FROM THE CHAIRMAN If these walls could talk, the stories they would tell. I think about that each time I visit Virginia’s Capitol, walking the same halls as Thomas Jefferson, Robert E. Lee, Abraham Lincoln and many other distinguished men and women. Designed by Mr. Jefferson and opened in 1788, the Capitol was the first government building designed specifically for our new democracy. It is home to the Virginia General Assembly, the oldest, English-speaking legislature in the New World, and it served as the Capitol of the Confederacy during the Civil War. The history and architecture of this 221-year-old building are spectacular, and I am honored to be part of the Virginia Capitol Foundation’s efforts to enhance and preserve this historic Capitol, as well as Capitol Square and the Executive Mansion. Since the Virginia Capitol Foundation was created five years ago, we have supported the restoration and expansion of the Capitol with the restoration of the Capitol’s original 18 th Century woodwork and Capitol Square’s distinctive cast iron fence, and we have begun pre-production work on a film that will be shown to more than 120,000 Capitol visitors each year. If these walls could talk, the stories they would tell. I think about

that each time I visit Virginia’s Capitol, walking the same halls as

Thomas Jefferson, Robert E. Lee, Abraham Lincoln and many

other distinguished men and women. Designed by Mr. Jefferson

Foundation, we partnered with First Lady Anne Holton to raise funds for art

restoration and acquisition in the Executive Mansion, thereby maximizing our

The Capitol belongs to every citizen of Virginia, and the Virginia Capitol Foundation

It is an exciting time for the Commonwealth and the VirginiaCapitol Foundation. Our restored Capitol opened to visitorsin May 2007 and annually welcomes tens of thousands ofVirginia students and travelers from every state and manycountries. The most recent expansion, only the third inthe Capitol’s 221-year history, included the addition of anew visitor’s entrance, which serves as the gateway to theCommonwealth and showcases rotating exhibits that high-light noteworthy groups and events in Virginia history.

As an independent foundation supporting public projects, the Virginia CapitolFoundation has a unique opportunity to build partnerships by collaboratingwith private donors, corporations and state entities like the Capitol SquarePreservation Council, Executive Mansion staff, Citizen’s Advisory Council forthe Mansion, Library of Virginia, Capitol Guides, Virginia House of Delegatesand Senate, and Department of General Services to fund and oversee projectsrelated to our mission. Through these partnerships, we are able to leverageother resources and maintain a leaner Foundation staff, thus channelingmore of your donations into our work. Your annual gifts allow us to fundprograms and projects as well as seek additional funding from outside organizations and foundations.

There are many ways to support our mission, from funding our educationalprograms and art acquisitions to helping refurbish our buildings andgrounds. We continue to seek funds for our new film Keepers of the Flame, anoriginal statue of Thomas Jefferson for our visitor entrance, implementationof the Landscape Master Plan, and other future projects.

• AUGUST 18, 1785 – The cornerstone of the Capitol is laid with a fullMasonic ceremony. Thomas Jefferson designed the building to be a tem-ple of democracy, and as the first public building created expressly for ournew American Democracy, it has served as a national model for govern-ment, religious, and educational structures.

• MAY 1796 – A life-sized marble statue of GeorgeWashington is installed in the Rotunda of the Capitol.Widely-accepted as one of the most significant works ofart in our nation, this masterpiece is considered to be aperfect likeness of the father of our country and the firstof eight Virginia-born presidents.

• MARCH 1813 – The Executive Mansion is completed,and Gov. and Mrs. James Barbour move in. Nearly 200years later, in 2005, the Virginia Capitol Foundation assumes responsibility for the work of the ExecutiveMansion Foundation.

• 1818 – The Cast Iron Fence is installed to enclose the 12 acres surroundingthe Capitol, formally establishing Capitol Square. The fence is oneof the earliest and largest surviving cast-iron fences in the country.

• MARCH 18, 1825 – Construction of the Bell Tower is completedfor use by the Virginia Public Guard, a military predecessor to thepresent-day Virginia Capitol Police. The Bell Tower tolls its bell eachday to call the General Assembly into session.

• APRIL 23, 1861 - Robert E. Lee accepts command of Virginia’sstate forces in the Old House Chamber. During the Civil War, the Capi-tol served dual roles, as the seat of government for the Commonwealthof Virginia and for the Confederate Congress. This increased demand onthe building is partially to blame for the 1870 Capitol disaster, which killed62 and injured 251. While many call for the demolition of the Capitol infavor of a more modern structure, other citizens ensure that the building issaved and ultimately restored and expanded in 1906.

• JUNE - NOVEMBER 1931 – Portrait busts of the eight Virginia bornpresidents are added to the Rotunda. Individual donors and families fund theproject, setting a precedent for private donations to support art acquisition.

• JULY 2004 – Under the expert direction of The Capitol Square PreservationCouncil led by Executive Director James E. Wootton, the Capitol SquareLandscape Master Plan is adopted with support of the Garden Club ofVirginia and other generous donors. The plan recaptures elements of the1816 Maximilian Godefroy design and the 1850 John Notman picturesquedesign, which predates New York’s Central Park.

• MAY 1, 2007 – The Capitol is rededicated to serve the people of Virginiaafter its first major restoration and expansion in almost 100years and only the third in its 221-year history. The VirginiaGeneral Assembly approved the complete restoration of theJefferson-designed Capitol and the 1906 wings, the renova-tion of all mechanical systems, and the 27,000-square-footexpansion to better enable the Capitol to accommodatethe more than 100,000 annual visitors. In 2008, The Capitolis named to the UNESCO World Heritage Tentative List forpossible inclusion on the permanent list in 2011, which willestablish the building as one of the world’s most important structures.

• JULY 21, 2008 – The Civil Rights Monument is installed to recognizeand celebrate Barbara Johns, her fellow students from Robert RussaMoton High School in Farmville, Va., and parents, community leaders andcivil rights attorneys whose efforts led to the landmark Supreme Courtcase Brown v. Board of Education, ending segregated schools.

• JANUARY 2009 –The Beyond Jamestown exhibit, installed in theCapitol’s Extension Exhibit Gallery, features information and pre-colonialNative items from Virginia Indian history. The exhibit, on display throughDecember 2009, is the first of many exhibits that will be featured at theFront Door of Virginia.

In spring 2007, the first Pathway to Libertybricks are laid outside the entrance to CapitolSquare on Bank Street. In the first two yearsof the project, more than 800 donors havedonated bricks recognizing distinguishedcitizens, families, and schools.

In 2009, the Foundation initiates the effort to commission a life-sizebronze statue of Thomas Jefferson for the new Visitors’ Extension Plaza.

The Foundation is responsible for the expansion of the Mansion EndowmentFund to ensure the ongoing care of theoldest continuously-occupied Governor’sresidence, which has been named a Virginia and National Historic Landmark.

In May 2009, restoration begins on the fence (including many of its7,000 individual pickets and 350 fence posts,) and is funded by the

Roller-Bottimore Foundation, the Morgan Foundation, The French Heritage Society and the Commonwealth Chapter of the Daughtersof the American Revolution. With documentation obtained duringthis project, the Foundation will seek National Historic Landmarkstatus for Capitol Square.

Restoration of the Bell Tower, which began in June 2008 and willbe completed in March 2010, is being funded by the VirginiaDaughters of the American Revolution State Regent’s Project andthe Commonwealth of Virginia.

The Foundation serves as an advocate for the ongoing preservation of the Capitol and seeks to raise endowment funds to ensure thateven during lean economic times necessary conservation projects will be completed.

In 2009, First Lady Anne Holton establishes the First Lady Fund for the Executive Mansion to raisedonations for art restoration and acquisition in the Mansion.

The Foundation raises funds to support implementationof the Landscape Master Plan, beginning with the2008 donation of six trees from Alcoa to launch theAdopt-A-Tree program. Initiation of an Adopt-A-Bench

program will make possible the fabrication of replicas of originalCapitol Square benches for placement throughout the Square.

A key component of the World Heritage applicationis the discovery, documentation, and restoration of the Capitol’s 18th century woodwork completedin 2007 and made possible by a grant from the Cabell Foundation and matching funds from theCommonwealth of Virginia.

In 2009, the Foundation completes pre-productionwork on the film Keepers of the Flame with anticipated

premiere in fall 2010. The film will focus on the contribution of individualsthroughout history who have made animpact on society through and with ourrepresentative democracy.

In 2010, the Foundation will support the efforts of The Virginia Indian Commemorative Commission, which ischarged with commissioning an appropriatecommemoration of the life, achievements,

and legacy of Virginia Indians to take the form of a monument inCapitol Square.

KEEP THE FLAME GLOWING

Each year the Capitol welcomes tens of thousandsof Virginia students who are eager to learn aboutthe history of the Commonwealth. To enhancetheir experience, the Virginia Capitol Foundationis developing a film entitled Keepers of the Flamethat will feature compelling stories of individualsthroughout Virginia history who have made animpact on our society as active participants incivil life. Stories about the deeds of recognizableelected officials like Thomas Jefferson and GeorgeWashington as well as citizens who are less familiarlike Barbara Johns will inspire young people totake up the torch of our representative democracyknowing that every individual has the potentialto make a positive difference.

Thanks to donations, we have been able to beginpre-production work including script development.There are still several opportunities to supportthis project and join us in creating a lasting educational film at Virginia’s Front Door. In the fall of 2008, more than 60 former General Assembly members attended luncheons at the Capitol to learn about planned educational programs for the newly restored and expanded Capitol.
