Victoria and China share a very close relationship that is based on historic and enduring ties, mutual respect and friendships developed over many years. Victoria would not be the vibrant and cosmopolitan place it is without the significant cultural and commercial contribution of the Chinese community that has thrived in our state since its settlement a century and a half ago. The city of Melbourne is an Asian city, with the Chinese community playing a crucial role in business, and with Mandarin now the second most spoken language in Victoria.

In September 2011, I had the privilege of visiting China again – this time on my first overseas trip as Premier. This year marks the 40th anniversary of diplomatic relations between Australia and China in the modern era, and I am honoured to be returning to China this time to lead the Victorian Government’s 2012 Super Trade Mission. This historic initiative is Australia’s largest ever trade mission abroad, comprising more than 400 Victorian businesses and organisations, representing a diverse range of industries including automotive, aviation and aerospace, cleantech, education, tourism, food and beverage. We also have strong representation from ICT, life sciences, mining equipment and technology services, professional services, as well as organisations offering expertise in financial, healthcare services, carbon markets and sustainable urban design.

China’s dynamic economic growth and rapid urbanisation present exciting new opportunities for Victoria and China. As home to some of the world’s best urban planners, engineers and architects and as a leader in new energy and environmental protection, Victoria has much to offer China as it continues on its extraordinary development path. This trade mission will build on the solid foundation of existing partnerships and take important new steps that will strengthen the deepening Victoria-China relationship well into the future.

Minister for Tourism and Major Events The Hon Louise Asher MP

I am delighted to be visiting China as part of the Victorian Government’s historic trade mission to present Victorian excellence in services, business and innovation, as well as introduce our world-class universities and leaders of our tourism industry.

We are committed to encouraging new partnerships and facilitating mutually productive trade and investment opportunities between Victoria and China. In addition to our Business Offices in Shanghai, Nanjing and Hong Kong, our soon to be opened State of Victoria Representative office in Beijing provides practical support on the ground for businesses establishing a presence or expanding in China.

China is Victoria’s largest source for international students with enrolments from China accounting for 30 per cent of those studying in our state. Victorian Universities rank highly among the world’s tertiary institutions, providing high quality education and internationally recognised degrees. Victoria’s education sector is well placed to expand on our already substantial research collaborations with Chinese researchers and institutions.

China is also Victoria’s largest source of tourists from abroad, with more than a quarter of a million Chinese visitors expected this year. Victoria is committed to delivering an outstanding tourism experience for Chinese visitors. Melbourne has been recognised as the world’s most liveable city two years running, and is Australia’s sporting capital playing host to events such as the Australian Open Tennis, soccer and rugby internationals and the Australian Formula One Grand Prix. Melbourne has an innovative arts scene with vibrant exhibitions and blockbuster theatre productions. Regional Victoria offers a diverse range of activities and natural landscapes, from pristine beaches to wine growing regions and stunning rainforests.

I am confident this trade mission will develop many fruitful partnerships. We welcome these partnerships and invite you, our hosts, to visit Victoria and experience all our state has to offer.

I am honoured to be part of this important trade mission to China, showcasing the very best Victoria has to offer across a range of industries that provide scope for exciting new partnerships between Victoria and China. China is already our largest export market and, while our trading relationship has been based predominantly on primary and merchandise exports, our thriving service-based industries present exciting new export opportunities to meet China’s growing needs.

By the end of 2012, China’s powerhouse economy will be more than 60 per cent larger than it was just five years ago. This dwarfs the economic growth of the rest of the world’s high-income economies.

With this phenomenal growth comes an increase in Chinese consumption. It is estimated that China’s domestic consumption will account for about 12 per cent of the world’s total by 2020. Victoria’s highly skilled and diverse advanced manufacturing sector has the potential to meet some of the growing demand for new products in China.

China’s rapidly expanding economy will also need more services. Victoria’s service-based industries, including finance, communications and software and information technology, are strongly represented on this mission and they are well positioned to meet China’s current and future needs.

There are also significant opportunities for Victorian businesses to collaborate with China in the areas of new energy, environmental protection, cleantech and sustainable urban development, as well as sharing expertise in food, water and agriculture. As the internationally recognised Australian centre for electric vehicle research with 100 years of automotive experience behind it, Victoria has much to offer China in this important emerging industry.

The Victorian Government proudly supports our state’s dynamic and innovative businesses in their further engagement with China and we look forward to many successful new ventures that will deepen the Victoria-China trade relationship to the mutual benefit of our two economies.

It is my great pleasure to be a part of this trade mission to China, an opportunity to put proven Victorian know-how on display, and to initiate exciting new joint ventures between Victoria and China in technology industries.

Victorian innovation in the areas of aviation and aerospace, biotechnology, alternative-fuel cars, and information technology, offers high quality solutions to the challenges posed by the rapid population growth of China’s cities.

Home of Australia’s aviation and aerospace industries, Victoria is highly capable of providing the necessary support to China as it expands its civil aviation and airline industries to meet demand.

Victoria’s information technology industry also has the skills and expertise to assist China’s expanding IT sector.

Victoria is a global hub for research and development in life sciences, biotechnology and advanced engineering. With many of Australia’s most important public and private sector research establishments based in Melbourne, Victoria is well positioned to embark on new research and development collaborations with China.

It’s a great pleasure to welcome you to the Victorian Government’s Super Trade Mission, China 2012, the largest trade mission ever to leave Australian shores. This mission is a showcase of the very best companies and organisations Victoria has to offer in a broad range of fields of interest to China.

It’s not surprising that Victoria is leading the way in China. Our state first established a representative office in Shanghai in 1906, only one year after the formation of the first Shanghai Municipal Government. Then, as now, our charter was to assist Victorian companies in securing opportunities for trade and collaboration in a city that was rapidly rising as the most dynamic financial and international trade centre in East Asia. Thus, more than a century later, this trade mission builds on Victoria’s history of being at the forefront of Australia’s trade with China.

The Victorian Government has an extensive network of trade and investment offices in China today, including our soon to be opened office in the heart of Beijing. No other Australian state has made a greater commitment to developing new opportunities for business, educational and cultural exchange with China, or to improving existing links, such as our important Sister-State relationship with Jiangsu Province.

Victoria’s economy produces a remarkable 25 per cent of Australia’s GDP, and is large by regional standards, bigger than the economy of New Zealand or the Philippines, for example. It is a diverse economy, and one that complements the strengths of the Chinese economy.

Many Victorian companies taking part in this mission are leaders in their field, and I invite you to read their profiles and seek them out during this week to help build new opportunities for trade, investment and collaboration.

Victoria has a highly regarded government network of Technical and Further Education (TAFE) Institutes. Courses are designed with close involvement by industry and business. In 2011-12 Victorian firms exported $3.6 billion worth of goods to China, an increase of 22 per cent compared to 2010-11.

China is the largest source market for Victoria’s valuable international education and tourism sectors and is a key destination for Victorian urban systems and sustainable development services.

Several prominent Chinese companies currently operate in Victoria across a wide range of sectors, including advanced manufacturing companies Hisense, Qenos and TCL, and Information and Communication Technology (ICT) companies ZTE, VanceInfo and Huawei. Other noteworthy companies include CITIC, Sinopec, Wugang Australia and China Minmetals Corporation.

Victoria’s Food and Beverage Industry

Victoria is Australia’s food bowl, with a global reputation as an exporter of premium food and beverage products. Victoria is recognised worldwide as a secure, reliable and competitive producer of safe, fresh and diverse food.

Victoria’s largest export, dairy, represents 12 per cent of the total of globally-traded dairy products. It also accounts for 87 per cent of Australian dairy export value, which includes powdered milk, cream cheese and butter.

Meat is the second largest food industry and food export in Victoria, representing three per cent of world beef trade and 11 per cent of sheep trade. Poultry producers employ free range and organic practices. Victoria’s meat companies operate under the strictest regulations in the world and are at the forefront of sustainable production.

With several distinct climatic regions, Victoria supports a top quality range of major horticulture products, including fruit (citrus and stone), vegetables, nuts and olive oil, providing ready-to-eat produce year round. Grains, including wheat, barley and pulses, are grown and produced in the extensive farmland areas of north-west Victoria.

Both local and international processing companies manufacture a wide variety of food and beverage products, including confectionery, cereals, condiments, baking, juices and other beverages, desserts, snack foods, sauces, and prepared foods inspired by cuisines from around the world.

The Victorian wine industry produces 30 per cent of the value of Australian wines from 820 wineries in 21 distinct wine regions. Victorian wine is recognised globally for a number of its award-winning varietals including riesling, chardonnay, pinot noir, shiraz cabernet, merlot and sparkling wines.

The food and beverage component of the China Super Trade Mission will host three ‘Put Victoria on your table’ showcase events. There will be wine masterclass sessions in Tianjin, Nanjing, Chengdu, and Dongguan, as well as business matching meetings in each city. There will also be a Dairy Forum in Tianjin and Dongguan, featuring Dairy Australia and Dairy Food Safety Victoria.

Ausab Abalone

Ausab farms are located in southern Australia where the cool, clear, unpolluted environment produces some of the finest abalone in the world.

All Ausab abalone are produced in clean, environmentally sustainable production facilities. Ausab produces over 50 per cent of Australia’s farmed abalone. Its strict quality control ensures a reliable supply of premium abalone to customers for export.

All Ausab abalone products are processed in ISO and/or AQIS (Australian Quarantine and Inspection Service) approved facilities providing complete product safety.

The Ausab Group employs around 80 staff and is currently exporting to Singapore, Hong Kong, China, the United States, Taiwan and Japan.

The Ausab abalone product range includes:

Ausfine Foods was established in 1988 and has been built on exporting fine Australian dairy and meat products. The company has a large dairy division which exports significant volumes of dairy products from Australia to markets around the world. Ausfine currently exports skimmed milk powder, whole milk powder, caseinates and other dairy protein and lactose powders, whey and whey protein powders and AMF / butter to China. The company turns over approximately A$60 million per annum with year-on-year growth.

Ausfine is seeking co-operative relationships with small to medium sized dairy importer/distributors and end-user manufacturers that use dairy products. These would include confectionary, blending, beverage and bakery companies, owners of retail food chains and buyers for hotel and restaurant chains.

The Australian Wine Research Institute (AWRI) works for the benefit of the wine industry, and supports the industry through strategic and applied research of the chemical, microbiological, molecular and sensory aspects of winemaking. The AWRI also provides an industry development and support service, which involves a problem-solving service, collation and dissemination of information on wine and health, environmental and regulatory matters.

The owner and winemaker at Box Grove Vineyard grows grapes and makes wine among the tall river red gums in the historic central Victorian town of Tahbilk. The wines are made to share with friends and to be enjoyed with food – elegant sparkling wines, crisp, flavoursome whites and stylish soft finishing reds.

Box Grove’s specialities are the Rhone varietals – shiraz, roussanne and viognier, and more recently the Italian varietals – vermentino, prosecco and primitivo.

In the vineyard and in Box Grove’s tradition, winemaking is approached in a ‘tread as lightly as we can’ fashion. The company makes its own compost to improve soil structure and works with the vines’ natural growth habits to create canopies for shade and air flow. This is done to avoid the use of sprays and chemicals.

As the regulator of Victoria’s dairy industry, Dairy Food Safety Victoria (DFSV) is responsible for ensuring that national and international food safety standards are met. This is achieved by licensing all participants in the dairy industry and approving and ensuring compliance with dairy food safety programs. DFSV licences all parts of the dairy chain, from the farm through to manufacturing and distribution to the retail store.

Dominique Portet is the ninth generation in his family to be committed to wine making, yet he is the first to establish a winery bearing his family name in Australia. Born in France, where his father was the Managing Director of Chateau Lafite for 20 years, he was educated in Winemaking and Viticulture at Montpellier University. Dominique has chosen Victoria as his base and set up his own family winery in the Yarra Valley, a premium wine region close to Melbourne. Well known for his sparkling wines, sauvignon blanc and rich red wines such as shiraz, and cabernet sauvignon, he has established a worldwide reputation in a very short time.

Five Star Lamb

Five Star Lamb supplies branded, traceable lamb from dedicated lamb producers through to targeted customers. Five Star Lamb is owned by Tim and Jenny Clarke of Minjah, a large farming property located in south west Victoria.

Five Star Lamb is processed and packaged in accordance with our approved quality system at CRF (Colac Otway) Pty Ltd, based at Colac in western Victoria. Individual lamb cuts are vacuum packed and generally exported chilled. Five Star Lamb exports about half of its lamb chilled to Asia and Europe and also markets products domestically.

Increasingly, Australia’s premium lamb comes from our richest pastoral farmland in the country’s south. Five Star Lamb produces high quality lamb, raised with care and pride on natural and sustainable pastures in Southern Australia.
