• Further criminalization of IDUs and FSWs

• High level of incarceration of IDUs: prison as incubator for HIV, TB & HCV

• Serious obstacles to implementing Harm Reduction/OST programs

• Further spread of the epidemics among MARPs leading to spread of the epidemics among general population
