1 April 19, 2015 Dear Members of the Provost Search Committee, I would appreciate being considered for the position of Provost and Vice President for Academic Affairs at Northern Arizona University. Serving the entire university and working with academic units across campus to achieve strategic goals presents an exciting opportunity for those of us who have worked with the challenges and changes facing higher education. As one who has a passion for education and a commitment to lifeKlong learning, I am enthusiastic about the valuable role universities play in our society and the multitude of ways universities can enrich the quality of life for all. Since 1997, I have held a variety of administrative positions in which my responsibilities were steadily increased as I met the challenges in each position. In each administrative position, I had to create and/or rebuild programs, often during significant budget cuts. Public higher education is facing a multitude of changes and financial hurdles; I believe it is important that university administrators be adaptable, creative, collaborative, and transparent. My administrative posts significantly benefitted from each of these qualities. Some examples of my various administrative roles will illustrate the challenges I faced in my administrative positions. The examples will also illustrate the accomplishments that were made during my tenure. Never one to be content with the status quo, I continuously seek to be proactive in addressing issues. Broad leadership experience. I began serving in administrative roles in 1997 when the outgoing Director of the Masters in Public Administration Program and the Department Chair of Political Sciences asked me to assume the role of MPA Director. Unlike my colleagues in the program, I had not been educated in public administration and had not envisioned administration as part of my career path. After receiving unanimous support from the faculty in the program, I took on the administrative role in the year that the reaccreditation report was due and when graduate enrollments and economic support had declined. By the end of my tenure, our enrollments were at capacity, three of our students had received Presidential Management Internships, an international exchange program was renegotiated, our national ranking improved. We were again the highest rated program in the state and the 15 th ranked small program in the United States. In 2002, I became the Director of the Elections Administration Program, administering a certificate program in elections and voter registration that was designed with the nonprofit Election Center based in Houston, Texas. The program had been in existence for approximately 10 years and had received a national award for the Best University Continuing Education Program. During my tenure we expanded the number of faculty teaching in the program through an apprenticeship system I designed, increased the number of courses we offered from 12 to 20, and expanded the number of teaching locations from three cities to six cities annually. We created a weekKlong series of courses at Auburn University, which attracted approximately 100 elections and voter registration officials from across the United States and the Virgin Islands. Ohio,!and!New!Mexico.!Several!states!began!to!offer!preferential!hiring!or!increased!

compensation!for!administrators!who!obtained!our!certificate!of!completion.!

!

To!build!on!our!growing!reputation!in!the!field,!I!designed!an!Election!Administration!

concentration!in!our!Masters!in!Public!Administration!Program!and!partnered!with!an!

Auburn!Engineering!professor,!whose!expertise!was!designing!voting!equipment.!Our!

program!became!interdisciplinary!with!courses!being!taught!by!political!scientists,!

computer!scientists,!lawyers,!and!practitioners!with!advanced!degrees.!The!program!also!

became!popular!with!doctoral!students.!In!2012,!I!returned!to!Auburn!to!hood!one!of!my!

doctoral!students!who!completed!her!dissertation!on!voter!identification!laws.!

!

In!2007,!I!assumed!the!position!as!Associate!Dean!of!External!Affairs!in!the!College!of!

Liberal!Arts!at!Auburn!University.!It!was!a!new!position!in!the!college!designed!to!promote!

and!oversee!the!outreach!activities!in!the!college.!Throughout!my!academic!career,!I!had!

been!concerned!with!community!and!civic!engagement!and!the!link!between!the!university!

and!the!larger!community!and!envisioned!the!position!as!a!way!to!engage!faculty!

throughout!the!college!in!collaborative!activities!to!create!a!more!engaged!campus!

community!and!to!expand!research!and!outreach!into!the!community.!Very!quickly!my!

duties!expanded,!which!placed!me!responsible!for!leading!strategic!planning!in!the!college!

and!to!oversee!the!Diversity!Officer,!Women’s!Studies!Program,!Africana!Studies!Program,!

and!Center!for!the!Arts!and!Humanities.!Fortunately,!the!dean!was!receptive!to!my!ideas!

and!provided!me!with!great!latitude!to!work!with!other!units!on!campus!to!expand!

community!outreach!and!to!help!create!a!more!engaged!campus!and!to!expand!my!

responsibilities!to!meet!the!needs!of!the!faculty!and!students!in!the!college.!Throughout!my!

threeKyear!tenure!in!the!position,!the!Dean!continuously!expanded!my!responsibilities.!

Additional!roles!assigned!to!me!included:!oversight!of!space!allocation,!building!renovation,!

and!new!construction;!teaching!workshops!and!awards;!distance!education;!graduate!

programs;!oversight!of!band!and!choral!directors;!and!fundraising!for!Fine!Arts.!

!

Since!July!2010!I!have!served!as!the!Dean!the!College!of!Arts!and!Sciences!at!New!Mexico!

State!University,!overseeing!the!largest!college!in!the!university!with!twentyKfour!academic!

departments,!two!ROTC!programs,!an!art!gallery,!a!cultural!history!museum,!an!herbarium,!

a!Center!for!the!Arts,!and!a!universityKbased,!professional!symphony!orchestra.!I!arrived!at!

the!university!in!the!midst!of!significant!budget!cuts!and!concluded!my!first!year!with!a!

5.5%!reduction!in!the!college!budget.!Since!my!tenure!began,!I!have!served!under!four!

provosts!and!three!presidents.!Prior!to!my!arrival,!the!college!had!three!deans!or!interim!

deans,!who!served!oneKyear!terms.!Faculty!morale!was!understandably!low,!key!offices!

were!understaffed,!accountability!was!minimal!and!transparency!was!virtually!nonexistent.!

!

Fortunately,!the!staff!in!the!dean’s!office,!the!department!heads,!and!the!faculty!were!

aggressively!receptive!to!a!new!vision!and!agreed!to!work!together!as!a!team!to!tackle!the!

problems!and!rebuild!the!college.!Even!though!we!have!not!had!our!budget!cuts!fully!

restored,!the!list!below!is!a!sampling!of!accomplishments!my!team!and!I!have!achieved!in!

the!last!five!years:!!!

• 80%!increase!in!permanent!funding!for!regular!collegeKtrack!faculty,!who!were!

funded!through!temporary!funds.!

• Increased!financial!support!for!faculty,!including:!funding!of!a!new!competitive!

travel!grant!program!for!faculty;!increased!funding!for!faculty!miniKgrants;!course!

releases!for!faculty!research;!sabbatical!support.!

• Increased!support!for!academic!departments!through:!creation!of!department!head!

discretionary!accounts!with!annual!deposits!to!the!accounts;!two!$5,000!annual!

department!awards!for!excellence!in!advising!and!excellence!in!expanding!diversity;!

department!head!exemplar!awards!(with!$5,000!to!department!accounts);!annual!

department!head!award!($1,000!to!department!head!and!$4,000!to!department)!

• Creation!of!a!Dean’s!Advisory!Council!composed!of!distinguished!alumni!and!

accomplished!business!and!civic!leaders!and!educators.!The!Council!sponsors!

annual!fundKraising!events!that!support!the!Dean’s!Fund!for!Excellence.!

• Completion!of!college!strategic!plan!with!the!assistance!of!the!college’s!Planning!and!

Budgeting!Committee!and!academic!departments.!Key!performance!indicators!were!

established!to!evaluate!progress!towards!achieving!the!goals!in!the!plan.!

!Appreciation&for&the&mission&of&a&public&research&university&and&its&role&in&meeting&educational,&social,&economic&and&environmental&challenges&on&the&local,&state,&and&national&levels&and&beyond.&I!have!served!at!a!public!research!university!for!more!than!20!years!and!been!an!active!researcher!addressing!the!means!to!engage!citizens!in!addressing!

complex!policy!issues,!utilizing!technology!to!enhance!democracy,!and!creating!more!trust!

and!transparency!in!government.!Much!of!my!research!has!been!collaborative!across!

disciplines!and!often!addressed!pressing!problems!of!the!day,!such!the!research!I!

conducted!with!Agriculture!professors!on!reducing!dependence!on!imported!coal!for!

energy!production!and!replacing!it!with!cleaner,!locallyKgrown!switchgrass!and!the!

research!I!conducted!with!an!Engineering!professor!to!design!and!test!electronic!voting!

equipment.!

!

As!an!associate!dean,!I!developed!a!weekKlong!program!to!teach!faculty!how!to!become!

more!engaged!in!their!communities!and!to!develop!collaborative,!crossKdisciplinary!

for!University!Outreach!to!offer!an!annual!outreach!scholarship!symposium,!which!

As!dean!of!a!highly!productive!research!college!with!grants!totaling!more!than!$20,000,000!

annually,!I!have!been!diligent!in!recruiting!research!faculty!and!offering!competitive!startK

up!packages.!I!have!significantly!expanded!support!to!encourage!grant!writing,!including!

course!releases,!mentoring!programs,!and!financial!support.!Recognizing!the!value!of!

graduate!students!in!the!university’s!research!mission,!I!have!substantially!increased!

support!for!graduate!student!travel,!created!graduate!student!research!competitions!and!

awards,!and!provided!resources!to!create!graduate!student!work!and!study!areas!within!

departments.!More!recently,!I!developed!an!undergraduate!research!program!that!provides!

financial!support!for!undergraduate!students!to!work!on!research!projects!with!professors!

across!the!college.!

!

A&record&of&encouraging&and&supporting&innovation&and&engagement.&My!colleagues!at!Auburn!University!will!remember!me!most!for!my!passionate!commitment!to!outreach!and!

my!belief!that!research,!teaching,!and!outreach!can!be!intertwined!and!mutually!beneficial.!

committee!to!prepare!the!university’s!successful!application!for!the!Carnegie!designation!

service!learning!courses!and!interdisciplinary!collaborations!in!teaching!and!research.!

As!a!dean!at!New!Mexico!State!University,!my!areas!of!responsibility!have!greatly!

expanded.!Some!examples!of!ways!I!have!worked!to!promote!student!learning!and!success!

• Establishment!of!hiring!practices!that!are!contributing!to!greater!diversity!of!faculty!

• Support!for!curriculum!revision!that!attracts!a!more!diverse!student!population!!

!

Expertise&in&budgetary&matters,&including&the&financial&issues&currently&facing&public&research&universities.!I!oversee!a!college!with!a!budget!of!over!$42,000,000.!Within!two!months!of!my!arrival!on!campus,!the!college!budget!was!cut!5.5%!in!the!midst!of!state!

mandated!cuts!and!we!lost!23!faculty!lines.!The!discretionary!accounts!available!to!the!

dean!had!been!nearly!depleted.!Some!departments’!expenditures!routinely!exceeded!their!

operating!budgets!and!the!Art!Department!had!created!nearly!a!$100,000!deficit!in!their!

Art!store!and!had!a!series!of!audits!that!criticized!their!lax!accounting!practices.!!!

!

To!get!the!college!back!on!track!and!not!cut!services!dramatically,!I:!

!

• Held!frequent!meetings!with!the!college!accountant!and!elevated!another!staff!

position!to!assist!with!budget!matters!and!track!expenditures!

• Informed!departments!that!I!did!not!adhere!to!the!philosophy!that!“it!is!better!to!ask!

forgiveness!than!permission”!and!notified!them!I!would!track!their!monthly!

expenditures!to!assure!they!were!living!within!their!operating!budgets.!At!the!same!

time,!however,!I!established!department!head!discretionary!accounts!in!each!

department!with!annual!allocations;!established!a!revenue!sharing!program!to!

distribute!distance!education!income;!and!created!department!awards!that!

recognize!excellence!in!advising!and!retention!and!expansion!of!diversity.!All!

departments!are!now!operating!completely!within!their!operating!budgets.!!

• Closed!the!Art!Store!and!paid!off!the!debt!and!worked!out!an!arrangement!with!the!

campus!bookstore!to!provide!art!kits!and!supplies!for!students!and!worked!with!

faculty!to!find!onKline!suppliers!for!specialized!supplies!

• Assigned!an!associate!dean!the!responsibility!to!manage!enrollment!management!

funds!to!expand!course!offerings!

• Held!annual!fundKraising!events!that!celebrated!faculty,!students,!and!community!

supporters!

• Created!a!Dean’s!Council!to!assist!with!promoting!the!college!and!fundraising!

• Cut!$5,000,000!from!the!construction!costs!of!the!Center!for!the!Arts!in!order!to!

complete!the!building!onKtime!and!onKbudget!with!a!Gold!LEED!rating!that!reduced!

annual!energy!costs!by!$40,000!annually.!

• Appointed!by!new!president!to!serve!on!a!committee!to!develop!a!summer!school!

revenue!sharing!model!

• Supported!collaboration!between!the!college!and!government!and!private!agencies!

to!share!in!research!costs!and!benefits.!These!relationships!have!provided!salary!

and!startKup!support!for!research!faculty!in!Physics,!Computer!Science,!and!

Astronomy.!

An&established&record&of&openness&in&decision=making&and&working&with&faculty&in&a&context&of&shared&governance&and&collaboration.!The!College!of!Arts!and!Sciences!at!NMSU!has!a!long!tradition!of!shared!governance!with!active!committees,!including!a!

Planning!and!Budgeting!Committee!to!advise!on!budget!matters.!The!college!also!has!byK

laws!that!guide!the!practices!in!the!college.!The!chairs!of!the!committees!help!me!establish!

agendas!for!faculty!meetings!and!lead!the!revision!of!college!byKlaws.!Most!committees!are!

composed!of!elected!and!appointed!representatives.!When!budget!cuts!are!required,!the!

process!begins!within!the!departments!and!plans!are!submitted!to!the!college.!Final!

decisions!are!made!in!collaboration!with!department!heads.!In!designing!new!programs!

and!initiatives!in!the!college,!I!seek!department!head!volunteers!to!work!with!an!associate!

dean!to!develop!the!proposals!for!my!consideration.!The!final!product!is!the!result!of!a!

dialogue!between!the!College!Planning!and!Budgeting!Committee,!department!heads,!the!

associate!deans!and!myself.!At!our!annual!department!head!retreat,!I!present!a!report!on!

revenues!and!expenses!in!the!college!and!a!pie!chart!with!expenditures!divided!into!broad!

categories.!The!department!heads!provide!their!feedback!and!suggestions!for!the!

distributions!for!the!coming!year.!This!discussion!is!very!influential!in!helping!me!establish!

college!priorities.!Throughout!the!year!I!share!data!with!the!faculty!and!staff.!

In!order!to!broaden!the!input!and!perspectives!I!receive!from!faculty,!I!hold!“Listening!

Lunches”!to!interact!with!faculty!from!across!the!college!in!informal!luncheon!discussions;!

meet!oneKonKone!with!every!new!faculty!in!their!offices/labs;!participate!with!associate!

deans!in!weekly!“Coffee!with!the!Deans”!meetings!to!talk!with!faculty!at!coffee!hours!

sponsored!by!and!held!at!departments!across!the!college;!and!host!monthly!lunches!with!

faculty!senate!leadership!and!college!senators!to!discuss!university!issues.!!

Ability&to&effectively&communicate&the&mission,&opportunities,&and&challenges&to&internal&and&external&constituencies.!As!one!can!glean!from!my!academic!research,!I!am!deeply!committed!to!the!Jeffersonian!view!that!an!educated!and!enlightened!citizenry!is!

essential!to!a!healthy!democracy!and!that!public!education!plays!an!essential!role!in!

preserving!democracy.!I!thrive!in!an!academic!environment!that!expands!our!knowledge,!

breaks!down!barriers,!and!helps!improve!the!quality!of!life!for!all.!At!my!first!fundKraising!

event!I!planned!for!the!college,!I!sat!with!a!couple!who!had!supported!Athletics!and!the!

Business!College.!They!did!not!grasp!the!value!of!Arts!and!Sciences!or!why!the!role!as!dean!

of!such!a!diverse!college!appealed!to!me.!I!later!learned!that!the!wife!was!a!breast!cancer!

survivor!and!was!active!in!the!very!successful!Tough!Enough!to!Wear!Pink!fundraising!

activities!in!our!community.!I!invited!them!to!a!meeting!for!potential!members!of!Dean’s!

Council!and!featured!an!outstanding!cancer!researcher!from!our!Chemistry!Department!to!

discuss!the!research!being!conducted!by!his!research!team.!The!professor,!who!is!married!

to!an!artist,!explained!how!his!wife’s!creativity!influenced!his!own!research.!His!

presentation!spurred!the!couple!to!join!the!Dean’s!Council.!!They!have!been!among!the!

most!ardent!supporters!of!the!college.!I!have!also!created!meaningful!relationships!with!the!

arts!community!and!the!media.!I!have!recruited!the!publisher!of!the!city!newspaper!to!

serve!on!our!Dean’s!Council!and!enlisted!the!newspaper!sponsorship!of!many!college!

programs.!The!newspaper!also!features!a!biweekly!column!on!the!activities!of!our!faculty!

and!students.!It!is!a!pleasure!to!speak!to!any!civic!group!or!funding!group!about!the!value!

and!challenges!of!higher!education.!More!recently,!I!established!a!partnership!with!the!City!

community!with!an!understanding!of!our!global!economy!and!interdependence.!

!Summary!of!my!values!and!style!of!leadership!!As!my!vita!indicates,!I!have!spent!my!academic!career!studying!the!means!to!advance!

democratic!governance!and!to!create!more!transparency!and!trust!in!government.!I!began!

many!of!my!research!projects!with!the!hypothesis!that!citizens!have!the!capacity!and!desire!

network!of!government!agency!referrals!to!a!community!mediation!center!we!created!at!

the!university.!My!fourKyear!research!project!in!rural!Alabama!was!part!of!a!larger!

universityKcommunity!economic!development!project!that!engaged!citizens!who!had!

become!alienated!and!disenchanted!with!public!life.!My!research!and!teaching!have!been!

intertwined!throughout!my!academic!life!and!I!have!incorporated!community!and!civic!

III. ADMINISTRATIVE POSITIONS

A. Dean, College of Arts and Sciences, New Mexico State University, July 2010-present. I oversee the largest college at NMSU with 24 academic departments and 2 ROTC programs and a budget of over $42,000,000 (24% of the total university budget). The College also maintains 19 buildings on campus. Since my arrival, I have:

• Overseen the construction and completion of a $37,500,000 Center for the Arts complex, which received the Gold LEED rating

• Supported research activities and attracted productive research scholars who have brought in more than $20,000,000 annually

• Created a Grants 4 Grants program to provide mentorship and financial support to assist faculty with preparing grants

• Instituted faculty, staff and student awards program • Developed a travel grant program for faculty and graduate students • Established a Dean’s Advisory Council composed of community leaders and

distinguished alumni • Created a Diversity Committee to advance our commitment to diversity and to

enhance our collaboration with the American Indian Center, Hispanic Caucus, Black Programs, and Sexual and Gender Diversity Resource Center

• Elevated attention of graduate programs by increasing the number of graduate assistantships, creating graduate student lounges, expanding support for graduate student research and travel

• Served on search committees for high level university administrators • Provided financial support to advance undergraduate student research through a

variety of means, including the creation of a Discovery Scholars program that was created with revenues from Distance Education

• Reorganized, updated, and expanded our Advising and Records Center to better serve students and to improve retention rates; created specialized advisors for (1) freshmen, (2) pre-health majors, (3) pre-pharmacy majors and (4) students on academic probation. Intensive intervention program has significantly reduced number of students on academic probation.

• Tripled revenue from distance education courses and developed a revenue-sharing model to distribute funds to academic departments

• Created an interdisciplinary studies department, which is the home to over 350 majors

• Served as a Deans’s representative on the university’s Strategic Planning Committee; the University Foundation Board; and the Department Head Training Academy.

• Obtained twelve new Distinguished Achievement Professorships • Managed Enrollment Management funds to provide additional funding for courses

for all colleges • Expanded support for international programs, research, and travel, including

providing funds for professors to lead study abroad programs; international research collaboration; faculty and student exchanges; and creation of joint-degree programs

• Created the university’s first Shared Services Center that is housed in the College of Arts and Sciences and promotes the collaboration and efficiency of all units involved in the administration of grants (Vice-President for Research, Vice-President for Finance, Director of Human Resources, and Dean of Arts and Sciences).

B. Interim Dean, College of Extended Learning, January 2013-November 2013.

The College of Extended Learning was home to the Bachelor of Individualized Studies (BIS) and the Bachelor of Applied Studies (BAS). The provost charged me with the task of administering the college and developing a plan to integrate the college with the College of Arts and Sciences. During my tenure, I:

• Streamlined the application and admission process and placed more emphasis on specialized advising to serve the career goals of students

• Revised the curriculum policies to bring them in line with the policies more broadly shared across the campus

• Established mutually respectful and collaborative relationships with athletic advisors

• Developed the proposal to integrate the College of Extended Learning into the College of Arts and Sciences and presented it to the University Senate, which approved it unanimously. The plan was approved by the provost, president, and Board of Regents.

C. Associate Dean for Educational Affairs and Graduate Studies, College of Liberal

Arts, Auburn University, May 2007- July 2010. My initial role as associate dean for the College of Liberal Arts was to advance the outreach mission of the college and university. Throughout my tenure, my responsibilities were significantly expanded to include strategic planning; oversight of graduate education; expansion of distance education; support for teaching; honors courses; fundraising for fine arts; oversight and evaluation of Band Director, Diversity Officer, Women’s Studies Director, Director of Carolyn Marshall Draughon Center for the Arts and Humanities, and Africana Studies Director; and coordination of space allocation and building priority issues. In that role, I:

• Led the strategic planning process in the college and served as a focus group facilitator for the university-wide strategic planning process.

• Established a Community and Civic Engagement Planning Committee that o designed six interdisciplinary, themed learning communities; o created a civic engagement/leadership minor; o offered an “alternative spring break” course to take students to Appalachia

for field work; o designed and offered a week-long summer workshop to teach faculty how to

create service learning courses and to integrate teaching, research, and outreach

• Obtained funding to support the Engaged Scholars Program that provided two endowed professorships and additional compensation for six faculty scholars and students researchers

• Worked with our technology staff to offer workshop training and provide stipends and equipment to faculty who were developing distance education courses;

• Provided guidance to college committee on teaching excellence to increase the nominations for teaching awards and to offer workshops to promote excellence in teaching. I included the research awards recipients in our annual teaching awards ceremony and featured award recipient in video presentations to showcase their talent. Attendance at awards ceremonies increased dramatically.

• Supported the Diversity Officer’s plans to develop outreach and summer programs to minority and underserved populations and to bring them to campus.

• Served on university committee to prepare our successful application for the Carnegie designation as a “Community Engaged Campus.”

• Worked with the Vice-President for Outreach to offer an annual outreach scholarship symposium and lead annual promotion and tenure workshops on outreach

• Served as liaison with Facilities and exercised college oversight of refurbishment and remodeling of college buildings, including the building that housed Liberal Arts, the remodeled psychology building, remodeled Center for the Arts, the expansion of the Theatre building, and the new band practice building

• Revamped and expanded the college website • Oversaw graduate program accreditation and expansion of graduate programs • Established a faculty mentoring program to assist them in developing and

documenting their outreach activities and developing closer ties and relationships with the community

D. Director, Elections Administration Program, Auburn University, 2002-2010.

Auburn University, in cooperation with the non-profit Election Center, based in Houston, Texas, developed a twelve-course certification program for elections and voter registration officials. This program won a national award in 1994 as the best university continuing education program. I began teaching in the program in 1994 and administered it from 2002-2010. As administrator of the program, I:

• Worked with faculty to design more than twenty courses • Increased the training program from three locations per year to six • Expanded the program to include professors from universities in two other states • Developed an apprenticeship program to train faculty and expand participation in the

program taught by faculty from three universities in six different cities each year. • Created an Elections Administration concentration in our Masters in Public

Administration Program • Received funding to support undergraduate and graduate student travel to elections

conferences three times annually • Created and continuously expanded graduate assistantships to support faculty and

students in the expansion of the program • In 2009, I received a National Association of Secretaries of State (NASS) Medallion

for the program. This national award is designed to recognize outstanding service and dedication to furthering NASS’s mission: fair and honest elections, civic education and service to state government.

E. Director, Master in Public Administration Program, Auburn University,

September, 1997 – December 1999. In my first year as Director of the MPA Program, I prepared a two-volume, 500-page report for the first recertification of the graduate program. During my tenure, our program regained its ranking as the top program in the state and the 15th ranked small program in the United States. While the director, I

• Established a gifts account; • Published professional newsletters for alumni; • Developed a recruitment program and expanded enrollments;

F. Director, Community, Mediation Service, University of Hawaii, 1979 – 1983.

In 1979 I received mediation training from the Institute of Mediation and Conflict Resolution (New York, New York) and co-founded the first neighborhood justice center in the state of Hawaii and the first university-based mediation center in the United States. The center, known as the Community Mediation Service, operated out of the University of Hawaii with trained volunteers from the university and community and had a collaborative case referral system established with the Family Court, Small Claims Office, Police Department, Prosecutor’s Office, City of Honolulu Mayor’s Office, and various military service in the state of Hawaii.

XI. GRANTS

A. Grant Recipient, Auburn University, Office of Outreach to attend Harvard University Leadership Training (May 18-25, 2007). I was awarded a grant for the Office of Outreach to attend an eight-day leadership training at Harvard University entitled “The Art and Practice of Leadership”. The Harvard program selects approximately 60 participants from a larger pool of applicants that includes academics, medical doctors, corporate executives, governmental officials, and private and non-profit consultants. B. Grant Recipient and Focus Group Facilitator for Biomass Energy Grant, U.S. Department of Agriculture and Alabama Department of Agriculture, (May and Just, 2005). I was part of a research team that conducted focus groups around the state of Alabama to determine if citizens would be willing to pay for more green energy. My role on the team was to assist with the questionnaire design and analysis and serve as the focus group facilitator in four Alabama cities; Opelika, Montgomery, Mobile, and Huntsville. C. Grant Recipient, Kettering Foundation and Auburn University Economic Development Instutite, Uniontown, Alabama Project to study citizen participation, (2000-2005). My portion of the project focused on facilitating dialogue and deliberation among citizens and between citizens and government officials on issues affecting the economic vitality of the community. The non-profit citizen’s group, Uniontown Cares, was created under this grant and became the first multi-racial civic organization in the town. The organizations activities included such projects as: fund-raising for the fire department; development of city web-site; restoration of former slave cemetery; book drive; clean-up of city playgrounds and parks; establishment of Alcoholics Anonymous; photo exhibit; and partnering with Auburn University to receive equipment donations and skills training for residents of the city. D. Auburn University Outreach Delegation to Study “Civic Engagement and Land Grant University Mission,” at University of Minnesota, Minneapolis, Minnesota, funded by Kettering Foundation, (December 10-12, 2001). This project was completed when the university senate was considering elevating outreach to the same status as research and teaching in the University’s mission. A four-person team spent three days consulting with University of Minnesota administrators, professors, and students and observing outreach activities. The information gathered from that experience contributed to the ultimate decision made by the Auburn faculty to include outreach as a primary mission of the university.

E. Grant Recipient and Conference Participant, “Creating Future-Oriented Governance,” Future Generations Alliance Foundation, Honolulu, Hawaii (January 9-12, 1996). This was an international conference sponsored by a Japanese foundation that brought together scholars from a variety of disciples to propose government reforms that would promote long-range planning and concern for the well-being of future generations. F. Grant Recipient and Workshop Participant, Community Service Foundation, Real Justice Project, Allentown, Pennsylvania (March 25-29, 1995). I was selected to be a part of the first group of Americans trained in “restorative justice,” a method of dealing with juvenile offenders, who are incarcerated. This program designed by a group of Australians, who were trainer for the first group of Americans to learn the skills to bring victims and offenders together with family and friends in an effort to address and repair harm done to all parties. G. Grant Recipient and Workshop Participant, Markle Foundation, Electronic Town Meeting Project, Snowmass, Colorado (October 3-7, 1994). This grant was given to a group of scholars, business leaders, members of various forms of media, and professional facilitators to develop a model for electronic “town meetings” of citizens via television, radio, internet, and face-to-face that address complex policy issues. The grant also required proposal for funding electronic town meetings, either privately or publicly. The grans was the culmination of activities begun by participants at a conference entitled “Designing the Next Generation of Electronic Town Meetings,” that I co-organized with the Meridian International Institute Conference, San Francisco, California (March 27-28, 1993).
