Mayor’s Message The “Mayor’s Message” this issue is all about you, the Citizens of Nobleford. We (Council) try to do things that make sense and are fair for the majority. We refrain from implementing “Rules” that cannot be enforced or that only work for a small portion of the Citizens. We expect everyone to do their fair share. Shovel your sidewalks…or pay to have someone do it for you. This is just common courtesy. It benefits everyone. We have a stretch of warm weather coming that should rectify the problem for now; but let’s be ready for the next snowfall. Be a good neighbor. Help out if you can. Taxes! This seems like the only subject we know. We discuss it a lot because it is how we operate the Village. We have households in Nobleford that pay a yearly Municipal (to the Village of Nobleford) tax of only $15.00. We also have households that pay $200.00 per year. Is this fair?? Look at your tax bill. [Take out the education tax (this goes to the Province), subtract the seniors portion and what is left is the Municipal (Nobleford) portion.] We would like to equalize the tax bills. The cost of things, as it stands now, is not equally shared. What would be a “Fair” amount for every household to pay? These tax dollars are what we use to operate the “Public Facilities”. The Community Complex, the soccer fields and spray park are just some of the things that your tax dollars support. However, we don’t support them equally. Nobleford needs to continue to grow. If we stop growing, your taxes will have to increase in order for the Village to continue with all the services you currently enjoy. We are on 5 years of reduced taxes leading up to a tax free Centennial year in 2018. We need to look at the future. I really want to hear from you. In the dictionary we find that the definition for the word “Peace” is given

as “as state of not being at war.” In the bible we read that peace should be

cultivated, “Depart from evil, and do good; seek peace, and pursue it.”

Psalms 34:14. We are constantly praying for peace in a world where there

is so much hatred and killing, a world where there should be more unity

and love among the people of all nations. It would be a wonderful world if all people could live by the words of a familiar song

The installation of Bryon Harbers as Elder and Ken Hofman as Deacon of the Consistory of the church, was held during the morning worship services on January 4, 2015. Congratulations to Hilgonda Harbers on the birth of her fourth great-grandchild, Briella Lynn,. Briella was born to granddaughter

Andrea and her husband Brendan on December 5, 2014. Hilda Zoeteman, wife of the late John Zoeteman, passed away on January 1, 2015 at the age of 84 years. Hilda, daughter of Morris and Nettie Hofman, was born on January 18, 1930, grew up on her parents’ farm in the Nobleford area and received her

education in the Nobleford school. She was affiliated with the Monarch Reformed Church for most of her life, including infant

baptism, adult confession of faith and her marriage to John on September 5, 1952. In 2006 Hilda transferred her church membership to a church in Lethbridge. Hilda and John made their home on a farm in the Pearce, Alberta area until moving to

Lethbridge in 1995. Our thoughts of sympathy go to their sons Len (Ingrid) and Wayne (Janice) and their families.

Pet DOG and Cat Responsibility 2015 License due. Did you clean up after your pet? This issue is one that the Village and its residents deal with regularly. It is very unhealthy for all of us, to leave animal feces on the ground on your property, your neighbors or any public place in Nobleford. Please report any offence to the Village office. Please clean up after your pet and consider your neighborhood and control your pet’s activities and noise. Please clean up after your pet on your private property as well. If left unclean there is a health hazard and officials may be called in to deal with this issue. FINES start at $100 each. Nobleford only allows dogs and cats as pets in Nobleford and has laws that protect pets as well as encourage responsible pet ownership. All dogs and cats must be licensed in the Village. Unlicensed animals may be removed from the Village. If you want to have more than 2 dogs on your property, you must request approval from Village Council and pay additional fees. A maximum of 3 cats per property is allowed. Animals such as: Pigs, chickens, snakes, goats are not considered allowable pets in Nobleford. DOG CATCHER PHONE # is 403-308 -3811

Senior’s News Submitted by Gisela Wise

Hello Seniors, We are now in 2015 and all festivities are over at least for a little while. Our Christmas Party was a great success. The food was delicious and plentiful, the rooms looked very festive and all

members and guests had a good time. Some young people from the graduating class at Nobleford School helped with

the clean-up afterwards, so that all our members had time to enjoy the evening. The gift exchange was once again much fun with several items changing hands as if by magic. The addition of Sparkling Cider (Non-Alcoholic) seemed to put everybody in a festive mood. Another little party was held on New Year’s eve, with some Bingo, Pool and card games. Everybody who came

brought some edibles and with lots of laughter and fun we saw in the New Year at midnight, we hope this event will

become a new tradition. The weather over the Christmas period was kind to us and people could travel to see loved ones without any trouble. However the New Year brought us some very cold and nasty weather and several of our members came down with

colds and the flu. At the moment it has warmed up and long may it last (Until Summer!!) and we wish everybody a

speedy recovery.

PARKING IN NOBLEFORD

PARKING. All though the streets in front of your property are considered Public property for everyone’s use, please be considerate of your neighbors and community and park your vehicles on your own property driveway.

If there is no room on your property due to unsightly items remember that the Village bylaw #171 regulates unsightly premises and shall enforce the requirements and may levy fines. If you have vehicles that need to be disposed of, contact the Village office for assistance. - NO PARKING in front of driveways, or dead end roads or lanes, or in front of fire hydrants. - NO PARKING on HIGHWAY AVENUE at any time. - Park properly at the Post Office; do not illegally cross the yellow center line. - NO PARKING in alleys or lanes, you may be towed or fined without notice. - NO SEMI PARKING in North Nobleford east of Highway Av. - Semi parking is allowed on West Railway Avenue. - NO TRAILER PARKING in residential Nobleford. - Tickets will be issued by RCMP or Village for violations, vehicles will be towed without notice. - The provincial laws do allow for trailer parking on streets providing the trailer is hitched to the vehicle at all times, but the Village law prohibits trailer parking on streets. DO not park any trailer on any residential street for more than short periods of time for loading or unloading unless you have permission from the Village. Phone 403 824 3555 to request parking permission. Village bylaw review - No person shall park any commercial vehicle, bus or motor home, truck, engine, trailer or truck of the design capacity of more than 1 tone or a length of more than 6 metres on any highway other than the designated truck route, except where such parking is expressly prohibited on truck route. THIS BYLAW IS CURRENTLY UNDER REVIEW WITH A PROPOSAL TO INCREASE LENGTH TO 8 METERS. - You may park a semi tractor or bus or RV on your private property providing it is completely on your property. Do not assume that the sidewalk is the property line. A general rule is that houses are set back 25 ft from the property line, therefore, a trailer of no more than 25’ in length from hitch to bumper is allowed. You shall be responsible for costs to repair any damage that your large vehicle causes, including concrete sidewalks. -Visitors may park their RV on the east side of the community complex for up to 72 hours. Donations are accepted at the Village office. Nobleford now has a RV Trailer and vehicle storage option in North Nobleford industrial park on 14 St.

(NPA) Is a community-based group of volunteers that was created with one common goal in mind.

“To provide the students at Noble Central School with extra funds to assist in creating more

opportunities for field trips to science centres, extra curricular activities and various camps, just to name

a few”.

VOLUNTEERS NEEDED!!! On April 3rd & 4th, the Nobleford Parent Association will be hosting a casino at Casino Lethbridge and

we are looking for volunteers to work these days and evenings. You must be at least 18 years of age to volunteer. Shifts are from 1:00 pm - 8:00 pm and 8:00 pm – 4:00 am. We need 4 people for the day shifts and 5 people for the evening shifts. All meals are supplied. No experience is necessary. This is

LOCAL HISTORY BOOK IN PROGRESS

We continue to seek your family histories for the Nobleford/Monarch area history book. Please consider

writing up a short history that we can include. Each person's submission helps to make the book more complete and interesting. We'd like to include write-ups about businesses and organizations as well. The book committee will meet on February 2, 2015 at 2:00 p.m. in the museum. or send a note to [email protected]. Here's a short fictional history that might give you some idea of how easy this can be! John and Jane Doe John was born and raised in Winnipeg, and Jane emigrated from Sweden as a child to settle with her family in rural Ontario. We met

while attending university in Edmonton. After graduating, we got married and both found jobs in Lethbridge. We were looking for a

smaller community in which to live and raise our family, so after searching around the area, settled on Nobleford. We moved into a

house on Highway Ave. in 2005 and have lived there ever since. Our twins were born in 2006. George and Georgianna both attend Noble Central School. Even though we have not joined any clubs or organizations in Nobleford, we enjoy living in the village and are often seen on the walking

path when weather permits. As a family, we do a lot of skiing in the winter, and try to go camping on most summer weekends.

Helping to make Nobleford a better place! How to make your money grow?

Since 2004 there has been over 1 million dollars spent on Nobleford projects. Not-for-Profit Initiatives Funding Policy #02-22 is in place to help you.

Starting in 2004, Nobleford Council recognized that the practice of simply gifting funds to organizations is

ineffective and that there was a deficiency in project funding.

The Village has developed policies that would give interested community groups the opportunity for funding of capital ( not operations) projects that would make Nobleford a better place, yet not place a financial burden on the Nobleford property taxpayer. These policies were intended to foster healthy Society partnerships with the Village and encourage responsible planning and activities that would not burden the taxpayer with increasing maintenance and operational costs. A reserve account was created which is significantly funded from non-property tax revenues and lot sales in the new Nobleford subdivisions. The monies in this fund may be available to any Nobleford Society with a Village approved project plan. They must be willing to raise the equivalent cash funds along with a successful application of a grant from outside of Nobleford; such as, Provincial CFEP, CIP. 3 important financial parts: $ 1______ Your cash, not another grant, or government funds, but cash from your pocket. $ 1 ______ Possible Village match of your cash, $ 2 ______ Grant, such as Provincial CFEP, CIP. $ 4 _____ Total used to fund your project The most recently funded project in Nobleford is the Nobleford Parent association Noble Central School grounds upgrade including the New 2014/2015 Playground costing over $140,000 in total, $22,000 was funded by the Village of Nobleford under policy #02-22.

None of these special interest projects are realized without volunteers, your donations and public funding.

April 30th until May 2nd. We are looking for approx. 30 volunteers to help. Volunteers are asked to being their own rake or shovel. If you can

Chair - Noble Central School Parent Council Letter from the Noble Central School Student Council

Noble Central School welcomed students back from their holiday break last week. The students of Noble Central finished

off the last year with some successful events one being the Christmas concert. The annual Christmas concert was held in

the gymnasium, with many parents and students showing up to enjoy the show. The choir sang songs and the elementary

put on a play about BUGZ. This week at Noble Central we are wishing luck to our grade 12 students as they tackle the start

of their diploma exams. Sports wise, the senior high girls and boys basketball teams are doing will and have strong teams

this year. The senior high girls team participated in a tournament last weekend and did well! The junior high girls and

boys basketball teams are competing in our school’s annual “Snow Bowl” held at the Noble Central on Friday, January

16th and Saturday January 17th! Hope to see you there! Taylor Holtorf

Happy New Year! If you made a resolution, I hope you have been able to stick to it thus far! I don’t have too much to

report for this newsletter so I’ll be brief. Our ANNUAL CHILDREN’S CHRISTMAS PARTY was held on December 6th at the Museum and was very well

attended. Thank you to our diligent crew at the Museum for organizing such a popular event. Pictures to come in the

next newsletter! On December 7, 2014, the Nobleford Area Museum Society celebrated its 25th Anniversary as an incorporated group.

We owe much to our early members who had a vision and the drive to record and preserve Nobleford’s cultural heritage. It is with grateful hearts that we acknowledge our current membership and their commitment to the same

dream. As the Museum correspondent for the village newsletter, I’d like to encourage you all to send me suggestions for short

articles pertaining to the history of Nobleford and the surrounding area. What about the history of Nobleford has intrigued you and you would like to know more? I can be reached at: [email protected] or 403-892-4929. As always, the Museum is always open to NEW MEMBERS. Fresh ideas and faces are always welcome! Regular

meetings are held the first Monday of each month at 7:30 pm at the Museum (225 Milnes St.). Our AGM will be January 30th at 7:30 pm at the Museum. Centennial Celebrations August 6-12, 2018 Our AGM was held on January 19th, 2015 at the Museum. Our 2015 Executive was received their offices by acclamation and are as follows, President: Lee Moltzahn; Vice President: Shirley Tucker; Secretary: Susie Konynenbelt; and Treasurer: Diane Kooy. Marguerite Wobick agreed to be our Director for another one year term. As President I’d like to present some highlights from 2014 from the society: The society was officially incorporated for one year on Dec. 3, 2014. Lou Mate and the Museum Society were able to collaborate together in order to help the Centennial Society

acquire a computer and printer for use by the History Book Committee (on-loan). “Sons of Wind and Soil” book presales went from 10 to 96. A brainstorming/collaboration meeting was hosted by the Village of Nobleford on March 11, 2014 to get the

discussion between the community’s various interest groups going. Manned the doors at the Spring Fling in April 2014 and raised $2,190. The Centennial Society hosted a “Dessert Meeting” on May 26, 2014 to build on the discussion from the March

meeting. A float was entered in the Heritage Day parade and was awarded 1st place. Our Centennial slogan contest which wrapped up in September chose Stacey Konynenbelt’s entry as the winner:

“100 Y ears of Growing Together”. Partnered with Brenda Rathwell of FCSS, a “How to Write Y our Story” night was organized to help people begin

to record their family history for the book. Information about Nobleford’s Centennial and reprinting of “Sons of Wind and Soil” was included in two

editions of the Sunny South News and one edition of the Lethbridge Herald. For 2015, the members of the Centennial Society aim to continue to work on the Centennial celebration timeline and

preparations, which will include getting in touch with the various societies and interest groups. As well, the Book

Committee will be working hard at getting YOUR histories in and organized for the publisher. Our next Centennial Society meeting will be on February 23, 2015 at the Nobleford Area Museum. New members

are welcome! Happy trails till we chat again!

Nobleford in Review of 2014 Nobleford continues to prosper with 2014 seeing progress in so many areas. Council and Administration continue to work effectively together on building a solid foundation for a sustainable future. We continue to provide quality services as well as lower property taxes year after year “Lowest in Alberta”. Our water treatment facilities and distribution to Nobleford, and conveyance of water to other municipalities, via regional pipelines has proven to be very efficient thanks to practical Governance, strong management and operation. We continue to avoid extra franchise fees on electrical and natural gas services. The population grew in 2014 with 40 lots in Phase 4 of Centennial residential subdivision all having new homes being built. There was also complimentary country residential construction adjacent to Nobleford. New business building and job growth in the new Industrial subdivision was strong with only 5 of 24, 1 to 2 acre lots remaining. Development of businesses along highway #519 leading to Nobleford has also been healthy. Nobleford has near 300 job opportunities. The occupancy of the newly constructed 3 bay Fire Hall has really benefited Nobleford and the Lethbridge County. Recreation facilities appreciation by the community in our Spray Park, Skate Park, walking paths, soccer and ball fields, 5 playgrounds, Climbing wall, continues to grow with the addition of over $100,000 in new playground equipment in parks including the new 2014/15 school playground that seen many provincial, regional and local partners coming together to fund the projects. What’s in store for 2015: 1. Another property tax reduction in 2015, 2016 and 2017 and then. “No Municipal property taxes in

2018” 2. 38 new lots in Phase 5 of Centennial residential subdivision will go on sale March 30, 2015. 3. Continued progress on the King Street, down town, 20,000 sq ft retail development. 4. Continued work on realizing fiber optic service to all of Nobleford. 5. With low oil prices, and our healthy financial situation, we may take advantage of low asphalt prices

and advance our 2016-2020 paving projects to 2015. 6. Nobleford Centennial 2018 community projects will be announced. 7. With the strong community growth we will be looking at updating our municipal development plans for

Industrial and more residential expansion. 8. Intersection of Highway #519 and #23 upgrade with the new roundabout funded by AB Government. 9. Council will continue to focus on its strength of consensus in Governance, Administration will continue

to manage Nobleford effectively and efficiently, Operations will continue to be practical and diligent. Together we will continue to listen, learn and work with purpose.

10. Challenges for the future will be the outside pressures on Nobleford that continue to increase costs and produce negative results that threaten Nobleford and rural Alberta sustainability. In the past 10 years we have found that consistency in Governance and Administration vision, planning and action produces good things, such as reduce bureaucracy and wasteful process. We will be working with other municipalities and the Provincial Government in improving at everything we and they do.
