A mericans still consider owning a home essential tothe American Dream, andWashington policymakers would bewise to keep this in mind in the coming election season.

Proof of this statement is evidentin a May 2011 poll conducted onbehalf of the National Association ofHome Builders by Public OpinionStrategies of Alexandria, Va., andLake Research Partners ofWashington, D.C.

The national poll reached twothousand likely voters and askedthem about their attitudes regardinghomeownership and housing policy.The results could not be clearer.

Despite the ups and downs of thehousing marketand whether or not they currently own a homevoters overwhelmingly indicated that they place a high value onhomeownership as a core achievement in their lives.

Of the poll respondents who arecurrent home owners, nearly all ofthem95 percentsaid they arehappy with their decision to own ahome and believe that owning theirown home is important. Almostthree-quarters of respondents whodo not now own a home said it is agoal of theirs to eventually buy one.

Equally telling, voters rated theimportance of homeownership justas highly as the importance of being successful at their job or being able to pay for a family members education.

The bottom line is, even afteryears of economic turmoil and anunprecedented and prolonged downturn in the housing market,homeownership is still a central goal for most Americans, said NeilJenzen, president of the VikinglandBuilders Association. Its an undeniably deep emotional attachment that cant be ignored by the politicians who are looking toaddress budget issues by cuttinghousing incentives in the tax code,such as the mortgage interestdeduction.

Americans also feel strongly about the financial benefitsandchallengesof homeownership.

Poll respondents said they considered owning a home their best investment, more than theirretirement savings program or stockmarket investments. And 75 percentsaid that owning a home is worthfacing the potential ups and downsof the housing market.

Meanwhile, non-owners identifiedsaving enough money for a downpayment and closing costs as thenumber one barrier keeping themfrom homeownership, more than job uncertainty or concerns that the value of their home maydrop below the purchase price.

Yet exceedingly stringent mortgage lending requirementscould make that barrier even tougherfor the typical American family toovercome in the future. For example,according to estimates by both

NAHB and the Center forResponsible Lending, it would takemore than 12 years for a typical family to save enough money for a20 percent downpayment on a median-priced single-family home.

Lawmakers need to put themselves in the shoes of the average American, and see that excessive downpaymentrequirements and a reduction inhousing tax incentives will keephomeownership out of reach formost first-time home buyers andmany middle-class households, said Neil Jenzen, This would be afatal blow to the American Dream for many, many families.
