Salient Features Excise Policy 2014-15 New settlement of all IMFL/Beer shops, Country Liquor groups,
Bhang and LPH groups has been done for the year 2014-15. The number of Country Liquor and IMFL shops will remain same as
earlier at 6660 and 1000 respectively. Not more than one group will be allotted to one person in Country
Liquor. Similarly not more than one shop will be allotted to one person in IMFL.
The timings for retails license shop shall be from 10 am to 8 pm. strict adherence of the norm of opening (10 am) & closing (8 pm) hours of the shops shall be ensured.
All rural C.L. shops including C.L. shops situated within 5 km. periphery of municipal limits and C.L. shops situated in the class IV municipal areas (except Sagwara & Rawatbhata) are proposed to be made mandatorily composite.
For Country Liquor Groups, Exclusive Privilege Amount (EPA) shall be increased by 10% of the EPA of 2013-14 for the year 2014-15.
The existing practice of manufacturing and supply of 40/50/60 UP shall continue. The supply of 40 U.P. Country Liquor in Glass bottles will be Optional.
(i) Issue price for the case of Nips in PET shall be Rs. 355, Rs. 336 and Rs. 296 for Country Liquor of 40, 50. & 60 UP strength respectively.(ii) Issue price for the case of Nips in Glass fo 40 UP strength Country Liquor shall be Rs. 375.
RSGSM may engage the services of Private bottlers for bottling of Country Liquor as per contractual agreement.

Country Liquor shops to be run by RSGSM directly & through franchise (only tribal's from TSP area of Rajasthan) in Banswara and Dungarpur districts.
Excise Duty in IMFL & Beer has been revised to ensure availability of genuine liquor at reasonable price.
Duty structure in BIO has been rationalized considering the prevailing rates in other neighboring states.
Basic License Fees of 5 stars and other Hotels, Restaurants and Club Bars has not been increased.
Tenders for Bhang shall be invites as per the previous policy. The application fees for LPH groups have been reduced from 1% of
the license fees (approx.2.3lacs) to Rs.10, 000 (up to 10 shops) & 20,000/- (more than 10 shops).
There will be 24 joint production and consumption groups under LPH category
The allotment for joint production and consumption LPH group shall be made through lottery system. One person will be allotted maximum of one joint production and consumption group.
To safeguard the interests of opium cultivation patta holders License shall be mandated to procure LPH from each farmer as per rules.
Temperance provisions in Policy 2014-15 Bill board depicting ill -effect of liquor on health shall be placed in
public places like Panchayat Headquarters, Mandi Courtyards and other public Offices.
''Strong Country Liquor'' shall be mentioned on the label of 40 UP Country Liquor. The colour of cap & label on 40 UP bottle shall be in Red colour and that of 50/60 UP bottle shall be in Blue colour.
At least 35% quantity of Country Liquor shall be supplied having strength of 50/60 UP to promote temperance.
Amendments in the Rajasthan Excise (Closure of Country Liquor shop by local option) Rules 1975 for shifting for liquor shop from ward/village shall be made, if a proposal passed by 20% of the electorate of that village and if the proposal passed by 20% of the electorate of that village and if the proposal is also voted by at least 51% of the voters of that village/ward, the liquor shop shall be shifted from the next financial Year.
The provision for AHATA within C.L. shop has been deleted under the Rajasthan Excise Rules 1956.
