1.4.Brief description of how the report was prepared:

In preparation of this report many people and resources were involved. People of different levels such as community people, govt officials, CBOs, field staff and head of the organizations were involved in preparation of the report. They all contributed through their knowledge and experience in implementation of the PLD process in their respective areas.

This report is a summary of Monthly Progress report, sharing of field experience by other people, intervention of people. Monthly action plan and sharing of personal experience by the staff and Director are also included. The stake holders such as the govt officials, PRI members and departments which are working in local area also have contributed to prepare this report through sharing of experience. The report is prepared by the Coordinators and Program Managers of the partner organizations and all the information are based on Programme Activity Register, Field Visit Register, Staff Meeting Register, CBOs Meeting Register, and Demo of the Changes in the field, Facilitators Reports, success stories and Photos.

Finally the report was submitted by the partners of central zone to JDSSS, Zonal office where it was consolidated as a whole. While consolidating the report zonal office also incorporated the visits made to partners, monthly and quarterly reports previously submitted by the partners.

2. CHANGES IN THE PROJECT SETTING:

2.1. Important changes in the Project setting:

The time of the reporting period was the peak season of agriculture work. People give priority to their agriculture as this is the only means of their family income. They do decide for community meeting and action but sometimes their participation is less. During the first months of the 2nd

year we could see many changes in the project site with respect to climate, administration participation, people’s developmental efforts, enhanced infrastructures etc which effected directly and indirectly the PLDP project outcome. However with the learning outcome from the 1st

year some new villages also have been brought to a similar stage. Since the mode of functioning, approach of people, tactics are different in all villages it was worth change.

2.2. Important changes within the partner organization:

From the month of August no changes were seen in the organization. However with the learning outcome after the 1st year we could also make a similar kind of change in our approach towards the community in addressing their participation for solving problems. Through the facilitation and implementation of different community activities the team is also capacitated to motivate the community to take up developmental issue to solve them smoothly.

3. IMPLEMENTING THE PROJECT AND ACHIEVING ITS OBJECTIVES:

3.1. Achievements of the project Objective A. GWALIOR CATHOLIC SEVA SAMAJ:

Objective-1: Increased access to social & land rights through PLDP interventions.

Achievements:

53 people got the housing plot: On 4th July 2016 during the community meeting in village Badreta Pahari the people decided to apply to get the land right for housing plot. Application was prepared by involvement of 61 families and given to revenue department. Through community efforts, on August 5th 2016 the Revenue dept issued the entitlement for plot possession for 53 people.

Chandpur and Parthwada villages declared as Revenue villages: The communities of both villages had various discussions in the month of June and July 2016 regarding the important need of the village and its issues, and to find the common solutions. The major issue was that the village was situated in forest land, people had no record of it and there was a fear that any time govt can chase them out of the forest land. Hence, they planned to claim for right of the land. Communities applied in public hearing on July 26th 2016. People Made regular follow up visit in the office and gave lots of pressures finally as a result on 17 th august 2016 Tehsildar of Karahal block declared the village as revenue village.

Constructed community hall (Choupal) in Panwada & Silpuri villages: In Panwada village the community choupal was successfully constructed on 25th September 2016. There was no common place where people can sit and have meetings. In the month of January, 2016 the community meeting was held and prioritized the issues which were identified. They prepared a proposal submitted for Choupal (Community hall) on 26 th Jan, 2016. This demand of people was sanctioned and a community hall was constructed. As a support from community of Sipuri collected Rs. 50/- from each house and total Rs.2000/- through which they started the construction work. They also supported through materials used for construction. On 9th September2016 they completed the work and made a new choupal.

2 Hand pumps repaired in village Badraitha Pahari & Chak Biledi: Regarding the issue community discussion was held and they decided to submit an application to PHE dept. their application was taken into consideration and the dept sent person PHE department who repaired the hand pumps. Now people have sufficient and safe drinking water.

CCR (Concrete cement road) road constructed through Gram Sabha proposal in Banshed and Premnagar village – Application was submitted by the community in Gram Sabha regularly also monitoring was done by the community itself and the proposal was sanctioned and construction work of road was completed on 20th September 2016.

People demanded for labour Payment: In the month of September 2016, 26 people of Banar village have got the payment of pond repair work which was pending for long time. Each person got Rs. 500/- For which people applied in public hearing on September 6th 2016.

People received token for ration - Through public hearing, 16 people of Banar village have received the token to get ration under PDS on September 16th 2016. These people have BPL card since 2 years but did not get the slip, for this, in the month of August 6th, 2016, community meeting organized and taken a decision that they will go for public hearing and applied on September 6th 2016.

Increased students attendance in Lahroni Village – Through Community meeting, awareness creation, group discussion with the parents and children regarding the absence of their children in school and as a result the community decided take fine of Rs. 500/- from the parents of the child who is not regular in the school. Now all the children of the village go regular school which was monitored by the parents.

Housing plots received by 116 people of Silpuri village: On 9th July 2016 the community people of Silpuri made application for housing plot in Karahal block. 116 people received land registry for house by revenue dept and Janpad President. Since last 3 years of the struggle they got the land entitlement. Lots of applications in public hearing, rallies had been carried out to get the work done. Similarly 4 families of Ranipura also received house land patta.

9 bore wells were set up in Panwada village: Through the Group Irrigation Schemes (Samuh Sichai Yojana) 9 “Sichai Udvahan Samiti” farmers group was formed consisting of 27 members in Panwada village and 9 bore wells have been installed for the purpose of irrigation in the agriculture field by agricultural department of Karahal in this month (20 October). For this the groups deposited Rs. 5000/- each in the bank account of the group.Similarly 2 bore wells were set up in Premnagar village and for this the group have deposited Rs.20000/- by the groups.

School building Construction in Ramnagar: Construction of Primary School was sanctioned for Ramnagar villages. But it was half constructed. So children were having classes in open

area and in the ‘choupal’. The village community made application to Janpad Siksha Kendra, BEO, they made complaint in CM- Helpline- 181 again went for public hearing on 5th April 2016 for completion of construction of the school. Now the school has been completed and children are attending the classes.

Gas connection through Ujjwalla Yojana: 293 families from 15 villages applied for new gas connection through Ujjawal Yojana in Karahal Gas Agency. Out of that 221 families now received new gas connection consisting of a gas cylinder and a cooking stove. Now they are benefiting from the scheme.

Permission to use water for irrigation: Community meeting was held in village Shiv colony in the month September 2016 where the issue of making use of the water resource was discussed which is under Irrigation Department. For this they made application for the Irrigation Department. The permission was granted but for this they have to pay Rs. 900/- per hectare land each year. Now they are making use of the water from the pond for agriculture purpose.

2 new electricity transformers were set up in Silpuri village: Community meeting was held solving the electricity issue in the village on 6th October. They submitted application to the Electricity Department, Karahal for changing the transformer which was spoiled for months. The department said the villagers to pay Rs, 36,800/ for the new transformers. 67 families of the village collected the amount and paid to the department. Now the department has put up 2 new transformers and villagers are using the light.

Bore well repaired: The people of Badretha Pahadi faced water scarcity when the bore well of the village got spoiled. Through community meeting they decided to complain to the panchayat secretary about this issue. The bore well was repaired on 21st October 2016. The villagers are now having water for drinking and domestic purpose.

The people of Chak Kisanpur village faced water scarcity problem due to break down of hand pump. The community had a meeting for solving this problem and decided to fix it by themselves. So community repaired the hand pump by collective effort instead of complaining the Government Dept. And they have water for domestic use as well as for the cattle of the village.

30 farmers received seeds to grow animal fodder: The farmers of Banar, RainakaTapra and Bamori villages made application for animal fodder to Agriculture Department, Karahal on 2nd November 2016. Later on 14th November 2016 a camp was organized for the farmers in Banar village in which the farmers were distributed 2 kg each seeds for fodder. A total of 30 farmers received 60kg seeds. Thus they have now started sowing the seeds in their fields and availing benefits from the agriculture department.

SHG received ‘Seed drill Machine’ (Seed sowing machine): The SHG consisting of 12 members from Banar village had applied for ‘seed drill machine’ from the agriculture department, Karahal. They have received the machine and they will make use of it in the field in new way of crop plantation. This will help them in practicing improved pattern for cultivating crops.

Re- electrification for Irrigation group: At Lahroni village the re-construction work of electrification for 5 irrigation group started. Prior to this, the group had applied at public hearing in district office Sheopur for setting up the electric line in the. Through the agriculture department of Karahal, the irrigation estimate plan was done. This re- electrification is done by collective effort of the villagers with the help of electricity

department of Karahal. 25 electric poles have been installed and line connection has been completed in Sesaipura and 28 electricity posts at Ranipura village respectively.

Certificate for land plot for housing to 169 families: The people of Parthwada village held a community meeting on 8th April 2016 and they decided to submit proposal for demanding land plot at gram Sabha on 14th April 2016. So they submitted the proposal and In 2nd October 2016 this was approved in gram Sabha and they made application for the Tehsil in the month of November 2016 and December 2016 land document was ready. On 7th November 2016 the Revenue officer Mr. Sumit Kumar with the help of community leader distributed the documents to the 122 eligible beneficiaries.

109 families from Ramnagar and Bansed village received electricity connection in their houses. The community held a meeting for solving the problem of electricity here they decided that their village should have electricity supply. They made application to electricity department in this regard. In the month of December meter was installed connection was done to 93 families of Bansed and 16 in Ramnagar village respectively.

Proposal for BPL ration was submitted in the gram Sabha of 15th August 2016 by the people of Badretha Pahadi. The BPL ration card was approved by the Janpad panchayat in this month and on 6th December 2016 the Sarpanch and the secretary distributed the ration cards to 27 families of Adhwada village.

BPL ration cards for 25 families: Application for BPL ration was submitted in Lokseva Kendra Karahal in August 2016. And in the month of October 2016 the name were listed for receiving BPL ration card. According to the name list obtained the 25 families of Sesaipura village received the cards. Thus the people of the target villages are availing the government schemes.

Several community meetings were held for electricity connection in Meherwani village. They now submitted proposal for electrification in 2nd October 2016 gram Sabha. But it had no effects, no action taken in this regard. After 15 days villagers took the proposal from the panchayat and went for Public Hearing to district Sheopur. District governance took action in this matter. And in this month the work of electrification work was done- poles were installed and transformer was set-up. Now the whole village has electricity.

Road Construction in 3 villages:a. The people of Badretha Pahadi submitted proposal at Gram Sabha on 14 th April 2016 for

road construction in the village. The people waited for 2 months but not action was taken to this matter. Then on 14th June 2016 the community of the village went for Public Hearing to District Sheopur. And later on the road repairing work was sanctioned by the panchayat. The work began and the 1km road was completed on 10th January 2017.

b. The community of Silpuri villages made application for Banar- Silpuri road construction at gram sabha for more than 3 times. Later they went for public hearing to Sheopur. The road repairing work was sanctioned and they work started on 11 th January 2017 and it is completed in this month.

c. In the month of July 2016 the community of Parthwada village had a community meeting where the problems of the village was prioritized in which the issue of RCC road construction came out. In 6th August 2016 Camp on people’s problem was organized in Ameth village. Here the people made application to People’s Representative Mr. Anoop Mishra for the same. And later on the work was sanctioned by the janpad panchayat and RCC road was completed in the village.

Objective-2: To attain sustainable agriculture development through organic/ traditional farming methods.

Achievements:

36 families had prepared kitchen garden; (bheemnagar 20 &chak kishanpur 11) they are not using any chemical fertilizers & urea for growing vegetables but only using natural compost.

25 farmers of 10 villages sprayed the AmritJal on their crops; Amritjal had been prepared in the month of July 2016, through integrated pest management (IPM) activity.

4 farmers from Parond village are using ‘amritpani’ in their fields. They have sprayed over mustard and wheat plant in their fields. Thus they are practicing organic methods of farming.

10 farmers from Banar village are continuing the process of organic farming. They made vermin in their village. They have now put earthworms in them. And now they are making vermin compost pit in the village. Others are also influenced for this organic farming practice.

Objective-3: Increased sensitivity to climate change and environmental security.

Achievements:

23 people of Chandpur received 12000/- each for toilets construction; before this there was a meeting by community people of this village on May 6th, 2016. In this meeting Sarpanch & the secretary informed them about Nirmal bharat Yojna. Under this scheme, 12000/- rupees is given as subsidy for construction of toilet. The community decided to take advantages of this scheme and construct the toilets. Then 23 families constructed the toilets in their houses, but in spite of this the beneficiaries did not get the amount and decided to go for public hearing. On June 14th 2016 in Sheopur they gave the application to settlement the amount of Nirmal Bharat Yojna. Through this exertion on the month of August 5th 2016 all the 23 families received the amount by Janpad panchayat.

The community of Ranipura had discussion about the silt around hand pump where women’s go, for taking water and slipped because of silt. So they decided to make a soak pit there so that silt will not settle down again and water goes down into the pit.

Pond repaired by people voluntarily in Ranipura village on September 22nd 2016, to store the rain water.

30 tree plants of Mango and Neem were planted by 10 people from Sesaipura village. 20 people from Sesaipura village have planted fruit trees. Each of them planted 3 plants each.

They received the plants from Forest dept, Karahal. 60 plants of mango, gooseberry, shisam, etc were planted. The people are aware about the future benefits of livelihood as well as environment security and process of climate change.

13 toilets in 3 villages- Bhimnagar, Aamwala Sahrana, 11 families of Banar Villages and 15 families in Premnagar village have completed toilets construction and using regularly.

The people of Bansed village had applied for toilet construction in Janpad Panchayat through Swatch Bharat Abhiyan in October Gram Sabha. For the construction purpose they have received Rs.12000/- each. Now 25 families have completed toilets construction in this month. A total of 3 lakh rupees have been deposited in the beneficiaries’ bank account.

There was a problem of electricity supply in this village that one portion of the village not getting the electricity power and people found out wire of power supply is not connected well then they repaired. Electricity connection repaired by community people of Chak Kishanpur.

De-addiction campaign was organized by community people of Panvada, Sarari & Ramnagar village. In the village of Panvada the young people formed a group to control the alcoholism (Nasha Mukti Morcha) so that they could oppose the addiction and also oppose them who are producing the alcohol and selling. In this village most of the people used to drink and because of this bicker & quarrel happens in the families daily.

Seven women’s have got the Weeding Machine (5 Banar & 2 Raina katapra). First week of the month of August 2016 there was a meeting of women’s group. During the meeting women were discussing about farm weeding which is very difficult to work by hand then they decided to demand for Weeding machine from agriculture department so that could work easily. They applied to agriculture department and department delivered the machine to beneficiaries in two villages in the month of August 16th 2016.

3.3. Implemented activities:

Community meetings: Regular meetings, informal discussion was being done with the community in order to facilitate them about selecting and prioritizing the Issues of the village.

Staff Meeting: Weekly, Monthly and quarterly staff meeting review were held in office level to know the progress, challenges faced, sharing innovative ideas among the staff, preparing action plan and work accordingly for future.

Capacity Building Training of Staff: Organized two days training program for PLDP staff of Karahal to make clarity on PLDP concept.

Field exposure visit: Under the farmer exchange program there was an exposure visit organized in Kandhamal district of Orissa in the month of August from 16th to 21st.

Zonal Coordinator’s Field visit - Two days field visit of PLDP villages of Karhal block had done by the Zonal Coordinator of PLDP (Mr. Ramesh Yadav) & the Assistant Director of Gwalior Catholic Sewa Samaj (Rev. Fr. Stanislas) on 19th & 20th September 2016. The visited villages are ChakkKishanpur, Ardhwada, Chandpur & Lehroni. Zonal Coordinator met with the villagers during the community meetings and interacted about the People Led Development Process, achievements and challenges. He also conducted meeting of PLD staff to discuss about progress, documentation and gave feedback & suggestion.

Integrated Pest Management and Organic Farming: Demonstration on preparation of Organic Pesticide and Amrit Pani were done in the villages. At the same time the methods of natural pest control were explained through this activity. Making of Nadep compost was also done. Through this programme the people have learnt how to make Organic Pesticide and Amrit Jal. They have understood to make use of the natural resources, benefits of organic materials, and started using it in their agriculture. Motivated farmers helping others to make the pesticide.

a) Seminar on Forest Right Act: One day seminar on Forest right was held at Sesaipura by forest department. The community of 6 PLDP villages (Adhwada, Chakisanpur, Sesaipura, Bansed, Katila and Ranipura) attended the seminar. Some officers like District Collector (DC) and Deputy Collector of Sheopur, District Forest Officer, SDM and Tehsildar from Karahal were present for the programme. They explained about the Forest Right Act and request the community to protect the forest for future generation.

b) Seminar on IGP by Veterinary Department: In 3 villages (Banar, Bamori and Silpuri), the seminar on improvement of IGP through Poultry farm, Goat Breed, Jersey cow raring were conducted respectively. The program was facilitated by Dr. R.N. Shakya, Veterinary doctor, where he discussed about ways to prevent diseases and keep animal healthy.

c) One day Camp for Public Hearing (Jan Samasya Shivir) organised by Collector P. N. Solanki at Karahal. In this camp various problems of the community were brought and submitted application to the collector. Collector promised to look into those matters and solve it soon.

d) Disaster Management training by Disaster management Department and S.P, Collector, SDM, Tehsildar at Karahal. They demonstrated the techniques to save themselves and other individual during flood.

e) Rojgar Mela organised at Janpad Panchayat Karahal by Nation Rural Livelihood Mission (NRLM) department. Companies from different states came and recruited the unemployed skill youth from different villages. 5 youths from different target villages got recruited in different companies as security guard.

f) Eye Camp was organised by Health Department at Community Health Centre, Karahal.

3.4. Additional effects and risks

A. JABALPUR DIOCESAN SOCIAL SERVICE SOCIETY:

Objective: 1 - Increased access to social & land rights through PLDP interventions

Achievements:

Indra Awash: 2 women of Madwa village had poor condition of their houses and they were facilitated to submit the applications under guidance of Community in Gram Sabha conducted on 3rd Oct.16 for housing scheme (Indra Awas). The houses have been sanctioned by the rural deve. Dept and now the construction is in progress.

Old age pension: During community meeting, people have raised the problem of old women who were not getting benefit of old age pension. Community leaders submitted the applications of three old women for old age pension scheme in Gram Sabha of Madwa village conducted on 3rd Oct.16. Old age pensions of three women have been granted.

BPL ration card: 10 families of Mohgaon did not receive their ration card by Gram Panchayat and they were refused to get ration from PDS. Motivated through the community meeting, they submitted application in Gram Panchayat but there was no reply back. Having negotiation with the community leaders, people planned to go further and submit application in Public service center (Lok Seva Kendra) block Mawai and have got the BPL

cards. Within 15 days ration cards were provided to 10 families and now getting benefits from PDS (Public Distribution System).

Labour payment: 46 people of Barwani and Kisli villages had worked under MGNREGA but the wages were not paid for long time. Community meeting had taken place on issue and decision was made to submit application to the Janpad Panchayat office. After investigating the job cards the officers took action and the labour payment of Rs. 65000 was done for 30 people and later on for other 16 also.

Agriculture labour problem in Saindwara village: Due to migration of villagers, agriculture work was delaying which became an issue for farmers. To solve the issue community has taken responsible to help one another to complete the agriculture work. 16 men and 7 women helped one another without any wage in ploughing and seed sowing in their fields and supported others also. Through this 15 families have been benefited and solved their issues.

CC Road: 25 households of Mohgaon village submitted application for 100 meter cement concrete road in Gram Sabha conducted on 6 th Oct.16. CC road has been granted and in the month of November CC road was constructed.

Hand pump: people of Kannaitola were facing drinking water scarcity especially during summer because there was no water resource. They discussed within the community and decided to give application to Gram Panchayat for installation of one bore well. 10 households of Kannaitola submitted application for hand pump in Gram Sabha conducted 6 th

Oct.16. Within a month the Hand pump has been installed and now people have sufficient and safe drinking water.

Water storage in Madanpur village: Soon after the rain streams and ponds get dried up and people have problem of water for use of other purposes as well as for cattle to drink. Seeing the scarcity of water, people have decided to make temporary dam in the nearby stream. 34 men and 28 women contributed their labour to make temporary dam on 6 th Dec.16. Through this contribution of one day labour, 88 men and 100 women of this village are being benefited by water in daily needs, making houses, bricks and especially for 188 domestic animals of this village.

Electricity problem solved in Madanpur village: in 1st year people of Bodha tola of Madanpur had made efforts for electricity connection for their houses. Those efforts have brought result on 13th Dec.16 in second year. Electricity connection has been supplied to 35 houses of a part of Madanpur.

Contribution voluntary labor for repair of Road: People of Sagonchapar were facing many problems by rough and unclean approaching road. People have submitted application in Gram Sabha for road but due to forest land road has been not granted. Therefore people took action to repair approaching road without external support. They had discussion on emerged problem on 19th Nov.16 and 23 men and 18 women contributed their labor and repaired the road on 23/9/16. At present, they have temporary road for transport and communication.

Health & Hygiene: Community of Kunti village found that unhygienic and seasonal diseases increasing in the villages. To get rid of the problems, 27 men and 32 women have cleaned the surrounding of common places to keep village hygiene. Similarly 74 people (M-28, F-46) of Kolartola have cleaned around the 800 mt. road and surrounding of school, well, hand

pump on 21st Sept.16. Through this activity People give message to other people to keep common places clean.

Objective: 2 - To attain sustainable agriculture development through organic/traditional farming methods.

Achievement:

Compost manure: Lack of manure is one of the problems in agriculture produce in target villages. People have not enough money to purchase chemical fertilizer. People raised this issue in the community meetings and asked community facilitators to guide how to make compost manure in their fields. People were given training to prepare compost manure and pesticides and now people of Mohgaon -16, Rahtakhero-15, Sagonchapar -12, Bilgaon-19, Harratola-32, and Madwa-26, have preparing compost manure and pesticides and they also have started using it for their kitchen gardens.

Promotion of kitchen Gardening: People have traditional habits to grow vegetable in their backyards but not systematically. They use water daily for home needs but they don’t recycle the water. People were inspired to recycle the used water and use it again for vegetable cultivation in their backyards. 226 families (Kerpani-25, Mohgaon-45, Auaragagra-32, Rahtakhero–14, Kisli-24, Tawalpani-19, Kunti-22, Dadargaon-18, Saindwara-27) of nine villages have started cultivating vegetables.

Vegetable Seed kits: Identified households were linked with agriculture department to increase food security by growing vegetables. Gram Sevak has provided 250 gram vegetable kits (consisting of 6 varieties of vegetable seeds) have been provided to 163 households of 4 villages of Mawai block (Harratola 30 households, Bargoan: 25 households, Bilgoan 45, Madwa 63) under Agri. Department. Using the kit people started cultivating vegetable in their field.

Fish rearing: Community shows interest in increasing the family income so that migration can be reduced. Keeping in mind they discussed in meetings and 11 people of Madanpur have formed group to start income generation program through fish rearing. They purchased fish seedlings for Rs. 8000 in the month of August 16 and started fish rearing in a pond. By fish rearing, group expect economic growth of each member of group and have better lives.

Crop Insurance: Through participating in many gram sabha people become aware of different welfare schemes run by govt dept. Crop insurance is also one of them which is run by Agriculture department. The farmers of our target area got benefit of this scheme - 17 farmers of Barvani on 17th Aug.16, 15 farmers of Dadargaon on 22nd Aug.16, 24 farmers of Kunti on 24th Aug.16 have been got crops insured.

Vaccination: communities of Barwani and Saidwara had discussion on seasonal disease of animals. They approached to veterinary department and submitted application to field officer on 16th September16. Camps were organized by veterinary department in Barwani and Saindware and 65 animals of 12 households have given vaccination and treatment in Barwani and 85 animals of 17 households of Saindwara village on 23th Sept.16.

Approaching to Public hearing in demand of road: Barwani village is located at high land and inhabitants are tribal who face many problem especially children and women in rainy season due to lack of road. People of this village submitted application to Gram Panchayat, and respective department but it do not work so people decided to go to Mandla district level Jan sunwai (public hearing). On 20th Dec.16, 15 men approached to Collector in Public hearing and submitted application for approaching road.

Objective: 2 - To attain sustainable agriculture development through organic/traditional farming methods.

Achievement:

a) 37 people applied for crop insurance, 28 people have applied for Mukhya Mantri awaz yojana, 23 Ladli Laxmi Yojana, 11 Kutir Yojana, 47 for Toilet, 2 Aganwadi, 1 Primary Health Center, 1 school building, 3 CC Road, 1 Pagoda (Common Platform), 1 Common Community Hall.

Achievements:

b) In Hydri village 140 tribal families of forest village were provided with LPG gas connection by forest department from the surplus profit they received in the month of September. Earlier they used fuel from forest woods and spent the whole day in forest in collecting fire woods and even cutting trees.

c) After the success achievement in Hydri village, 60 people from rest of the villages applied for gas connection under Pradhan Manthri Ujwala Yojana.

2. Monthly Process Documentation and reporting of project activities was undertaken to ensure effective monitoring.

3. Continuous Networking Linkages were conducted with government officials, NGOs, like-minded individuals and other stakeholders in the target area.

4. In all 30 villages staffs visited door to door to give concept clarity wherein much people led development work is needed to be done.

5. 18 Orientation programme were organized for community on government schemes, organic farming in Waadi and Gariatganj block on organic farming and Gram Sabha. Nearly 21-35 people participated in each of the meetings arranged. Further village level orientation programmes were conducted in Gairatganj block on awareness for the Gram Sabha.

6. Continuous follow up of the last month’s programme and their capacity building on PLDP concept was also done.

7. An exposure was conducted for 15 men of Gairatganj Block to Nakthara KVK to Bhopal for learning organic farming techniques modern farming equipments related to better farming concepts.

8. There was Review meeting, meeting at Zonal level, Audit meet, Exposure to Odisa from the part of MPSSS in which animators of PLDP, stakeholders participated and started interacting with outside people, officials and enhanced their knowledge in PLDP concept of thinking.

9. Exchange visits was conducted among farmers of waadi Block (Behra and Dhiyawadi, Kosmi and Umrai Behra, Hydri and Jamanpani, Kamariya and Pipalpani, Bhagwada and Kosmi, Kheda and Sagour, Bamooliya and Dhiyawadi, Mankapur and Sagour, Amapani and Hydri) for learning organic farming techniques modern farming equipments related to better farming concepts.

3.4.Additional effects and risks:

People are working together to solve community issues related to construction of road, toilet and other infrastructure that are not available in villages. This participation includes 75-82% women.

Main risks involved in implementation of PLDP were the political shaping of the Mandals. Mandals are groups of people formed in project area based on a common issue. These members are not under the control of any external powers and hence take the steps which in many times are without proper guidance. PLDP Team herein plays the facilitator’s role and helps these members to attend Jan sunvai/ public meetings.

Climate change is also the main concern throughout this time period. It was difficult to hold small holder farmers to meetings and concern was shown from farmer’s part on the affect of heavy rain in their fields. Those who had done crop insurance and those who do not, equally had to suffer to handle such situations. We as a team also were concerned to see such situations being faced by the people.

As a result of the People Led initiative a decision which was taken during the meeting in the month of June 2016 that a committee will be formed consisting of 5 members mainly of

women from the village who will be monitoring the school working hours, facilities, teacher’s attendance, toilet, Aganwadi and MDM etc. the committee was finalized in the month of September and monitoring had started in 2 villages frequently.

C. SAMARITAN SOCIAL SERVICE SOCIETY, SATNA:

Objective-1: Increased access to social & land rights through PLDP interventions.

Achievements:

During the review period, 38 community people applied for Indra & Mukhya Mantri Awaas Yojna out of which 18 people successfully received benefits.

From the target villages, 185 community people applied in Gram Panchayat out of which 85 people could tap the scheme.

During the review period, 87 people from the 16 target villages made applications to tap Individual Forest Entitlement out of which 38 individuals got Forest Land Entitlement.

In the target villages, community people from 6 target villages came forward for repairing of hand-pumps by donation. As a result, 150 families as now getting clean water for domestic purpose.

On demand of employment by community people, 286 community people from 3 villages i.e., Umardari, BarhaBaba & Srinagar received jobs under MNREGA scheme along with construction of RCC road.

132 Community people from 32 villages made application under Ujjwala Yojna out of which 86 community people received the benefit.

Objective: 2 - To attain sustainable agriculture development through organic/traditional farming methods.

Achievement:

125 community people from Harkuta & Athbarhi villages together constructed temporary dam to store running water in stream (‘Bori bandhan’) and irrigated 25 acres of agriculture land.

During the period, 60 farmers were successfully registered under PGS of Agriculture Department and received Rs. 5000/-per farmer as a support for cultivation.

After orientation, 280 farmers from the target villages prepared and used Organic Pesticide, Organic Fertilizer ‘Amritpani’ and Organic Manure in their agriculture fields.

During the review period, 478 farmers from 28 villages are practicing Kitchen Garden. During the review period, 71 farmers hit by flood received benefit under Calamity Relief

from govt. During the review period, 45 farmers practicing Organic farming have received benefit of 5 –

10 quintals of grain from 1 acre of agriculture land. On demand of people we trained 10 farmers on Organic agriculture techniques like; ‘Jeewa

amrat’, Organic Pesticide & Organic Fertilizer who are now utilizing in their agriculture fields.

During the review period, in Umardari village the construction of Anganwadi center initiated after the continuous struggle of community for three years.

During the period, Mr. Ramdayal Kushwaha cultivated garlic through Organic technique and received benefit of 60 quintals amounting Rs. 240,000.

In Alakhnanda village, after struggle of 2 years by community the construction of Primary school is in process.

38 farmers received Individual Forest Land Entitlement after struggle of one year.

Formation and Linkage of Farmers Club with NABARD: During the period, 3 activities organized where 3192 farmers participated.

Formation & Strengthening of VDC: The project conducted 6 meetings for strengthening of VDC where 2036 community members participated and discussed on various social issues.

Orientation on PRI: The project conducted three Orientations on PRI wherein 3880 community members participated and got oriented.

Orientation on Govt. schemes: The project organized 6 orientations on Govt. schemes and oriented 3456 community of target villages.

Exposure Visit/Exchange Visit: During the reporting period, 1 exposure visit organized in KVK, Majhgawan for 25 farmers. 1 exchange visit organized in which 225 farmers from 6 villages visited Jhiria & Bhaihai village to learn organic farming.

Awareness rallies on various social issues: The project organized 3 awareness rallies in which 627 people participated.

Workshop on developing Rainwater Harvesting Structure & Watershed method: The project conducted 3 workshops which was participated by 3784 people.

Orientation on Forest & Land Right for CBOs and Local Leaders: The project organized 3 orientations on Forest & Land right where 2160 community members participated.

Review meeting with community: The project organized 1 review meeting with the target village where 60 community people participated.

Community work (Shramdaan) by community: During the project review, 3 shramdaan done by the community of 3 villages which included 450 community members.

Community Meeting: 6 community meetings were conducted for the community of 32 villages which was participated by 4800 community members.

Registration of Farmers practicing Organic Farming (PGS): During the review period, 60 farmers practicing organic farming were registered under PGS scheme.

3.4. Additional effects and risks:

Heavy rain & flood caused damage to agriculture productivity. Migration by youth in search of employment.

3.5.Evaluation:

There was an evaluation conducted by Misereor in the month of November 2016 in MP. They visited 8 villages 2 partner DSSSs of central zone and conducted evaluation. In the other 2 DSSSs they could not visit but some information and random data collection was done by the enumerators.

Besides that the Directors make visits to the villages. They evaluated the works and motivate the people to work together for village upliftment. They also encourage the community to participate in village level meetings, discussion and take decision to solve the issues.

Monitoring visit also being done Zonal coordinator in program villages to interact with community, evaluate the process and guide them to take appropriate steps to solve the issues.

4. CONCLUSION:

At the end of the half year of IInd phase, the project has made the community to come forward to know their issues and fight for their rights & privileges. The PLD project has made the community people capable to fight for their upliftment and become self-reliant and improve their socio-economic status. The participation of women has increased in comparison to men in Gram Sabha and community meetings which depicts the change in the behavioral pattern of the community people.

To conclude we can say that we inculcated a habit of learning from each other. We learnt from field partners and national partners. It was a joy to meet more and more people and interact with them. This was a fruitful month in terms of learning.

4.1. Lessons learned within the project:

With respect to the target group: We could learn that government officials are willing to support people of rural areas and there are plenty of schemes available with them.

With respect to our organization: In the beginning of second year we can say that it was a learning period. We learnt from 1st Year experiences by sharing and observation, we could also learn from MPSSS and JDSSS and Jan Vikas (Odissa) in meetings and exposures conducted.

SUCCESS STORIES/ CASE STUDIES

A. GCSS, GWALIOR:

Case study - No. 1 Village Ramnagar

Situation in the Beginning: In Ramnagar village the govt school building was half constructed. The amount for construction was misused by the

agency. Due to the lack of school the children of the village had to study in open area and in the choupal.

Steps taken: Community meeting was held where this situation of the school discussed by the villagers and the shared about children’s experience studying in the open ground. The community made application to the Janpad CEO and BEO. Then they complaint this matter to CM through CM- Helpline- 181. The CEO came for verification this problem. The work was still not done. The people went for public hearing to district office. Here the collector assured that the school work will be done soon. After a month the construction work started.

Present Situation: The school building in the village is now completed. And children are now going to the new school building. The people of the village say ‘koi samasya aai to taktar bharke hi jao tab hi e adhikari sunte he’ means “for any issue if not solved go in tractor full people then only the official listen.”

B. JDSSS, JABALPUR:

Helpline Help

Village: Mohgaon, Block- Mawai

Situation: In the month of August, bridge was blocked by mud, stone and bushes due to heavy rain in Mohgaon. It was difficult to cross the bridge. It is a main road which connects to Block office and market Mawai and people were cut off due to the situation. Along with that, the problem was badly affecting the school going children.

Intervention made: Mr. Lakhan Lal (community leader), contacted to CM Helpline -181 on 12 th

Aug.16 reporting about this issue. Unfortunately there was no response or any action. Again he contacted to CM Helpline and informed about the situation and complained on 16 th Aug.16

Steps taken: respective department from block Mawai reached with JCB machine and cleaned bridge and road on 18th Aug.16.

Present Situation: bridge and road were repaired and it was made for people to move easily.

C. MVSS, SAGAR:

Construction Of Platform For Meeting:

Situation in the Beginning: In the village of Hydri of Waadi block of Raisen district people gather in huge numbers for the meetings when problems were vigorously being addressed after the PLD intervention. The huge participation of meetings could not be confined to front ground of homes, and slowly it turned to schools and playgrounds. Even during time of summer and rainy season people used to come together without any disturbance.

Intervention made: Seeing the hurdle of people, mass participation and discussions, PRIs were informed by PLD team to construct a Platform for such meetings. They then brought this issue to be addressed in Gram Sabha to construct a Chabbothra for the people to sit together in shade. After the case was brought for consideration by Forest department (since it was forest area) Mr Sheguvaar (minister of environment and forest) also agreed upon the same and on 15 th August the work was completed and inaugurated by him. People too participated in making of the same by giving free labour service and doing Shramdhans.

Steps taken: The platform formed is in centre of the village and is 4 feet above ground and 16 feet high from base, fenced by steel rods and floored by marbles. Even the roofing is done with tin sheets. The seating capacity of the platform is easily 50-80 people in a hexagonal manner.

Present Situation: In the village of Hydri of Waadi block of Raisen district people are excited to come together on the new Pagoda (Chaboothra), a common platform constructed in the centre of the village. It was in June that the work of the Chaboothra started.

D. SSSS, SAMARITANS, SATNA:

“COMMUNITY ACTION”

Situation in the Beginning: Alakhnanda village people have never seen school. The village is populated with tribal community who has least interest in education, only 10% of total population is educated. The children of the village either have to travel to 60 km far every day to attend school in another nearest village Singhpur or they have to attend their classes in barren lands under the tree. Community was forced to keep their children at home rather going far. The community people raised voice many times for school

construction but were all in vein. For the first time community made application in 2015 in Gram Panchayat.

Intervention made: The intervention started with the arrival of PLD process in the village. Community meetings were organized and people started raising their voice for their rights & demand. One of the issues raised by community was non-availability of primary school in the village. The project team sensitized the community for need of education and suggested to approach Collector in Jan sunwai for construction of primary school.

Steps taken: The community together came forward to take action against Panchayat and to address their issue in Jan sunwai. Three leaders were selected from the community to meet collector and address the plea. On 6th Jan, 2017 community leaders met Collector and requested for construction of primary school which is pending since one year after application. Collector issue order for construction of primary school in span of one year without any further delay.

Present Situation: The community is happy after getting permission for school construction from Collector. The children will be attending schools in their own school without travelling far distances. The girls will be allowed to educate who were not attending schools. The People led approach helped overcoming the biggest hurdle for development of future generation.
