsportingeventsincludinghomegamesfortheParramattaRugbyLeagueteam,andamateurandinternationalfixturesforrugbyunionandfootball.OtherhighlightsincludedtheHinduDeepavaliFestivalinOctober,attendedby11000people,providinganopportunityforparticipationfromthelocalIndiancommunity;andtheAustralasianSupercrossChampionshipsinNovember,whichisnowestablishedasanannualevent,attracting11000people.Acarparkextensioncompletedin2010providedanewspaceforstagingmarkets,fairsandotherprograms,resultingingreatercommunityuse,andincreasedrevenueandversatility.
TheSydneyOlympicParkAuthorityhasadiverseroleinoversightinganddevelopingtheHomebushOlympicSite,ensuringitcontinuestobeanactiveandvibranttowncentrewithinmetropolitanSydneyandapremiumdestinationforcultural,entertainment,recreationandsportingevents.During2009-10theAuthorityranasuccessfuleventsprogramwith9.5millionvisitorstotheParkinthe2009calendaryear,asixpercentincreaseonthepreviousyear.ThisreflectedthesuccessofactivitiessuchastheAC/DCconcertseries,SydneyRoyalEasterShowandsportingeventsincludingtheNationalRugbyLeagueGrandFinalSeries,AustralianFootballLeagueandRugbyUniongamesandtheV8Supercarrace.GeneralvisitationtotheParkisalsoincreasing.In2009-10theStateGovernmentapprovedtheSydneyOlympicMasterPlan2030,whichprovidesaframeworkforthecontinueddevelopmentofthePark’scommercial,education,recreationandresidentialgrowth,settingthetargetof50000residents,studentsandworkersby2030.

TheWesternSydneyParklandsTrustmanagestheWesternSydneyParklandscorridor,ensuringitisaccessibletothepublicandprotectingitsnaturalvalues.Majorachievementsover2009-10includedextensiveexpansionoftheParkland’swalkingandcyclingtracks,thedevelopmentofanewpublicparkatBungaribeeandthecontinuationoftheTrust’sannualbiorestoration

CNSW,throughArtsNSW,fundsactivitiesacrossallartforms,inmetropolitanandregionalareas.Inthisfinancialyearitdistributedover$49.3milliontomorethan250organisationsacrosstheState,including$5.5milliontosupporttheartsinregionalandruralNewSouthWales,$3.3millionforWesternSydneyandover$550000tosupportartsandeducationprograms.
ThebreadthoforganisationsfundedthroughthesegrantsreflectsthestrengthandscaleoftheartssectorinNSW.Therewasadditionalfundingforregionalartsofficersandgalleries,educationandregionalconservatoriums.Continuedfundingalloweddisadvantagedandremoteschoolstogainaccesstoartsandculturalactivities.Fellowshipsandscholarshipsenabledartistsfromarangeofdisciplinestotakepartininnovative,challengingandeducationalprograms.Fundedinitiativesincluded:

TheConnectEdArtsprogram,anartsandeducationprogramthatincreasesparticipationinandaccesstotheartsbyNSWprimaryandhighschoolstudents.Itincludesticketsubsidiesforstudentsfromdisadvantagedschoolstoattendtheatre,musicorartisticeventsandperformances,especiallythoseassociatedwithmainstreameventssuchastheSydneyWriters’Festival,theBiennaleofSydneyandtheSydneySymphony.Morethan27500studentsand480teacherstookpartinthe2010program.
Encouraging greater participation by people in Western SydneyTheDepartmentworkswithagenciesinWesternSydneytoidentifyandovercomebarrierstoparticipationincommunityevents.Newandongoingprojectsprovideadditionalsupportandhelpimprovesocialinclusionandcommunityharmony.
ThissuccessfulprogramencouragedfamiliesandchildrentovisittheState’sartgalleriesandmuseums.LaunchedinJuly2009,theChallengeusedanincentiveschemecalledtheKids’AdventurePassporttosupportprimaryschoolchildrenvisitingNSWculturalvenues.
ArtsNSWworkedcloselywiththeDepartment’ssixculturalinstitutionsand69small-to-mediumgalleriesandmuseumstoimplementtheChallenge.Itdistributedover68000passports,whichgaveprimaryschoolchildrenfreeadmissiononweekends,publicholidaysandduringschoolholidays.DuringFosterCareWeek,ArtsNSWprovided200Kids’AdventurePassportstoTheChildren’sGuardiantodistribute.
Over2500childrenreceivedaPremier’scertificateforvisitingatleastthreevenues.Ofthese,300receivedfamilypassesdonatedbytheAustralianMuseum,theSydneyOperaHouse,andtheWesternPlainsandTarongaZoos.Parentswereenthusiasticabouttheevent,stating:
“DuringtheJulyschoolholidaysmychildren(threegirls)andIwenttofivemuseumsintotal.Itwasgreatitmadeitaffordable,somethingIwasn’tinapositiontodopreviously.”

WesternSydneyAudienceReport–Who Doesn’t Attend and Why?
ArtsNSWcommissionedaresearchstudytoidentifybarriers,perceptionsandattitudestoparticipationintheartsbyresidentsofWesternSydney,particularlythosefromculturallydiversecommunities.Thegreatest
barrierswereperceivedcostofattendance,followedbyworkandfamilycommitmentsandlackofculturallyappropriateevents.Inaddition,themajorityofpeopleinterviewedappearedunawareofthevarietyofculturalopportunitiesavailableintheirarea.
ThereportlookedatattendanceratesmeasuredbytheABS.Between2002and2006,ABSsurveysrevealedthatthegap(betweenWesternSydneyandtherestofSydney)narrowedfromoverninepercenttolessthansixpercent.In2005-06,81.8percentofWesternSydneyresidentsreportedvisitingatleastoneculturalvenueinthepreviousyear,comparedto87.3percentfortherestofSydney.ArtsNSWhasraisedthekeyfindingsofthisreportwithmajorperformingartscompanies,peakbodiesandculturalinstitutionswithaWesternSydneyfootprint,aswellasWesternSydneycouncilsandorganisations,toencouragefurtherworkonstrategiestoeffectivelyengageWesternSydneyaudiences.ArtsNSW
alsocommissionedfurtherresearchintowhyWesternSydneyresidentschoosetoattendculturaleventsandvenuesintheCBDandnotWesternSydney.ThefindingsofthisreportwillinformfutureplanningforculturalactivitiesinWesternSydney.

Thisprojectbroughthigh-qualityliteratureprogramstothechildrenandyoungpeopleofWesternSydney.FundedbyArtsNSWinpartnershipwithBlacktownCityCouncil,theprojectusedreadingandwritingprojectstoconnectchildrenandyoungpeopletotheircommunityandheritage.Sincetheproject’sinceptionin2008morethan2000youngpeoplehavebenefitedfrombeingabletotakepartinliterature-basedprogramsandevents.ThisyeartheprojecttourednineWesternSydneyhighschools.TheprojectalsoestablishedaWesternSydneyReadingCircleandcommunity-focusedstorytellingandwritingprojects,includingStrictly

TheSydneyInternationalRegattaCentre,withover458800peoplevisitingthisversatileWesternSydneyvenueduring2009-10.Majoractivitiesincluded:

Eventbookingsincreasedby32percentduringtheyear.ThevenuehostedmajorcommunityeventsincludingAustraliaDay(20000visitors),HeadoftheRiver(19000visitors),WorldMastersGames(5000participants)andtheDefQon.1dancemusicfestival(15000visitors).Othereventswere:

TheRegattaCentrewasalsoopentothegeneralpublicforrecreationandsocialeventssuchastheFishingWorkshopsforAsianFamiliesprogram.OrganisedinpartnershipwithIndustryandInvestmentNSWandtheAsianWomenatWorkorganisation,fishingworkshopswereconductedforChineseandVietnamesefamiliesfromtheBlacktownandPenrithareas.WithhelpfromtheCentre’scommunityfishingvolunteers,theworkshopspromotedsafefishing,especiallyforchildren,andsustainablefishingpractices.

Supporting participation by young people TherearemorethanonemillionyoungpeopleinNewSouthWales,makingupover17percentofthepopulation.CNSWprovidesandpromotesopportunitiesforyoungpeopletoparticipateintheircommunitiesinavarietyofways.
Supportingyoungpeopleintheartsandculture
CNSW,throughourArtsNSWdivision,providesfundingandworksinpartnershipwithartsorganisationstoprovideopportunitiesforyoungpeopletobecomeengagedwiththearts.
TheCreativeEducationPartnershipsArtistsinSchoolsprogram,apartnershipbetweenArtsNSW,theAustraliaCouncilandtheNSWDepartmentofEducationandTraining,connectsstudents,teachers,parentsandthewiderschoolcommunitywithprofessionalartiststoenrichschoolartsprogramsandencouragefutureartistsandaudiencesinallartforms.Forexample,13artistswereplacedinschools,includingfourinWesternSydneyandeightinNSWregionalareas.Theseresidenciesprovidedqualityartseducationforstudents,professionaldevelopmentforteachersandartists,andopportunitiesforemergingartiststoworkwithyoungpeople.
Workingwithgovernmenttosupportyoungpeople
TheNSWYouthAdvisoryCouncil,supportedbytheDepartment,advisestheGovernmentonmattersofconcerntoyoungpeople,andpoliciesandprogramsaimedatyoungpeople.TheCouncilhas12membersaged12-25years,appointedbytheMinisterforYouth.ItprovidesachannelofcommunicationbetweenthecommunityandtheGovernmentandholdsconsultationswithyoungpeopleandcommunitygroupsonissuesofinterest.InAugust2009,theCouncilreportedtotheMinisteronyouthhomelessness.Thereportsummarisedtheviewsofhomelessyoungpeopleandcontainedrecommendationstopreventyoungpeoplebecominghomeless.Itrecommendedmoreflexibleeducationoptionsforyoungpeopleinunstablehousingsituations.ThereportwillhelpinfluencetheimplementationoftheGovernment’sHomelessnessActionPlanandtheKeep Them Safereformstrategyforthechildprotectionsystem.
NationalYouthWeek(10-18April),aneventorganisedandmanagedbyyoungpeople,involvedmorethan170000youngpeople,900eventsandactivitiesand150localcouncilsacrosstheState.2010markedYouthWeek’s22ndyear,providinganopportunityforyoungpeople(12-25years)toexpresstheirideas,raisemattersofconcern,actonissuesthat

TheYouthServicesToolkitisanonlineresourcetoengagemoreyoungpeopleincommunitysport.Itisusedbycommunityandyouthorganisationstotrainyoungpeopleonhowtoruncommunitysportingactivitiesandevents.Launchedin2010inCobar,theprojectisajointinitiativeofSportandRecreation,theDepartmentofHumanServices,MurdiPaakiYoungleadersandTAFENSW–WesternInstitute.TheToolkitisnowbeingusedbyTAFE,schoolsandyouthserviceproviders.Afullevaluationwillbecompletedin2010-11.

TheGovernment’sStudentVolunteeringProgramforYears9and10commencedin2009-10.Itwillboostthenumbersof15-16–year-oldvolunteersinNewSouthWales.
TheProgramexposesyoungpeopletocommunityvolunteeringandencourageslifelongengagement.Pilotedin20schoolsin2009-10,itisbeingextendedtootherpublicsecondaryschoolsover2010,withmorethan50percentofschoolsregisteringtotakepart.
THE YEAR AHEAD Participationinthearts–Anadditional$3.5millionforartsgrantswillbeavailabletosupportartsandartsorganisationsacrossNewSouthWales,particularlysmalltomediumorganisations.ThefundingwillalsoincreasesupportforIndigenousartistsacrosstheStateandsupportthefurtherstrategicdevelopmentoftheNSWartsandcreativeindustries.

Highlyskilledandculturallydiversevolunteers–AVolunteerUtilisationprojectwillbeconductedinSydney,toidentifysuccessfactorsinprogramsforengaginghighlyskilled,culturallydiversevolunteers.Thisresearchwillhelpdevelopa“BenefitsKit”,whichwillincludedocumentationandtrainingfororganisations.
TheCentreforVolunteeringisresponsiblefortheVolunteeroftheYearAward,theonlystatewideprogramopentoallsectorsofvolunteering.AsPatronoftheAwards,theMinisterforVolunteering,theHonPeterPrimroseMLC,provided$15000in2010towardstheAwards,whichrecogniseandpromotevolunteeringandtherangeofvolunteeractivitiesavailable.
Regionalwinnersareacknowledgedlocallyandrecognisedataceremonyfornominees,wherefinalwinnersareannounced.TheMinisterpresentswinnerswiththeirAwardsatareception.NominationshavegrownmarkedlysincetheAwardswereestablished,from170participantstwoyearsago,toover800in2009-10.

ArtsNSWincreasedannualprogramfundingforeachBoard,from$80000to$100000eachyearandenteredintotriennialfundingagreementstoencouragestabilityandforwardplanning.Boardsalsoattractedover$1millioninfurtherfundingforartsandculturalprojectsinregionalNewSouthWales.
NSWregionalconservatoriumsprovidemusicactivitiesforstudentsandcommunitymembersofallages.The2010RegionalConservatoriumArtsFundingProgramfundedprofessionalmusicperformancesandartsdevelopmentinregionalandruralareas.Atotalof33projectswasfunded,witheachregionalconservatoriumreceivingsupportforatleastoneproject.Thissupportedprofessionalandartisticdevelopmentforregionalmusiciansandenabledmorepeopletoparticipateinregionalactivities.

ESTABLISHMENTOFANEWREGIONALARTSBOARD
InJune2010theMinisterfortheArtsannouncedthecreationofaWesternRiverinaRegionalArtsBoardtoservethecommunitiesofGriffith,NarranderaandLeeton.Withsupportfromcouncils,thisBoardwillexpandopportunitiesforlocalpeopletoenjoytheartsandsharetheirknowledgeandexperienceoflivingandworkinginregionalNewSouthWales.ThisbringsthenumberofRegionalArtsBoardsintheStateto14,withthenetworkservicingalmost1200localartsandculturalgroups.

TheResponsibleGamblingFundhelpspeopletoovercomegamblingproblemsthrougheducationandtreatment.In2009-10about10percent(over$1.3million)oftheFund’sincomewasallocatedtosixCALDspecificgamblingtreatmentandsupportservices:AuburnAsianWelfareCentre,ArabCouncilAustralia;GreekWelfareCentre,VietnameseCommunityinAustralia,Co.As.It.ItalianAssociationofAssistance,andSydneyWestAreaHealthService’sMulticulturalProblemGamblingService.
RuralNewSouthWaleswashithardbyfloodinginMarch2010.GoodoogaintheState’sfarnorth-west,withasmallpopulation,wascutoffbythefloodsformanyweeks.CNSWwasthekeyagencyprovidingsupporttothecommunitythroughdiversionaryprogramstomaintainmoraleandreduceanxiety.
Withhelpfromlocalcommunityandsportinggroups,theSportandRecreationdivisionrespondedwithatwo-weekprogramofsportingactivitiesincludingcircusskills,netball,rugbyleagueandtouchfootball.Youngpeopleandadultswerealsoofferedsports-relatedtraininginteammanagementandIndigenousGames.Over560localpeopleparticipated,whichhelpedtoliftthespiritsofGoodoogaduringadifficulttime.
