.From the ramparts of Red Fort…

Prime Minister Narendra Modi’s address to the nation from the rampartsof Red Fort has further strengthened the faith of the people in ourpolitical system and democracy. He has again emphasized that

development is the only mantra which may be an answer to many problems likecasteism and communalism. ‘Vikas ke amrit se smapradayikta aur jativad komitana hai’ should be welcomed and pursued with full strength. At the sametime he highlighted the importance of people’s participation to make democracysuccessful. It is a fact which is known to everyone but practiced rarely by thepolitical leaders. The prime minister has reiterated his commitment towards‘Janbhagidari’ and the manner he has tried to ensure it through myGov.in,Mann ki Baat, inviting letters in lacs from the people and different interactionsand dialogues with the people. In fact he has tried to make democracy functionin a more effective and meaningful manner because India may succeed onlywhen we make our democracy successful.

In his speech he also highlighted the achievements and commitment of hisgovernment. It is true that Jan Dhan Yojana today has become a hugeachievement of the government not only in term of the 17 crore bank accountsbut the record time in which it was completed. He reminded the people that onthe last Independence Day he had promised to ensure time bound completionof the scheme and after one year it may be said that the promise has beenfulfilled. While talking about the need for financial inclusion he also talkedabout the pyramid of development the wide base of the which constituted ofDalit, exploited, oppressed, deprived and neglected people. He said that hisgovernment is committed to strengthen this section of the society by openingthe door of their financial inclusion through bank accounts and thereby bringingthem in the financial mainstream of the economy. He also talked about world’slargest social security initiative taken by his government to include poorest ofthe poor sections of the society. Pradhanmantri Suraksha Yojana , Atal PensionYojana and Pradhanmantri Jivan Jyoti Yojana – these are the three schemeswhich have created a new roadmap of social security through insurance andpensions. Swachh Bharat has also caught the imagination of the people and hethanked the children for acting as the most important brand ambassador bycreating awareness about cleanliness both within and outside the family. Healso talked about Shramev Jayate which has brought in revolutionalry changefor the labourers of unorganized sectors by ensuring dignity of labour alongwith many social security schemes. By simplifying labour laws and reducing

6 Kamal Sandesh September 1-15, 2015

them from 44 to four codes has further helped the labourers. While talking about corruption the prime minister further resolved to make India corruption

free and talked about various initiatives taken by the government in a very short time. TheDBT scheme of the LPG cylinders has not only removed corruption in the system but alsosaved 15000 crore rupees while 20 lac people have voluntarily given up LPG subsidy. Thenation has earned around 3,00,000 crore rupees through the auction of coal blocks andcountry has also earned enormous amount through transaparent system of auction of spectrum. He also talked about the efforts made on the issue of black money which he raised during G-20 summit. The strong law enacted on black money has ensured that now no black money maybe transferred outside the country while process of bringing in black money stashed in foreigncountries is progressing. The other achievement of the government was on the front of pricecontrol – the inflation was kept in control even in the face of deficit rain last year. The doubledigit inflation was tamed and progressively brought down and the trend is continuing.

The Prime Minsiter touched almost all the issues related to villages, farmers, jawans, youth, Dalit, tribal and women. While talking about several initiatives taken for the farmersand improvement in agriculture he said that the name of Ministry of Agriculture will bechanged to included ‘Welfare of Farmers’ with a focus on the farmers also. He further saidthat while steps are being taken to ensure supply of water and electricity to the farmers 18,500villages which have not yet seen electricity will be connected with electricity lines. Announcingan innovating scheme of start of Start Up India and Stand Up India he called upon the1,25,000 branches of the banks in the country to give loan to at least one dalit or tribal anda women and help nurture entrepreneurs from these sections as a tribute on the 125th

anniversary of Baba Saheb Bhim Rao Ambedkar. He also called upon those who want to investin India to create maximum employment opportunities which will entitle them to specialpackages. He also appealed to remove the provision of interviews for junior level governmentjobs as it will help in removing corruption also. He announced, that the government hasaccepted 'One rank, One pension' in principle and modalities for its implementation are beingworked out and people will receive good news shortly.

The Prime Minister’s address to the nation has further strengthened hope and confidenceabout the future and people are feeling encouraged to participate in the nation buildingprocess. The nation was assured of the good works done by the government and apprised ofthe fast progress that has been achieved on almost all fronts. The expectation of the peoplehas been answered by the untiring efforts of Narendra Modi who is working day and night toensure that India attains its desirable place in the comity of the nations. His appeal to everycountrymen to contribute to the process of nation building and resolve to make India adeveloped, prosperous, corruption free and vibrant nation is finding resonance with everyIndian. Prime Minister’s address has not only motivated the nation but instilled every Indianwith new energy to work for the great future.

The programme for thenext General Elections,as announced early by

the Election Commission, hasbeen confirmed by theGovernment. Whatever theastrologers might predict, thepeople and the politicalparties have to be serious andbusiness like in preparing tomeet this great democraticchallenge. Parties havefinalised their list ofcandidates. While some of theorder parties, notable thecongress, experienced muchdifficulty in seeking anagreeable formula to satisfythe conflicting claims offactions and communalgroups, the newer partieshave had to make hecticefforts to find out ‘suitable’candidates, to contest theelections on their symbol. A‘suitable’ candidate is a termwhich is better understoodthan defend. However, for acorrect appraisal of thepolitical health of the countryand the parties, it would bedesirable to discuss some ofthe salient qualities of such acandidate.

A suitable candidate to aman of commonsense shouldbe one who can represent the

party’s views in thelegislature, who has beennursing his constituency andcan claim to air the feelings ofits people. As an individualhe should be devoted to thepeople and as a member ofthe party he seeks torepresent, he should bedisciplined and dedicated toits cause. If he has any otherqualifications they may addto his stature, but they cannotbe substituted for these basicingredients of suitability.

But in India hardly anypolitical party worries aboutthese things. Their onlyconsideration is that he shouldbe able to win. Like racegoers they have no love for aparticular horse. They willbet on one which has brighterchances of winning. But theyforget that in politics theirassociation with the winner

does not end after the play. They have to carry the burdenall through and it is throughhis medium that the party willbe required to act in thelegislatures and in theconstituency.

Most of the politicalparties today have no grass-roots. The Congress whichone day was a mass party inreal terms has now ceased tohave any hold on the masses. The newer parties have yetto work hard to endearthemselves to the masses.Under these circumstancesappeals other than those ofthe party have to be made. Itis for this reason that the ex-rulers are being wooed byevery party. Even ministerhave hesitated to oppose ifany member of the rulingfamily is in the fray. And ifthey choose to go with theCongress, all other oppositioncandidates consider theirchances of victory bleak.

Even granting that the ex-rulers have the citizen’s rightto participate in the elections,it must be admitted that thepresent state of affairs is nothappy. The situation cannotbe mended by ex-rulers butby the people and by the

various political parties. Theex-princely order mustdefinitely be encouraged totake part in politics, but aticket in the elections shouldnot go to them by birth butby merit. People should alsorealise that a vote is not aninstrument of expressinggratefulness to any candidatebut a mandate to carry outtheir wishes.

Caste and communalconsiderations also play agreat part in theselection of candidates.Congress is the worstsinner in this respect, butother parties also cannotescape the odium. Thisalso is due to lack of asound and solidorganisation. It is no useabusing casteism. Thosewho do indirectly rely on it.Everybody in India belongsto some caste or community.By accusing the other partyof indulging in casteism orcommunalism, you throw anindirect hint and make anunconscious and subtle appealto these sentiments in the restof the society. Experience ofthe last elections shows thatcandidates who tried toarouse caste feeling invitedthe antagonism and the unitedopposition of the rest andthus lost badly. But still thatconsideration weighs heavilywith political parties. If otherbasic qualifications are there,I would not mind to whatcaste the candidate belongs. He cannot be a castelesshuman being at least not inIndia. But if the situation

develops to such an extentthat even Dr. Ram ManoharLohia had to forego hiscandidature only because hedid not belong to the castethat numericallypredominated in theconstituency (this happenedin a U.P. by-election,sometime back), it betokens aserious malady. The way outis to strengthen the partyorganisation, rather thanaccentuate appeal to caste

considerations as the socialistdoctor is trying to do by hispromise of reserving sixtypercent seats for backwardcastes and classes.

Financial viability isanother big factor thatinfluences the choice ofcandidates. A number ofpeople are given tickets forno other qualifications thantheir capacity to spendmoney. These people come inthe field at election time andthen hibernate for five yearsin the crowded bustles ofCalcutta and Bombay. Theydo not come to the people tosolicit their votes but topurchase it. For them no priceis too high. All that they wantis to grease their way to theparliament. For them it is abusiness deal. The parties,

including the Congress, areso tight of fiancés that theyare only too willing to obligethese aspirants for power andfame. The Congress has beenreported to have struck a dealwith some of the industrialistsin Calcutta to give them someparliamentary seats if theypromise to foot the electionbill of the Assemblycandidates. The Swatantraparty is commonly charged asbeing a party of Dalal Street.

The financial stringencywith the parties is sogreat that theGanatantra Parishadhas, just on thataccount, decided tomerge with theSwatantra party.

All these are factorsthat are likely to give a

wrong direction to the politiesof the country. If steps arenot taken to mend them, powerful lobbies will emergein the country’s legislaturesand political decisions willhardly be taken in an objectivemanner taking intoconsideration only the welfareof the people and furtheranceof national interests.

The parties that want todevelop into major partiesshould be careful not tosacrifice principles for quickgains. People too have a duty, and if they exercise theirfranchise in a judicious andintelligent manner, they canalso correct the distortedviewpoint of the politicalparties.

Caste and communal considerations alsoplay a great part in the selection ofcandidates. Congress is the worst sinnerin this respect, but other parties alsocannot escape the odium. This also is dueto lack of a sound and solid organisation.

India cannot possibly growat 10 % unless the EasternRegion including States

like West Bengal catches upwith the rest of India, andgrows fast, commented BJPNational President Amit Shah, while addressing the IndianChamber of Commerce(ICC)in Kolkata on 12th August,

2015.Shri Shah was speaking at

a high-profile ExclusiveInteractive Session, titled“Economic Agenda ForDevelopment of EasternRegion”, which was jointlyorganized by the ICC and theChamber’s Ladies’ StudyGroup (LSG). The Forum sawhuge turnout of people fromthe Industry, Media, Politicsand other cross sections.Sharing his views on theIndian economy in general,

and the possible futuregrowth path of Eastern India,in particular, the BJPPresident said that the UPAGovt. had created anatmosphere of policyparalysis, and when theprevious Govt. went out ofpower, India’s growth ratehad plummeted to only 4.4%

of GDP. While referring tothe pro-active steps that arebeing taken by the BJP-ledGovt. at the Centre, Shri Shahopined that a liberal FDIregime, the ‘Make in India’Campaign to boostManufacturing ; the coal andpower sector reforms, directtransfer of subsidies, streamlined tax regimes etc.have created a new wave ofenthusiasm about the Indianeconomy among the domestic& the international investor

community, and in about oneyear’s time, GDP growth rateincreased from 4.4% to 5.7% .He further elaborated howthis reform-orientedGovernment is trying toimprove ease of doingbusiness in the country, andunleash the potential for aninvestment-led growth byaddressing key economicchallenges and infrastructurebottlenecks. Emphasising thatthe Union Govt. is seriousabout streamlining ofprocesses and procedures,Shri Amit Shah said decision-making has become mucheasier now, which has led toimprovement in Industry’sperception about governancein the country.

Focusing on macrofundamentals, he said thatoverall inflation which usedto be in the range of 5-7%,has come down to anextremely impressive -2.4%,thus proving the Govt.’sability to undertake prudentfiscal & monetary measures& policies. The ambitious‘Make in India’ campaign willgo a long way in boostingt e c h n o l o g y - d r i v e nmanufacturing & technologytransfers to India, and willgive a big push to employmentgeneration, Shri Shah opined.Commenting thatManufacturing Excellence andemployment generation will

need massive improvementsin Infrastructure, Shri Shahsaid that while during theUPA regime, 4 km of roadused to be built per day on anaverage, this figure has goneup to 13 km per day now. TheBlack Money Bill, the push toAgricultural Reforms, establishment of the Niti Ayogfor ensuring Policy formulationthrough participativeconsultations with the States, the FDI reforms, among otherthings , will set the ball rollingfor higher future growth &development, he emphasized.Commenting that the Govt.wants 24x7 electricity in everyIndian village by 2019 underthe Deen Dayal UpadhyayGram Jyoti Yojana, he addedthat there has been a 8.6%increase in production ofelectricity in this country, and22,000 MW added to installedcapacity over the last one yearor so.

Talking about the East &North-East’s future growthprospects and constraints, ShriShah said once a leader , aState like West Bengal, andthe entire East as a matter offact, has now become alaggard due to economicmismanagement.

He said India cannotgrow at 10% unless the Eastcatches up, and manages togrow fast, and uneven growthwithin the country cannot besustained. Emphasizing thatthe BJP-led Govt. believesthat all regions and statesacross India should grow intandem irrespective ofwhichever Party is in power

in those States, Shri Shah saidthat the Central Govt. istrying its best for ensuringthat high-potential States likeBengal can usher in a steadyprocess of industrialization.

Lauding the absenceof any corruptionallegations against thecurrent Govt. , Shri Shahsaid that more than Rs 2lakh crore has been addedto the nation’s treasury bytransparent auction of coalmines, adding that thishas tremendouslybenefited States like WestBengal, Odisha,Jharkhand andChhattishgarh insignificantly augmentingtheir resources necessaryfor growth &development, and wipingout their fiscal deficits.

Stressing upon the CentralGovt.’s commitment to bringin balanced growth acrossStates and co-operativefederalism, the BJP NationalPresident highlighted that asper the recommendations ofthe 14th Finance Commission, the East & the North-East willbenefit the most , and Stateslike Nagaland, which will geta post-devolution revenuedeficit grant of Rs 18,475 crorefor a 5-year period, and WestBengal which will get Rs11,760 crore, are among top 5beneficiary revenue deficitstates.

Among the otherbeneficiary revenue deficitstates are Assam, Manipur,Meghalaya, Mizoram andTripura, Shri Shah informed,

adding that this trend ofbenefitting the East & theNorth-East proves that theUnion Govt. places immenseimportance upon this region’sfuture progress.

The decision to increasestates’ collective share oftaxes collected by the UnionGovernment to 42 % from theearlier 32 % would give morefreedom to the States, hesaid, adding that the cashstarved East can now spendmore on it’s developmentalpriorities.

Talking specifically aboutWest Bengal, the BJPPresident said that Bengalused to be a leading State atone point, but due to severalreasons ranging fromeconomic mismanagement topolitical turmoils, the state isunfortunately nowconsidered to be anunattractive investmentdestination. He said thatwhile the Union Govt. iscommitted to handholdBengal and partner the Statein its future progress, it is ofutmost importance thatinvestment climate in the Stateimproves considerably.Unless law & order, investment climate andbusiness sentiments improve, the impact of pro-active policymaking at the Centre will notpercolate down to Bengal,Shri Shah said, adding thatthe political will to deliver, and take industrializationforward is lacking in WestBengal, and this has to becorrected if the state has torealize its true potential.

Thefortunes of nations in andaround the two oceans areinter-linked and for thisreason, the tides that bearhopes and bring challenges tothe shores in India and thePacific Islands are the samethat is why some call theregion the Indo-PacificRegion, he added.

The PM said that is not allthat brings us together. SmallIsland States may add up tosmall land area and evensmaller population. But, theyare as important for us as anyother nation. We have andwill stand with you ininternational forums. It iswith this sense of solidaritythat we made the strongestcontribution to the SIDS

Conference in Samoa last year, which led to the evolution ofthe Samoa Pathway. We alsosupported the interests ofSIDS on capacity building inthe latest outcome documenton the Post-2015Development Agenda.

He said India standsshoulder to shoulder with youfor a dedicated seat for SIDSin an expanded and reformedUnited Nations SecurityCouncil in both categories.India will support therealization of your vision ofPacific Regionalism. It is ashining example ofcooperative regionalism thatshould inspire others aroundthe world. Excellencies, theworld may see you as SmallIslands with modestpopulations. Ocean iscritical to India’s future, too. That is why, in the past year,I have focused a lot on oceaneconomy, both in India andinternational engagement. Isee huge potential for ourcooperation in this area.

PM said India waspleased to stand with you inensuring that sustainable useof oceans and marineresources constitute a distinctelement in the SustainableDevelopment Goals in theUnited Nations that werefinalized recently.

He said climate change isan existential threat to thePacific Islands. It is alsotaking a toll on the teamingmillions on India’s shorelineof 7500 kilometers and itsnearly 1300 islands. We bothseek a concrete and effectiveoutcome on climate change atCOP 21 in Paris later this year.We worked together for aseparate goal on climatechange in the SustainableDevelopment Goals, and in amanner that addresses theinterests of developingcountries. We must also buildcloser partnership in pursuitof our shared aims in theWTO-for example onfisheries, he added.

Shri Modi said during thelast Summit, India announceda number of new initiativeswith the Pacific Islands

countries. I am pleased thatwe have been able to deliveron many of our commitments.

These include increasingIndia’s grant-in-aid to PacificIsland countries from 125,000to 200,000 U.S. dollars, e-tourist visas, deputation ofIndian experts in the area ofcoir industry and a specialtraining programme fordiplomats of the Pacific Islandcountries. Trade, more thanaid, is the enabler fordevelopment. I am pleased toannounce the establishment ofthe FIPIC Trade Office in theFederation of IndianChambers of Commerce andIndustry in New Delhi.

He said this is just thefirst step towards promotingtrade and investment

Shri Shah said that the steps taken by the Centre for thedevelopment of Bihar, if the state government implementthis in right direction then Bihar will soon grow rapidly onthe growth path and Bihar will secure special partnership incountry’s development and it prevent the exodus of youthand labour power from the state.

But the political paries especially JD(U) and RJD obsessedfrom party politics mentality is inexplicably opposing thispackage for political gains, they are not opposing only thepackage but also the development of Bihar and it isunfortunate. Shri Shah said that the people of Bihar shouldconsider this that how the development of Bihar is possiblewhen these political parties oppose such steps which hasbeen taken for the development of the state by the centre? The people of Bihar will hit back and answer these partiesin coming election. In a review of the last bookof Schumacher, A Guideto the Perplexed, published

just before his death in 1977,while . paying a merited tribute,Theodore Roszak stresses theinadequacy of even the wisestcomment of life when it does notbegin by’ squarely confrontingthe vast negations of our times, when it has not looked into “theheart of darkness and seek thehorror”. He adds: “It is naive tosummon us to self-knowledgewithout acknowledging that thedeepest self-knowledge of ourtime begins in the experience ofradical absurdity and cosmicabandonment. Self-knowledgefor us must go through Nietzsche,Kafka, Sartre, Beckett, not aroundthem.” At some in the drama ofthe modern world, “the verticaldimension failed to provide a surepurchase upon the need forpersonal autonomy.”

Actually, before regaining thefreedom to be free to realise fullythe potentialities of our being, allthe possibilities of an integralhumanism, we have to confrontnot only Beckett and comparableothers, but also the reductionistreading provided by everyspecialised discipline fromphysics to psychology andsociology. This is because thefundamental question that can beasked regarding the world, manand man’s destiny was met withan answer which was very limitedright from the beginning and, when it was illegitimately

extended, gave rise to fatefullydisastrous consequences.

This is the question: what isthat which, when known, willmake all things known?

Antiquity had raised thisquestion. And it is because themost important aspect of theanswer it had framed was lostsight of when the query was takenup in modern times that mankindin our age has been steadilyslipping down a gradient towards

nihilism in thought and possibleannihilation in a nuclearholocaust.

Five or six centuries beforeChrist, the Philosophers of Ionia, the Greek settlement in AsiaMinor, raised this question. theysought the primordial matter from-which by condensation, rarefaction and combination, allthe plurality of the world, itsmaterial forms and theirvicissitudes, could be derived. Butit was always affirmed thatprimordial matter waspsychophysical. Soul was heldto be the principle of life, motionand sense perception. And theatoms of Leucippus and

Democritus, the ultimateindivisibles of divisible matter, were held to have the intrinsicpowers of animation, motion andsensation.

As in Thales, Anaximenes andHeracleitus of ancient Greece, water, air or fire is tried out asthe primordial element in theBrhad Aranyaka, Chhandogya andKatha Upanishads. But whateverthe element may be, it is held tobe psychophysical. The

Kaushitaki starts by positingPrana or air as the primordialelement. But very swiftly, Pranais identified with life, withconsciousness and with the selfitself. Thus, Prana, which isoriginally a form of matter, becomes identified with life fromthe biological point of view, consciousness from thepsychological and the self fromthe metaphysical points of view.A similar movement of thought isseen in the Taittiriya also.

But when the modern agetook up the quest again, it missedthe old insight and also itstremendous importance for anintegral humanism. Galileo

nullified the brilliance of hisanalysis of matter by the dogmaticassertion that only the quantitativeaspects of matter were real. Theextension of matter is real ;sensations are illusory. Anerroneous world-view was thuslaunched on a conquest of alldisciplines of knowledge, physicsor the science of matter being thevantage ground from which theattack began. Galileo studied thebehaviour of material bodies onearth; Kepler studied extensive

agglomerations like planetarysystems; Newton integrated bothand enunciated universal lawswhose implications were thatmatter was dead and insentient, had no capacity for self-movement, and moved only whenit was pushed or pulled by externalforce. And this went foreverything made of matter, andman is also made up of matter.

There was fantastic amnesia, and worse, here. Science is thecreation of the mind whichcollects facts, forms hypothesesfor explaining them, confirmsthem by testing. But, as theexploration of the reality “outthere” gathered momentum, theself behind the quest and theexploration was at first forgottenand, later, denied. The denialemerged from the hardening of

the picture of the world as amachine which necessarily mademan a robot. Cicero said longago that there is no nonsense socrazy that some philosopher orother would not havesententiously pronounced it sometime or other. Science wrestedfrom philosophy the doubtfulhonour of being the target of thisirony. But the danger now wasimmensely greater. Contrary tothe fond beliefs of philosophers, nobody takes them seriously. But

science established its empire overmankind in its aspect oftechnology. And even if peopledid not bother about scientistswhen they philosophised, theywere deeply affected bytechnology which derived itsmomentum and orientation from.the basic outlook of science. Andthese led in the direction of thedissolution of man.

As Hans Jonas has put it,scientism brought out thinkingunder the ontological dominanceof death. Deadness became thenatural thing, life andconsciousness became problemsto be explained. The physicalistthinking based on a theory ofmatter which regarded it as deadand inert made manincomprehensible and the worldnormatively empty. There were

glaring contradictions in thisstance. For instance, if there isno such thing as consciousness, what precisely is the status ofscience as an epistemologicalsystem elaborated byconsciousness? But a fantasticability to ignore suchcontradictions was displayed. Theclassical example is thebehaviourist who uses thisconsciousness to elaborate atheory that there is noconsciousness. But let us not betoo vociferous in marvelling atthis stupidity. For presti- giousphilosophical traditions which, ina similar way, denied the realityof both the world and thepsychophysical self which triesto understand itself and the world, have flourished for long, in Eastand West alike.

From physics, the basicdiscipline of matter, the anti-humanistic world-view started itsconquest of all disciplines andcoloured all phases of man’s lifeand activity. The result has beenthat the ontological dominationof death, instead of remainingsafely confined to highbrowtheorising, has become a terribleincarnate apparition right in ourmidst threatening the physicalsurvival of mankind. The nucleararsenals of the nations today haveaccumulated enough potential tokill every living thing in the world, flora, fauna and man, ten timesover. This real threat to thesurvival of mankind and the worldhas stemmed directly from theamplification by a runawaytechnology of the libertinism ofthought that denied all value inman and the macrocosm.

the predicament is not going tobe easy. Perhaps that is putting itappallingly mildly and may reallyamount to a sick joke, for there isa very real chance of man beingdestroyed by the colossal energythat was safely locked up in theheart of matter and which heunleashed without the ability tocontrol it. This ability isfundamentally a moral ability, theself-discipline in integrity. Thatsounds like a neat, simple formula. But it is no copy-book maxim.Analyse its terms and you willfind that for its exegeticalclarification, you need to recoverthe commanding perspectivewhich philosophy gains byintegrating all the disparatedisciplines of knowledge. Self-discipline in integrity : Is therethen a self, an awareness ofawareness? How does oneestablish it in view of theundeniable fact that man hasevolved from organic evolutionwhich in turn was a continuationof an inorganic evolution, and inview of the claim of behaviouristsand others that since matter lacksthe capacity for awareness, mantoo lacks it as he is structuredout of matter? Self-discipline: Thisassumes the volitional freedomof the self (once you can provethat there is a self) to work notonly on the world, but on itselffor its own growth. How doesone establish this freedom whenscience claims to have establishedthat nothing in the world has thepower of self-movement butmoves only under the irresistiblepull or push of a force external toitself? Integrity: In a normativelyempty world, what possiblemeaning can this word have when

it envisages the self-discipliningitself in harmony with the truthof things and the imperatives thatstem from its own truth orauthenticity?

Here people may be sorelytempted to take the line that suchquestions are all academic and ofinterest only to philosophers wholove endless and pointlessdisputation, and that one caneasily solve all theSe unrealproblems by returning to thesimple good life prescribed bytraditional religion. This is apathetic illusion. For one thing,-the negative world-view hasentrenched itself deep in the lifeof mankind and prescribes itsbehaviour in every field. The fullclarification of this will needconsiderable space. But briefly:Psychology reads man as motoredby instincts, drives, rationalisa-tions, all riveting his personalityto a low, unenlightened level ofself-interest; economics enshrinesthis self-interest, leav-ing it to aninvisible hand to produce concordout of this basic discord like a

magician producing rabbits outof a hat; politics believes thatpower should be captured first, since only force is effective;communication theory hasnarrowed down to the view ofhuman groups as target groupswho can be conditioned andmanipulated. This ambiencecannot be wished away by areturn to traditional religion. Andlet us be honest with ourselves:have not religions played atragically divisive role, splatteredthe pages of history with blood? The good people will now hastento point out that the blame hereshould be attributed, not toreligion, but its misunderstanding. But what would that mean exceptthat religion should become self-critical and clear its tremendousoverburden of impurities if manis to be redeemed? And once youconcede the need for radicalcritical revaluation, one can claimthat science too can be redeemedfrom scientism by similarcleansing.

As the Gita said, man needsfor his redemption both Vijnana(Knowledge: Basically Science),and Jnana (Intuition: basicallyreligious inner illumination). Ifintegral humanism is to berealised, it is this integrationwhich men of all temperaments, intellectual or religious, analytic orintuitive, have to take up. Andimmediately too, for we arerunning against the atomic dock.

publishing this for ouresteemed readers for an

understanding of philosphicalcontext of Integral Humanism)

We are orthodoxHindus, but werefuse entirely to

identify ourselves with“Don’t- touchism”. That is notHinduism; it is in none of ourbooks; it is an orthodoxsuperstition, which hasinterfered with nationalefficiency all along the line.Religion has entered in thecooking pot. The presentreligion of the Hindus isneither the path ofKnowledge or Reason - it is“Don’t-touchism”. - “Don’ttouch me”, “Don’t touch me”- that exhausts its description.

“Don’t touchism” is aform of mental disease.Beware! All expansion is life, all contraction is death. Alllove is expansion, allselfishness is contraction.Love is therefore the only lawof life. See that you do notlose your lives in this direirreligion of “Don’t-touchism”. Must the teaching(Atmavat sarvabhuteshu) -“Looking upon all beings asyour own self” - be confinedto books alone? How will theygrant salvation who cannotfeed a hungry mouth with acrumb of bread? How willthose, who become impure atthe mere breath of others, purify others?

We must cease totyrannize. To what a ludicrousstate are we brought! If abhangi comes to anybody as

a bhangi, he wouldbe shunned as theplague; but nosooner does heget a cupful ofwater pouredupon his headwith somemuttering ofprayers by apadri, and get acoat to his back, nomatter how threadbare, andcome into the room of themost orthodox Hindu, I don’tsee the man who then darerefuse him a chair and ahearty shake of hands! Ironycan go no farther.

Just see, for want ofsympathy from the Hindus, thousands of pariahs inMadras are turningChristians. Don’t think thatthis is simply due to the pinchof hunger; it is because theydo not get any sympathy fromus. We are day and nightcalling out to them “Don’ttouch us! Don’t touch us!” Isthere any compassion orkindliness of heart in thecountry? Only a class of“Don’t-touchiest”; kick suchcustoms out! I sometimes feelthe urge to break the barriersof “Don’t-touchism”, go atonce and call out, “Come allwho are poor, miserable, wretched and downtrodden”,and to bring them alltogether. Unless they rise, theMother will not awake.

Each Hindu, I say,is a brother toevery other, and itis we, who havedegraded themby our outcry,“Don’t touch”,

and “Don’ttouch!” And so thewhole country hasbeen plunged to

the utmost depthsof meanness, cowardice andignorance. These men have tobe lifted; words of hope andfaith have to be proclaimedto them. We have to tell them,“You are also men like us andyou have all the rights thatwe have.”Solution of the casteproblem

Our solution of the castequestion is not degradingthose who are already highup, is not running amuckthrough food and drink, isnot jumping out of our ownlimits in order to have moreenjoyment, but it comes byevery one of us fulfilling thedictates of our Vedanticreligion, by our attainingspirituality and by ourbecoming ideal Brahmana. There is a law laid on eachone of you in this land byyour ancestors, whether youare Aryans, or non-Aryans,rishis or Brahmanas or thevery lowest outcaste.
