VLCF Funding and Scoring Categories Funds are divided among the four primary categories: 

(1) Farmlands and Forest Preservation ($900,000); (2) Historic Area Preservation ($900,000); (3) Natural Area Protection ($900,000); and (4) Open Spaces and Parks ($916,194). 

At least 1/3 of the funds must be used for easements held by a public body.

At least 1/2 of the funding must be used for projects with public access.

Geographic distribution for a fair allocation throughout the state. Up to 50% of a project’s cost may be funded with a VLCF grant.

Program Eligibility ‐ on page ii Who may apply: state agencies, localities, public bodies, and 

registered (tax‐exempt) nonprofit organizations that are “holders”. 

Minimum application = $10,000 total cost; $5,000 grant amount.

Nonprofits must show that they meet “holder” requirements of Va. Code.

Letter from landowner is required.

Appraisals must have been done within six months before donation/acquisition.

Projects undertaken by private holders must have a conservation easement that is held or co‐held by a PUBLIC BODY, i.e., a state or federal agency, local government, or SWCD.

A survey to ALTA/ACSM standards is required for all projects.

Phase I Environmental Assessment is required on all acquisition projects (not for easement projects).
