Value parental loveIn this world, no one can deny the power of love.

Love can be defined differently; romantic love andparental love, for example. But, which is eternal?

Love centering upon a man and a woman canchange. However, love centering on children born ofa couple never changes. Parental love is unconditionaland unlimited in the presence of children. Parentallove of many thousands years ago and that of thepresent time is identical. In the changing course ofhistory, parental love never changes.

The moment you were born as a child of lovingparents, you would grow up enjoying parental lovefor ever. Parents always love their children whetherthey are old or young, whether they are good or bad,whether they return love or not. In loving theirchildren, parents are second to none. Even thoughtheir children have got married and lived separatelywhen growing up, parents would not cease their love.

But sadly, in today’s democratic society whereindividualism is dominating, young people murmuragainst the generation gap. They sometimesunderestimate their parents in terms of knowledgetaking advantage of their chances of living in an ageof rapid technological advance. Placing muchemphasis on material development, they have cometo belittle parental love.

So, realizing the priceless parental love, let’s tryto develop a sense of loving and respecting our parentsby taking care of them so long as they live.

MEXICO CITY, 23 March— Two people caught in thisweek’s big earthquake died Thursday, the first deaths reportedfrom the 7.4-magnitude temblor that damaged hundreds ofhomes in southern Mexico and caused panic far off in thenational capital.

Salvador Cruz Castro, mayor of the Cuajinicuilapamunicipality in Guerrero State, said one of the victims diedfrom injuries caused by a wall falling on him and the other diedof complications for a heart attack suffered during the quake.

Tuesday’s earthquake was centered near the borderbetween the southern states of Guerrero and Oaxaca. Itcaused about 60 houses to collapse and damaged about 800more homes.

The quake was one of the strongest in Mexico since an8.1-magnitude temblor killed an estimated 10,000 people inMexico City in 1985.

Aftershocks, including a moderate 5.2-magnitude shake,rattled central Mexico on Thursday. The US GeologicalSurvey said the aftershocks were centered in the same area asTuesday’ strong quake.

The two nationshad initiated cooperation in air transport. Itis projected to build a bridge to link Vietnamand Myanmar through Laos. It would be theclosest route for bilateral trade and it isplanned to add railroad in the future.Construction of Mekong River-spanningBridge between Laos and Myanmar wouldstart soon. He would like Vietnam assistingin the bridge construction. There are goodprospects to make investments in Myanmartourism. He asked theMyanmar President to urge forearliest initiation of prioritizedprojects in 12 major sectors. Hecontinued that Vietnamesecompanies were keen to implementproposed joint-projects inagriculture, forestry and fish andmeat sectors as soon as possibleand it is required to implement thoseprojects. He then asked theMyanmar President to allow openingof Vietnamese economic andinvestment banks in Myanmar forwhich Central Bank of Myanmarand Vietnamese banks were holdingdiscussions.

Apart from those sectors,Myanmar and Vietnam couldcooperate in air transport,pharmaceutical production, oil andgas drilling, building materials and

consumer goods manufacturingfields. At the same time, Vietnamwould cooperate further withMyanmar in internationalorganizations and internationalrelations. Vietnam would fully supportMyanmar for its alternative ASEANChairmanship in 2014. Vietnam wouldclosely cooperate with Myanmar insuch regional cooperationprogrammes as CLMV and ACMECS.

The Myanmar President saidthat Vietnam and Myanmar mutuallyhave helped each other wheneverone faced hardships. He expressedhis heartfelt thanks to Vietnam forits full support for Myanmar’s bid toASEAN Chair and demand for liftingsanctions imposed on Myanmar bythe US and western countries.Possible projects out of the agreedsectors for economic and investmentbetween Vietnam and Myanmar hadalready been initiated. Having crossed a brand new river spanning bridge,a passenger bus is steadily moving on a smooth andstretching motor road. Soon, a train chugs through thesame bridge. It parallels the motor road for some distancesand turns the corner gradually. The bus and the train thentake their respective ways.

In the past, cars had to wait for Z-craft to cross theriver. Z-craft could carry only limited number of vehicles.It took abut 30 or 40 minutes to cross the river. Theconsiderable amount of time was also allowed to offloadthe cars one after another. It is enough time for the car togo 40 miles and for the train to travel 30 miles. Once halfan hour trip by the motor boat is now shorted to five-minute trip by motorcycle. Even with bicycle, it doesn’ttake more than 20 minutes to reach the other bank of theriver. In everyday words among the public, “The land hasbeen narrowed.”

The number of bridge or road emerging is not onlyone or two. The facilities are also mushrooming.

A series of dams with huge volume and high storagecapacity are rising above the ground. They contribute toboth food security and living standards, by increasingirrigation areas and generating hydropower. The structuresalso bring about greening of the environs as they couldkeep and manage water resources.

The number of such dam and hydropower projectis not only one or two. They are also mushrooming.

Besides, there are many factories manufacturingagricultural machinery, vehicles and constructionmaterials as it is understood that the country will createwealth only when it can transform itself into industrializedcountry.

Who laid foundations roads and bridges, dams andfactories? Needless to say, Tatmadaw which never betrays

the country, ever stands up for the people and ever safeguardsthe interests of the State and the people, founded thesethings.

Since its birth, Tatmadaw focused on regainingsovereignty, serving the interest of the people and protectingthe people. It restored independence to the country. Itsafeguarded the independence. It always stood up for thepeople in every dilemma.

Apart from the colonialist rule by the British,Myanmar was never in occupation of any country for manyyears. Some neighbours tested immunity of the country.Some invaded inner part of the country. They could neverrule Myanmar as the country responded immediate defence.Only Britain with superior weapons, wealth and knowledgecould win the wars with Myanmar and rule the country. Itwas only once but left a large scar. The country was deeplywounded by civil war for many years. It has not finished yet.Due to instability, the country was undeveloped. Myanmarhas legged behind other countries, following instabilityand insecurity.

Tatmadaw used all ways and means to remedy all thewounds inherited from the colonialism. Successivegovernments and leaders of Tatmadaw initiated peacetalks, made offers and allowed exemptions. Though theseare somewhat successful, it is still away from absolutepeace.

Tatmadaw which had sacrificed many lives inindependence struggles did the same things to safeguardthe independence. We could take battles with Kuomintangthat stationed in the north-east region of the country andthreatened Myanmar seriously. They set up bases inMyanmar and cultivated poppy with foreign assistance.Sacrificing many lives of Tatmadawmen, Tatmadaw foughtagainst the invaders. Eventually, Myanmar complained tothe United Nations about it and drove them from thecountry’s soil. Due to systematic instigation of the Britishcolonialists, national brethren lived in disputes for about60 years.

Today, the signs of ending disputes can be seen.Those who have most bitter experiences of war are soldiers.Those who want most the end of domestic conflicts and thesole duty to safeguard the country against alien enemy aresoldiers. In whatsoever domestic conflicts and Kuomintanginvasion, soldiers sacrificed parts of their bodies and eventheir lives. And the ones who have to perform duties awayfrom homes are soldiers. As husbands and fathers laid downtheir lives for the sake of the country, many a family werebroken down. These are evil legacy of colonialism.

Like Tatmadawmen, those who suffered a great dealfrom war are people of the regions where armed conflictsand wars broke out. They could not make a living andpursue education. Despite many infrastructural necessitiesin the regions, successive governments could not fulfill theneeds. The incumbent government is implementing tasks

for improving quality of life in the regions where peaceprevails. These are evil legacy of colonialism.

Development of the country depends on variousfactors. The most important one is security. There will beno security if there are armed conflicts and instability.Insecurity is a hindrance in construction of infrastructures.If with no infrastructures, transportation, logistics,production and socio-economic development of the peoplewill not improve. The government and Tatmadaw arejointly speeding up peace making tasks at state/regionlevel and Union level step by step.

The government itself is an outcome of goodwill ofTatmadaw. Tatmadaw which always have goodwill towards (See page 9)

With respect to the question of U ZawMyint Pe of Mandalay Region ConstituencyNo. 5 on “urging the Union government toamend the designation of Social SecurityBoard of Ministry of Labour as thegovernment’s economic organization”,Union Minister for Finance and RevenueU Hla Tun replied: Social Security Law wasprescribed in 1954. According to it, socialsecurity works have been carried out afterforming Social Security Board Since 1955-1956. The board has to run works only withits own funds till 1963. Since 1-10-1963, theState’s all organizations, board corporationsand development affairs organizations haveto do their business with public funds afterBudget Allocation Law has been enacted in1963. It had no separate funds, but onlypublic fund. These organizations cannotopen any separate fund account unless theygot separate green light from the government.

Since 1976-1977, Social SecurityBoard under the Ministry of Labour wasdesignated as a state-owned business. State-owned businesses including Social SecurityBoard had to run their business only withtheir own funds before 1988. After 1988, theyrun their business with State’s funds. In sodoing, their receipts went to State’s funds,and they had to spend money in line withexisting financial regulations, rules and

procedures.New Social Security Bill states that

social security fund is to be set up with thecontributions of employer and employeesand cash assistances of Union Fund, andbeing employees’ contributions, it cannotbe carried toward Union fund as receipts.

Formation of Social Security Board isto protect employees’ rights, to have therights related to injuries and to help workersand the rest family enjoy retired pensions.Ministry of Labour that closely supervisesSocial Security Board can submit it to Uniongovernment if it needs amendment. So, Iwould like to urge you to postpone theproposal as it is in the hand of Ministry ofLabour.

The message said: even though Uniongovernment serving the country’s executiveduties carried out the following matters withgoodwill and it needs to scrutinize whetheror not it complies with the laws. These mattersare that cash awards and salaries of Union-level persons are not in accord with the lawenacted for Union-level persons to enjoycash awards. They are now enjoying thereduced rates as per the ones in the time ofState Peace and Development Council,raising retired pensions, designation ofNational Human Rights Commission asCentral level organization and description ofspending money for the Commission in

budget bill. The aforesaid undertakings areto be scrutinized in line with the Constitutionand other existing laws. PyidaungsuHlutttaw is urged to help these undertakingsbe in accord with the laws. It must be clearthat Hluttaws’ undertakings are paying moreemphasis on the rule of law. Continualcooperation of executive body and Hluttawsmust be a good example to the State and thepeople. So, that message was sent to reviewthe said matters.

One proposal discussed, one bill approved and Hluttaw affairs clarified18th day session of Pyithu Hluttaw held

NAY PYI TAW, 23 March —The 18th day session of PyithuHluttaw was held at the Pyithu Hluttaw meeting hall ofPyithu Hluttaw Complex here at 11.50 am today, attended byPyithu Hluttaw Speaker Thura U Shwe Mann and 325 MPs.

At the session, one proposal was discussed, one billapproved and Hluttaw affairs clarified.

In response to the proposal to end the procedures byDirectorate of Road Administration and auto-importedorganizations on charging temporary car registration feeslike charging fines for illegal unlicensed cars and to reviewthe matter in accord with the law, Chairman of Economic andTrade Development Committee U Maung Maung Thein saidthey had already made a proposal saying that permit shouldbe granted to import all vehicles whether they are left-handor right-hand driving, to cooperate with Myanmar nationalentrepreneurs in the effort for industrial development, to givepriority to Suzuki Co waiting for new investment and to stopthe procedures on charging temporary registration fees likecharging fines for unlicensed cars. Regarding the proposal,discussions were made with related ministries on 1 March2012. The Ministry of Rail Transportation would review anddiscuss the matter of importing all kinds of vehicles andinform back. As for the matter of prioritization of Suzuki Coon investment, contacts would be made with MyanmarInvestment Commission of the Ministry of National Planningand Economic Development. For charging temporaryregistration fees, the Ministry of Rail Transportation woulddiscuss it and inform back. And it must be stopped immediatelyas it is not in conformity with the law. It will also causeconfusion in estimated budget. As some neighbouring andother nations also practise that system, the F&R Ministryshould conduct a quick study and enact law.

Deputy Minister for Rail Transportation U Thant Shinsaid that in charging car registration fees, Directorate of RoadTransport has collected only appropriate percentages inaccord with the existing 1964 vehicle law and 1989 vehiclerules in the real interests of the nation and the people. Othernations are also collecting taxes on car imports. All the taxesthe department has collected are being paid systematicallyto the State funds. With a view to serving the long-terminterest of the State and the people, the department incoordination with the Finance and Revenue Ministry hasmanaged to reduce car prices threefold or fourfold. Taxes arecollected only for vehicles and paid to the State funds. Iftemporary registration fee amounts to charging fines for athree-month period, charging of ‘temporary registration fee’will be ceased. Instead, in accord with the 1964 vehicle lawsection 4 or 1989 vehicle rule 4, registration fees will becharged according to engine power cc by calculating FOBover CIF calculated by the Customs Department in accordwith international norms.

Although Myanmar is not a signatory to ViennaConvention (1986) regarding left-hand or right-hand steering,as a UN member, the nation adopted the right-hand drivingsystem in reference to the convention rules and regulationsbeginning 7 November 1970. It was also prescribed in the

1989 vehicle rule. Despite the practice of right-hand driving,UN data say that the list of countries which have a lot of right-hand steering cars includes Afghanistan, Myanmar and EastRussia. So, to ensure swift commodity flow, permit will begranted to import trucks regardless of right-hand or left-handsteering. But in purchasing new buses, importation of left-hand steering ones will only be allowed. Buses with right-hand steering can cause danger to passengers and accordingto international norms and standards, importation of onlyleft-hand steering buses will be allowed.

In his discussion, Deputy Minister for Commerce DrPwint Hsan said that aside from the Vehicle ImportSupervisory Committee, under the arrangement of theministry, important licences are being issued for trucks andbuses. it is now in a position to permit left-hand steering carsas directed by related ministries. If the ministry receives anyletter of permit for any kind, it is ready to do so.

Internal Revenue Department Director-General U MyatMaw discussed that the department will continue to levy taxof five percent for public-used trucks and buses and 25percent for salons. Joint Secretary of Myanmar InvestmentCommission Thura U Thaung Lwin said for continuedmanufacturing of Suzuki cars, it will put forward to the MICmeeting and be decided in line with the procedures.

In his discussion, U Maung Maung Thein who submittedthe proposal, said he accepted the accepted the clarificationsand requested for the proposal to be recorded in PyithuHluttaw. The matter needs no separate vote and the Hluttawdecided to record the proposal and wait for related ministriesto deal with the matter.

Regarding the bill amending the 1955 GovernmentHousing (Expelling) approved and sent by Amyotha Hluttaw,Bill Committee Chairman U T Khun Myat submitted thecommittee report. The Joint Bill Committee and Hluttawrepresentatives submitted no amendment proposal on the 10amendments by Amyotha Hluttaw. As the committeesubmitted a separate amendment proposal regarding Para 2(A), approval was sought for the amendment and the wholebill. Regarding this, committee member U Khin MaungShwe submitted an amendment proposal and Deputy Ministerfor Construction U Kyaw Lwin seconded it. The Hluttawapproved the para in accord with the amendments of the billcommittee and decided to approve it as there was no one inHluttaw who did not agree.

With regard to Hluttaw affairs, Pyithu Hluttaw SpeakerThura U Shwe Mann said the third regular session was heldto mainly submit and discuss approve national planning andbudget bills at Pyidaungsu Hluttaw. From 26 January to date,18 meetings have been held. 513 questions were put and 24proposals submitted. Out of assessed 513 questions, there are116 starred questions answered verbally, 136 starredquestions answered by letter, 235 questions with no starsanswered by letter and eight revoked questions. Out of 24proposals, there are 15 approved ones, six recorded ones, onesent to Pyidaungsu Hluttaw and two revoked ones.

He added that three bills were enacted as laws. Of 15 bills

submitted to Pyithu Hluttaw, there are two to be enacted aslaws, four under arrangement, two revoked, one recorded andsix to be implemented. Out of five bills submitted to AmyothaHluttaw, there are one bill already enacted as law after it hadbeen discussed in Pyithu Hluttaw, two left to be enacted andtwo under implementation. In total, out of 23, there are fourenacted, four left to be enacted, six under implementation,two revoked, one recorded and six to be implemented. Fourunder implementation and six to be implementation will bedone in the coming session.

The Speaker said he recognized the efforts andcontributions of all representatives including the BillCommittee. As Speaker, he dealt with the questions andproposals of the representatives as well as their separatesubmissions regarding the people of constituencies concernedin coordination with the Union government and Union levelorganizations. In addition, changing and appointments ofmembers for some Hluttaw committees and special issuesassessment and reviewing commission were carried out.More duties and functions, rights and privileges of thosecommittees and commissions were also added. As a result,they will be stronger in performing their legislative taskswith check and balance.

The representatives are urged to submit more proposalsand bills that are beneficial to the State and the people byrelaying people’s voices, desires and expectations so that thelaws protecting the public interests can be enacted. It isnecessary to analyze the rules, bylaws, orders, instructions,notifications and procedures that have come into forcetogether with the laws ratified by the Hluttaw where they arein conformity with the laws promulgated by the Hluttaw. Thematter of respecting the laws by organizations in the nationand citizens that needs to have check and balance has alsobeen submitted. As a result, success has been achieved morethan expected due to the united efforts of the representativeswithout party attachment, ism, localism, racism andreligionism. The Speaker said he was grateful to all MPs fortheir relentless efforts for the emergence of national planningand budget bill.

Another important thing is legislation that is the mainduty of the Hluttaw. Hluttaw committees and commissionsare to cooperate with the Union government and Union levelorganizations in make amendments, cancellations and newlaws by reviewing the existing laws in various sectors. Indoing so, they need to consider whether a certain law is toserve the interests of the nation and people and conforms tointernational laws, conventions and treaties.

In conclusion, Hluttaw representatives, representing thepeople, are to work together in unity in the interest of publicvoters and of the nation respecting the existing laws as wellas the constitution. They are urged to try to become loyal anddutiful representatives.

Today’s session concluded at 1.35pm. The third regularsession of the first Pyithu Hluttaw was resumed and it is dueto be resumed on 23 April.

He said that regarding the bill, there were eight bills—fivefrom Union level organizations and three from Amyotha Hluttawrepresentatives—sent by the Pyidaungsu Hluttaw for holdingdiscussions at Amyotha Hluttaw. They were the Union ElectionCommission Bill, the Foreign Investment Bill, the Social SecurityBill, the Bill Amending the 1955 Government Housing(Expelling) Act, the National Races Affairs Bill, the Salary,Allowance and Regalia at Region or State level persons bill, theAmyotha Hluttaw Bill and the Bill Revoking the 1964 MyanmaFive Star Line.

He said that there were four bills sent to Amyotha Hluttawwith approvals of the Pyithu Hluttaw. These were LabourDispute Settlement Bill, the Foreign Exchange Bill, theAssistance to Families of Disabled Tatmadawmen and Died orFallen Tatmadawmen Bill and the Important Commodity andService Bill, he said.

Australian man has beenrescued after a three-dayordeal trapped at a remoteflooded fishing hut wherehe was stalked by four-metrecrocodiles, a report said onFriday.

Terry Donovan, 65, wasat the Staaten River Fishingand Wilderness Lodge incrocodile-infested northernQueensland when he becameisolated this week, the CairnsPost said.

He told the newspaperhe saw huge saltwater crocslurking in the waters, withone lunging at a wallabysheltering on the hut’s backdeck.

Donovan said he wasafraid that if the water rosemuch higher, one of thebeasts could swim in andattack him.

“The first one I saw wassitting out the back on the

veranda in about a foot ofwater, maybe a bit more,” hesaid.

“I thought to myself,‘Well, there’s a warning,there’s a crocodile there.Where there’s one, there’sprobably two or three ormore’.” Donovan said asecond crocodile placeditself underneath the house,after he spotted it through awindow.

Parents of kids with cancerdistrust Web

BUFFALO, 23 March— Parents and adult caregivers ofpediatric cancer patients tend to avoid online information,which often focuses on a “worst case scenario,” a study found.

Study co-author Elizabeth Gage, professor of communityhealth and health behavior in the University at BuffaloSchool of Public Health and Health Professions, said despitethe accessibility of online medical information, parents notonly distrusted information found through the Internet, theyoften feared what types of information they might encounter.

“They didn’t want to run into stories about ‘the worstcase scenario,’” Gage said in a statement. “One of the reasonswe were interested in exploring this issue is that so muchresearch and media coverage had examined how the Internetwas breaking down barriers between patients and caregiversand their physicians. But that wasn’t that case in our study.”

Perhaps because of the severity of the diagnosis, parentsand caregivers preferred to receive their information fromsources other than the Internet, Gage said.

Friday that they seized a marijuana vending machine duringa raid on a “cannabis club” in Auckland which campaigns forthe drug’s legalisation. The vending machine at The Daktoryin suburban New Lynn had been set up to dispense one gram(0.035 ounce) bags of marijuana for NZ$20 ($16.2) each, oneof the campaigners behind the scheme told AFP.

Police said they arrested four people and seized thevending machine, NZ$27,000 in cash and around 700 gramsof cannabis, as well as bongs, pipes and other utensils whenthey raided the property on Thursday evening.

The innovative marijuana distribution method hasreceived light-hearted media coverage in New Zealand inrecent days but detective inspector Bruce Scott said TheDaktory was breaking drug laws.
