FOREWORD

Goa though blessed by not being affected by any major disaster till date is still

vulnerable to the natural calamities like Flood, Cyclonic Storms, Earthquake, Landslide,

Mining hazards and Sea Erosion. Apart from these natural hazards there are chances of

man-made disasters like major fire, industrial accidents, terrorist attacks etc.

The current approach of Disaster management acknowledges disaster management as

a part of the developmental process and focuses mainly on resource mobilization

towards mitigation and preparedness. This a paradigm shift from the earlier “relief and

emergency response’.

Community participation and community ownership in disaster risk reduction is one of

the key factors in reducing vulnerabilities of people and minimizing loss. Communities

being the first responder and having more contextual familiarity with hazards and

availability of resources at the local level are in a better position in planning and

executing immediate rescue and relief actions provided they are properly trained and

involved in the planning process. Realizing the importance of community involvement in

disaster management Government of Goa has taken initiatives to prepare Panchayat

level Disaster management palm preparation for all the coastal villages of Goa by

involving the respective Gram Panchayats.

The aim of this project is to formulate the Panchayat Disaster Management Plan,

Arambol, in the context of Preparedness/ Mitigation, Response & Rehabilitation from

natural and man-made disasters. This Plan should be useful to tackle the multihazard

vulnerabilities to population, buildings, livestock, crop area, industries, civil facilities and

infrastructure.

The objective of the Panchayat Disaster Management Plan, Arambol is to facilitate

execution of activities for prevention and preparedness, response operations,

coordination, rehabilitation and community awareness and involvement.

In preparing the Plan, the existing system has been studied; the prevailing documents

and various stakeholders were consulted. Guidelines of UNDP in preparing Block and

Panchayat level disaster management plan has also been referred and followed.

The plan comprises seven chapters. Chapter 1 presents the profile of the Gram

Panchayat organizational Structure, Geographical, Household and Population details.

Chapter 2 presents Topological details, cropping pattern, drinking water resources,

irrigation facilities and source, livelihood details, Infrastructure and existing safe shelter

places and also gives details of available private professionals, like doctors, ex-.service

men, etc., resource inventory, alternate energy sources and volunteers’ profile, if any.

Chapter 3 deals with Vulnerability analysis, which covers History of Disasters in the

Panchayat, Seasonality of hazards, details inhabitants. Chapter 4 presents the Risk

Analysis, which identifies vulnerable groups, Infrastructures and assets, and also covers

different hazard analysis. Chapter 5 presents the outline of Mitigation Strategy-both

short term and long term. The details have to be worked out by the local Panchayat.

Chapter 6 gives the details of Gram Panchayat Disaster Management Committee

(GPDMC) and other groups along with their respective responsibilities, like Early

Warning and Dissemination; Rescue and Evacuation; Shelter management; Health and

First Aid; Water, Sanitation and Carcass Disposal; Relief management, and, damage

assessment and Counseling. Chapter 7 gives the outline of Development

Initiatives/Linkages. Details work need to be done by the Panchayat in identifying

the Training need and imparting the same for capacity building. It also highlights

the organizing of Mock drill in a planned way. It also makes it necessary to update the

Manual time to time.

The report has five annexures, which give important names and telephone numbers.

Standard Operating Procedures (SOP) of selected groups and SOP of evacuating

physically challenged persons are also enclosed with this report. A 1:5000 scale

Regional Plan incorporating the Social Resource, Risk and Vulnerability map features

are also enclosed. For easy operation instead of 4 different maps, one single map of

bigger size incorporating all information is preferred, which will help during operation.

A Brief Overview

Of Arambol Panchayat

Arambol is a fishing village which falls under the district of Pernem. Arambol Panchayat is a

single village Panchayat. This is the biggest coastal village of the district. Arambol village is

located 35 km north of Marmagao. The population of Arambol village is 10,000. Arambol is

located at 15.6868 (Latitude) and 73.7045 (Longitude).Arambol is located 11.8 km from Taluka

Main town and 28 km from Panaji. Arambol Pin Code is 403524.

Arambol is a dwelling area for hundreds of fishermen. There are two beaches in the village. The

Arambol or Harmal is more famous of two beaches. The other beach Lakeside or Paliem Beach

is famous for its serenity and is ideal for swimming. The long stretch of golden sand interspersed

with golden cliffs makes this beach quite scenic. Further down the main beach lies the sweet

lake, jungle valley, hot springs with therapeutic minerals. There are accommodation options

along with eateries in the village. The village can be accessible by Bus and Taxi which can be

available from Chopdem and Mapusa. It has Water, electrification and telephonic connectivity.

Being a coastal village it is susceptible to natural hazards like Flood, Cyclone and High tide. As

large number of people is dependent on fishing and agriculture any natural hazard will have a

high impact on the life and properties of the inhabitants. Though Arambol has not faced any

major Natural hazard in the past but it faces high tide frequently, which damages Beach eateries

and shacks. In 2011 it was hit by Phyon Cyclone which damaged 19 houses partly and recently

there was a Fire which damaged Cashew Plants.

Roles and Responsibilities

Chairman of the Gram Panchayat disaster management committee is the over all in-

charge of Gram Panchayat disaster management committee. He is responsible for

preparation of future action plan. Other committee members & team members will

support the president and team managers whenever required. The committee member

will prepare and update the Gram Panchayat Disaster Preparedness & Mitigation Plan

with the help of RDA, ward level Disaster management committees & teams, field

functionaries, NGOs and team members. The Committee has to submit the complete

updated plan copy to the district authorities for information every year. The committee

Standard Operating procedure for evacuating physically challenged persons

The following guidelines for evacuating physically challenged persons are general and may not apply in every circumstance.

Nearby occupants should be invited to volunteer ahead of time to assist disabled people in an emergency. If volunteers are not available, designate someone to assist who is willing to accept the responsibility.

Two or more trained volunteers, if available, should conduct the evacuation. DO NOT evacuate disabled people in their wheelchairs. This is standard practice

to ensure the safety of disabled people and volunteers. Wheelchairs will be evacuated later if possible.

Always ASK disabled people how you can help BEFORE attempting any rescue technique or giving assistance. Ask how they can best be assisted or moved, and if there are any special considerations or items that need to come with them.

Proper lifting techniques (e.g. bending the knees, keeping the back straight, holding the person close before lifting, and using leg muscles to lift) should be used to avoid injury to rescuer’s backs. Ask permission of the evacuee if an evacuation chair or similar device is being considered as an aid in an evacuation. When using such devices, make sure the person is secured properly. Be careful on stairs and rest at landings if necessary.

Certain lifts may need to be modified depending on the disabilities of the people. o Discuss with the user of the wheelchair how to lift the user and the

wheelchair either together or separately. When circumstances necessitate separating the user and the wheelchair, keep the period of separation to a minimum.

o Some parts of a wheelchair are safe to lift from; others will come off when lifted. Always ask the user to confirm where it is safe to lift. Also, ask the user what else about his or her wheelchair you should know in order to lift it safely.

o Wheelchairs with four wheels usually have handbrakes on each side of the chair. When the wheelchair is to remain stationary, set both brakes.

o When more than one flight of stairs is traversed, helpers may need to switch positions since one person may be doing most of the lifting. Switch positions only on a level landing.

o When the lifting is complete, follow the instructions of the chair's user and restore the wheelchair to full operation; then direct the user to a safe area.

o Evacuating a disabled or injured person yourself, if you are not trained, is the last resort. Consider your options and the risks of injuring yourself and others in an evacuation attempt. Do not make an emergency situation worse. Evacuation is difficult and uncomfortable for both the rescuers and people being assisted. Some people have conditions that can be aggravated or triggered if they are moved incorrectly. Remember that environmental conditions (smoke, debris, loss of electricity) will complicate evacuation efforts.

Teach all members of your family how

to turn off the electricity, water and gas

supply.

Do not stand close to buildings, walls,

slopes, electricity wires and cables &

stay in the vehicle.

Protect yourself by staying under the

lintel of an inner door, in the corner of a

room, under a table or even under a

bed.

Do not rush to the doors or exits, never

use the lifts keep well away from

windows, mirrors, chimneys and

furniture.

Keep away from old, dilapidated and

tall buildings, electricity wires, slopes

and walls, which are liable to collapsed.

Do not go near loose/fallen electricity

wires and do not touch any metal

object in contact with them.

Stop the vehicle away from building,

walls slopes, electricity wires and

cables and stay inside the vehicle.

Do not re-enter badly damaged

buildings and do not go near damage

structures.

Immediately leave your badly damaged

house.

Collect water containers, food items

(preferably dry foods), personal

medicines etc.
