Zoning InformationWhen considering commercial properties in Lincolnwood,you must verify (or obtain) proper zoning. The Village'szoning map is found online at www.lincolnwoodil.org. Thezoning classification dictates the allowable uses on that landas well as the size and placement of the building. Pre-Development ConferenceTo best understand the requirements of Village ordinancesand avoid any misunderstandings, it is important to schedulea meeting with Community Development staff to discussitems related to building, zoning and site improvementrequirements. Department staff are available to work withbusiness owners in identifying and understanding applicablecode requirements, utility connections, and zoning standardsand to assist with any other questions. Pre-Construction MeetingsFor large projects that include new utility connections,extensive site work, new construction or significantremodeling, a pre-construction meeting may be required.You and your contractor will meet with representatives fromthe Community Development Department, Fire Departmentand Public Works Department to address any issues specificto your project. Plan ReviewCommercial, industrial, institutional, and residentialprojects are subject to the Zoning Code and adoptedBuilding Codes. Permit applications are available at theCommunity Development Department and online atwww.lincolnwoodil.org. Plan review is performed by T.P.I.Building Code Consultants in accordance with adoptedcodes and high customer service standards. Initial planreview for large projects takes approximately fifteenbusiness days from completed application submittal.Subsequent submittals may take less time based oncompleteness of the plans.

Environmental Health RequirementsBusinesses that include food preparation must meet therequirements of Cook County's health code. This includesapproval of the location and type of equipment, such asstoves or sinks. The Cook County Health Department can bereached at (708) 492-2045.

Building PermitsA permit is required for all new construction within theVillage, for any alteration or modification to an existingbuilding, any modification to existing electrical, plumbing,or HVAC components or for other physical changes to thestructure. A permit is also required for the demolition of anybuilding or interior demolition within an existing structure.A permit is required for any change or improvement to aproperty or site including the installation of fences,driveways, sidewalks, or other pavement surfaces, lawnsprinkler systems, or any change in site elevation ordrainage. The permit review and inspection proceduresprotect the business' investment by ensuring that theconstruction is sound and that the area will be safe for thepublic. The Village also requires an Illinois state plumbinglicense and an electrical license anytime plumbing orelectrical work is performed. Building InspectionsTo schedule a building inspection, call a minimum oftwenty-four (24) hours in advance of the inspection.Inspections are scheduled on a first come first serve basis.Please call the Community Development Department toschedule an inspection, (847) 673-7402.

Contractor LicensesGeneral contractors and subcontractors working within theVillage are required to obtain a Village contractor license.Plumbers, roofers, and Sprinkler Contractors must provide acopy of State Licenses. Plumbers must also provide acurrent Plumbers License and a Public Health License (055Number and 058 Number). Electricians must provide alicense issued by an Illinois municipality that tests forlicensing. This protects the property owner by assuring workis done properly. Construction Site Hours & MaintenanceConstruction hours in the Village are: 7:00 A.M. to 6:00P.M. on weekdays, Saturdays from 7:00 A.M. to Noon, andno work is allowed on Sundays or Holidays. The VillageCode requires that every effort be made to protect thesurrounding public and private areas. Fire Sprinkler and Alarm ReviewTPI Building Code Consultants (TPI) will review thesubmittal in accordance with the fire protection systemrequirements of International Building Code, InternationalFire Code, applicable NFPA Standards, municipalrequirement, and good fire protection practices. FireSuppression/Alarm review takes approximately tenbusiness days to complete. In order to help TPI perform acomplete and prompt review, please provide the followinginformation.

Sprinkler System Submittals:* A minimum of four sets of plans and calculations must

be submitted for review * Hydraulic calculations must clearly show the friction

loss for the backflow and include a graph curve sheet* Plans must be to scale, and clearly show work to be

done, including a detailed scope of work * Plan must show the job name and address * The specific type and quantity of sprinklers must be

provided on every page * Catalog cut sheets for all fire protection equipment

must be included and highlighted * Fire hydrant flow test information must be dated and

less than 6 months old * All hydraulic node points must be clearly shown on

the drawings* All ceiling information, including soffits, heights,

construction type, slope, etc., must be shown and notedwith cross section detailed on the plans

* Specific code sections and storage information must beprovided for all design densities over an Ordinary Group II

* All plans must have the contractor’s name, address, and phone number

* A scaled site plan clearly showing the building’s firedepartment connection location and fire hydrant locations must be provided

* Battery stand-by calculations (60-hr) shall be providedfor fire alarm system

* Notification circuit calculations shall be provided forthe fire alarm system

Appeals - OrdinanceIf you should have a difference of opinion regarding the wayan ordinance or requirement is interpreted by a member ofVillage staff, you may first appeal the decision directly tothe department director having jurisdiction. If you are stillunable to resolve your grievance with the departmentdirector, you may file an appeal in writing to the VillageAdministrator's Office for a final ruling. The appeal processis outlined in the Village Code and can be viewed by visitingthe Village website at www.lincolnwoodil.org.

Appeals - ZoningIf you should have a difference of opinion regarding the waythe Zoning Code or similar requirements are interpreted bya member of the Village staff, you should first appeal thedecision directly to the department director havingjurisdiction. If you are still unable to resolve your grievancewith the department directly, you may file an appeal inwriting to the Zoning Board of Appeals (ZBA). The ZBAwill consider the appeal at an available public hearinglocated in the Village's Council Chambers.

Certificate of OccupancyA Certificate of Occupancy will not be issued for anystructure or building until a final inspection is performedand successfully completed. Certificates of Occupancy areissued by the Community Development Department.Businesses are not allowed to place products or stockshelves until the Certificate of Occupancy is issued.For minimum occupancy requirements, contact theCommunity Development Department at (847) 673-7402.

SignageSigns have an impact on the overall character of thecommunity; therefore, the Village regulates the size, height,number, illumination, location and design of signs. Please beadvised that the Village has some unique sign regulationswhich include limitation on the hours of illumination forsignage and requirements for harmony and consistencywithin Unified Business Centers. Please do not contract foryour sign until you and/or your sign company have receiveda sign permit. Sign permit applications are available fromthe Community Development Department. Please refer tothe Zoning Code Article 11 for permissible and prohibitedsigns.

Temporary Sign InformationSpecial event signs/banners require a Village Permit. Thepermit is valid for 15 days and can only be obtained twiceper year.

LandscapingThe purpose of the Village's landscaping requirements is topromote, protect and preserve the general health and safetyof the people of the community and, as part of the generalwelfare, ensure pedestrian safety and aesthetic compatibilityamong land uses. These regulations are intended tominimize the harmful or nuisance effects resulting fromnoise, dust, debris, vehicle headlight glare, the use ofimpervious ground material, artificial light intrusion,objectionable sights or activities, or similar incompatibleimpacts conducted or created by adjoining or nearby landuse. These requirements are outlined in Article Six Part D ofthe Zoning Code.

Property MaintenanceAll businesses in the Village are responsible for maintainingtheir property in accordance with the International PropertyMaintenance Code. Contact the Community DevelopmentDepartment for additional information at (847) 673-7402.

Property Enhancement ProgramThe Village of Lincolnwood has established a PropertyEnhancement Program (PEP) to help owners withimproving and beautifying their business property. Allbusiness properties in the Village are eligible to beconsidered for this program. By participating in PEP,owners can receive from the Village, up to 50% of thecost of making eligible exterior improvements to theirproperty, up to a maximum grant of $50,000 from theVillage. All work and participation in the program mustbe pre-approved by the Village. The Village may requirechanges to the design or scope of work proposed. Green Improvements for Tomorrow ProgramThe Village of Lincolnwood has established the GreenImprovements for Tomorrow (GIFT) grant program tohelp business owners implement green initiatives that willbenefit the environment. All business properties in theVillage are eligible to be considered for this program. Byparticipating in GIFT, owners can receive from theVillage, up to 50% of the cost of making eligible greenimprovements to their property, up to a maximum of$10,000 from the Village. All work and participation inthe program must be pre-approved by the Village. As acondition of approval, the Village may require changes tothe design or scope of work proposed. Village funds maybe used in conjunction with other funding opportunities.For more information on this program please contact theCommunity Development Department at (847) 673-7402.

Business LicenseThe Village requires a business license for all businesseswithin the municipality. To obtain a business license, contactthe Finance Department at (847) 673-1540.

Alarm LicensesThe Village requires alarm licenses. Please visit the PoliceDepartment to purchase or renew your license. For moreinformation you can go to the Police Department section of theVillage's website at www.lincolnwoodil.org.

Liquor LicensesTo seek a liquor license the first step is to put your request inwriting to the Village President. The Village President willreview your request and respond in writing. If the VillagePresident sends a letter stating your request is permissible thenthe business can obtain a liquor license application from theVillage Administrator’s office. After completing theapplication, the business is required to provide proof of draminsurance, a check for the license and their lease agreement.The check is for the cost of the liquor license and to cover thecost of a background check. Vehicle StickersThe Village requires municipal vehicle licenses. Stickers arevalid from July 1 through June 30 and are required for eachregistered vehicle in the Village.

Water Billing RegistrationThe new business owner must register with the FinanceDepartment. You will be required to provide the name andaddress of the person responsible for the payment of the waterbill and the address where the bill is to be sent.

Sales Tax RegistrationSales tax in the Village is 10% on purchases, and 11% atrestaurants. For more information on sales tax please visit theFinance Department section of the Village's website atwww.lincolnwoodil.org.

Fire Flow DataIf your insurance carrier needs fire flow data, it may contactthe Public Works Department. The use of fire hydrants isprohibited unless authorized by the Director of PublicWorks.

Public Right-of-WayYou must contact the Public Works Department beforemaking any changes to the public right-of-way. Thisincludes sidewalk/driveway approach repair, sprinklingsystem installation, etc.

All property owners or persons in control of private propertyadjoining, adjacent and contiguous to a section of Villageparkway shall be responsible for ongoing routine care,maintenance and upkeep of adjoining parkway landscaping,including periodic watering and fertilization of trees, grassand ground cover and the periodic seasonal removal ofweeds and mowing of turf.

In the event the property owners have been authorized bythe Village to landscape the parkway, they shall maintainstreet corners with a clear unimpeded line of sight over anadjoining parkway, pursuant to the height and depthregulations of the Village Code.

No person shall erect or place any structure or obstruction inVillage parkways except as authorized in writing by theVillage.

The Police Department investigates all Part I and Part IIOffenses. The Detective Division is supervised byLieutenant Mark Brines and comprised of Detectives JamesChartier, Schenita Stewart, and Jeffrey Gordon. TheDetective Division investigated 771 criminal cases in 2008.This Division works closely with local businesses to keepthe Village safe and crime free.

The Fire Department provides quality fire prevention,investigation, inspection and training programs consistentwith progressive fire protection standards and appropriatelocal codes. The Department works closely with the businesscommunity to ensure life safety requirements a re met. TheFire Department also provides emergency medical servicesto provide basic life support, advanced life support andextrication/rescue for critically injured persons.

Snow RemovalThe Village has 75 lane miles of roads. The snow removalplan divides the community into 10 plow routes. The goal ofthe Village's snow removal plan is to have all of the streetscleared in eight hours, in the event of a four to six-inchsnowfall.

Plowing generally begins when snow becomes more thantwo-inches deep and when freezing temperatures indicatethat no melting will occur. The Village does not maintainany roads that fall under the jurisdiction of another agency.Lincoln Avenue, Cicero Avenue, Touhy Avenue, DevonAvenue, and McCormick Avenue are maintained by theIllinois Department of Transportation. Crawford Avenuefrom Lincoln to Jarvis is maintained by Cook County.

Snow Parking RestrictionsWhenever there is an accumulation of two inches (2") ormore of snow between the hours of 8:30 A.M. - 3:30 P.M.Monday-Friday, the following alternate side street parkingrestrictions shall apply on all roadways within the Village:

(1) On even-numbered days of the month, between thehours of 8:30 A.M. and 3:30 P.M. Monday-Friday, motorvehicles shall only be parked on the side of the street bearingeven-numbered addresses.

(2) On odd-numbered days of the month, between thehours of 8:30 A.M. and 3:30 P.M. Monday-Friday, motorvehicles shall only be parked on the side of the street bearingodd-numbered addresses.

Parking is prohibited along Pratt Avenue when two (2)inches or more of snow accumulates. Cars parked on PrattAvenue will be ticketed and towed.

Landscape Watering RestrictionsIt is unlawful for any person to use water between the hoursof noon and 6:00 P.M. from May 15 to September 15 ofeach year, for the sprinkling, watering or irrigation ofshrubbery, trees, grass, plants, or any other vegetation.Newly installed lawns are exempt provided that a wateringpermit has been issued by the department of public works.There is no fee for the permit and the permit shall bedisplayed and visible from the street.

Tree Preservation OrdinanceIn order to remove private property trees you must firstapply for a tree removal permit through the CommunityDevelopment Department. The Village's tree removalOrdinance is intended to protect, manage, preserve, andenhance the Village's urban forest.

The policy of the Village is to balance the private propertyrights of landowners with the public health, safety, andwelfare that is promoted by the existence and maintenanceof trees in the Village. Business RegistrationIf the name of a business is different from the owner(s) exact,full, legal name(s), the Illinois Assumed Name Act requiresSole Proprietorships and Partnerships to register with theoffice of the county clerk where the business is located.Under the Illinois Revised Uniform Limited partnership Actof 1986, limited partnership filings became centralized withthe Secretary of State. The Secretary of State has a Chicagooffice, which should only be used for filing purposes.
